I. INTRODUCTION

1. Cordaid.

Cordaid was established in 2000, when several Dutch aid organizations joined

forces. But our history goes back more than a century. Cordaid has changed over the

years and is more than a donor now. Reducing fragility has become our core priority

and we work in all contexts of fragility, from relief, through rehabilitation to longer

term development.

Working in some of the world’s most challenging environments and inspired by

compassion, solidarity and subsidiarity, Cordaid’s mission is to reduce fragility and

the vulnerability of people where it is most needed and most difficult. We recognize

that the overriding challenge in fragile and (post-)conflict countries is restoring trust

and social cohesion, at community level and between communities and the state.

This is what Cordaid does, right in the heart of communities, by mobilizing global

networks, resources and knowledge. By doing this, we help people move beyond

survival and live in dignity.

Cordaid does this by promoting equality and social inclusion, by increasing the

resilience of people and societies and by strengthening the social contract between

citizens and their governments. Wherever we can, we combine lifesaving

humanitarian aid with the longer-term improvement of health care systems, economic

opportunities and resilience, and the promotion of security and justice

The CORDAID has recently funded by German MoFA through Caritas Germany with

joint forces with Terre des hommes (Tdh) and Rural Rehabilitation Association for

Afghanistan (RRAA). The project external reference number is P.003-007/2018 and

internal reference number is 200397, the project is for 30 months with start date of

01-January-2019 with geographic location of Herat province, aiming to address the

pressing needs of IDPs, returnees and other vulnerable population by providing the

Multi-purpose cash, shelter, WASH and Child protection assistance.

2. The Purpose of Request for Proposal (RFP)

It is the intent of this RFP to secure competitive proposals to select a Financial Service Provider

(FSP) for Cordaid to transfer and distribute the cash assistance to Herat (Karukh, Robat Sangin,

Kohsan, Ghuryan or any other district of Herat where the project activities has been extended)

province per the program demand and need. In the project Cordaid will be distributing AFN 15,000

as multi-purpose cash to 1,500 Households and Cash for Shelter construction of AFN 96,000 to

300 Household in four different installments during the project life. The total value of money which

will deliver to 1,800 beneficiaries during project life (30 months) is AFN 51,300,000.

The FSP will be responsible to distribute the money (Afghani) based on the instruction of program

staff to the beneficiaries and record keeping. All eligible Suppliers and Vendors that are quality and

are technically competent for the provision of Financial Services as indicated in ANNEX – A are

invited to submit their proposals.

Bidders shall be domiciled and must have complied with all Government legal Regulations to

operate in Afghanistan and a regular taxpayer to offer such services as specified in the tender and

shall furnish the copy of its operating license/certificate of registration valid for the fiscal year 2019.

The Bidder shall not be under a declaration of ineligibility for corrupt or fraudulent practices.

3. Cost of Bidding

The Bidder shall be responsible for all costs associated with the preparation and submission of its

bid, and Cordaid hereinafter referred to as “the Purchaser”, will in no case be responsible or liable

for those costs, regardless of the conduct or outcome of the bidding process.

II. THE BIDDING DOCUMENTS:

4. The Bidding Documents

The Bidder is expected to examine all instructions, forms, terms, and specifications in the bidding

documents prepared for the selection of authorized suppliers or vendors. Failure to furnish all

information required as per the bidding documents or to submit a bid not substantially responsive to

the bidding document in every respect will be at the Bidder’s risk and may result in bid rejection.

The Bidding documents comprise of the following documents:

• The Request for Proposal – RFP (applied to this document);

• Supplier Information Form and Conflict of Interest Form

• Service and Price Sheet Annex A

5. Clarification of Bidding Documents

A prospective Bidder requiring any clarification of the Bidding Documents may notify the Purchaser

in writing at the [email protected] and copy [email protected] . The request for clarification must

reach the purchaser not later than March 20, 2019. The Purchaser will respond by e-mail providing

clarification on the bid documents on the March 24, 2019. Written copies of the Purchaser’s

response (including an explanation of the query but without identifying the source of inquiry) will be

communicated to all prospective Bidders, who had received the bidding documents.

III. PREPARATION OF BIDS:

6. Language of Bid

The bid and all relative correspondence and documents exchanged between the bidders and the

Purchaser shall be written in English language only. Any printed literature furnished by the bidder

and written in another language must be accompanied by an English translation of its pertinent

passages, in which case, for purposes of interpretation of the bid, the English translation shall

prevail. Any translations must be performed by a licensed translator as recognized and certified by

the Courts and Government of Afghanistan.

7. Documents Comprising the Bid

The submitted bid must include the following information. Failure to supply all requested

information or comply with the specified formats may disqualify the bidder from consideration.

• A Bid detailing the unit price only in the sheet given for the purpose;

• Certificate of Business registration or Trading License in Afghanistan

• Profile of the dealer (experience in the same field)

• Taxpayers documents in Afghanistan

• Bank details /Financial capabilities

• Cover letter explaining interest to be a contracted vendor or supplier

• Three (3) References from current or past clients (at least in the last one year)for the provision

of financial services Copy of POs or Contracts for delivering the same services in the last two

years

• Other important document bidder feel needs to be attached to support their bid.

8. Bid Prices & Price Changes

For the purpose of selecting a supplier/vendor, the Bidder shall clearly indicate the unit price of the

service they want to supply. All unit prices shall be clearly indicated in the space provided in the

price schedule. The Bidder must sign and officially stamp the price schedule.

9. Bid Currencies

• All rates and amounts entered in the Bid Form and Price Schedule and used in any

documents, correspondence or operations pertaining to this tender shall be expressed in

Afghani (AFN)

10. Document Establishing service Eligibility and Conformity to

Bidding Documents

Pursuant to Clause 8, the bidder shall furnish, as part of its bid, documents establishing the

eligibility and conformity to the Bidding Documents of services, which the Bidder proposes to supply

under the Contract.

The Documentary evidence of the services’ conformity to the Bidding Documents may be in the

form of technical specifications, literature, drawings, data (tables, graphs etc.), and shall furnish:

• A detailed description of the service’ essential technical and performance characteristics.

• A clause-by-clause commentary on the Purchaser’s Technical Specifications demonstrating

the services’ substantial responsiveness to those specifications or a statement of deviations

and exceptions to the provisions of the Technical Specifications.

11. Bid Security

For the Purpose of This Tender, Bid Security or Bond is not applicable.

12. Period of Validity of Bids

Bids shall remain valid for 90 working days after the date of bid opening prescribed by the

Purchaser, a bid valid for a shorter period may be rejected by the Purchaser as non-responsive.

In exceptional circumstances, the Purchaser may request the Bidders to extend the period of

validity. The request and the responses thereto shall be made in writing by letter or e-mail. A bidder

agreeing to the request will not be required nor permitted to modify his bid.

13. Format and Signing

The original bid shall be signed by the Bidder or a person or persons duly authorized to bind the

Bidder to the contract. Financial proposal pages of the bid shall be initialed by the person or

persons signing the bid and stamped with the company seal.

Any interlineations, erasures, or overwriting shall be valid only if they are initiated by the person or

persons signing the bid.

The bidder shall include a cover letter in their proposal. The content of the cover letter shall include

the following information:

• Project Reference number (external and internal) Please see Article one.

• A table containing bid offer: item description, unit price

• Price validity date (for this purpose and as stated in the advertisement, the quote given shall

remain unchanged for 90 working days).

IV. SUBMISSION OF BIDS

14. Submission and Marking of Bids:

Bidder shall submit sealed bids addressed to the (Tender for Provision of FSP), at (Cordaid Office .

Kabul, District 04, Kolola Poshta, Borje Barq Street, Next to Sharwali Residence, Kabul

Afghanistan) by (March, 28, 2019 & before 4:00 Pm). All bids are to be put into the box provided

for the purpose. Bids submitted after the deadline will not be accepted.

Bidders must sign the bid register form at the reception of the office indicating their company name,

telephone number, and date of submission.

15. Format

The Bidder’s proposal shall comprise of technical proposal and financial proposal, in

separate sealed envelopes.

16. Modification and Withdrawal of Bids

The Bidder may modify or withdraw its bid after the bid’s submission, provided that written notice of

the modification, including substitution or withdrawal of the bids, is received by the Purchaser prior

to the deadline prescribed for submission of bids.

The Bidder’s modification or withdrawal notice shall be prepared, sealed, marked, and dispatched.

No bid may be modified after the deadline for submission of bids.

V. BID OPENING AND EVALUATION

17. Preliminary Examination

The Purchaser will examine the bids to determine whether they are complete, whether any

computational errors have been made, whether required sureties have been furnished, whether the

documents have been properly signed and whether bids are generally in order.

18. Evaluation and Comparison of Bids

Bids determined to be substantially responsive as per section 7 above will be considered for the

evaluation process with the below scoring criteria.

19. Contacting the Purchaser

Subject to Clause 5, no Bidder shall contact the Purchaser on any matter relating to its bid, from the

time of the bid opening to the time the Contract is awarded or selected authorized supplier or

vendor is announced.

20. Notification of Award

Prior to the expiration of the period of bid validity, the Purchaser will notify the successful bidder in

writing or where necessary by phone that his/her bid has been accepted and, selected for the

specific goods and/or services. At this stage, Cordaid may also choose to negotiate with the

selected bidder to finalize the offer.

VI. CONTRACTING

21. Contract award and notification

The Purchaser will award the Contract to the notified successful Bidder(s) whose bid has been

determined to be substantially responsive and has been determined as the best-evaluated bid

considering price/performance factors, provided further that the Bidder is determined to be qualified

to enter into agreement and perform its obligations satisfactorily.

22. Warranty

The Supplier warrants that notes/bills distributed to beneficiaries will not be old, will be based on

what is acceptable in the market and have no small bills (i.e. AFN 10 to AFN 100) included.

The original distribution list has been handed over to Cordaid with other supporting documents and

the copies has been maintained by supplier for their record keeping purposes.

Any feedback or complaint they received is shared with Cordaid.

23. Price Schedules and Location

The Target areas of the projects are Karukh, Robat Sangin, Kohsan, Ghuryan or any other district

of Herat where the project activities has been extended

Cordaid will provide the list of beneficiaries and the total amount needed to be distributed by the

FSP. Cordaid technical team will coordinate the location of the distribution of the cash assistance

with the FSP. The amount to be delivered will be based on the request of Cordaid team and the

Cordaid team with other stakeholders will monitor the distribution process.

24. Distribution

The FSP or representative shall possess the cash custody and should distribute to beneficiaries

based on the provided list, the original list should be returning back to Cordaid with other supporting

documents.

25. Disclaimer

The Purchaser reserves the right to alter the dates of the timetable.

The Purchaser does not bind itself to accept the lowest or any proposal that does not fulfil its

requirements.
