I basically just want [Council] to keep the town running as best that it can and getting the whole town working together again and increase community spirit.” Mr Wayne holds a Bachelor of Science in Aviation from the University of Tasmania and has diplomas in both Information Systems and Information Technology. He also studied law at Flinders University. In his spare time Mr Wayne gets involved in a number of community not-for- profit associations. He is a member of the Coober Pedy Shooters Club, the Coober Pedy Opal Fields Golf Club, the Health Advisory Committee, and the Coober Pedy Drive-In. Mr Wayne is also the Second Lieutenant on the Coober Pedy CFS. After first preference votes were Counted, Mr Wayne was in the lead on 76 votes, with Mr Freytag and Mr George Naumovic neck-and- neck with 66 votes each. After preferences were distributed Mr Freytag made the quota (131) and Mr Naumovic (93 votes) was edged out by Mr Wayne (116 votes). Mr Wayne has contested the position of Mayor on two previous occasions unsuccessfully but it was his first time nominating as Councillor. Mr Naumovic has nominated to be a Councillor on three occasions and each time he has missed out by only the thinnest of margins. After preferences, Mr Harley Staines placed fourth, Mr Kenneth Helfand fifth, Mrs Renata Wayne sixth, Ms Christel Hauri seventh and Mr Brett Trueman finishing in eighth position. Mr Freytag moved to Coober Pedy in 2005 to start opal mining after a successful career as a surveyor and geophysical technician working in the mineral exploration industry. Mr Freytag explained that he wishes to preserve the freedom and independent spirit that Coober Pedy residents enjoy and value. Mr Freytag wants to use his time on Council to ensure that the organisation minimises its imposition on residents and focuses its attention on delivering valued and affordable services that improves the lives of residents. “I just want people to have confidence in Council and for Council to be accountable to the people,” explained Mr Freytag. Mr Freytag emphasised that getting Council back-on-track financially is a priority for him. “If and when we get the finances in order we need to let the public know that it is all okay. We need to be careful about new spending and as a council develop practical policies,” he said. When asked about where he’d like to see Coober Pedy in the future Mr Freytag said, “My personal philosophy is that I am a libertarian, that is an emphasis on personal freedom, small limited government and individualism. If you want to start a business then you should be free to do it in Coober Pedy or anywhere else. I’m not a big believer in economies and communities run by governments. It [the government] should just get out of the way, that’s my attitude. The Council should be working towards minimising any impositions on residents by lowering, in real terms, the cost of local government and encouraging entrepreneurs and not standing in their way,” he said. Mr Freytag is also a champion Backgammon player. He won the Backgammon Association of South Australia’s ‘Open Title’ in 2016 as well as on two previous occasions, the first in 1990. One of the Highlights for me and a great opportunity forCoober Pedy was meeting with keynote speaker Robertde Castella AO MBE, Director of Indigenous MarathonFoundation (IMF) and his interest in Coober Pedy’s annualGreat Breakaways Marathon and keeping in touch to worktogether in any way.

This assembly is held annually by the Australian LocalGovernment Association for all Local Governments inAustralia to explore opportunities and strengthen thecontribution local government makes to the Nationaleconomy.

Other Keynote speakers included George Megalogenis,Hon Paul Fletcher Minister for Major Projects Territoriesand Local Government. Pip Marlow MD, Microsoft, HonJulie Collins MP Shadow Minister for RegionalDevelopment and Local Government.

Great Breakaways Marathon 2016The Great Breakaways Marathon was a successful eventand had over 46 participants this year. With approx 4 weekslead-time, the event was organised by a VolunteerCommittee, supported by Council and Council staff.

Over 36 Volunteers turned up for the checkpoints andoval support on the day.

Cash Sponsorship over approx 5500.00 was raised bylocal business and some Intrastate to support the event.Congratulations to everyone for a terrific effort for afantastic event.

It was an honour to showcase Coober Pedy to the LGABoard. This is the first time the LGA Board has held aRegional meeting in Coober Pedy. The dinner was attendedby Councillors and the Acting CEO. The community forumwas well attended by over 30 Community members.

The District Council of Coober Pedy togetherwith the State Government of South Australia is

pleased to announce that Coober Pedy hasbeen awarded a $45,000 grant as part of the

State Government’s investment in publicspaces across regional areas throughout

South Australia.

Coober Pedy awarded a sharein $3.5M for Public Open

Space Improvements“Public spaces strengthen regional communities byproviding dedicated spaces for people and communityorganisations to meet.”

“Great access to walking trails and parks also supporthealthy living by encouraging more active lifestyles,” saidMr. Rau.

Mayor Michelle Provatidis said, The UrbanDevelopment funding was applied for earlier in the yearand I am very pleased to hear that the District Council ofCoober Pedy was a worthy and successful applicant.”

“Obviously there will be public consultation regarding anyplans for development of public areas.”

“I envisage that the funding will assist with trouble spotsthat residents have been drawing to our attention and tofor tweaking areas that will have local lifestyle and tourismbenefits.”

Regional Development Minister Geoff Brock said,“This is a very welcome investment into regional areasacross South Australia.”

“Of major importance is that the funding will also allowfor employment opportunities during the initial projectperiod,” said Ms Provatidis.

“The funding will be used for a variety of purposes,including upgrading main streets, establishing shared usepaths and redeveloping parks and large open spaces tomake them more accessible to regional communities,” hesaid.

“This announcement reinforces the Government’scommitment to continue to build on the strength of ourregions,” concluded Mr. Brock.

The Planning and Development Fund provides the meansfor open space and public realm investment across theState.

Since July 2002 the Government has provided over $125million to approximately 675 local government projectsthat support public space initiatives across South Australia.

Councils will be contributing towards these projects.

More than $3.5 million in grants has been provided toregional councils from the Planning and DevelopmentFund. Grants were announced on Sunday, 26 June, 2016

Across the state these grants will help councils developmore inviting and useable public spaces, attracting newlife into areas such as parks, walking trails, reserves andtown centres.

Amongst the variety of state-wide grant recipients,Coober Pedy was awarded $25,000 for a CommunityUrban Enhancement plan; and $20,00 for a Youth

and Community Recreation Plan.

Deputy Premier John Rau said, “This Government iscommitted to supporting the rejuvenation of existing openspaces in regional areas as well developing new invitingspaces for people to relax, come together and enjoy.”

“The Classic Motorcylce Meeting at Mildura isput on by the Ulysses Motor Bike Club of Australiaevery Queen’s Birthday weekend, (this year onthe 12th of June) and is regarded as the classicworld title,” said Nipper Crabb who has been aside car cyclist for most of his life.

“There were approximately 12 riders in theJapanese 4 stroke over 50 sidecar event with agesranging from 50 to 71,” he said.

Nipper was the ‘classic’ 71 in this event.

“The event is run on a points basis; 3 point for awin 2 for second 1 third over heats. The top 4point scrorers go into a sudden death final todetermine the winner,” explained Nipper.

Police are alerting tourists across the state to be security aware,following reports of break-ins on caravans and vehicles at a

number of towns that tourists frequent.

Over the past two months, there has been a significant increase in thenumber of break-ins targeting money and portable electronics from unlockedvehicles and caravans, mainly at night.

Police remind tourists to ensure they do not become complacent while onholidays and still lock up as if they were at home.

YOUR caravan:• Always lock up the caravan, including windows and skylights, even if you arejust popping out for a short time.• Ensure any valuables you have to leave inside are out of sight. Don’t leavethem near windows.• At night or if you are out, keep the curtains drawn.• Consider sensor lighting on the exterior that activates if someone approaches.• If you own the caravan and use it frequently, consider installing a small,concealed safe for your portable electronics and other valuables. Ensure it is bolted tothe caravan floor or fixtures, to ensure it can’t be carried out.• Keep an eye out for suspicious behaviour around caravans and vehicles andalways report a theft or break-in to police.

Police NewsFAR NORTH TRAVELLERS

SHOULD LOCK UPOver the last 2 months there has been a spateof break-ins to tourist vehicles and caravans inCoober Pedy. The persons involved have beentargeting money and portable electronic devicesfrom unlocked vehicles and caravans during thehours of darkness. Police would like to remindthe public to ensure they do not becomecomplacent whilst on holidays and they adopt“lock it or lose” it approaches. Police have beenworking hard to apprehend these offenders andhave made several arrests. These investigationsare still ongoing and further information from thepublic in relation to these offences is alwaysappreciated.

On Monday 13th June 2016, police received areport from a tourist in relation to the theft ofcash and electronic goods from his unlockedcaravan overnight. As a result of investigations,police searched a premise in Burke Street, CooberPedy and located some of the stolen property. A14 year old youth was arrested and charged withserious criminal trespass and theft. He wasrefused bail and remanded to the Cavan YouthDetention facility. He will be appearing in courtat a later date.

On Thursday 23rd June 2016, police arrestedtwo Coober Pedy youths aged 14 and 17 years,who were identified attempting to use a creditcard which had been recently stolen from a touristvehicle. They were charged with aggravatedserious criminal trespass, illegal interference witha motor vehicle, theft and deception. They werebailed with curfew conditions, to appear in courtat a later date. Police have been conductingregular checks on these offenders to insure theyare complying with their curfew conditions.

On Friday 24th June 2016, as a result ofinformation received, local police conducted asearch of a house in Flinders Street and locatedproperty recently stolen from tourists. As a resulta 26 year old, Coober Pedy man was arrestedand charged with unlawful possession. He hasbeen bailed to appear in Court at a later date. Inrelation to this offence, should members of thepublic be offered goods at substantially less thanreasonable value which have an unknownprovenance, police suggest that they alertthemselves to the possibility they are stolen andcontact police. It is also expedient to keepreceipts for goods purchased to support wherethe goods came from, description and the pricepaid.

24 Jun 2016 2:30pm Police are investigating the theft ofluggage from a Coober Pedy hostel on Monday 20 June,

and have released CCTV images of the suspectsinvolved.

At about 8.30pm, the man pictured on the right entered an

unlocked hotel room in the Umoona Mine Hostel and stole alarge pink suitcase and a smaller black suitcase. He then leftthe hotel and carried the bags away with another person.

Royal Commission recommendsstructural change for Families SA

21 June 2016 The Child Protection Systems Royal Commissionhas recommended the establishment of a new department that is

committed to the care and protection of children.

The removal of Families SA from the Department for Educationand Child Development is a crucial step towards reforming theorganisation’s current culture.

Royal Commissioner Margaret Nyland said the future positionof Families SA in the government structure will have asignificant impact on the implementation of therecommendations that will be set out in her report.

“It is clear from our investigation that Families SA needs to becompletely overhauled,” said Commissioner Nyland.“This is not just about a change of departmental location butrather a committed, serious and profound shift in leadershipand culture.”

“To enable the South Australian Government to take immediatesteps to process the changes required to make this happen, Ihave decided to make this recommendation in advance of theCommission’s report.”

The new department must be headed by a Chief Executive

with established credibility in child protection work and whoreports directly to the minister.

A departmental structure that reduces the hierarchies betweenupper management and front-line workers is recommendedalong with a refreshed leadership group which has the capacityto lead major organisational culture reform.

The Commission recommends that a dedicated learning andprofessional development section within the new departmentshould be created. This would be accompanied by delegationsthat permit most decisions about children to be made at alocal level.

“Child protection is a difficult and complex business thatrequires many departments and agencies to work together,”said Commissioner Nyland.

“The new department should be a forward-thinking andproactive department that acts as the lead agency to coordinateand bring together other government and non-governmentgroups, and to engage the community to develop programsand systems that focus on the safety and welfare of childreneverywhere.”

The State Governmeent will introduce new laws this weekthat will help manage anti-social and disorderly behaviourin entertainment precincts.

The Summmary Offences (Declared Public Precincts))Amendment Bill 2016 will allow for the declaration of publicprecincts aand give police the same powers they alreadypossess in a licensed venue.

A public area will be declared for a specified time, wherethere is a reasonable likelihod of conduct occcurring thatwould pose a risk to public order, safety or securiity.

The Bill was offered ffor public cconsultation in March2016. Following consultation, some minor changes weremade to the Bill being introduced today, including:. Reducing the expiation from $500 to $250; “. Creatingan offence for carrying a weapon in a declared precinct;;and “. Increasing the drug detection powers available topolice. “

New law to improve public safetyThe proposed amendments would see SAPol given the variouspowers in a declared public precinct, including powers to:. conduct a metal detector search of a person;;“. ban a personbetween specified hours; “. direct a person to move on; “. providean offence of “behave in a disorderly or offensive manner in adeclared “ precinct’ with a penalty oof $1250 or an expiationnotice of $250;

Attorney-Generaal John Rau said, “This is a measure to improvesafety in our entertainment precincts. This new law will allowpolice to patrol declared essentially as if they were a single licensedpremises”.

“This law is good news for law abiding citizens and bad news foryobos and trouble makers. As the law currently stands, peoplecould be walking in a precinct with a hidden weapon and there isnot much our police can do about searching them. This law willalso give police the ability to use a metal detector in a declaredarea,” he said.

New police officer in townConstable Vanessa Welfareattended the RSL on Sunday

Vanessa has come from PortAdelaide Police Station where shewas working as a General Dutiesmember on a team there. She haspermanently transferred to theCoober Pedy Police Station for herfirst country posting.

“The town has been reallywelcoming to me so far. I lookforward to meeting new people andgetting involved with Communityevents,” said Vanessa

The RSL is a community social hubwhere current and ex servicemenand women across many platformscan catch up once a week in asocial and family atmosphere.

Local business owner GeorgeRussell O.A.M and Vanessa's fatherDon Welfare served in the Armytogether for quite a few years.

George served as a Sergeant's Majordoing operating theatre work, andDon, who was a Warrant OfficerClass 2, was involved in training thetroops to be medics.

"Don was in Coober Pedy for aholiday about two months ago andtold us that Vanessa was moving heresoon from Adelaide to take up aposition as a policewoman," saidGeorge.

"I wish Vanessa all the very bestduring her career in the police forceand trust that Coober Pedy will be apositive experience," he said.

Police officer Sergeant ShaunRatcliffe has been in Coober Pedyfor the past three years. This is thesecond time he has been posted here.He is well recognized around thetownship and often participates incommunity events.

Senior Constable Brett Wilson waswelcomed to Coober Pedy in Januarythis year. Brett has worked bothmetro and country police stations,having recently completed workingon the APY Lands, at Ernabella.

Changes to PATS

Port Augusta, finding a place to sleep, andgetting on another bus the next day is not afactor. The fact that the reason you areseeking medical help is that you are ill, injured,in pain, suffering from limited mobility, etcis not a factor.

How many Coober Pedy residents knew thatwhen they chose to live in a remotecommunity, they were choosing to go towhatever specialists are available in Whyallaor Port Augusta, to travel by bus or car toPort Augusta or Whyalla or that they werechoosing to bear the full cost of travelling bybus, car or plane if they go to Adelaide forspecialist medical help? The changes to PATSmay well accelerate the exodus of oldertownsfolk.

when the changes to the PatientAssistance Transport Scheme come

into effect on July 1st.

Coober Pedy residents wlll have touse doctors and hospitals in Whyallaor Port Augusta, only going toAdelaide if there is a valid medicalneed. From July 2016, patients whochoose to bypass their nearestspecialist service will not besubsidised a payment in lieu. PATSpayments will only be made whenpatients access their nearestspecialist service.

I discovered the changes to PATS ruleswhen I asked about partial re-imbursement for flights to Adelaide formy upcoming hip replacement surgery.I assumed the reimbursement of the costof the road trip would partly offset the$508 return air fares. The reason Ichose to go to Adelaide for the surgerywas because I couldn’t count on beingable to drive hundreds of kilometresbefore or after surgery. There are noflights from Coober Pedy to Whyalla orPort Augusta. I was told I could take abus to/from Port Augusta. As sitting forany length of time is painful I didn’t thinkthat a bus trip would be possible. I doubtthat I would be able to drive within aweek of the operation.

Apparently, the fact that there are noflights from Coober Pedy to PortAugusta or Whyalla is not a factor. Thefact that one cannot travel by bus fromCoober Pedy to Whyalla withoutstopping in the middle of the night in

Scottish Toewarmer Tea is my personal remedy for the cold weather while oursummer sun is over in the Northern Hemisphere. (There are a number of

variations on this theme out there somewhere, but not as good, IMO)

Despite living underground in Coober Pedy, dugouts are relatively warm in winter andmany of us have our doors open from morning to night regardless of the temperatures.Unless there is a severe frost in the air, most underground dwellers rarely if ever needto use a heater.

For those who DO feel the winter chill, here is an effective and lasting energy boost toevery day that will ultimately result in lower power bills; ie Scottish Toewarmer Tea!

Place 1/2 (or 1/4) teasp ground cayenne pepper and1/2 (or 1/4) teasp ground ginger into a mug. (Use fresh if available)

Next: Pour 2/3 cup boiling water onto the ginger and cayenne, let sit and cool forapproximately one minute.

Next: Squeeze a whole Lemon and mix with2 or 3 cloves of crushed, fresh garlic; (if no fresh garlic use powder)

1 teaspoon of Honey

Next: Pour the lemon, garlic and honey mixture into the slightly cooled mug with otheringredients.

Next: Drink Tea whilst still hot

Do this once daily (mornings) and you’ll toss the socks and turf out the heater!

If you still need to wear socks, then increase the ingredients a bit. If you think thespices are too hot, you will get used to it.

Best not to pour boiling water directly onto squeezed lemon, honey or fresh garlic. It iscommonly believed that many fresh ingredients will lose some of their efficacy if scolded.If you are taking asprin or other blood thinning medication consult your physicianfirst.

To celebrate 100 years of the foundingof Coober Pedy the local residentsbanded together to build a giant,colourful inflatable story telling tentcalled Songbird the Magpie.

This remarkable project involvedeverybody from Umoona Aged Care, theCoober Pedy Area School, the DCCP tothe walk in volunteers at the golf club. Withchildren as young and younger than IshkaMaat through to revered senior citizenJenny Gough and all ages between. WillyTinker confirmed that the magpie was theright symbol to represent story telling andlearning from generation to generation.

This wonderful project was ideal to bringthe town together during a very busy 100thyear. The songbird project received twofinalist awards for the SA Pear Awards andfinally “the Governor’s” “MulticulturalAwards 2015” “Winner” “Arts and CultureOrganisation”, Coober Pedy MulticulturalForum Incorporated.

The Governor’s Awards was very specialas Coober Pedy had already warmlywelcomed His Excellency the HonourableHieu Van Le AO, Governor of SouthAustralia and his wife Mrs. Le during theirmemorable visit to our town from 11th tothe 13th of May 2015.

To celebrate the Queens 90th birthday theGovernor, Honourable Hieu Van Le invitedrepresentatives of various communities togovernment house in Adelaide for acelebratory toast to Her Majesty and towish her a happy birthday. I think thatregardless of your personal views onpolitics and leadership anybody would holdthe Queen in high regard simply due to herdedication and hard work.

Coober Pedians Toast the QueenRepresenting the songbird projectMonique Harding and Bret Maat attendedand toasted 90 years of a remarkablewoman. The Governor and Mrs Le wentto great lengths to ensure that they spoketo everybody and were very gracious intheir hospitality, serving lovely wine andcanapés.

Mrs Le remarked that she was verytouched by the reception that she and herhusband received from Umoona AgedCare when they visited Coober Pedy lastyear. She was also very impressed withthe catering.

Mrs Le and Brigadier Mick Burgess Thaiwife had got together to introduce Asianherbs into the herb garden at GovernmentHouse and were working on changing themenu. We agreed that the absolute bestthing about multiculturalism was thewonderful new flavors and smells it bringsto the kitchen and garden.

Representing local council and residentsof Coober Pedy, Mayor MichelleProvatidis was also present. At one pointwe were discussing the need for a 200million dollar infrastructure boost for FarNorth SA over the next 10 years tocapitalize on the massive grey nomadmarket. It’s at events such as this thatthese idea’s can first be informallyproposed and discussed.

Finally a special thanks to QueenElizabeth 11 for being an inspirationalhead of state for Australia. Long live theQueen.

Sunday 19th June saw the official opening ofthe Coober Pedy RSL’s new toilet block. The

celebratory event was coupled withvolunteer Jan Steele’s birthday. What a

great night and a massive turnout.

RSL President Bryce Tickner was on deck for theevent, and said, “As local RSL President I wouldlike to thank Thomas Hammermeister and his teamof workers for doing such a great job and workingtheir butts off to get it done in time.”

“Now onto the next project which will be a kids playroom so that all you parents can come down toenjoy the social atmosphere, relax and let the kidsplay in a safe setting,” Bryce said.

“To all the volunteer’s Donna, Miriam, and Karenwho worked the bar as Abba; well done what a funnight it was, and to the Speedway Club for themeals. Great food, great prices, great job!”
