JULIE Call Volume at Record Pace

Call volume continued at a record pace in May with 161,073 locate requests processed, surpassing the all-time record from April (160,781). Of the locate requests processed during this time, more than 37 percent were via RTE and a record 14.8 percent were via E-Request. "More excavators are taking advantage of our online options for locate requests. There were six individual days in May that exceeded 8,000 requests," said Greg Fisch, Director of Computer Operations. "Prior to this period, the highest May single day total was 7,801 in 2007."

On June 2, JULIE received and processed 8,867 requests. This is the most for any single day and another all-time record. Overall, call volume is more than 19 percent higher compared to the same period in 2013. Please plan accordingly and consider Remote Ticket Entry and E; Request.

E-Request is a fast and convenient option that requires no training and continues to be a way for many companies,

fli^ such as landscape,

I fimmg v'^^ and sign compa-J^^^^^ nies Gust to name a • ^ ^ ^ ^ ^ few), to save time

and avoid common questions on the job site by printing out their locate requests

for crews. This option is for nonemergency, single address locates. Read more about E-Request or enter your locate request now.

Remote Ticket Entry (RTE) is another popular option for contractors to assist with time management and multitasking issues. Learn more about RTE by participating in one of their no cost, traininq (and retraining) Webinars or by calling RTE Support Group at 815-741-5011. JULIE'S Damage Prevention Managers can also provide one-on-one or group training. Both online options are available to enter locate requests 24 hours a day, seven days a week.

This seminar is being paid for by Gnade Insurance. Reservations are required. Class size limited to 50 so RSVP early to 815/741-1455.

Illinois Construction Industry Committee

The CAWGC through ICIC continues to monitor all the major issues. This is a brief overview of the major issues from the spring session:

HB 924 - Seeks to extend responsible bidder requirements to ALL prevailing wage projects, including local governments. Would also reclassify some professional services (material testing and some survey work) as construction work. ICIC is working with a large coalition of business, minority construction organizations and local governments to

oppose. Organized labor is the only proponent. The bill did not pass in the spring session but is expected to be considered in veto

session which starts November 19.

HB 4769 - Requires surety bonds to be issued by companies with at least an A-rating. ICIC supported this initiative and the bill passed.

HB 5701 - This bill seeks to preclude employers from asking a job applicant about criminal convictions before he/she is determined to be qualified for the position. ICIC had sought an exemption for construction which was initially accepted but then later rejected when other groups came out of the woodwork to request their own exemptions. All the other business groups were neutral and the bill passed. While employers will now be precluded from requesting information about an applicant's criminal history in a preliminary screening, that information can be requested once the applicant has been deemed to be qualified for a position.

\

lO i

SB 123 - This bill sought to increase re-tainage on state projects to 10 percent, with the funds being set aside to ensure that contractors meet their benefit fund obligations. ICIC strongly opposed and the bill is dead for this session and likely beyond.

SB 2758 - This bill requires employers of 25 or more employees who do not otherwise offer a 401K or other retirement savings program to establish one. The state will manage the program and provide oversight. ICIC, along with every other business group opposed. This bill may see action in the fall veto session.

SB 3023 - This was a follow-up to the Cypress Creek bill that we worked to help pass last year. It will allow banks to subordinate a mechanics lien that secures a construction loan only after more than 50 percent of the loan has been disbursed to fund improvements to the property. ICIC was in support and the bill passed.

SB 3287 - This bill eliminates the workers' compensation exclusive remedy/ immunity enjoyed by service companies that provide safety consulting, unless those companies are wholly-owned by the employer, insurance broker or the insurer. ICIC members held differing positions on this issue. We ultimately opposed the bill but it did pass at the urging of the Trial Lawyers association.

CAWGC Directory We are in the process of getting all

our data together for our 2014-2015 Membership Directory. We try to be as accurate as possible so please send back the directory sheet that was sent to you in May . We request that you send the sheet back even if there are no changes. If changes have occurred since you sent the sheet in then contact the CAWGC staff at 815/741-1455 and we will update the information.

This year we are offering the members an opportunity to include their company logo in their listing for a small

I charge of $50. We ask those that are interested to send their

I camera ready

I artwork to:

CAWGC(S).contractorswillqrundv.ora. We are also asking the members to

submit pictures from their various job sites for our new cover this year. Those pictures can also be sent to the CAWGC e-mail address.

Our directories are sent to all the libraries, fire departments, school districts and all the various offices in the counties, townships, villages and cities in the Will & Grundy areas. We also send them to architects and engineers in the Chicago-land area as well as any entity we know of that is planning to build in the near future.

This information in your listing is also used for the on-line directory and is available to anyone who visits our website. We encourage our members to make sure that they are listed in all the various categories that pertain to their business.

The directory is a membership benefit and it is no cost to our members unless you have multiple listings or include your logo. Each extra listing is still only $35.

IDOT Hosts Open House

The Illinois Department of Transportation (IDOT) recently announced the opening of the second Chicago area resource center to serve as a one-stop shop for those interested in working on IDOT projects.

Earlier this week, Illinois Transportation Secretary Ann L. Schneider was joined by state and local officials for the official grand opening for the new South Suburban Resource Center, which is located at the Ludeman Development Center, 114 N. Orchard Drive, in Park Forest.

The new resource center provides minority- and women-owned businesses the assistance they need to participate in I DOT'S Disadvantaged Business Enterprise program. Contractors already in the program can learn more about contracting opportunities and bidding information. Staff will always be on hand to provide technical and management support and a computer lab will be available also.

For more information, visit: www.dot.il.gov/sbe/ssassistance.html and www.dot.il.gov/dbecenters.html or call the Resource Center at (708) 283-3618.

Special July Letting

The Illinois Department of Transportation is preparing for a special July letting, which is scheduled for July 11, 2014. The July letting is currently advertising one project totaling a programmed estimated amount of $53,000,000. The project is the construction of a new flyover ramp from Northbound 1-90/94 (Dan Ryan Expressway) to 1-290 Westbound including 5 concrete retaining walls, lighting, and other related work, located in Chicago. The total weighted Disadvantaged Business Enterprise goal for the letting is 17 percent. This projecrhas a Project Labor Agreement.
