A resident introduced herself to the Councillors. The resident raised concerns about the speed of the traffic and weight of the vehicles travelling through village. The resident had observed traffic speeding through at village at all times of day and night. Councillor Hughes advised that the speed limit was enforceable under a Traffic Regulation Order. The resident explained that she would like to be part of a group to address the issues. Councillor Hughes advised that the Parish Council was working to get average speed cameras and an update on this would be sought for the November meeting. Funding for speed cameras was an issue. The Parish Council had a sum reserved to donate towards the average speed cameras to assist with this. A discussion was held around previous actions and the issues encountered. Councillor Worrall advised that there were around 5 people trained to undertake Speedwatch, 3 were needed at each session. More volunteers were needed and despite best efforts to recruit volunteers no one else had come forward. Training at this time was also a difficulty. Councillor Worrall would continue to contact Bedford Borough Council every other month to ask where Cople was on the speed camera list. The Chair recommended that a notice be put in the parish magazine asking for more Speedwatch volunteers. Councillor Cole had seen road signs in other areas to warn drivers of pedestrians and cyclists i.e. ‘please slow down for pedestrians and cyclists. A resident raised concerns around a number of traffic related issues on Water End. Water End was a narrow lane. Very large farm vehicles needed to use Water End; residents were having to move their parked vehicles to allow the farm vehicles to pass. Businesses and stables were based at a farm on Water End, these resulted in numerous vehicle movements along the lane on a daily basis. Vehicles for a local scaffolding business were using Water End from 05.30, this was happening 7 days a week. In addition, dog agility classes operated on Water End, this added to the additional vehicles movements. During the lockdown more and more home deliveries were made and the movement of delivery vans was adding to the burden on Water End. Vegetation outside The Retreat was growing out into the road and causing the footpath to crack; regular maintenance was required. There was no footpath along the majority of Water End and vehicles were travelling at speed unaware that pedestrians were walking in a narrow lane. The resident felt that ‘SLOW’ should be marked on the road. A horse warning sign should also be installed. The Chair recommended that the Parish Council explore signage to address the issues on Water End. Assistance would be sought from Ward Councillors and Bedford Borough Council officers and information brought back to the November Parish Council meeting. The Chair suggested that the school could be asked to design speed awareness posters that could be used to produce signs. Councillor Phillippa Martin-Moran-Bryant could support in speaking with the Council Officer about signage and had a speed indicator sign that could be used in the village. Councillor Phillippa Martin-Moran-Bryant advised that there was Ward funding available. Councillor Phillippa Martin-Moran-Bryant could assist in contacting Council Officers to try and speed up the maintenance needed outside The Retreat. The Clerk would forward the relevant information.

The Environmental Health Officer has requested that noise surveys are undertaken but these are not yet on file. He has proposed limiting HGV movements to 7am-7pm only Monday-Saturday. He also suggests a limit on the number of HGV movements but has not suggested now many (difficult in our view without the noise/vibration data) Borough Council Council has kept operating through Coronavirus and meetings are being held online with the options to join online or by phone if you would like to listen in or ask a question at the beginning of a public meeting. Please see the Borough Council website for more details www.bedford.gov.uk Community Hub The Council’s Community Hub has now been wound up. Thank you to all those who volunteered their time or made donations. Litter and bins This has been an issue during the past few months across most villages in the ward and we have raised this repeatedly with the Council as we know have members of the PC and members of the public. The officers have been pretty stretched and so they haven't been able to undertake more collections. Phillippa has highlighted this issue in the Bedford Independent (https://www.bedfordindependent.co.uk/view-from-the-villages-littering/) Bin collections have now returned to normal, and the tip is operational with the booking system still in place. Local Plan Consultation The first round of local plan consultation has now closed. The consultation considered the time period that the plan should cover and the broad locations for growth and was responded to by the Parish Council and many individuals. The plan is likely to be very similar to the one up to 2030 just completed but the Borough was ordered to produce another because the 2030 plan did not deal with issues such as the pressures from the “Oxford -Cambridge Arc” and the East-West Rail developments. The pressures arising from the growing population and the attendant housing shortage are considerable but one bit of positive news is that the government’s targets for housing in Bedford are likely to be revised downwards which will help relieve the pressure on villages such as ours. National Planning Consultations There are two national consultations which the PC and residents may wish to respond to:

• Changes to the Current Planning System sets out short-term measures to adapt the current planning system

• The Planning for the Future White Paper setting out longer term reforms requiring primary legislation, including the move to ‘zoning’

Pavement Parking This has been a long running problem affecting many parts of the village, unfortunately all too often by the time any enforcement action by the Borough Council is taken the

offending vehicle has moved on. However, the Government is now running a consultation on parking pavement nationally with three options:

1. Improving the Traffic Regulation Order (TRO) process, under which local authorities can already prohibit pavement parking.

2. A legislative change to allow local authorities with civil parking enforcement

powers to enforce against ‘unnecessary obstruction of the pavement’.

3. A legislative change to introduce a London-style pavement parking prohibition throughout England.

The third option will make enforcement much easier .This consultation runs until 22nd November 2020 https://www.gov.uk/government/consultations/managing-pavement-parking Cycling The issue of providing better cycling links between Cople and Willington has been discussed informally and we have raised this with the highways officers. We are waiting for a more detailed response on the process and whether funding is available within the Borough, although given the budget shortfall due we feel that it is unlikely that the Borough will have the funds. Support for families A reminder that there is still a range of support available to families, including those of children aged 0-5 who may be feeling cut of at the moment. (b) Police – Crime statistics and Community Priority setting

The crime statistics were circulated to Councillors prior to the meeting (Appendix 1)

Community Priority Setting meetings had been unable to take place recently. John Killick of the North Rural Community Policing Team had provided a report – Appendix 1. John Killick would like the Parish Council’s views on what the priority should be for the Team. Councillor Worrall talked through previous Community Priority setting meetings. Speeding had been put forward as a priority previously by a number of villages. A general discussion was held around the issue of dog thefts in local villages.

41/20 RECEIVE UPDATES ON CURRENT ISSUES

(a) Neighbourhood Plan

Councillor Miller Donkin would put together an article for the village magazine about the Neighbourhood Plan

Councillor Cole would look into a site visit to the Bewick site on Willington Road. Councillor Miller Donkin and Councillor Sankersingh would join the visit.

(b) Dog Field – human waste

James Lynch at Bedford Borough Council would be arranging for the area in Dog Field to be cleared. Signage could be produced for approximately £250. Bedford Borough Council had not needed to produce a sign for this type of issue before. Ideas were needed for the sign content. Councillors should send ideas to Councillor Worrall All

(c) Digital connectivity strategy

Councillor Sankersingh circulated a draft strategy for feedback. Councillor Sankersingh gave an overview of the strategy and smart infrastructure. It was agreed that Councillors would send any comments to Councillor Sankersingh in the next two weeks. All

Councillors would supply photos and a short pen portrait of 60 words before the November meeting. All

(e) Safer cycle routes

Councillor Martin-Moran-Bryant was exploring safer cycling with the Borough Council and was waiting for a response. An update would be provided at the November Parish Council

42/20 AMENITY & HIGHWAYS

(a) Ratification of comments in response to the Highways Consultation regarding reduction of speed limits on Bedford Road and agree any further action

The Council reviewed the comments that were submitted and agreed for the consultation. Councillors recalled previous discussions around reducing the speed limit by Octagon Farm. Previous minutes would be reviewed for further information.

(b) Discuss traffic issues on Water End and agree actions

A resident had raised a number of concerns about traffic issues on Water End. These were discussed during the public open session. The Council would investigate approved operating hours for the scaffolding company on Water End.

(c) Discuss disabled parking bay by the Primary School and agree actions

The disabled parking bay had been requested to provide a disabled parking place for disabled staff or pupils. Councillor Worrall explained the background behind the installation of the space. The space was not restricted to use of the school only; it was available for the use of any residents/visitors. The Council agreed that no further action was required.

(d) Discuss Parish Council street lights inspection report

Andy Muskett had advised that two street lights would need replacing in the next 5 years. It was agreed that the street light replacement costs would be considered when setting the budget and would be added to the project list.

(e) Discuss comments raised in the Parish Magazine regarding green spaces

Based on the comments in the recent edition of the parish magazine the Parish Council attempted, on two occasions, to engage with the editor to try to understand the points raised. A response had not been received.

It was agreed that Councillor Cole would write a piece for the magazine and ask that residents put forward any projects that would like the Parish Council to consider LC

(f) Discuss risk assessment for the Millennium Woods and churchyard trees

The Clerk had met with Councillor Halton to review the churchyard trees and the churchyard conservation area. Councillor Halton reported that the horse chestnut in the churchyard, by the wall opposite the school, would need a 15-20% crown reduction. Tree surgeons would be asked to visit over the winter to assess and quote. Recommendations would be considered at the January Parish Council meeting. The lime trees and other horse chestnuts would need to be assessed in about a year’s time, but all look fine currently.

A visit to the Millennium Wood was also undertaken and future works discussed. Councillor Halton would remove some of the branches from the dead tree by the entrance and leave a pole as a habitat. The Rights of Way Officer (ROW) had been in contact to report a complaint from horse riders that overhanging branches on the western boundary were too low and that they had to duck to ride the path. The ROW Officer had asked that the Parish Council organise for the trees to be cut back to the height of 4m. Councillor Hughes advised that the majority of the branches had now been trimmed. It was agreed that the remainder could be revisited when works were carried out in the Millennium Woods.

(g) Discuss introducing wildflower/rewilding areas

Some of the verges had been left to grow in 2020. However, there was an issue with the cuttings being left; these could impact soil fertility.

Councillor Cole would be happy to liaise with volunteers in the groups that Councillor Halton had set up. Councillor Halton could speak with current volunteers to ask who would be happy to lead the volunteer groups for the Millennium Woods and continue with projects. Councillor Halton would be happy to be involved still and to provide advice in the future. LC

The Councillors agreed that possible areas for wildflowers could be the centre of the woods, dog field and the alongside the path near to The Retreat on Water End

(h) Discuss restoration of sewer pipes

Councillor Worrall and Councillor Halton had been looking into the restoration of the pipes. Councillors were currently trying to ascertain if the pipes were still in use. Councillors had a contact who may be able to help with registering the stink pipes. The pipes do belong to the water company.

(a) Covid-19 Health Champions

Councillor Hughes advised that this was a new Bedford Borough Council initiative. Councillor Hughes would be joining the next briefing. The first report had been circulated to Councillors. Councillor Hughes could raise any questions. The Health Champions acted as a point to disseminate information to share locally. The information would be added to the Parish Council website.

As Councillor Halton would be leaving, a new signatory needed to be appointed. Lloyds Bank has now confirmed that online banking was not available for the current bank account. The Parish Council would need to change to a Treasurers Account however, Lloyds Bank was not currently setting up new accounts. This was being reviewed by the Bank to decide if, as an existing customer, the Parish Council account could be changed.

46/20 NEW MATTERS FROM COUNCILLORS FOR DISCUSSION AT THE NEXT MEETING

An update on the recycling plant in Cople.

Green infrastructure –Cople to Cardington footpath. A permissive footpath was being looked into previously. Councillor Cole would seek an update.

Councillor Halton would soon be moving from Cople and did not expect to still be in the village by November. The Chair thanked Councillor Halton for all that he had done in Cople and for his offer of continuing support. He would be missed by all. The Clerk would follow the set procedures to advertise for a new Councillor once Councillor Halton had formally resigned.
