Your best control measure is to REMOVE THE HAZARD.

If you cannot completely eliminate a hazard, GOOD SAFETY POLICIES can reduce your exposure to hazards.

Finally, using PERSONAL PROTECTIVE EQUIPMENT (PPE) is the least effective way to control a hazard but should be used if that’s all you have.
