IntroductionThe purpose of this policy is to encourage efficient waste minimisation and resource recovery for demolition, construction and ongoing facility management. In addition this policy seeks to facilitate the efficient and safe waste and recycling collection from all premises in the Council of the City of Sydney local government area (LGA).

The policy has been developed to ensure that Council’s domestic waste and recycling collection services are available to all properties with a residential rating status (Local Government Act 1993 Section 496). Additionally, this policy has been developed to assist all stakeholders (including council staff, planners, architects and builders) to design for sustainable, safe and healthy waste management systems.

NSW Waste Reduction TargetsIn a broader context this policy also supports the Department of Environment and Conservation’s NSW Waste Avoidance and Resource Recovery Strategy 2003. The strategy provides a framework for reducing waste and making better use of resources.

The strategy establishes targets and an action plan which seeks to achieve international best practice in waste management and resource recovery. The targets and action plan are endorsed by the NSW government.

The strategy outlines the following outcome areas and targets:

Preventing and avoiding waste To hold level the total waste generated for the next 5 years

Increasing recovery and use at secondary resources

By 2014, to:

• Increase recovery and utilisation of materials from municipal sector from the current 26% to 66%

• Increase recovery and utilisation of materials from the commercial & industrial sector from the current 28% to 63%

• Increase recovery and utilisation of materials from the construction & demolition sector from the current 65% to 76%

Reducing toxic substances in products and materials

By 2014 or earlier:

• To phase out priority substances in identified products as a first choice or if not possible to achieve maximum recovery for re-use and;

• where identified products containing these priority substances require disposal as a last resort, the permitted “leachability” of the substances will be reduced to the levels that are permitted for inert waste.

Reducing litter and illegal dumping • Reduce total volume and tonnages of litter reported annually.

• Reduce the total tonnages of illegally dumped material reported by regulatory agencies and Regional Illegal Dumping squads annually.

The strategy aims to achieve these targets by 2014. The following table outlines current waste stream resource recovery and the recovery target by 2014:

CommencementThis Policy was adopted by the Council and came into force on 31 October 2005.

ObjectivesThe objectives of this policy are:

• Waste minimisation and resource recovery –

- To avoid waste through design and ordering correct material quantities.

- To encourage improved environmental outcomes through increased source separation of materials.

- To ensure more efficient management of waste and recyclable materials.

- To maximise reuse and recycling of building construction materials, household generated waste and industrial commercial waste.

• Access – to ensure waste systems are easy to use and that collection vehicles are able to access buildings to remove waste safely and easily;

• Safety – to ensure safe practices for storage, handling and collection of waste and recycling;

• Pollution prevention – to prevent stormwater pollution that may occur as a result of poor waste storage and management practices;

• Ecologically Sustainable Development (ESD) – to promote the principles of ESD through resource recovery and recycling leading to a reduction in the consumption of finite natural resources;

• Hygiene – to ensure health and amenity for residents, visitors and workers in the City Of Sydney; and

• Noise minimisation – to minimise noise during use by residents and collection of waste and recyclables.

Relationship of this Policy to planning controlsThis policy repeals the following planning controls:

1. The City of Sydney Code for Waste Handling in Buildings 1994

2. South Sydney Council Code for Waste Minimisation in new developments

3. Leichhardt Council Development Control Plan No. 38, Waste – Avoid, Reuse, Recycle

Where does this Policy apply?This Policy applies to all development within the City of Sydney local government area.

How to use this PolicyThe Policy is divided into sections by development type:

The process for approval of an onsite Waste Management System (WMS) is outlined below:

Pre lodgement advice or meetingA general outline of proposed waste management system must be discussed with appropriate Council officer at this stage.

Submission of Development Application (DA)A Waste Management Plan (WMP) should be submitted with a DA – See Appendix A – Waste Management Plan.

This must include 3 copies of plans (site, floor & elevation) and specifications. The Waste Management Plan will be assessed as part the development consent.

This Policy and a condition of consent will require approval of the WMP prior to issuing the construction certificate. For all development with a residential component, the WMP must be approved by Council. WMPs for development other than residential may be approved by the certifying authority.

Construction CertificateThe certifying authority must approve the WMP for development other than residential under the construction certificate with any changes required by condition of development consent.

This Policy and a condition of consent will require submission of Waste Policy Design Compliance Certificate 1 with the construction certificate application which certifies the construction certificate submission complies with:

• This Policy;

• The relevant development consent conditions.

Waste Policy Design Compliance Certificate 1 also certifies that the WMP has included due consideration of disposal and recycling the different types of materials expected from demolition, excavation and construction; and the transport and destinations of those materials.

For development other than residential the certifying authority must certify that the waste management system conforms to the approved WMP.

For all development with a residential component this Policy and a condition of consent will require Council to approve the constructed waste management facilities prior to issuing the occupation certificate.

This Policy and a condition of consent will require the submission of a Waste Policy Management and Facilities Compliance Certificate 2, which certifies the constructed waste management facilities and waste management operations during demolition, excavation and construction comply with:

• The approved Waste Management Plan and Drawings and as specified in Waste Policy Compliance Certificate 1;

• This Policy;

• The relevant development consent conditions.

A Waste Policy Management and Facilities Compliance Certificate 2 must be submitted prior to issuing the occupation certificate.

Section A All Developments

Submissions

A1 A general outline of the proposed waste management system for the development should be submitted to Council prior to submission of a development application. Submission may consist of discussion of the proposed system at the pre-lodgement meeting.

A2 All applicants are required to submit a Waste Management Plan (WMP) as part of development application for any proposed development or alteration to land or building (Appendix A). A waste management plan must include the following:

• Site plan showing:

– Materials storage areas for reusable materials and recyclables during demolition and construction; and

– Vehicle access to material storage areas;

• Estimations of quantities and types of materials to be reused, recycled or left over for removal from the site;

• Plans and drawings of the proposed development that highlight the location of and space allocated to the waste management facilities;

• The nominated waste collection point must be attached to the WMP;

• The path of access for both users and collection vehicles must also be highlighted; and

• A single page summary for tenants and residents to inform them of waste management arrangements, (where appropriate).

A3 WMPs require approval prior to issuing the construction certificate. For all development with a residential component, the WMP must be approved by Council. WMPs for development other than residential can be approved by the certifying authority.

A4 A Waste Policy Design Compliance Certificate 1 must be submitted with the construction certificate application which certifies the construction certificate submission complies with:

• This Policy;

• The relevant development consent conditions.

Waste Policy Design Compliance Certificate 1 also certifies that the WMP has included due consideration of disposal and recycling the different types of materials expected from demolition, excavation and construction; and the transport and destinations of those materials. Where appropriate, the principals of deconstruction must be applied and details provided.

A5 A Waste Policy Management and Facilities Compliance Certificate 2 must be submitted prior to issuing the occupation certificate. This certificate certifies the constructed waste management facilities and waste management operations during demolition, excavation and construction comply with:

• The approved Waste Management Plan and Drawings and as specified in Waste Policy Compliance Certificate 1;

• This Policy;

• The relevant development consent conditions.

General

A6 Waste and recycling storage containers must be stored at all times within the boundary of the subject site unless formally approved by Council under a Local Approvals Policy (LAP) for the storage of waste in a public place.

A7 No waste incineration devices are permitted.

A8 All waste management facilities must comply with the Building Code of Australia and all relevant Australian Standards.

A9 Heritage conservation considerations may alter some requirements of this policy for the refurbishment of existing building.

Space

A10 Sufficient space must be provided for equipment to handle or manage all waste and recycling likely to be generated on the premises between collections.

A11 Space must be provided within the premises in close proximity to the vehicle entrance and no lower than one level below street level for the storage of waste and recycling. The space allocated must be sufficient to store, in separate containers, the volume of waste and recycling likely to be generated during the period between collections. Indicative waste and recycling generation rates for various commercial development types are listed in Appendix B – Waste and recycling generation rates for residential and commercial premises.

Access

A12 The room/s for storing waste and recycling must be located in a position that is convenient for both users and waste collection staff.

A13 Collection vehicles must be able to service the development efficiently and effectively, with limited need to reverse. If a vehicle turntable is used it must have a 30 tonne capacity.

A14 Residential development requires a minimum vertical clearance 4 metres. For all other development, if clearance proposed is less than 3.8 metres, then vehicle specification will be required from the waste provider that conforms with the proposed development.

A15 A suitable refuse collection point must be nominated where waste loading operations can occur on a level surface away from gradients and vehicle ramps.

A16 The path for wheeling bins between a central waste storage point and the collection vehicle must be level and free of steps or kerbs. The maximum travel distance between the storage point and the collection point for bins is:

• 10 metres – for bins including 240 litre, 660 litre & 1000 litre Mobile Garbage Bins (MGB’s)

• 3 metres – for both 1500L and 2000 litre bulk bins (also known as skips)

• Any proposed variations require further assessment and discussion with relevant Council officers.

A17 Where collection vehicles are required to drive into a building to collect waste or recycling, adequate vehicle clearance is required. See Appendix C for typical dimensions of collection vehicles. Access to an approved collection point within a building must enable all collection vehicles to both enter and exit the premises in a forward direction.

Amenity

A18 The potential for noise and odour must be minimised.

A19 For multi-unit residential buildings and multi-storey commercial buildings, it is preferable for the collection point to be inside the building, for example in an underground carpark, as this reduces noise impact on surrounding residents.

A20 All putrescible waste that is stored awaiting collection is to be stored in a Council approved container (such as a MGB or bulk bin). Waste containers will have a permanently, tight fitting lid and a smooth, washable

internal surface.

Construction

A21 The floors of waste rooms and recycling rooms must be constructed of concrete at least 75mm thick or other approved material graded and drained to a Sydney Water Corporation approved drainage fitting located in the room(s).

The floor must be finished to a smooth even surface coved at the intersection with walls and plinths and provided with a ramp to the doorway where necessary.

A22 The walls of the waste room(s), recycling room(s) and serviced compartment(s) must be constructed of approved solid impervious material and shall be cement rendered internally to a smooth even surface coved at all intersections.

A23 The ceilings of waste room(s), recycling room(s) and service compartment(s) must be finished with a rigid smooth faced non-absorbent material capable of being easily cleaned.

A24 The walls, floors and ceilings of the waste room(s), recycling room(s) and service compartment(s) must be finished with a light colour.

A25 The waste and recycling room(s) must be provided with an adequate supply of hot and cold water mixed through a centralised mixing valve with hose cock. This does not include waste and recycling service compartments located on residential floors of multi-occupancy dwellings.

A26 A close fitting and self-closing door openable from within the room must be fitted to all waste and recycling rooms.

A27 An approved roller shutter door may be permitted under special circumstances. When permitted a sign must be erected in a conspicuous position drawing attention to the fact the door must be kept closed at all times when not in use.

A28 Waste rooms and recycling room(s) must be constructed in such a manner as to prevent the entry of vermin.

A29 Waste and recycling rooms must be ventilated by either:

• Permanent, unobstructed natural ventilation openings direct to the external air, not less than one-twentieth i.e. 5% of the floor area.

• A mechanical exhaust ventilation system exhausting at a rate of 5L/s.m2 floor area, with a minimum rate of 100L/s min; or

A30 Waste and recycling rooms must be provided with artificial light controlled by switches located both outside and inside the room.

A31 In some instances, Council may require that waste storage be refrigerated. This is likely if large quantities of food waste are generated on site and waste removal from this site is difficult due to location or long trading hours. Where a waste room is refrigerated the temperature must be maintained at or below at or below 50°C with all refrigeration equipment installed with sufficient space for cleaning.

A32 The floor, walls and ceiling of the refrigerated waste room must be constructed of a smooth impervious

material and coved at all intersections.

A33 The floor of the refrigerated waste room must be graded to the doorway and a floor waste must be located outside the room as close as practicable to the doorway.

A34 An adequate supply of hot and cold water must be provided through a centralised mixing valve with hose cock located as close as practicable to the doorway.

A35 The refrigerated waste room must comply with Section G.1 of the Building Code of Australia as well as being provided with artificial light controllable from within the room.

A36 Noise from the use of the refrigeration equipment associated with the waste room must not give rise to “offensive noise” as defined under the Protection of the Environment Operations Act 1997.

A37 Clear and easy to read “NO STANDING” signs and “DANGER” warning signs for children must be fixed to the external face of each waste and recycling room where appropriate.

A38 Clear and easy to read sign(s) designating the storage of RECYCLABLES must be fixed to the internal wall(s) or on any racks provided.

A39 Any compactors or mechanical devices for the storage of waste must be child proofed.

A40 Vermin must be prevented from entering waste areas and containers.

A41 Equipment must be protected from theft and vandalism.

A42 Any facet of the waste management system that is visible from outside the building must blend in with the development.

Management

A43 Responsibility for cleaning of waste storage areas and service compartments must be determined when designing the system and clearly stated in the WMP.

A44 Responsibility for transfer of bins within the property and to the collection point must be determined when designing the system/s and clearly stated in the WMP.

A45 All waste containers left kerbside for collection must be taken back within the property boundary on the same day of service. Waste and recycling containers cannot be stored on the public way. Please see the Council’s Local Approvals Policy – Waste Management for specific details.

A46 a) Standard signage (available from Council’s Waste Services Unit for residential dwellings) on how to use the waste management system and what materials are acceptable in the recycling must be posted in all communal waste collection and storage areas. See Appendix E – Standard Signage for Waste and Recycling Bins for more information.

b) Adequate signage identifying waste and recycling storage areas, as well as waste and recycling service compartments must be prominently displayed.

A47 All waste and recycling receptacles must be clearly and correctly labelled to identify which materials are to be placed in which bin - refer to Appendix E.

A48 For all properties that have a lockable street level storage area a council compatible (GAR) key system is necessary to allow access for collection staff. Please liaise with the Council’s Waste Services Unit to arrange for installation of this system prior to occupancy. All costs for this system are to be borne by property managers.

A49 A Domestic Waste Management Charge will be levied on every residential rateable property in each new development.

Section B Specific Provisions – Residential Developments

Single dwellingsGeneral

B1 Council’s standard waste and recycling service for single dwellings such as houses and terraces is:

• Waste in 1 x 120 litre MGB collected once weekly

• Recycling in 2 x 55L plastic crates - collected weekly;

• A weekly “clean up” service by booking only.

To check the service level for the relevant collection zone contact Council’s Waste Services Unit.

Space

B2 Space must be allocated inside each residence for a waste (garbage), recycling and compostable organic receptacle, each with capacity to store 1 day’s volume of waste, recyclables and compostables.

B3 Space must be allocated within each property boundary for storing Council specified waste and recycling bins. See Appendix F – Waste Management Equipment for more information.

B4 Space and bin(s) for composting and worm farming, being an unpaved earth surface, must be available in rear yards.

Access

B5 Waste and recycling bins must be placed kerbside for collection, and removed as soon as possible the same day as collection.

Amenity

B6 All waste and recycling must be containerised to reduce the incidence of littering, storm water pollution and vermin.

B7 Waste and recycling not presented in the appropriate containers will not be collected.

Multi-unit residential buildings and serviced apartmentsGeneral

B8 Council’s waste and recycling service for multi-unit dwellings, such as residential flat buildings is as follows:

• Waste collected in 240L or 1000L MGB;

• The use of 1500L or 2000L bulk bins is allowed only in consultation with Council’s Waste Services Unit;

• Paper Recycling collected in 240L MGB;

• Container Recycling collected in 240L MGB;

• A method for calculating the number of bins required is given in Appendix B – Waste and recycling generation rates for residential and commercial premises.

B9 Council and its contractors use 8, 15 and 19 cubic metre, rear loading, compacting collection vehicles for collecting waste and recycling. See Appendix C – Collection Vehicles for more information.

B10 For buildings with a rise of more than three (3) storeys at least one waste chute is required. In some developments more than one waste chute may be required. The total maximum travel distance from any dwelling to a waste chute must not exceed 45 metres.

B11 In certain buildings it may be more efficient to have waste chutes discharging into a compaction unit (Application can be made to Council’s Waste Services Unit if this is required.) See Appendix G – Waste

Space

B12 Space must be allocated inside each residence for a waste, recycling and compostable organic receptacle, each with capacity to store 1 day’s volume of waste, recyclables and compostables.

B13 In buildings where a chute system is used, a waste service compartment must be provided on each floor of the building to contain the waste chute hopper and recycling containers (120L or 240L MGBs) for the intermediate storage of recyclables generated on that floor. Sufficient space must be allocated to allow easy opening of the chute hopper and the storage and manoeuvring of the 120L or 240L MGB’s. For example, doors must open outwards to allow maximum storage unless prevented by BCA requirements.

B14 A centralised waste and recycling room must be provided near the collection point that has the capacity for storing all waste and recycling likely to be generated in the entire building in the period between normal collection times.

B15 • Council’s preferred containers for general waste storage in multi-unit residential buildings are the 240 litre, 660 litre and 1000 litre MGB’s. See Appendix F – Waste Management Equipment and Bin Specifications for more information.

• A 1500 litre or 2000 litre bin may only be used after consultation with Council’s Waste Services Branch. For OH&S reasons bins must be fitted with plastic lids, not metal lids.

• Sufficient clearance must be allowed to ensure the safe handling of materials and equipment.

B16 A room or caged area must be allocated for the storage of discarded bulky items and recyclable electronic goods and sign marked appropriately. The allocated space must be a minimum of 8m3 (8 cubic metres). Recyclable electronic goods include batteries, equipment containing printed circuit boards, computers, televisions, flourescent tubes and smoke dectectors.

B17 Space for composting and worm farming, being an unpaved earth surface, must be available for all residents in a communal facility or in small private court yards.

Access

B18 Details of the transfer of waste and recycling to its disposal point must be included in the waste management plan.

B19 For internal servicing (ie. If Council collection vehicles are required to enter a building in order to collect waste or recycling), the following access specifications apply:

• Maximum grade 1 in 20 for first 6 metres from street, then 1 in 8 or 1 in 6 with a transition of 1in 12 for 4 metres at lower end;

• Minimum vertical clearance 4 metres. Note: clearances must take into account service ducts, pipe work, etc;

• Minimum width of driveway required 3.6 metres;

• Minimum radius turning circle required 10.5 metres.

B20 If chutes are installed they must be accessible to residents on each habitable floor. Chute hoppers must open only into a service compartment or service room.

Amenity

Section C. Specific Provisions – Commercial Developments

Restaurants, Food retailers, Clubs, Hotels, Industrial and WarehousingGeneral

C1 All businesses must have written evidence, held on site, of a valid and current contract with a licensed collector for waste and recycling collection and disposal. All businesses are encouraged to include in their waste contracts provisions that allow for the collection and recycling of high grade and low grade office paper, batteries, equipment containing printed circuit boards, computers, televisions, flourescent tubes, smoke detectors and other recyclable resources from the waste stream.

Space C2 All commercial premises must have a dedicated and enclosed waste and recycling storage area which has

adequate storage area to meet their generation rates.

C3 Sufficient space must also be allocated for the separate storage of recyclable electronic goods such as batteries, equipment containing printed circuit boards, computers, televisions, flourescent tubes and smoke detectors.

C4 Sufficient space must be allocated to store reusable items such as crates, pallets, kegs and other reusable items so that storage in a public place is avoided.

C5 Space must be allocated for separate storage of liquid wastes (oils etc). These liquid waste storage areas must be bunded, and drained to a grease trap, in accordance with the requirements of Sydney Water.

Access

C6 Liquid waste from grease traps must only be removed by licensed waste contractors approved by Sydney Water and the NSW Department of Environment and Conservation.

C7 If clearance is less than 3.8m, then vehicle specifications will be required from the waste provider that conforms with the proposed development.

Amenity

C8 For premises,

• Whose waste generated contains 20% by weight or volume of fish, poultry or meat,

OR

• Which generate 50 litres of seafood, poultry, or meat waste in total per day. Waste must be collected daily or refrigerated whilst stored awaiting collection.

C11 A waste service compartment (waste and recycling area) must be provided on each storey of the building. The waste service compartment or waste and recyclables holding area on each floor must have the capacity to store at least one (1) days volume of waste and recycling likely to be generated on that floor. In particular, provisions must be made for the separation of cardboard for recycling on each storey and in the centralised waste storage area.

C12 Waste and recyclables from the waste service compartment or waste and recycling holding area on each floor must be transferred to the centralised waste and recycling room or holding area daily or more

Section D Specific Provisions – Mixed Use DevelopmentsGeneral

D1 a) Where a residential development and commercial development occupy the same site, the waste handling, storage and collection system from residential waste (from the residential area) and commercial waste (from the commercial area) are to be completely separate and self-contained. They must have separate keys and locking systems.

b) There are to be at least two, separate centralised waste and recycling areas, one for residential waste and one for commercial. The waste management plan must identify the collection points and management systems for both residential and commercial waste streams.

D2 The waste handling and management system for each component of the mixed development must comply with the relevant section of this Policy (eg separate residential and commercial collection areas).

Space

D3 Sufficient space must be allocated in each waste and recycling storage room to store the amount of waste likely to be generated in each respective part of the development.

D4 Sufficient space must also be allocated for the separate storage of recyclable electronic goods such as batteries, equipment containing printed circuit boards, computers, televisions, flourescent tubes and smoke detectors.

D5 Space for composting and worm farming, being an unpaved earth surface, must be available for all residents in a communal facility or in small private court yards.

Access

D6 Sufficient space must be allocated to store reusable items such as crates, pallets, kegs and other reusable items so that storage in a public place is avoided.

D7 Each central waste and recycling storage area must be easily accessible from the nominated collection point.

Amenity

D8 Measures must be taken to ensure that noise and odour from the commercial waste facility does not impact on residents. See also provision B 22 which describes suitable locations for waste facilities.

Management

D9 Commercial tenants in a mixed development must be actively discouraged from using residential waste facilities through the provision of a seperate storage area.

D10 Businesses must have written evidence of a valid and current Contract (held on site) with a licensed collector for waste (garbage) and recycling collection and disposal.

Glossary of termsBaler. A device that compresses waste into a mould to form bales which may be self-supporting or retained in shape by wire ties and strapping.

Bulk Waste Storage Bin (or Bulk Bin). A moveable container for storing waste and having a capacity of 1.5m³ or 2m³

Chute. A ventilated, essentially vertical pipe passing from floor to floor of a building with openings as required to connect with hoppers and normally terminating at it’s lower end at the roof of the central waste room(s).

Clean Up Service. The Council offers residents an on-call collection service for large and bulky items such as furniture, whitegoods and green waste.

Clinical and related waste. Waste arising from medical, nursing, dental, veterinary, pharmaceutical or similar practices and waste generated in hospitals or other facilities resulting from the investigation or treatment of patients or research projects.

Collection Area or Collection point. The position or area where waste or recyclables are actually loaded onto the collection vehicle.

Commercial waste. All solid waste generated by a commercially rated property. Excluding any liquid, clinical or demolition and construction waste

Compactor. A machine for compressing waste into disposable or reusable containers.

Crate. A plastic crate (box) used for the collection of recyclable materials.

Council. The Council of the City of Sydney.

Coved. Concave curve of not less than 25mm radius, in the angles formed by the intersection of the floor with walls and plinths.

Domestic recycling. A formalised collection system for recyclable materials from households where the generator segregates according to material type and places them in containers for collection.

Domestic Waste. Component of the municipal waste stream generated from households.

Hopper. A fitting into which waste is placed and from which it passes into a chute or directly into a waste container. It consists of a fixed frame and hood unit (the frame) and a hinged or pivoted combined door and receiving unit.

Liquid Waste. Non hazardous liquid waste generated by commercial premises that is supposed to be connected to sewer or collected for treatment and disposal by a liquid waste contractor (inc. grease trap waste).

Mobile Garbage Bin (MGB). A waste container generally constructed of plastic with wheels with a capacity in litres of 120, 240, 660, 1000 or 1100 1500 or 2000.

Putrescible waste. Component of the waste stream liable to become putrid. Putrescible waste usually breaks down in a landfill to create landfill gases and leachate. Note – usually applies to food ands animal products. Paper, cardboard, garden waste will also breakdown to create landfill gas and leachate.

Refrigerated Waste Room. A waste room which is refrigerated by a cooling system which maintains the temperature below 5°C

Waste Management Plan. Means a written document prepared by an applicant showing the volume and type of waste to be generated during demolition, excavation, construction and operation, recyclables and waste treatment on site, and how the residual is to be disposed of. An example appears in Appendix A.

Waste Service Room or Compartment. Room located on each floor of a building for interim storage of

recyclable with access to hopper and to provide a fire rated compartment around waste chute hoppers.

Waste generation rates / area requirementsA domestic waste study conducted by the Southern Sydney Waste Board in 2001 found that the average total generation of waste per unit per week is approximately 8.5 kg/unit/wk. Of this, about 6.4 kg/unit/wk is waste and 2.1 kg/unit/wk recyclables.

Volume/weight conversion figures supplied by the NSW EPA are 0.131 tonnes/m3 for uncompacted domestic waste and 0.262 tonnes/m3 for compacted domestic waste.

Appendix C Collection VehiclesWaste collection vehicles may be side loading, rear end loading or front end loading. The size of vehicle varies according to the collection service. Thus it is impossible to specify what constitutes the definitive waste truck. Developers must consult with Council regarding the type of vehicle used in that area.

The following characteristics represent the typical collection vehicle, however these are for guidance only.

Any turning circle considerations must also include allowances for driver steering error and overhangs. The steering error allowance must be at least 0.6 metres (absolute minimum) on both sides of the theoretical wheel path and 1m as a desirable minimum.

Appendix D Vehicle Access/Turning Circles

Access and turning provisionsBest design practice for access and egress from a development calls for a separate entrance and exit to allow the collection vehicle to travel in a forward direction at all times. Where there is a requirement for collection vehicles to turn at a cul-de-sac head within a development, the design must incorporate either a bowl, ‘T’ or ‘Y’ shaped arrangement.

The design aspects that must be taken into account include the following:

• Placement of waste and recycling bins outside each home, or in a common collection area;

• The presence of parked cars on access roads;

• Trucks must only be expected to make a three-point turn to complete a U-turn; and

• Allow for collection vehicle overhang and possible

interference with bins and road furniture.

Road geometryThe design parameters that must be complied with are:

• A maximum desirable gradient of 10% for turning heads;

• A maximum longitudinal road gradient of 15%;

• A minimum kerb radius of 8.5m at the outside of turn where there is to be no kerbside collection;

• A minimum kerb radius of 10.0m at outside of turn if there is to be kerbside collection;

• A minimum pavement width of 5.0m if less than 24 car-parking spaces are required;

• A minimum pavement width of 6.5m if 25 or more car-parking spaces are required; (use of passing bays is acceptable); and

• An industrial-type strength pavement designed for a maximum wheel loading of 7 tonnes per axle in order to accommodate waste and recycling collection trucks (The standard road pavement design specifications for an industrial driveway entry on public land is 150mm thick concrete, 20MPa concrete with F82 mesh).

Collection from enclosuresCollection vehicles may enter building basements for the

collection of waste and/or recyclables provided the following requirements are met:

• The gradient of the ramp access to basement must not exceed 1:8;

• The height to the structural members and upper floor ceiling must allow for a typical collection vehicle travel height / operational height consistent with type of vehicle employed;

• The provision of space clear of structural members or vehicle parking spaces adequate to allow typical three-point turn of collection vehicles; and

• The basement floor must be of industrial-type strength pavement and designed for a maximum wheel loading of 7 tonnes per axle in order to accommodate waste and recycling collection trucks. (The standard road pavement design specifications for an industrial driveway entry on public land is 150mm thick concrete, 20MPa concrete with F82 mesh).

Appendix G Waste Chutes1.1 Chutes, service openings and charging devices must be constructed of metal or other smooth faced,

durable, fire resistant and impervious material of non-corrosive nature.

1.2 Chutes must be cylindrical in section and the internal diameter must be adequate.

1.3 Chutes must be vertical without bends or “off-sets” and not be reduced in diameter

1.4 Chute branches to charging devices must be capable of delivering the waste to the chute without using force.

1.5 Chutes must terminate in the waste room and discharge the waste directly into a receptacle or waste compactor.

1.6 A cut-off must be provided at or near the base of the chute to effectively close off the chute whilst the receptacle or compacting device is withdrawn.

1.7 Charging devices must: (a) be designed to effectively close off the service opening in the chute when the device is opened for

loading. (b) automatically return to the closed position after use; (c) permit free flow of waste into the chute; (d) not project into the chute; (e) permit easy cleaning of the device and connection between the service

opening and the chute.

1.8 Service storage rooms must: (a) be provided in convenient, well lighted and ventilated positions; (b) be provided with a charging device in accordance with 1.7; (c) be not less than one metre (1m) or more than one and one-half metres

(1.5m) above the floor level; (d) have an area of not more than one-half (1/2) the cross sectional area of the

chute.

1.9 The floor below each charging device and service opening must be finished with a smooth impervious material with a minimum area of not less than one square metre (1m2) situated centrally below the charging device

2.0 The chute, charging device and service opening must be capable of being easily cleaned;

2.1 Chutes must be ventilated to ensure that air does not flow from the chute through any service opening.

Appendix H Service Lifts and Compactors

Service liftsA service lift (or service elevator) may be appropriate in place of a waste chute in developments where a caretaker is to be employed.

A service lift is a dedicated elevator system for the transport of waste and recycling containers and other equipment required for the operation of the development.

A waste service compartment must be provided on each floor of the development to allow residents to store waste and recyclables. Residents place their waste and recyclables in bins provided and these are transported daily by the caretaker to the waste storage room. Each service room must be designed with sufficient space for the storage of one day’s waste and recycling for all residents on that level.

Developers will need to check with Council whether this option is acceptable.

CompactorsCompactors are used to compress the waste (or recyclables) into smaller collection containers. The compaction ratio is typically set at around 2:1. Higher ratios are not used as they may result in heavier bins, causing OH&S problems, mechanical damage and breakage of recyclable materials. Best practice compaction systems compact directly into a 240 litre MGB or a bulk bin, reducing the requirement of manually loading the compacted waste into bins or skips.

Compactors are extremely useful for mixed waste, cardboard/paper and plastic/aluminium containers. They are less useful for steel containers and must not be used for glass.

Compactors require regular maintenance. In particular, systems fed from a chute can be prone to blockages or failure of the “electronic eye”, which can result in waste overflowing or backing up the chute.

As a result if the 2:1 compaction ratio, the requirement for waste storage bins is halved.
