KING JUAN CARLOS has returned to workfollowing a lower-than-usual profile royalfamily summer break in Mallorca.

Yesterday (Wednesday) he was back atthe sharp end of things when he receivedMariano Rajoy, president of the Spanishgovernment.

Privately, the head of state must bewondering what lies ahead, for at times2012 has not been a royally happy one.

Juan Carlos is respected by the majorityof Spaniards, even or especially bythose with republican leanings whoremember his adroit handling of thetransition and attempted coup.

In recent monthsnewspaper headlines have all too-frequently been dominated by on-goingfraud accusations concerning royal son-in-

law Iaki Urdangarin. He currently facescharges of diverting public funds from hisostensibly non-profit making sportsfoundation, Noos to his own holdingcompanies.

Married to Cristina, Duchess of Palma deMallorca, they kept a low summer profilespending some time alone at theirPedralbes (Barcelona) villa, later movingon to the French Basque region beforereturning to Washington and the Dukeswell-paid Telefonica post.

However Cristina did touch down brieflyat Marivent when leaving her four children

with their maternal grandparents. All the royals are said to be tightening

A MAN was arrested in Illora, Granada for allegedlysetting fire to a family members home, which wasunoccupied at the time. The accused hadsupposedly threatened to burn her house downbefore the incident.

FOR the first time in Europe, dogs havebeen trained to detect the red palmweevil, an insect that plagues palm treesworldwide.

Valencia palm tree protection company,Lucaplant, began training dogs torecognise the presence of the palmweevil in trees before infestation.

No specialist can be sure if there is apart of a palm tree infected with the red

palm weevil, but a dog can detect it,allowing time to take action and treat thetree, explained Lucaplant manager,Pedro Hernandez.

Though Hernandez states that thecompanys dog training techniques areclassified as top secret, he explainedthey are not very different from thoseused to detect bombs or drugs. Currentlythree dogs of the boxer and border collie

breeds have completed the training.The red palm weevil was discovered in

Spain for the first time in Almuecar(Granada) in 1995. Lucaplant will bepresenting this project in Thailand inSeptember and in Miami in 2014, saidHernandez who added the company hasreceived various requests from all overthe world asking for their dogs toinvestigate certain palm trees.

THE Orihuela JusticeCouncil must pay acompany 34,717 forinterest on delayedpayments for thefurnishing of the courts.

The order made by theValencia Regions HighCourt was in response tothe companys claims

from January 2008 thatthe council failed to payprincipal fees andinterest for late paymenton furniture supplied tothe Orihuela courthouses.

In 2005 the JusticeCouncil authorised thesupply of furniture withthe correspondingestimate of 77,894.55.

The job was completedin November of that yearand the bill was issued inJanuary of 2006.

BUSINESS is booming for Murcia-based exporters.

In the first six months of this year,

Murcia recorded the secondgreatest increase in exports inSpain, with the Balearic Islands

topping the tables. Murcia regionexported 56.1 per cent more goodsthan during the same period last

year; Baleares was thenumber one region andexported 76.8 per centmore.

The total value ofMurcia exports was 4.3billion according to theMinistry of Economics andCompetition.

But at the same timethe region imported 6.3billion, a 9.3 per centincrease on 2011 andresulting in a 2 billionexport/import deficit.

The incidentsupposedly occurred at6.34am last Fridayduring a fight betweenthe two men.

A DEAD man was left lying on thebeach for four hours before beingremoved.

The body of the 67-year-oldFrench man was found on CalaBosque Beach in La Zenia, Orihuela

Costa. He was holidaying with hiswife and they had gone swimming.

However, he disappeared. Whenfound he was pulled to shore wheremedical services tried to revive him.

It is believed he had a heart attack.

SPEEDING drivers beware! Murcia is getting tougher onfast drivers.

Until this Sunday, the Guardia Civils Traffic Unit willcontinue to monitor vehicles more closely as part of asafety campaign that began on Monday, with 16 speedtraps, plus four stationary/mobile devices, checking thespeed of passing vehicles.

Last year speed was a factor in one third of all fatalaccidents in the Murcia region.

If average speeds can be cut by 5 per cent, the numberof death crashes would be cut by 20 per cent according toProvincial Traffic Headquarters officials.

LITTLE has changed since theParking Control Ordinance

(ORA) has come into effectin Callosa de Segura.

The 400 paid parkingspaces are mainly empty

since a good part of theCallosa community isenjoying their summerholiday along the coast. Notuntil the beginning ofSeptember will the trueeffects of the ordinancemeasure be realised.

Though drivers who parktheir vehicles on any of the22 streets now marked asblue zones shouldtheoretically pay, trafficcouncillor, Gaspar Serranoexplained that the law will not

be strictly enforced untilSeptember.

Until then, we are in aperiod of adaptation. Somepeople are still unsure abouthow the ticket machines workand traffic wardens areassisting them, said Serranowho ensured that drivers willnot be fined just yet.

There will be a total of sixtraffic wardens monitoringthe blue zones from 10am to2pm then 5pm to 8pmMonday to Friday and 10amto 2pm on Saturdays.

At this time, the council isnot considering issuingspecial parking passes forresidents, according to thecouncillor.

MANY immigrants have receivedservices offered by the Elche citycouncil as a way to becomebetter integrated in their newhome.

When her daughter, aged two,came down with a 40-degreefever within two weeks ofarriving in Spain, SvitlanaGolovashchenko did not knowwhat to do, being that she didnot speak a word of Spanish.

I came to Elche Acoge (ElcheWelcomes) crying because no

one understood me. They calleda volunteer translator whoquickly arrived and came with meto the hospital where they tookcare of my daughter, explainedSvitlana who now works as amediator with the programmethat came to her aid during herfirst weeks in Spain.

At times the language barriercan be problematic as was thecase for an African man whoSvitlana assisted. He was havingissues with a neighbour because

he did not understand thatrubbish could only be thrownaway after 9pm.

The man didnt speak Spanishand didnt understand what hisneighbour was trying to tell him,so the problem was solved with

an interpreter, she explained.In addition to interpretation

services, Elche offers courses forSpanish as a foreign language tohelp immigrants overcomeproblems caused by their inabilityto communicate.

FORTY-SIX organisations in Elche have been granted 52,000 by thesocial services department.

These include organisations that help protect the rights of peoplewith disabilities, the attention to people with illness and their familiesincluding those with Alzheimers, cancer, anorexia and bulimia.

Others include those people at risk of social exclusion including3,250 to the elderly, 6,700 to protect womens rights and 5,200for work programmes for people in special circumstances.

The money is missing from theyacht on which Briton Paul Scott hadbeen a crew member for six months.

Police in Spain and Interpol havenow been alerted to be on the look-out for Scott from Manchester, whodisappeared on Sunday when theyacht was moored in Denia Port northof Alicante on the Costa Blanca.

Interpol believe he is still in Spain,or the EU, as no sightings have beenreported at passport controls.

In addition to the 30,000 cash, thepersonal documents of three othercrew members including two Britishand an Australian passport, marriageand birth certificates, the licence ofthe captain and legal documents forthe yacht have also gone missing.

Twenty-eight-year-old Scott wasone of four crew aboard the British-flagged yacht hired privately bypassengers last week to take them

from Ibiza to Moraira, near Denia.After dropping off the passengers,

the yacht docked overnight in Deniabefore a planned return trip to Ibiza topick up other clients.

All the crew went out in Benidorm,with Scott returning to the boataround 10pm with the chef, RuthCherrett, who opened the safe to getmoney to pay for their taxi.

When yacht stewardess, SianCameron, who had earlier returned tothe yacht, and Ruth went to bed, theysaid Scott told them he was going ondeck.

A little later the yacht captain DavidCherrett, Ruths husband, returned.When he went to the safe the cash wasgone and there was no sign of Scott.

Paul had been drinking a lot thatnight, so we are not sure if it waspremeditated or if he found the keyand it was a spur of the momentthing, said Ruth, who is fromAustralia but who has lived in Mallorcafor 10 years with her husband.

We had lived and worked with himfor sixth months and he is a really niceguy. We are devastated.

The 30,000 was made up of crewtips, money from previous clients, adeposit from future passengers pluspetty cash.

Theft of the passports and otherdocuments meant Russian clients whothey were booked to pick up in Ibizahad to book another yacht.

Because of the incident our bosshas lost 60,000 worth of business.He is not happy, said Ruth, who says15 items of jewellery given to her byher late father and family membersare also missing.

They are not particularly valuable,but have great sentimental value.

Approximately 1,800calls are made dailyfrom the Red Cross Co-ordination Centre inAlicante to seniorcitizens in order toreduce the drasticconsequences the hightemperatures can have.

Phone operators havebeen reminding eldersto drink plenty of fluids,maintain their homes ascool as possible andavoid going out in theafternoons as it is thehottest time of day.

DEBATE is surrounding the 2012-2013English helpers programme after theEducation Department of the ValenciaRegion put an order in place detailing theconditions.

The Valencia Regional Government isoffering 329 grants to English helpers thisupcoming academic year.

Grant recipients, who must have at leasta level of B2 in the language, will teachEnglish or other subjects in schools.

However, these teachers will not haverights to unemployment or Social Security.

There is no payment or salary, butrather economic aid for any expensesduring the time of the grant programme,said the Council in a press release.

The order which came into effect lastFriday outlined the programmerequirements: helpers must be under 36years old and not have received aprofessional practice grant from theregional government in the last 36 months,the eight-month programme beginsOctober 1 and ends May 31, and the grantof 1,000 per month will be issued in threepayments.

The incident took place at theAlicante Technical Centreduring a professional handball

A fan took out the red, yellowand purple flag that representsthe Spanish Republic whichcould have been considered aprovocation leading to violentreactions among the public.

In 2000 hypermarkets had a29 per cent share in food sales,but this has since dropped tobelow 20 per cent.

Small supermarkets - those upto 100 square metres - andcorner shops are suffering evenbigger trade drops , with customfalling from 35.9 per cent in2000 to just over 21 per cent,according to statistics.

In the last five years 3,700such shops have closed, at therate of around 15 a week.

Changing times, restrictedopening hours and an agingpopulation plus the crisis haveled to the changesin Spains shoppinghabits.

But the clear shop winners aresupermarket chains withinstallations of more than 400square metres, with theirmarket share rising from 35 percent in 2000 to more than 60per cent.

preferable to going somewhereobscure, with many Spaniards seekingsun and sand in out-of-the-way placesabroad often finding mosquitoes and40-plus temperatures instead, saidTourism Minister Jose Manuel Soria.

With the disposable income of manySpanish families eroded by theeconomic crisis, double-dip recessionand unemployment, people who needto look twice at every euro they spendare cutting down on holidays, saidSoria.

The 57 million tourists who comeeach year to Spain cannot be wrong,and probably the Spaniards who holidayabroad are the people making amistake.

Few countries have such diverselocations and landscapes, said Soria,citing Spains gastronomic merits,inland rural tourism and natural spas.

With an 8 per cent increase intourism following unrest in the MiddleEast during the Arab Spring, 2011 wasa good year, said Soria.

Nevertheless, foreign tourism

increased 5 per cent during the first sixmonths of 2012 and foreign touristsspent 5.6 per cent more, with thishelping to offset the downturn in classicdestinations including the Valenciancommunity, where domestic tourism fellfor the first time since the onset of the

economic crisis.As Spains most important industry,

tourism brings in 11 of every 100 thecountry earns through economicactivity and provides employment for2.5 million people, Soria spelled out.

He said he was confident that 2012

would be a good year, although headmitted that rather than the sectorsVAT rise from 8 to 10 per cent fromSeptember 1 he would have preferred asuper-reduced 4 per cent.

A TOTAL of 94,694 willgo toward extra-curricular sport activitiesin 111 schools in theValencia region thanks tothe Valencia SportsCouncil.

If all the marihuanaconsumed was boughtlegally with VAT added tothe price, thegovernment wouldreceive 177 millionmore a year, a consumersurvey by cannabisassociations hasrevealed.

But sports enthusiastsand many business leadersequally identify that ifsponsors can be found forthe event despite thedifficult economic times -then Madrid, whichamassed the highest scoreof 8.08 out of the threecandidates in an earlierround of negotiations,could perhaps long-termbenefit from being anOlympic winner!

Madrid, along withTokyo (8.2) and Istanbul(6.98) were invited to sendrepresentatives to theLondon 2012 Olympicsthat have just closed, withmany claiming the event ahuge success for theBritish capital.

Those in the know inLondon remain tight-lippedas to the total cost of thisyears games, which wereinitially budgeted at 2.4billion (3 billion), but thiswas repeatedly raised to9.3 billion (11.6 billion).

And some estimate thatthe final total cost wasnearer 25 billion (31.25billion).

What is certain, theLondon Games were a lotcheaper than the 35billion estimated cost ofthe 2008 BeijingOlympics.

The next move towardshosting the 2020 gameswill be early next yearwhen the InternationalOlympic Committee visitsthe three short-listedcities, and this will befollowed by a report andverbal presentation.

The final decision willbe made in 12 monthstime, by which timeMadrid will need to havedone all its sumsotherwise the cost couldbe long-term bankruptcyfor the capital.

for a Spanish one when taking up official residencehere. Remember that it is esssential to pass Spainsmedical exam for licence renewal every 10 years orfive years depending on their age. This certificatemust be kept with the licence.

Perhaps the second question should be phraseddifferently. A person who holds a Spanish drivinglicence can rent a car and drive it in Germany, forexample. However, a resident of Spain is notpermitted to own a car on foreign registration. Tobe more precise, a resident is not permitted to drivea foreign-registered vehicle which they own. Awealthy Spanish businessman who owns a flat inLondon can keep a British-registered car there foruse on his visits. But a resident Briton who wants tokeep a UK-registered car here must have itregistered on Spanish plates.

AFINALLY, after almost 30 years, itseems at least one local Britishauthority has come to a sensible,practical decision on nuclear power.

Even so, it is still sad that theproposed construction of twonuclear power-generating stationson the Bristol Channel is to beplanned, financed, constructed andoperated by a European, ratherthan a British company.

In the hot seat will be EDF, aFrench company already amongBritains major electrical powersuppliers. But a definite positive isthat the Bristol project could usherin a new dawn, a re-birth, ofsomething that should in realitynever have been abandoned.

Although the plan is still in thefinancial negotiation stage, theproposal that the two nuclearpower stations should be built on asite at present occupied by a pair ofageing, conventionally-fuelledunits, has already receivedmunicipal and local public support,especially with the potential of localjobs.

They have not followed the routeof protest meetings ordemonstrations, for afterwitnessing desecration of coast-lines, seascapes and countryside bywind-farms, they want none of it.

negotiations concern what is knownas the strike price per megawatt-hour (MW/hr) generated, which is

the guaranteed figure laid down inthe contracts, to be subsidised byall UK consumers should the priceof electricity fall below that level.

This system is already inoperation for all low-carbon powersuppliers and presently stands at140 (175) per MW/hr, due tobe reduced to 100 (125) perMW/hr by 2020, coincidentally bythe time proposed nuclear-poweredgenerating stations are expected tocome on stream at a cost of 10billion (12.5 billion)

What a pity it has taken so longfor the people in power to stop

believing everyscare story putout by the anti-nuclear lobbies,harking back toChernobyl andFukushima ateveryopportunity.

Chernobyl was a disaster, causedby a Soviet system encouragingshoddy planning and constructionexacerbated by inexpert andcorner-cutting maintenance.

This made the final melt-downalmost inevitable.

Fukushima was state-of-the-art,and could have continuedefficiently for many more years ifmaintenance and safety issues hadbeen brought to light; simplybecause people on the factoryfloor felt that criticism of superiorswould indicate a lack of respect,almost unthinkable in Japanesesociety.

Happily, that is not the Britishworkers style.

The anti-nuclear lobbyists needto move on. Nuclear power cannotbe un-invented, and its time tobend efforts, not towards banningnuclear power generation per se,but to ensure design andconstruction of these new plants and others that will surely follow incorporate only the best and mostup-to-date practices in both safetyand day-to day maintenance.

That way lies the future.

The moral of the story here isto only use legitimate taxplanning; anything else is toorisky and does not necessarilysave you money. The goodnews is that it is often possibleto legitimately significantlyimprove the tax position on yoursavings and investments.

If you are a British expatriateyou will probably have usedISAs and PEPs as tax planningarrangements, but the taxplanning benefits do not carryover to Spain once you areresident here. Income fromcash ISAs is taxed as interest inSpain, even if you neverwithdraw it from the ISA fund.

Likewise, dividends and capitalgains within share ISAs andPEPs are taxable as dividendsand capital gains in Spain.

All is not lost, however, sincethere are tax-efficientinvestments available toSpanish residents. These canbe structured so that if you donot need income from yourinvestments, any growth is tax-free, while if you do require anincome, this can be very tax-efficient. Such investments canalso be structured so they areoutside Spanish succession tax.

It is important to usearrangements tailored for youraims and circumstances. Forexample, offshore insurancebonds can provide many taxbenefits for Spanish residents.However, how they are taxeddepends on whether the bond isapproved for tax purposes(issued by an EU country andcompliant with Spanishregulations), or not approved.Approved bonds attract muchmore favourable taxation thedifference can be significant.Note that the Isle of Man andChannel islands are not part ofthe EU.

Wealth tax was reinstated inSpain as a temporary measure

to apply for 2011 and 2012 tohelp the Spanish economy (Iwould not be surprised if itneeds to be extended again,however). Although previouslyan unpopular tax, it affects lesspeople this time - Islas Balearesand Madrid are continuing toapply a 100% credit, so there isno wealth tax in these regions,and the thresholds are higherthan they used to be. Again, if your heirs will be hitwith high succession taxliabilities, ask a professional taxadviser if you can take steps tolower the liability for them.

WHAT do women want? Its a question men have hopelessly

In keeping with thisstereotypical line of thinking, the bank isnow offering girls a pink and gold colouredbank called Por Elle (For Her).

It is also promising to simplify a girls lifevia 200 of handbag theft insurance and aphone service that provides for up to twohandyman call-outs per year.

Its fair to say that the Parisians areusually on the ball, but do they really knowhow to attract ladies to a bankcard?

It seems not, for not all women arehappy about being singled out for specialhelp from their bank.

While the contents of a womanshandbag can add up, not to mention thebag itself if its designer, many 21st centurygirls are a little put out by the banks

somewhat 1950s approach to marketing anew product.

One Parisian businesswoman called thebank cheeky for its efforts and rightlypointed out that many men equally have noclue how to fix a serious electrical problem.

SOME Spanish banks arebeginning to win their fight toimprove balance sheets in thepresent rough-ride economictimes.

They are not only beginning toreduce their risk, but areadditionally getting back intobetter profit margins for theirshareholders.

This is revealed in a Top 1000World Banks 2012 report by theauthoritative www.thebanker.com.

Banco Santander is placedfourth in the world among banksfor decreasing market risk, withthe Spanish bank cutting itsmarket risk by 34 per cent andalso reducing its risk weightedassets by 9.44 per cent.

Both Santander and BBVAforeign owned subsidiaries areadditionally generating significantprofits for their parent companiesin Spain.

This is revealed in the top 25most profitable foreign-ownedsubsidiary rankings which listBanco Santander and BBVA ownedbanks seven times, with four ofthe individual banks in the top 10.

A total of around $13bn(10.5bn) in pre-tax profits hasbeen generated through these

operations with approximately 70per cent of this from many of theemerging South Americancountries.

For all the focus on emergingmarkets, however, a remarkableaspect of the foreign profitcontributions is that Santander UKand US operations have generateda total of $4bn (3.25bn) in profitswhich demonstrates that marketsin the centre of the globaleconomic crisis still generateforeign investor returns.

The latest, and hearteninglistings, come as the majority ofSpanish banks continue to facefinancial challenges amid ongoinguncertainty both globally, andparticularly in the Eurozone.

While the figures will notimmediately ease the nationaleconomic outlook nor improve thestate of the job market, they couldprovide a new template for thebanking system to reinvigorate theat present ailing economy.

But from the latest survey in Britain, itwould appear that British men areless likely to line up forcopies than theirpartners.

While coolsunglasses areidentified as beingamong the hottestaccessories to have,men have beenfound to be almosttwice (20 per cent) aslikely as women (11 percent) to buy true designersunglass brands.

Almost 40 per cent of peoplesurveyed in the UK said that stylishsunglasses make them feel fashionable,but while 42 per cent of men spelt out thathigh quality is important, only 28 per centof women felt the same.

More than one in five British men saidthat having genuine designer sunglasses isimportant, but only 17 per cent of womenfelt the same.

Tamara Sender, Senior ConsumerAnalyst at Mintel, the global supplier of

consumer, product and media intelligencewith offices worldwide, including London,said:

Men are more inclined than women toindulge themselves with designersunglasses, probably because they do not

tend to spend as much on otherfashion accessories or

jewellery.Young women lookfor fun, trendysunglasses whichdont cost a fortuneas they are likely tobe viewed as ashort-term purchasethat can both be

changed regularly, andform part of a

wardrobe of differentstyles to create different

fashion looks, while men show agreater affinity for luxury brands.

Overall, the value of the sunglassesmarket has tumbled over the last fiveyears, with the negative growth fuelled bya drop in average selling prices asconsumers rein in their discretionary spendin the current economic climate.

However, Mintel estimates that themarket is now starting to recover and thatby 2016 will have almost returned to levelsin the pre-recessionary climes of 2007.
