The System for Award Management

• What is SAM?

– New system combining nine legacy systems the federal community

and those who want to do business with the government use regularly.

Legacy Systems

• CCR/FedReg – Central Contractor Registration

• ORCA – Online Representations and Certifications Application

• FBO – Federal Business Opportunities

• FPDS-NG – Federal Procurement Data System-Next Generation

• eSRS/FSRS – Electronic Subcontracting Reporting System

• WDOL – Wage Determination Online

• PPIRS/CPARS/FAPIIS – Past Performance Information Retrieval System

• EPLS – Excluded Parties List System

• CFDA – Catalog of Federal Domestic Assistance

Phase I Rollout

• Launched July 30, 2012

• Replaces legacy systems

– Central Contractor Registration

– Online Representations and Certifications Application

– Excluded Parties List System

• Contractors may now register to do business with the federal

government in one system

Contractors with Active Registrations

in CCR and ORCA

• You have an active and complete registration in SAM

• To access and update your registration:

– Create a new Individual Account in SAM

– Log-in and click “Yes” when asked if you would like to “migrate a

legacy system account”

– You will need your company DUNS number and the email address

associated with your CCR registration

Contractors with an Active Registration

in CCR Only

• You have an active, but incomplete

registration in SAM

• To access and complete your

registration:

– Create a new Individual Account in SAM

– Log-in and click “Yes” when asked if you

would like to “migrate a legacy system

account”

– Select “Incomplete Registrations” from the

“Register/Update Entity” menu

Contractors with an Active Registration

in CCR Only

• You have an active, but incomplete

registration in SAM

• To access and complete your

registration:

– Create a new Individual Account in SAM

– Log-in and click “Yes” when asked if you

would like to “migrate a legacy system

account”

– Select “Complete Registrations” from the

“Register/Update Entity” menu

Contractors with Inactive Registrations

• You have an expired registration in SAM

• To update and renew your registration:

– Create a new Individual Account in SAM

– Log-in and click “Yes” when asked if you

would like to “migrate a legacy system

account”

– Select “Complete Registrations” from the

“Register/Update Entity” menu if you were

previously registered in CCR and ORCA.

Select “Incomplete Registrations” if you were

previously registered in CCR only.

Contractors Creating New Registrations

• You will need to register your company

as a new entity

• To register your company:

– Create a new Individual Account in SAM

– Log-in and select “Register New Entity” from

the “Register/Update Entity” menu

– You will need your DUNS number, NAICS

codes, and banking information to complete

the registration
