To receive and consider a report from the Sister Cities Committee.

RECOMMENDATION:

That Council receives the report from the Sister Cities Committee Meeting held Monday, 18 April 2016.

The Sister Cities Committee met on Monday, 18 April 2016 and the following items were discussed: 1. Draft Sister City agreement between Launceston and Putian 2. DECISION STATEMENT:

To consider the Event Sponsorship Assessment Panel’s recommendation regarding event sponsorship funding allocated during Round 1 2016/2017 (for events 1 August 2016 - 31 December 2016).

PREVIOUS COUNCIL CONSIDERATION:

Council - 11 July 2016 - Agenda Item 15.2 - Event Sponsorship (Round 1) 2016/2017.

RECOMMENDATION:

That Council:

1. Endorses the Event Sponsorship Assessment Panel’s recommendation that GTR Events receive a reduced sponsorship amount of $7,000 for Tour of Tasmania due to significant program changes to the 2016 event; and

2. Approves the following recommended revised sponsorship amounts from the balance of available funds within the Round 1 2016/2017 budget allocation.

15.1 Event Sponsorship (Round 1) 2016/2017 …(Cont’d)

REPORT:

Tour of Tasmania Original Application and Program GTR Events submitted an Event Sponsorship application to Round 1 2016/2017 seeking $20,000 funding support for Tour of Tasmania. In addition to the application, GTR Events provided the Grants and Sponsorship Officer with an outline of the planned program of events for Launceston. The following is an outline of the key components of the 2016 event as received by the Grants and Sponsorship Officer. Tour of Tasmania, 5 – 9 October 2016. An estimation of 350 competitors and support staff will be accommodated and based in Launceston to participate in the event, with an estimated 5,000 spectators attending events throughout the program. The proposed event program is outlined below: Wednesday, 5 October 2016 – Launceston prologue - Inveresk Thursday, 6 October 2016 – Stage 1 Launceston – Grindelwald Friday, 7 October 2016 – Stage 2 North West Coast event (Ulverstone-Penguin) Saturday, 8 October 2016 – Stage 3 Launceston – Poatina (incorporating community ride) Sunday, 9 October – Criterium – Launceston CBD (around Boags Brewery) The Event Sponsorship Assessment Panel met on 19 May 2016 to assess all event sponsorship applications received for Round 1, 2016/2017. All applications for funding were assessed against the sponsorship package level (SPL) unanimously agreed upon by the Assessment Panel for the particular event and using the assessment criteria (detailed below). Mandatory Criteria

Community benefit must be the primary purpose of the event

Event is held within the Launceston Municipal area

Responds to at least one of the goals contained in either the City of Launceston (CoL) Strategic Plan 2014-2024 or Events Strategy

A detailed budget must be included with the application

A risk management plan (for the event) must be included with the application

The applicant has not received event sponsorship funding from the CoL within the same financial year (excludes organisations who have received Signature and Signature Celebration Event funding)

Assessment Criteria

Alignment with Launceston brand (only applies to SPL 2 - 4)

Event complements, diversifies and does not clash or conflict with the events calendar

Sponsorship Package Levels SPL1 - up to $5,000.00 Would typically be an event, held in the Launceston Municipal Area that is primarily for the local community and attracting predominately local or regional audience and/or has a relatively small budget, or where a smaller contribution from CoL is sought. SPL2 - up to $10,000.00 Would typically be an event, held in the Launceston Municipal Area, that attracts a larger audience, including from outside the region, and/or would have a demonstrable economic benefit to the community, for example by increasing visitor numbers and accommodation bookings. It may also include significant events that have a community benefit and that may attract additional infrastructure or venue hire costs. SPL3 - up to $15,000.00 Would typically be an event, held in the Launceston Municipal Area, that would have state or national appeal, attracting larger audiences and accommodation nights sold, and potentially significant exposure. It may also include significant events that have a positive economic or tourism impact and may attract additional infrastructure or venue hire costs. SPL4 - up to $20,000.00 Would typically be an event, held in the Launceston Municipal Area, for the region and/or state, attracting significant numbers of patrons from intra and interstate, providing demonstrable economic and tourism benefits for Launceston and the region. Sponsorship at this level would be restricted to existing proven events that are able to demonstrate attendance figures and impact on the local economy. The Event Sponsorship Assessment Panel assessed GTR Events application at SPL3 and received a score of 82%. Therefore, the panel’s recommendation to Council was for the event organiser to receive $15,000 for the Tour of Tasmania.

15.1 Event Sponsorship (Round 1) 2016/2017 …(Cont’d)

On Monday, 11 July 2016 a report with the Event Sponsorship Assessment Panel’s recommendations was provided to Council. GTR Events was approved by Council to receive $15,000 for Tour of Tasmania. The event organiser was informed of this decision in writing and coordination of funding agreements commenced. At this stage the funding agreements have not been signed or funds paid. Whilst the application process was taking place, GTR Events worked with key council event staff to plan the staging of the Launceston program specific events. This included a site meeting at Inveresk on 21 June 2016, with officers from Events, Infrastructure Services, Inveresk Precinct, Parking and Parks and Recreation. Revised Tour of Tasmania Program On 29 July 2016 it was identified that GTR Events had made a significant change to the program of events. Discovered by the Grants and Sponsorship Officer, the proposed changes had not been discussed with Council officers. The program schedule as provide by the event organiser is as follows: Wednesday, 5 October 2016 – Launceston prologue - Inveresk Thursday, 6 October 2016 – Stage 1 Georgetown – Grindelwald Friday, 7 October 2016 – Stage 2 North West Coast event (Devonport - Ulverstone) Saturday, 8 October 2016 – Stage 3 Launceston (Silverdome) – Poatina (incorporating community ride) Sunday, 9 October – Criterium – Devonport The most significant change is the relocation of the criterium on Sunday, 9 October, 2016 from Launceston to Devonport. Council officers contacted GTR Events to discuss the planned program of events. The event organiser, indicated that they had explored alternative options due to corporate sponsorship falling through and costs associated with traffic management for the criterium to be held in Launceston. As a significant change had been made to the event program since the Event Sponsorship Panel's assessment, it was determined that to ensure a fair and transparent process that the event be taken back to the Event Sponsorship Panel for reassessment. The Assessment Panel reassessed the GTR Events application and changed program of events. The revised event received a score of 55% and therefore would be eligible to receive $7,500 in funding support. Normal distribution of funds (according to score) is as follows:

Once funding has been allocated to events with a higher percentage, GTR Events are recommended to receive $7,000 as this is the remaining amount of funds available of the $85,000 budget allocation. The full details of each request including GTR Events are set out in a separate report which has been distributed to Aldermen together with an analysis of the events and their respective scores. If Council were to adopt the panel's recommendation of revised funding for GTR Events, this would allow for three events to receive additional funding support. The recommendation includes two additional events that previously did not receive funding and one event that had only received partial funding because the available budget had been expended.

ECONOMIC IMPACT:

Approval of the recommended event sponsorship will result in a positive economic impact to the Launceston community.

ENVIRONMENTAL IMPACT:

Approval of the recommended event sponsorship will have minimal impact on the environment.

SOCIAL IMPACT:

Approval of the recommended event sponsorship will provide a number of valuable social impacts for our community.

To consider a Terms of Reference for the Heritage Forest Advisory Committee.

RECOMMENDATION:

That Council adopts the Heritage Forest Advisory Committee's Terms of Reference (14-Rfx-020) as listed below:

Heritage Forest Advisory Committee - Terms of Reference (14-Rfx-020)

The Heritage Forest Advisory Committee established in 1989 is a Special Committee of Council as defined under Section 24 of the Local Government Act 1993 (Tas).

Purpose The purpose of the Committee is to assist and advise the Council in the continual development of the Heritage Forest. Role

To provide strategic direction for development opportunities within Heritage Forest.

To review up and coming capital projects and make recommendations to the Council.

Membership The Committee will consist of the following positions:

Up to two Aldermen (one to be the Chair), and

Four community representatives. Supporting the Committee will be two Council staff members with responsibility for planning developments in the park. Relevant Officers of the Council will attend meetings as necessary.

All community positions are for a two year period with every second election coinciding with the anniversary of Council elections (November). Vacancies will be filled in accordance with the Community Appointments to Advisory Committees Policy (14-Plx-029).

Meeting Arrangements

The Committee will meet every three months and other times as required.

Agendas will be forwarded to members four working days prior to each Meeting.

Minutes of the Meeting will be circulated to all members within 10 working days of each Meeting.

Following each Meeting, key outcomes will be reported to Council via the Committee Reporting process in the Council Meeting Agenda.

The meetings shall be conducted in accordance with the Local Government (Meeting Procedures) Regulations 2015, as appropriate.

Code of Conduct That members, attendees and staff comply with relevant Codes of Conduct. Resources The Council will provide an Officer to organise meetings, take minutes and distribute follow up actions to other Officers. Review These Terms of Reference will be reviewed no more than five years after the date of approval (version) or more frequently, if dictated by operational demands and with the Council's approval.

REPORT:

The Heritage Forest Advisory Committee was formed in 1989 to assist and advise the Council in the continual development of the Heritage Forest. A decision by the Council requires the review of every Committee's Terms of Reference. The Advisory Committee has considered and expressed support for the draft Terms of Reference (14-Rfx-020). A number of adjustments were made to the draft Terms of Reference as presented by the Advisory Committee in order to be consistent with current Council policy - particularly staff not being committee members.
