TheMinistry of WorksisresponsibleforallinfrastructureintheKingdomofBahrain,includingthepublicroadnetwork,drainagesystems, and public buildings. Its work-- which encompasses strategic planning,design, development, construction, projectmanagementandmaintenance -- is carriedoutinaccordancewiththeBahrainEconomicVision 2030 and National DevelopmentStrategies. This national plan providesthe framework for structural planning,strategicdevelopmentandinvestmentintheKingdom,aswellasastrongframeworkfordevelopmentcontrol.

TheMinistryismovingtowardsamodelwhereitwillmanagethecorebusinessareasof sectoral planning, policy developmentand regulation as a high level projectmanagement body and optimize servicedeliverythroughoutsourcingtotheprivatesector.

The Ministry’s Central PlanningOrganization (CPO) coordinates theplanning and implementation of all publicinfrastructure projects across the publicsector as well as major industries, such asoilandgas.TheCPOhasdevelopedanoveland sophisticated Geographic InformationSystem(GIS)tosupportthisfunction.

TheMinistrydevelopsandmaintainsasafe,efficientandconvenientKingdom-wideroadnetworkinassociationwithpartnerstoenhancequalityoflifeforallroadusers.

The Ministry follows the Road MasterPlan2021forallroadnetworkdevelopmentand improvements.This plan is a land usetransportation model based on futurepopulation and traffic growth, withintegrated data from other governmentagencies involved in development. Thefundamental objectives of the roadsstrategyaretoachieveasignificantshiftin

theperformanceofthenetwork,createthepotential for future expansion, ease trafficcongestion,increasesafetyforallroadusers,facilitateaccesstoallpartsoftheKingdomand create opportunities for investment.TheRoadsSectorhasembarkedonanumberof strategic initiatives tosupport thisplan,including an Integrated StrategicTransportStudy to review improvements to publictransport,andprojectstoenhanceIntelligentTransport Systems and lead the NationalSafety Strategic Plan. Meanwhile, a greatnumber of immediate road improvementschemesareunderway.

TheRoadsPlanning&DesignDirecorateoverseestheplanning,design,developmentandexpansionoftheroadnetworkandthemanagementoftrafficbyconstructingnewroadsandhighways,improvingintersections,installing traffic signals, and providingparking spaces and traffic safety features,suchasroadsignsandmarkings,andtrafficand pedestrian barriers. The Directoratealsoprovidesrelatedservicestothepublic,such as providing road levels (values) fordevelopers, undertaking grading works forutilities, processing building permits, andprovidingavarietyofconsultingservices.

The Roads Projects & MaintenanceDirectoratesupervisestheconstructionandmaintenanceoftheKingdom’sroads,bridgesandassociatedstructuresthroughapprovedcontractors. It evaluates the networkcapacity and is responsible for ensuringcompliancewithsafetystandardsthrougharegularserviceandmaintenanceprogramme.TheDirectorateworkstorealisethenationalobjective for using transportation as aninstrument for economic development. Tothis end, particular attention is given toroutes that link major developments andinvestmentstootherpartsoftheKingdom,and to upgrading the strategic approachroadstoneighbouringcountries.

TheSanitaryEngineeringPlanning&ProjectsDirectorateplans,designsandconstructsthesanitarywaternetworkacrosstheKingdomandisresponsiblefortherehabilitationandupgradeofoldcollectionnetworksandseweragetreatmentsystems.Itsworkencompassestreatmentstations,therainwaterdrainagenetworkandagriculturewaterdrains.

TheSEPPDreviewsandupgradestechnicalspecificationsrelatedtosanitaryworks,andpreparesandamendsrelevantexecutivelawsandregulations.Itreviewsandevaluatesadvisorycompaniesandcontractorsformajorprojects,andsupervisestheworktoensureconformitytoprojectdesignandspecifications.TheDirectorateprovidestechnicalandadvisoryservicesinthesanitationareaformajorprojectscarriedoutbygovernmentagenciesandtheprivatesector,andcoordinateswithgovernmentservicesandotherinstitutionsregardingplanning

andlicenses.

The SEPPD carries out planning andconducts studies to ensure that sanitarynetworks and systems will meet theKingdom’sfutureneeds.Thisworkincludesstudiesrelatedtosewerageandsurfacewatercollectionandtransport,aswellastreatmentandrecyclingsystems.

SanitaryEngineering

SaNITaRY eNgINeeRINg OPeRaTIONS & MaINTeNaNce dIRecTORaTe (SeOMd)

TheSanitaryEngineeringOperations&Maintenance Directorate is responsible forthe collection, distribution and treatmentof sewerage in the Kingdom of Bahrainthroughitsthreeareasofactivity:networks,treatment, and treated sewage water. It isresponsible for ensuring the safe, efficientoperation and maintenance of all sanitaryfacilities, including sewage networks,major and subsidiary pumping stationsand treatment plants. It also ensures thatall collection, treatment and distributionprocessesmeetenvironmentalstandards.

TheDirectoratealsoreceives,investigatesand responds to all complaints concerningsanitationfacilitiesandrainwaternetworks.

STRaTegIc PROjecTS dIRecTORaTe (SPd)

The Strategic Projects Directorate isresponsible for managing large, complexmulti-sectoralprojectsfromtheir inceptionto client hand-over, and throughoutthe maintenance period. These projectsinclude dredging and reclamation, coastalengineering, airports, seaports, hospitals,sportcomplexes,stadiums,andmosquesandother important buildings. The Directorateengagesandmanagesconsultantstocarryoutthedesignandsupervisionof constructionworks,andensurestheapplicationofstate-of-the-art designs, the latest internationalcodes and standards, value engineeringpractices, effective project managementtechniques, and quality managementprinciples.

StrategicandConstructionProjects

The directorate also reviews largecomplex project requests and coordinateswith users to prepare project briefs andterms of reference for various studies anddesigns.Itissuespre-qualificationrequestsandinvitationstoconsultants,analyzespre-qualifications and proposals and obtainsMinistry of Finance approval for them.Furthermore, it undertakes any necessaryenvironmentalimpactstudies-particularlyfor marine projects - in order to ensureconformitywithBahrain’s landreclamationmaster plan. It also provides advice onmajor reclamation projects prior to issuingreclamationpermitsfromrelevantauthoritiesand participates in developing reclamationand coastal protection regulations andstandards.

ConstruCtion ProjeCts DireCtorate (CPD)

The Construction projects Directorate isresponsible for the design, supervision ofexecution, and quality control of publicsectorbuildingprojects in theKingdom. Italsooffersconsultancyandadvisoryservicesto other ministries and government bodiesincluding performing structural surveys ofexisting buildings to ensure their safety.It contributes to the preparation of costestimates,bidsandtheawardingofcontractsandoverseestheirimplementation.

TheCPDhasadopteda comprehensivesystemof internal checksandprocesses toensurethatallbuildingprojectsareexecutedin a systematic manner and meet qualitystandards and building regulations as perthecontractagreement.

The CPD has three arms: BuildingDesign, Building Construction Supervision,andPlanningandInformation.

BuILDIng DESIgn:

The Building Design Section performsan in-housedesignfunctiontoensurethatthespecificneedsofpublicsectorbuildings,suchasschools,healthcenters,offices,postoffices, social and community centers andotherpublicbuildingsaremet.

BuILDIng COnSTRuCTIOn SuPERvISIOn:

The Building Construction SupervisionSection allocates a full-time supervisorto each project, supported by a team ofcivil, mechanical, and electrical engineersand technicians, to ensure that contractoroutputs meet quality and performancestandards.

PLAnnIng AnD InFORMATIOn:

The Planning and Information Sectioncollates all data required for the designprocess and assists in the planning anddecision-making processes. This sectionalsoactsasacoordinatorforprojects,stafftraining, administration,purchases and theCPDstrategicandbusinessplan.

BuiLDinG MaintenanCe DireCtorate (BMD)

Thebuildingmaintenancedirectorateisresponsibleforthemaintenance,renovationandgeneralrepairstoallgovernmentownedbuildingsinthekingdom,includingpublicschools.Itensuresthatthesebuildingsareingoodworkingconditionandhavearegularmaintenanceprogram to prevent deterioration. It delivers this work through private contractors andstrivestoensurethehighestqualityworkusingstate-of-the-artmaterialsandtechnologicalinnovation.

TheDirectoratecarriesout regular,unscheduledandemergencyrepairs inaddition torestorationworkonbuildings.Italsotakesasupervisoryrole,providingtechnicaladvicetootherministriesregardingmaintenancecontracts.

TheHumanResourcesDirectorateplaysakeyroleinsupportingtheministry’sgoalofbecomingaleadingprofessionalorganization.Toachievethis,thedirectoratestrivestoemployhighlyqualified people and works to continually enhance the performance and development ofemployees,anditensuresemployees’performanceisalignedwithcompetencybasedneedsidentifiedbytheMinistry.

The directorate also focuses on providing effective human resources management inadditiontoadministrativeandgeneralsupport to theMinistry. Itmanagesallpersonneltransactions and manpower planning and provides a variety of employee training anddevelopmentprograms.HRDcontinuallyenhancestheMinistry’srecruitmentprocessanddevelopsinnovativeprogrammestoattractandretainhighlyqualifiedstaff.

TheFinancialResourcesDirectorateisresponsibleforallfinancialactivitiesof the ministry. It safeguards theministry’s assets by ensuring thatfundsallocatedtotheministrythroughthecapitalandrecurrentbudgetsaremanaged efficiently. It works closelywithallministrydepartments, aswellasdirectlywithexternalcontractorsandsuppliersandfacilitates theprocedureofpaying expenses for contractors and otherparties involved in the implementation ofprojects.

In addition to issuing financial statements and reports and ensuring adequate checksandbalances,FRDensuresadherencetogovernmentfinancialstandards.ItprovidesadvicetootherDirectoratesonmanagingcontractsandpaymentsandassistsindefiningfinancialplans,policies,systemsandprocedures.

The Materials Engineering Directorateis responsible for quality assurance of allmaterials used in government projects inthe kingdom covering buildings, roads,sanitaryandspecial/strategicprojects.Meduses a rangeof testing criteria andqualityassuranceprogramstoverifythesuitabilityofconstructionmaterialsintermsofquality,environmental safety and cost benefits. Italsoensuresthatthelongevityofmaterialsis aligned with their intended use and thelifespanofeachproject.

The directorate ensures that allmaterials used in government projects(new and existing)meetorexceednationalspecificationsandstandards.Italsoupdatesandmodifiesexistingmaterialsspecificationstomeetthedemandsoffuturedevelopment,while utilizing local materials in the mostcost-effectiveway.

The directorate has four laboratoriesandoneconsultancy&researchsectionforproviding its services.The labs comprise aBuildingMaterialsLab,RoadMaterialsLab,Chemical Analysis Lab and a GeotechnicalEngineering Lab. MED’s work includesdeveloping materials specifications viaresearch and development activities,investigatingreportedconstructionmaterialsproblems,assessingtheconditionofexistingstructures,andprovidingqualityassuranceprograms.

It is a cornerstone in the ministry’smissiontoestablishitselfattheforefrontoftechnology and technical expertise.Accesstocorrect,up-to-dateinformationiscriticalinfulfillingthemultipleneedsofsectorsanddirectorates.

PuBLiC reLations & MeDia DireCtorate (PrMD)

The Public Relations & Media worksto raise the profile of the ministry ofworks and portray the vital role it playsin providing public works services and itscontribution to the economic and socialdevelopment of the kingdom. PRMD aimsto inform, educate and engage ministrystaff and a range of stakeholders aboutthe ministry’s mission and the goals of itsbusinessstrategy.Itenhancestheministry’sstatuslocally,regionallyandinternationallythrough corporate level announcements,business partner networking and onlinecommunications.

PRMD handles the Ministry’s mediarelations.Itisbothproactiveandresponsive,writing and issuing press releases whenappropriate,respondingtopressandmediaenquiriesbytelephoneand innewspapers,andorganizingmedia interviewsandpresseventswhennecessary.

PRMD plans, compiles and editsthe Ministry’s corporate promotionalpublications, both internal and external.It develops and carries out promotionalactivities for, and organizes and manages,media attendance at corporate events. Italso manages Ministry attendance at local,regional and international conferences andexhibitions.

Public Relations & Media Directorate

PRMD advises the Ministry’sdepartments and sections on all publicityandPR issues, includingmedia liaison andpromotionalinitiatives.

The Community Services Group withinthedirectorateisresponsibleforrespondingtopublicfeedbackrelatingtotheMinistry’sservices. The group coordinates with allDirectorates to resolve complaints in atimelyandefficientmanner;tracksresponsetimeandworkstoimproveit.

CentraL PLanninG orGanization (CPo)

The Central Planning Organization is responsible for the management of thecoordinationoftheplanning,implementationand protection of all infrastructure in theKingdomofBahrain.TheCPOispartoftheOfficeofHEtheMinisterofWorks.

TheCPOoperatesitsbusinessmodeltointegrate and coordinate the developmentactivityofover70individualinfrastructurerelated stakeholder organisations at allfunctionallevelsrangingfrom:

• Strategicplanning.• Networkplanning.• Projectplanning.• Projectexecution.• Protection and security of existing

nationalinfrastructureassets.

The number of stakeholders hasincreased and now includes many privatesectorinfrastructureproviderssuchas:

• Telecomcompanies.• Districtcoolingcompanies.• Major private sector masterplans

suchasBahrainBay.

In addition, CPO is a primary sourceof research and advice on planning andinfrastructuredirectlytoHEtheMinisterofWorks.

Thevolumeand complexityofwork iscontinuouslyincreasingwithCPOproviding

direct line management of the ManamaNorthshore Programme ManagementProject. This is a team of experts invarious infrastructure fields which hasbeen established to finalise the concept ofthemajorKingFaisalHighwayupgrade,tocoordinate the multiple diversion projectsofutilitiesandtointegratethebudgetsandprogrammes of both the public sector (inexcessofBD300m)and theprivate sector(inexcessofUS$20billioninvestment)andto manage the technical and spatial issuesarising.Thisisaradicalandnewapproachtothevaluemanagementandorchestrationofmultipleagencies (bothpublicandprivate)working in the area of intensive growthbetween Seef and Busaiteen (ManamaNorthshore). Thissupportto investorshasbeenputinplacetohelpensurethesuccessof Bahrain’s mega projects in contributingto the economic growth of the Kingdomwhile ensuring the major governmentinfrastructure projects are best valuesolutions,highlycoordinatedandthatsocialand economic impacts of the constructionphasearereduced.

CPOisalsoakeyplanningplayerinallothermajor infrastructureprojects such asthe Al Dur Power Station and the Qatar/BahrainCauseway.

Since its inception in 1982, CPO hasfocusedontheuseoftechnologytoenhanceintegration through collaboration in theinfrastructure industry. CPOhas redefined

the application boundaries in terms oftechnological innovation in the pursuitof closer integration through a uniqueIntelligentDecisionSupportSystem(IDSS).Oneoftheobjectivesofthisprojectistoaiddecisionmakingthroughcloserintegrationoftheprojectlifecycleofinfrastructureplansandprojectsfromconcept,planning,design,construction, operation and maintenancephasesofdiverseengineeringfields.

PROjecT MaNageMeNT OFFIce (PMO)

The Project Management Office is acentreofexcellenceinprojectmanagementfortheMinistry.ItisbeingstaffedbyProjectSpecialists with many years experience ofmanagingprojectsusingworldclassprojectmanagementmethodologies.

It defines and maintains standardsfor project management, and strives tostandardize and introduce economies ofrepetition in the execution of projects.The PMO is the source of documentation,guidance and metrics on the practiceof project management and execution.It disseminates knowledge and offersProject Management System (PMS)training and seeks out continuous processimprovements.

The Project Management System(PMS)operatesonbestpracticesaccordingto the internationally recognised ProjectManagement Institute (PMI). The PMS issupported by a number of initiatives thatwillcontributetoafullyintegratedfamilyofsystemsthatwill shareproject informationbetweenteammembersandstakeholdersina real-time environment. These initiativesare:

Intranet – the intranet is used to store allPMS templates and is accessible by allMinistry staff to use on projects at alltimes.

Electronic Document Management System (EDMS) – this is a new system that willserve to store all project documents andcorrespondence centrally. Each project isidentifiable separately and team membersand stakeholders can access all applicabledocumentation.Projectdocumentsproducedfrom templatesmaintainedon the IntranetwillbestoredintheEDMS.

Project Management Information System (PMIS) – this is a system currently beingdevelopedthatwillautomatethePMSandhelp the control and report progress of allprojects.ItwillbefullyintegratedwiththeEDMS.

ThePMSisusedonalloftheMinistry’slargeprojectswhereahighlevelofexpertiseisrequired.Itprovidesanauditableprocessthatcontrolsandmeasuresperformanceofprojectstoenablethemtobecompletedontime,withinbudgetandwithahighqualityinthemostefficientwaypossible.

In parallel, the Ministry is working toachievePMIcertificationforMinistrystaff.Todate,31engineershavebeencertifiedasProject Management Professionals (PMPs)and many others are working towardscertification.Thiscertificationdemonstratesthat staff have a required level ofunderstandingofthePMIPMmethodologyand that they are ready to be trained inusingitforGovernmentprojects.
