Coronavirus disease (COVID-19) Situation Report 31 Philippines 13 May 2020
Highlights
- Out of the total 11,618 confirmed cases reported in
the Philippines until today, 54% are male, with the
most affected age group 30-39 years (21.2%) fol-
lowed by 20-29 (16.9%)
- 64.2% of cases reported from National Capital Region
(NCR), followed by Central Visayas (14.8%), CALA-
BARZON (11.7%), and Central Luzon (3.6%)
- Out of the 772 confirmed deaths, 65% are male,
with the most affected age group over 70 years
(36.2%) followed by 60-69 years (31.7%)
- 71.8% of deaths reported from NCR, followed by CAL-
ABARZON (12.0%), Central Luzon (3.7%), and Central
Visayas (3.7%)
- Extension of modified enhanced community quaran-
tine in NCR, Laguna and Cebu City until 31 May
2020 due to ‘high-risk’ of COVID-19 spread. Rest of
the country has been divided into ‘moderate risk’ to
be put under general community quarantine after
15 May (Region II, III, IV-A except Laguna, CAR, VII
except Cebu, IX, XI, and XIII) and ‘low-risk’ to main-
tain minimum health standards (Region I, IV-B, V,
VI, VIII, X, XII, and BARMM).
- According to the Department of Health (DOH) among
all confirmed cases, 88.59% are mild
- Currently 28 laboratories accredited for COVID-19
testing with PCR. Latest additions: Asian Hospital
and Medical Centre in Alabang, Muntinlupa and the
Allegiant Regional Care Hospital in Lapu-Lapu City,
Cebu. In addition, 5 GeneXpert machines currently
accredited for COVID-19 testing

Current Situation
As of 13 May, a total of 11,618 confirmed COVID-19 cases including 772 deaths have been reported in the
Philippines.

Among the 11,618 confirmed cases, 6,274 are male (54%) and 5,344 are female (46%). The most affected
age groups are 30-39 years (21.2%) followed by 20-29 (16.9%).

Country readiness and response operations
Country-level coordination Following recommendations from the Inter-Agency Task Force for the Management of Emerging Infec-
tious Diseases (IATF-EID), the government has adopted the extension of a modified enhanced community
quarantine in NCR, Laguna and Cebu City until 31 May 2020 due to ‘high-risk’ of COVID-19 spread. The
modified enhanced community quarantine allows for limited movement for obtaining essential services
and work, the operation of selected manufacturing and processing plants for up to 50% of the workforce
and limited transport services for essential goods and services.
The rest of the country is categorized as at ‘moderate risk’, and will be put under general community
quarantine after 15 May (Region II, III, IV-A except Laguna, CAR, VII except Cebu, IX, XI, and XIII) and ‘low-
risk’ to maintain minimum health standards (Region I, IV-B, V, VI, VIII, X, XII, and BARMM).

Risk communication Samaritan's Purse WASH teams and ambassadors reached over 6,000 individuals in Iligan City, Lanao del
Sur and Tondo Manila with COVID-19 educational messages and hygiene promotion via mobile and digital
media. Leader Mothers (LMs) of the Samaritan's Purse Nutrition in Emergency programs educated 208
community members in Lanao del Sur and Tondo, Manila, on the differences between enhanced and gen-
eral community quarantine. Additionally, they educated the community on the importance of maintaining
hygiene and appropriate infant and young child care practices during this time of crisis.
UNICEF continues to disseminate key messages on the crisis of children’s rights through international me-
dia, as well as on other crucial matters including vaccination amid the pandemic, online safety, and the
UNICEF-WHO joint project to launch an online global classroom to help young people learn more about
COVID-19.

UNICEF continues to reach audiences with COVID-19 messages through digital platforms with a total reach
of 14.1 million, including through its Goodwill Ambassadors Anne Curtis, Daphne Oseña-Paez, and Gary Va-
lenciano who amplify COVID-19 messages through their respective social media channels.
In BARMM and nearby provinces, an additional 122,000 people were reached through radio with COVID-19
core messages; reach now totals 1 million.
UNICEF’s proprietary U-Report platform was launched to gather insights from young people on mental
health.
The Risk Communication and Community Engagement (RCCE) of the Philippines Humanitarian Country
Team (HCT) Community of Practice on Community Engagement (CoPCE) issued its latest snapshot available

Surveillance WHO is the supporting the NCR Regional Epidemiological Surveillance Unit (RESU) and the Manila City Epi-
demiological Surveillance Unit (CESU) with outbreak investigation into clustering of cases in Santa Ana Po-
lice station, as well as the assessment of measures imposed on poor urban areas put under hard lock in-
cluding Tondo and Sampaloc after increase in the number of reported cases.
Additional cases of COVID-19 are reported from prisons in Zamboanga, NCR and Cebu, as well as among
police officers. Mandaluyong, Quezon city and Cebu city are continuing to put specific areas with increased
number of cases under lockdown.
The WHO-supported, DOH-led contact tracing mobile application COVID KAYA, is now fully launched. Users
from all reporting units including barangay health station, rural health units (RHUs), ESUs at municipal, city,
province and regional level are now encoding all COVID-19 related data on suspect and confirmed cases as
well as contacts, in COVID KAYA. All data has been migrated into the new system, which maintains all func-
tionalities from the previous system. Self-training has been provided and additional training is underway.

National laboratory system The list of laboratories certified to conduct COVID-19 testing by DOH expanded to 28. The latest laborato-
ries added are the Asian Hospital and Medical Centre in Alabang, Muntinlupa and the Allegiant Regional
Care Hospital in Lapu-Lapu City, Cebu.
In addition, 5 GeneXpert machines are currently accredited for COVID-19 testing in Zamboanga City Med-
ical Centre (Region IX), Lung Center of the Philippines (NCR), Northern Mindanao Medical Center (Region
X), Cotabato Regional Medical Center (Region XII) and Ospital ng Palawan (Region IVB)
Thanks to support from the Global Fund, the Philippine Business for Social Progress (PBSP) delivered
16,000 GeneXpert cartridges to the Research Institute for Tropical Medicine (RITM).
Infection prevention and control A total of 2,125 health care workers have so far tested positive for
COVID-19, including 35 deaths. Besides proper adherence to IPC
and PPE use, and the need for special surveillance and contact trac-
ing for health care workers at hospital level, WHO also emphasizes
the importance of proper rest for health care workers. Physical and
mental exhaustion are attributed to an increased risk of compla-
cency with proper precautionary measures.
UNICEF has so far trained 3,021 health and community workers
with its online IPC trainings for home and community settings.

In BARMM, UNICEF provided training to almost 500 frontline
health workers on IPC and 20 additional handwashing stations.
The USAID-funded Medicines, Technologies, and Pharmaceutical
Services (MTaPS) program trained 3,181 hospitals workers on IPC
and 769 on health care waste management. Training are continu-

The Australian Embassy through its partnership with UNFPA hopes
to deliver 130,000 sets of PPE to BARMM READI soon.
Americares distributed an additional 8,700 N95 masks to health fa-
cilities in Cebu (San Remigio, Tabuelan, Medellin, Daanbantayan,
Borbon, and Sogod RHUs), Region 8 (Samar Provincial Hospital,
Abuyog, Ormoc, and Carigara District Hospitals in Leyte, and Mac-
Arthur and Jaro RHUs in Leyte) and NCR (Philippine General Hospi-
tal).
Americares also provided 1 gallon of disinfectant alcohol to 6 RHUs
in Northern Cebu, as well as 3 thermal scanners, 60 face shields
and 3 oxygen tanks with accessories to Ormoc and Carigara District
Hospitals and Leyte town RHU in Leyte Province, covered by its
DRR Project -Enhancing Health Sector Resilience in Leyte Province.

Case management and continuity of essential ser-vices Samaritan’s Purse Philippines started construction of three emer-
gency quarantine facilities Manila and Caloocan City. Two facilities
will be put up in Tondo, with a 20-bed capacity each, as requested
by the Manila Mayor. The Tondo facilities will be set up in the
Tondo High School Campus in Barangay 123 and will serve for mass
testing, isolation and treatment of patients for the Santa Ana and
Ospital ng Maynila hospitals.
The Caloocan City facility is a 16-bed capacity unit, serving as isola-
tion and treatment centre for the Caloocan North Medical Center
and the Caloocan Drug Rehab Center, designated as COVID-19 test-
ing and treatment centers.
Samaritan's Purse provided 100 mattresses to the Philippine Gen-
eral Hospital (PGH) for use by medical personnel during off duty
hours, as well as 50 mattresses to Caloocan City.
Samaritan's Purse’s Protection team launched a series of online in-
formation and education campaigns and safety tips for at-risk chil-
dren during the lockdowns. The program also launched an online
webinar on Mental Health and Psycho-Social Support for its local
partners. These initiatives benefited 2,726 individuals
UN agencies are providing support to DOH to conduct assessment
on HIV programs during the COVID-19 crisis (ARV stockouts, unin-
terrupted services).
The Council for the Welfare of Children (CWC) and UNICEF con-
ducted an adolescent health webinar for teachers, parents, and
child rights advocates focusing on mental health and well-being
during COVID. The activity ranked in a total of 1,090 Zoom at-
tendees and over 10,000 viewers on Facebook with participants
who were adolescents, service providers (teachers, government
employees, health service providers, social service personnel,
etc.), and from the non-government sector. Resource persons
were tapped from the academe, clinical practice, civil society or-
ganizations, and government agencies (CWC and DepEd).

As of 8 May, WHO received more than US$ 536.5 million and an additional US$ 198.5 million in pledges

The French government through its Development Agency AFD donated €2 million to fight COVID-19 in
Southeast Asia.
