Moving forward, LBKM has established strong partnerships with NUS, SUTD, LKY School of Public Policy and other organisations to expand our role in the support of academic excellence. These partnerships showcase our continued effort to stay relevant in the complex educational landscape. Recently, MUIS has also entrusted us to administer the MUIS Award for Social Work Studies in addition to their annual award of bursaries.
LBKM is blessed to have dedicated individuals and volunteers who constantly contribute their expertise to discuss strategies for LBKM’s future. I am proud to see our youths playing a major role in initiating various projects that strengthen our bond with the young. The development of our volunteer management system is also in line with us reaching out to our recipients and offering them an avenue to contribute back to society through volunteerism. This sets the path for our leadership succession plans.
LBKM has also introduced the Emeritus Council Member position for our senior individual members and past Council Members who have contributed immensely to the organisation. Their wisdom and experiences are still an integral part of LBKM in moving towards the future.
I would like to express my heartfelt appreciation to all sponsors, donors, members of the Executive Council and Board of Trustees, staff, volunteers and past and current recipients. I sincerely hope that we can continue to work together to ensure that no one is left behind, and that no one shall be deprived of an education for the sole reason of a lack of funds.

The President’s Message
In fifty-three years, LBKM has evolved from its humble beginning of disbursing 18 bursaries totalling $5,100 to an institution that awards bursaries and scholarships totalling $23 million to more than 27,000 students.
This extensive effort would not have been possible without the support rendered by the community. Many institutions, corporate organisations and individuals have come forward to assist LBKM with the belief that our youths must be supported in their pursuit of knowledge, especially in this challenging landscape. This commitment by the community lays the foundation towards creating a community of distinction.
At LBKM, we always strive to improve our services. New initiatives are being explored to diversify our approach in meeting the needs of our student beneficiaries. New bursaries and scholarships are introduced to open up a wide spectrum of educational opportunities. New initiatives such as the SkillsFuture Awards and Education Trust are introduced to enhance LBKM’s role to cater to the needs of the community. LBKM will chart the dynamic situation of the ever-changing bursary sector with strategic changes in order to remain adaptable and mindful to the challenges ahead.
All these achievements are also made possible through constant improvements in our operations. Our bursary management system, together with good mechanics in managing the bursary and scholarship applications, have placed us on good stead with many organisations that put their trust on LBKM to manage their funds and provide bursaries and scholarships in their names. Organisations such as MUIS, Keppel Club and Trailblazer Foundation have supported the cause by channelling their funds to LBKM to manage and disburse. This has set us out towards our vision to be a distinguished bursary institution.
Good governance is important for LBKM to be perceived positively by our stakeholders, especially our donors and sponsors. Being an Institution of a Public Character (IPC), we are committed to deliver our responsibilities with full tranparency. Our internal processes and operating procedures are checked and constantly reviewed so that we could uphold a strong compliance rate. LBKM aims to achieve the Singapore Quality Class status to further strengthen our internal processes and governance.

1. CoMMEnCEMEnT oF MEETInG The AGM commenced at 5:30pm. Mr Halil Hj Mansor, Honorary Secretary, announced that the quorum of 31 members had been met. Mr Mohamed Ma’mun H M Fadullah Suheimi, Presiding Chairman, then called the meeting to order.
Afternote: An attendance of 52 members was recorded by the end of the AGM.
2. PrESIdEnT’S AddrESS In his address, Mr Suhaimi Salleh highlighted the following:
2.1 On the significance of LBKM’s role, he
shared statistics over the past 50 years that showed the increasing number of financial assistance that LBKM had offered. From the disbursement of $5,100 to 18 students in 1966 to currently assisting close to 1,600 students amounting to $1.75 million annually. Overall, LBKM had disbursed over $20 million to more than 27,000 students.
2.2 The following initiatives were implemented in 2017:
2.2.1 Iconic Scholarship - valued at $5,000 - was introduced to recognise and appreciate the contributions of notable past leaders; to inspire the new generation. It is hoped that the scholarship would encourage recipients to achieve greater heights in their educational pursuit.
2.2.2 Future Economy Scholarship, each valued at $5,000, was introduced as a follow-up on the recommendation made by the Committee on Future Economy. The scholarship aims to encourage students to explore new skills needed for Singapore’s future economy; such as Cyber Security, Information Science and Data Analytics.
2.2.3 Lifelong Learning Awards - to encourage families to embrace the concept of Lifelong Learning. The awards are for workers who intend to hone their work skills and who have exhausted their SkillsFuture Credit.
2.2.4 Community Outreach: LBKM would be embarking on various outreach programmes, for the younger generation. Programmes such as Youth Career Chat, Youth@LBKM Kopi Session, Project Majulah and Education Clinic; aimed to strengthen LBKM’s connection with the youth, will be introduced.
2.3 Mr Suhaimi thanked all donors, former beneficiaries, families, business, corporations, foundations, trusts, organizations and mosques for their assistance and support to LBKM.
3. MInuTES oF THE AnnuAL GEnErAL MEETInG The Minutes of the 35th Annual General Meeting held on 17 June 2016 was unanimously confirmed and adopted; proposed by Dr Hussin Mutalib (Individual Member) and seconded by Mr Hamzah Abdul Mutalib (Casa Raudha).
There were no matters arising from the minutes.
4. AdoPTIon oF THE AnnuAL rEPorT For THE YEAr EndEd 31 dECEMBEr 2016 The Annual Report was confirmed and adopted; proposed by Mr Supki Sidek (Individual Member) and seconded by Mr Hamzah Abdul Mutalib (Casa Raudha).

5. AdoPTIon oF THE AudITEd ACCounTS For THE YEAr EndEd 31 dECEMBEr 2016 The audited financial accounts for the year ended
31 December 2016 was adopted; proposed by Mr Ismail Abdullah (Individual Member) and seconded by Mr Osman Abdur Rahim Bagarib (Individual Member).
In response to Mr Osman Abdur Rahim Bagarib’s query whether the status of the corpus funds could be reviewed, Mr Suhaimi informed that LBKM had brought the matter up to MCCY whose decision was that the Corpus Fund were to remain status quo.
Dr Hussin Mutalib sought clarification on the discrepancy between the rental amount in the Annual Report and the Audited Accounts. Mr Suhaimi explained that the difference in rental amount of the property at 33 Bussorah Street was the result of the unit being vacant for a period of 6 months.
6. AnY oTHEr BuSInESS There was no proposal raised for discussion by
the stipulated date, 9 June 2017.

7.1 Mr Suhaimi thanked Presiding Chairman for the efficient conduct of the AGM.

oBJECTIVESThe following are LBKM’s objectives: 1 To promote, engage, enhance, encourage educational, cultural, social and economic activities and initiatives.
2 In furtherance of the above objectives, LBKM may, with approval from the relevant authorities, do all such things which are incidental, conducive, or related to the attainment of the objects, particularly as follows:
• to collect and receive donations, zakat, or gifts, especially on the Prophet’s birthday but also at all other times and occasions.
• to finance research projects and publications in relation to the above objects.
PoLICIES
1 Funding Sources
LBKM is financially supported by donations and sponsorships from the public.
2 Reserves Policy
The Reserves Policy adopted by LBKM is as follows:
1 to maintain its reserves at a level which is at least 3 years of operating expenditure.
2 the Executive Council regularly review the amount of reserves that are required to ensure that the reserves are sufficient to fulfil LBKM’s continuing obligations on a quarterly basis.
3 the reserves shall not be utilised except with the approval of the President and Honorary Treasurer or Assistant Honorary Treasurer, and only when the cashflow falls below 3 months of the monthly operating expenses.
3 Conflict of Interest
Upon appointment or election, staff and council members are required to read the conflict of interest policy, and to sign a declaration form, to confirm that the policy has been understood, and will fully disclose to the council when an actual or potential conflict of interest situation arises. The declaration is signed annually.
At a meeting, where a conflict of interest arises, the member concerned will not vote on the matter or participate in discussions. He or she must offer to withdraw from the meeting, and the other members will decide if this is required. The basis in arriving at the final decision on the transaction or contract will be documented in the minutes of meeting.
4 Governance Evaluation - Annual Declaration
The twenty-one item questionnaires by the Commissioner of Charities were all answered affirmatively. The questions are on governance issues, the constitution, financial matters, responsibilities of Council members and the general administration.
5 Standard Operating Procedure (SOP)
The SOP - containing the LBKM Constitution, financial procedures, responsibilities of volunteers and full-time staff, methods of getting contributions and sponsors, conflict of interest and publicity - is updated regularly to include the latest procedures and policies.

rEVIEW For THE YEAr
1 Staffing
The Secretariat is manned by eight full-time staff comprising, the Executive Secretary, a Senior Accounts Executive, four Executive Officers and two Executive Assistants.
Mr Ramli Puteh, the Executive Secretary appointed on 3 January 2017, resigned on 31 July 2017 due to health reasons. The post remained vacant.
Afternote: Mr Muhammad Harmizan Abdul Hamid joined LBKM as Executive Director on 16 March 2018.
2 Council Meetings
In 2017, the Executive Council met 5 times. Matters pertaining to the administration, finance, expenditure, budget, bursary/scholarship allocation and sub-committee reports were tabled, discussed and approved at the bi-monthly meetings.
3 Board of Trustees (Scholarship) Meetings
In 2017, the Board of Trustees (Scholarship) met 4 times. Matters pertaining to the award of bursaries and scholarships are tabled, discussed and approved at the meetings.
4 Fund Raising Projects
The following fund-raising events and projects were carried out during the year:
• Ramadhan Appeal – Approximately 80,000 letters of appeal were sent to Muslim individuals during the month of Ramadhan. $1,119,758 was collected from the appeal.
• Friday Mosques’ Collection – The collection was carried out on 20 January 2017 by Madrasah Wak Tanjong Al-Islamiah student volunteers across 69 mosques in Singapore. The amount collected was $120,000.
• Maulid Appeal – $390,629 was received from about 15,000 letters of appeal sent during the month of Rabiulawal (stretched to 31 January 2018) to Muslim professionals, organizations and other individuals.
• Contributions through GIRO and Giving.sg – These were the alternative avenues through which members of the public were able to give their donations. Donors were also encouraged to contribute via FAST (ibanking) which was more efficient.
5 Bursary Sponsorship
There was a slight increase in the number of sponsors for the year; from 243 sponsors in 2016 to 254 this year. The minimum amount for each sponsorship is $1,800. The largest amount was the Majlis Ugama Islam Singapura’s sponsorship of $300,000.

6 Care and Share Matching Grant
Introduced in 2014, the grant is meant for capability and capacity buildings, new programs and to meet critical existing needs.
The approved amount was $2.9 million and the amount received progressively is as follows:
The final payment of the grant is expected in 2019.
7 Computer System
The existing bursary management system was further fine-tuned to incorporate additional features, allowing the access of information across one platform.
A volunteer management system is already in operation to better manage the volunteers and provide apool of volunteers ready for other organizations.

8 Archiving - Publications
LBKM’s past documents which the National Library Board started to archive in August 2015 are now accessible to the public.
9 Staff and Council Training
During the year, several Council Members and selected staff attended the following training and professional development programs: • Social Service related courses • Leadership & Management • Governance • Computer skills, from core to advanced (ICDL)
10 Personal Data Protection
To comply with the Personal Data Protection (PDPA) Act 2012, processes are in place with regard to the collection, usage and storage of personal data in LBKM. Staff is committed to implement policies, practices and processes on data protection.

31 MarchDana MAS Friday Mosques’ CollectionLBKM as the Secretariat, together with Madrasah Aljunied Al-Islamiah, conducted the mosques collection for Dana MAS and more than $120,000 was successfully raised through this inaugural event.

29 – 30 April7th Strategic Planning RetreatA one and a half-day retreat was held at Nirwana Resort Hotel, Bintan, Indonesia, to plan for our future activities and events.

23 MaySigning of MOUA Memorandum of Understanding was signed between LBKM and the Singapore Hospitality Group whereby the group will provide food and beverages at selected LBKM functions, without cost. In return, LBKM is to provide bursaries under the group’s name, worth $3,600 annually over a 2-year period
3 JuneAMP-LBKM-SUTD ScholarshipsTwo engineering students from SUTD received their awards. Each received $15,000 for their three years course of study.

7 AugustVisit by PERKEMASThe Exco members of the Singaporean Students’ Welfare Assembly in Egypt (PERKEMAS) paid a courtesy visit. They gave an update on the student activities and their future plans in Cairo.
22 JulyScholarship Presentation Ceremony cum Hari Raya GatheringThis was LBKM’s 8th year of awarding the Prestigious Scholarship and a first time for the Iconic & Future Economy Scholarships. A total of 28 awards totalling $202,500 were disbursed. The awards ceremony was graced by Mr Masagos Zulkifli Masagos Mohamad, Minister for the Environment and Water Resources.

19 AugustLBKM Bursary Presentation (Religious) & Madrasah Awards CeremonyDue to the large number of recipients, a separate bursary awards presentation ceremony was organised for the religious stream college and university students. A total of 369 awards totalling $717,500 were awarded.
Three inaugural awards for top madrasah students were also presented at the ceremony. The awards were given out by the guest of honour Dr Yaacob Ibrahim.
18 SeptemberLBKM – NUS School of Computing Future Economy ScholarshipsLBKM committed $45,000 for the award of three Future Economy Scholarships to students from NUS School of Computing, spread over three years.

FuTurE dIrECTIon And PLAnSThis year was another good year for LBKM. The support from the community continues to be positive. There was a significant increase in the number of donors and bursary sponsors.
To retain this goodwill, we will continue to embark on initiatives to enhance relationship with our benefactors.
We need to remain attentive to existing challenges as well as new ones. Potential problems may arise in the form of ever-changing and increasingly complex education landscape. We have to continually engage the recipients.
