Two Scenario Types
Everyone is active concurrently, such as Fishing or Kite Flying
Small groups are active while others await their turn, such as Rain Gutter Regatta, Pinewood Derby, or Cubmobile Racing.

When only a few can actively compete at one time, such as two at a time race their boats in the Rain Gutter Regatta gutter, you need a way to compare results from different heats.

Points for winning / placing in heats ... how to assure that each entrant faces comparable opponents?
Young and Pope Charts http://stanpope.net/ppngen.html are good, but difficult if only group is large and have only 2 lanes. Competition can be broken into two stages ... preliminary races and finals. For finals, opponents should be balanced.

Elimination method ... entrants compete against others with comparable records and are eliminated after failing to win some number of races.

Other Competitions
If entrants make their own entries, then some “appearance” categories might be judged.
As many categories for which you can afford meaningful recognition is a good plan. Decide if one entrant can receive recognition in more than on category.
