The Ross County Board of Commissioners met on this day, December 16, 2019, in regular session.

Mr. R. Douglas Corcoran, President, called the meeting to order at 9: 06 a.m., with Commissioners Stephen A. Neal and Dwight A.

Garrett also in attendance.

Mr. Garrett moved, Mr. Neal seconded, that the minutes of the previous meeting of the Ross County Board of Commissioners, ofDecember 9, 2019, be approved as submitted. Commissioner Corcoran was absent.

RESOLUTION ADOPTED - CERTIFICATE OF RESOLUTION

Mr. Neal moved the adoption of the following resolution:

RESOLUTION NO. 19- 154

WHEREAS, the Board of County Commissioners wishes to establish a Flexible Benefit Plan to provide a Health Benefit PlanContribution Conversion Benefit, a Medical Expense Reimbursement Benefit, a Dependent Care Expense Reimbursement Benefit, and

a Cash Benefit, and other nontaxable and taxable benefits as may be added; and

WHEREAS, this Plan is intended to meet the requirements of Section 125 of the Internal Revenue Code of 1986, as amended, and other

applicable Code Sections; and

WHEREAS, effective January 1, 2020, the Board of Ross County Commissioners has requested American Fidelity, to act as its agentwith respect to its Flexible Benefit Plan; now, therefore, be it

RESOLVED, the Board of Ross County Commissioners hereby adopts the Ross County Commissioners Flexible Benefit Plan, effectiveJanuary 1, 2020.

SUBJECTS BROUGHT BEFORE THE BOARD

Senator Bob Peterson and Representative Gary Scherer, met with the commissioners to discuss project requests for the 2020 capitalbudget funding.

Senator Peterson said that Community based Correctional Facilities is no eligible for State Bond Funding.

Mr. Corcoran said that we are looking to build a facility for lower level offenders. One guard per 60 inmates. The judges have indicatedthat if you build it, we will fill it.

Senator Peterson suggested a visitor' s bureau since we are looking in the future of the World Heritage coming to Ross County.

Mr. Neal said Camp Sherman Park would be a proposed site. Would catch the traffic coming from the 207 connector into town, off theramp going west of US 35 and Adena Mansion is located just west of this location. We may have to take a further look at this.

John Hemmings, Ohio Valley Regional Development Commission, met with the commissioners to discuss the S. R. 159 road project inRoss County, Green Township. Tammy Eallonardo, Greater Chillicothe & Ross County Development and Charlie Ortman, countyengineer was also in attendance.

Mr. Hemmings said that I' m here today to discuss the Riffle Roadway and what to clarify that we ( OVRDC) support the challenge. Weunderstand that the road improvements are $ 485, 000 and the grant from JobsOhio will cover $ 235, 400 of that total price tag of theproject.

Mr. Ortman said that the initial design is not going to work. The access road will be private through Riffle Machine. The ODOT planwas for an addition of a slip lane to allow trucks to enter the property without stopping traffic in the northbound lane. On the Riffle

property they would need to widen the turning radius for trucks at their southern entrance.

Mr. Hemmings stated in final remarks that OVRDC is on board with the proposed project.

Jim Buman, owner of Scioto Valley Precast, located on South Bridge Street, Chillicothe, Ohio, Scioto Township, met with thecommissioners to discuss continued nuisances at the old May' s Trailer Park, located next to his property. Charlie Ortman was also in

attendance.

Mr. Buman shared pictures of solid waste around and throughout the trailer park, which blows onto his property. I have placed severalcalls to the Health Department only for them to take a message in which no one ever returns my calls. No I know that they license MobileHome Parks and I thought inspections were to be completed on a regular basis. The sewage treatment plant floods out onto the ground

and needs attention as well. I believe EPA is to inspect. The sheriff cruisers are going into the park almost every day. On another note,the township did clean out the ditch behind my property and the State clean in front but the culvert is too small to handle all the water.Could you please tell me what can be done about this nuisance. I' m certainly getting to old for this.

Mr. Corcoran was sending an email to the Environmental Division of the Health Department during the meeting. We will follow up withthem and get back to you as soon as we hear.

Mr. Buman said well gentleman, thank you for your time once again.
