PREFACE

In April 1976, a year after the North vietnamese

takeover of the Republic of Vietnam, a National Assembly

was elected, consisting of 492 representatives from both

North and South Vietnam. On 24 June the Assembly convened

for its first session, at which it unanimously adopted a

set of proposals laying the groundwork for the de jure

unification of Vietnam. These proposals included naming

the country the Socialist Republic of Vietnam and designating

Hanoi as its capital. The flag of what had been the

Democratic Republic of Vietnam (DRV) was affirmed as the

national flag, and Saigon, former capital of the Republic

of Vietnam, was renamed Ho Chi Minh City. On 2 July Hanoi

Radio officially announced the unification of North and

South Vietnam. During 2-3 July a new government was

promulgated. It retained most of the officials who had

served in the now legally defunct government of the DRV,

but also included a few token southerners as a gesture

toward Vietnamese unity. During 14-20 December the ruling

Lao Dong (Workers) ~arty held its Fourth Congress. At the

Congress, the first since 1960, the party changed its name

to the Communist Party of Vietnam and greatly expanded the

size of its Central Committee and Politburo.

This reference aid contains biographic summaries on

the 38 members of the Council of Ministers of the Socialist

Republic of Vietnam. The information was cOllected before

November 1976 and was obtained principally from the Vietnamesle

press and radio. The summaries are arranged alphabetically

by personal name (the last element in the name). A list

of the complete Council of Ministers begins on page v.

Information on dates is fragmentary. Thus, the notation

"1955-?" shows that only the beginning date of an appointment

is known; "?-1955" shows that only its end date is known;

"as of 1955" indicates that no information is available

to indicate exactly when the assignment began or ended.

MISCELLANEOUS:

In 1971 the National Assembly Standing Committee announced the merger of the Ministry of Agriculture, the Ministry of State Farms and the Managerial Board of Agricultural Cooperatives into the Central Agricultural Commission. Anh became chairman of the newly created commission.

Anh is probably well educated. He is married and has seven or eight children.

MISCELLANEOUS:

The son of Vo Van Quyen, Giap attended Quoc Hoc School in Hanoi and the Faculty of Law in Hanoi. He was a member. of the Vietnam Revolutionary Party as of 1927, and was a founding member of the vietnam Communist League in 1929. He was reportedly arrested by the French in 1930 on charges of political agitation and sentenced to 2 years in prison. By 1933 he was a member of the Indochinese Communist Party, and in 1936 he became a founding member of the Democratic Front. Giap also founded the "armed propaganda brigade for the liberation of Vietnam" in 1944.

Giap has been married twice. Minh Thai, whom he married in 1934, later died in prison. In 1946 he married Dang Thai Ha, the daughter of Dang Thai Mai, professor and director of the Cultural Institute.

An unconfirmed European press report indicates that Giap is suffering from Hodgkin's disease, a cancer of the lymphatic glands.

In August 1945 Hieu participated in the Viet Minh uprising and seizure of power in Ca Mau, South vietnam. From 1945 until 1954 he was a participant in the "national resistance movement," working primarily as a propagandist in intellectual, educational and cultural circles. In 1954 he took part in the "struggle against US intervention and aggression and the puppet government."

Hieu is married. In 1958 both he and his wife, Ma Thi Chu, were arrested for pro-Communist activities. wife was also a member of the NFLSV Central Committee. were released in October 1958.
