HOW TO USE THIS HANDBOOK

This Handbook should be used as a basic guide to Site Rules & Procedures by Contractors who

work on site at by Waterfront Place.

The Waterfront Place contact shall review each section of the Handbook with the principal

Contractor, and both parties shall complete the Declaration at the back to show

agreement/acceptance of the conditions.

This document should be read in conjunction with the CBRE Health, Safety and Environment

Guidelines (Pacific Region).

This should be performed the first time a Contractor works on site with an annual refresh to

take account of any altered conditions and update insurance information. Each subsequent

time during the year that the Contractor works on site, they are only required to complete the

‘Contractor Access Request Form’, sign-in / out on the Contractor Register, provide site specific

SWMS and submit any relevant applications for Hot Works permits, roof access, etc.

The Contractor shall also ensure that the contents of the Handbook have been communicated

to, and are understood by, all Contractors employees.

.3 REGISTRATION TO COMMENCE WORK:

A Visitors Register is maintained at the Loading Dock at Waterfront Place for completion before

any Contractor proceeds to do any work on site.

All inductions must be completed via SASSI online induction process prior to

attending site.

All contractors must sign-in each day via the kiosk in the loading dock and keep the sticker

located on persons at all times. When working for a principal contractor you will be allocated a

lanyard to be displayed at all times while onsite.

Induction requires; Public Liability Insurance.

Workers Compensation Insurance.

SWMS for works being carried out.

Current General and Site Specific Induction card

.4 CONTRACTORS’ RESPONSIBILITIES

As a Contractor, not only are you responsible for your safety and that of your employees, but

you must ensure that you and your employees:

Understand, and comply with Site Rules and procedures as per this Handbook.

Understand, and comply with all applicable statutory and regulatory requirements,

including Acts, Regulations, Codes, Standards, local by-law etc.

Are properly trained for the work to be done.

Are appropriately licensed and insured to carry out the activities required.

Are properly supervised.

Maintain appropriate security over your equipment and access to any hazardous

substances brought on site.

Where Waterfront Place requirements are higher than those of the relevant Statute, the

Waterfront Place requirements will prevail, unless a written authorisation for exemption exists.

You or your employees may be asked to leave the site if you fail to comply with the above, or

act irresponsibly or unsafely.

You should keep this Handbook with you whilst on-site.

.5 INSURANCE

You and your employees will only be permitted to enter a Waterfront Place when you have

provided your Waterfront Place Contact with evidence of insurance coverage for:

Public Liability (minimum $20,000,000; if you are insured for less than this amount,

you must notify your Waterfront Place contact, who must gain approval before proceeding with

the job/contract).

Workers Compensation.

Motor Vehicles (third party property damage).

.6 SAFE WORK METHOD STATEMENTS

In advance of the commencement of each job, you must prepare and submit to the Waterfront

Place Contact, a Safe Work Method Statement for the specific task. This plan should be a

document outlining the following:

Nature and duration of works to be performed.

Specific locations affected.

Safety signage required.

Whether the works will create excessive noise, dust, smoke or other pollution

Whether a Hot Works, Roof Access or Confined Working Spaces Permit is required.

Whether a Roof Access Permit is required.

Specific electrical, water, sanitation or other utility services required.

Assessment of whether additional safety measures are required to protect yourself,

customers or staff working in and visiting the Building.

GENERAL SITE RULES

(a) You must display your Waterfront Place ID at all times whilst on site.

(b) All contractors entering site require prior Management approval & must be SITE

INDUCTED.

(c) Before any work can commence in any Tenancy, the Floor Manager for the particular

tenant requiring the work must be NOTIFIED when you arrive & leave the site.

(d) Contractors’ employees shall not enter or leave the site through the ground floor lobby.

All access & egress is via the loading dock & service lift. In the event of no parking

within the basement, then access to site via ground floor southern entrance is permitted.

However all equipment should be unloaded in the loading dock.

(e) Parking at this site is only by prior arrangement with the Dock Master (07 3210 0732).

(f) Booking of the Goods Lift must be done 24hs in advance by contacting the Waterfront

Place Concierge Desk on 07 3100 2333. The Concierge has overall control of the

goods lift & their discretion will be used. Any Bulk Moving must be done outside normal

working hours.

(g) All rubbish from any works completed must be removed from site. Storage of any

goods, materials & equipment on site must be approved of from Waterfront Place

management.

(h) Do not bring any children or animals onto the site.

(i) Carpet protection must be provided in all work areas & adhesive tape not in direct

contact with carpet.

(j) Light diffusers must be removed & appropriately protected from dust & damage.

(k) Meters must be installed prior to commencement of any works as the tenant is liable for

all electricity consumption.

(l) Noisy activities or those of a disruptive nature; including but not limited to the use

hammer drills, jackhammers & saws & other noise producing equipment or shall not be

allowed during office hours.

(m) If the fire brigade attends site from a false alarm caused by contractors failing to

request an isolation of smoke detectors, they will be forward the call out charge invoice

if one is received

(n) No contractor shall isolate any building services whatsoever without first obtaining

approval from Waterfront Place management.

(o) All electrical & data cabling is to be adequately supported from the under slab of the

ceiling above. No coring of slab whatsoever is permitted for the running of data & or

electrical cabling.

(p) Lift door frames, walls & floors must be protected at all times.

(q) Plasterers & painters clean ups must be conducted off site. Under no circumstances are

these or any other trades to dispose of waste in toilets & or tea rooms or other areas in

the building.

(r) Remain in your designated work area, unless otherwise authorised by Waterfront Place

contact.

(s) Sign-in and sign-out in the Visitors Register every day, unless otherwise advised by your

Waterfront Place contact.

(t) All accidents, incidents and damage must be reported to your Waterfront Place contact

immediately.

(u) Courtesy to other tenants and clients is to be shown at all times. Please refrain from

using obscene or offensive language and be suitably dressed at all times.

(v) At no time is oil based paints or solvents that emit undesirable odours are to be used

during Waterfront Place Office Hours.

(w) Any penetrations made must be fire rated & certified once work is complete.

ALCOHOL AND DRUGS

Do not bring alcohol and non-prescription drugs on-site; do not enter the site whilst under the

influence of alcohol or drugs.

AMENITIES/TELEPHONES

(a) Refer to your Waterfront Place contact for use of site amenities (e.g., toilet/shower etc.).

(b) Do not use Waterfront Place telephone lines or lines of their tenants unless authorised

by your Waterfront Place contact.

DELIVERIES

Prior arrangement must be made for all major material deliveries.

EMERGENCY RESPONSE

(a) Upon the evacuation signal, stop work immediately, shut down any equipment you are

using and walk to the designated assembly area.

(b) If a fire starts in your work area, immediately ask a Waterfront Place

employee/supervisor to raise the alarm (if safe to do so use the relevant extinguisher to

extinguish the fire).

(c) Comply with any instructions given by the Waterfront Place contract; do not return to

work until advised to do so.

Details of the specific Emergency Response procedures for Waterfront Place are noted in the

back of this document.

ENVIRONMENTAL

Waste Treatment

(a) Obtain authorisation from the Waterfront Place contact before disposing of wastes on

Waterfront Place.

(b) Ensure that licensed transports/depots are used per statutory requirements for off-site

disposal of wastes.

Emissions

(a) Do not release any refrigerants/hazardous gases; do not burn any open fires.

(b) Do not discharge any liquids other than potable water to any storm drain/sewer.

(c) Do not place/wash any solids into any storm drain/sewer. Report accidental spills

immediately to the Waterfront Place contact.

(d) Do not dispose of any liquids/solids (except domestic waste) in any toilet/urinal.

(e) Contain and clean up all liquid spills using suitable methods, and report to Waterfront

Place contact.

(f) Always minimise noise levels and obey statutory requirements for noise emissions.

FIRST AID AND MEDICAL TREATMENT

(a) Refer to the Waterfront Place contact for permission to use on-site first aid facilities for

treatment of minor injuries.

(b) Refer to the Waterfront Place contact for an appropriate contact if medical treatment is

required, or use phone contact number provided.

(c) Please complete an ‘Injury Report’ form whenever you use a Waterfront Place First Aid

Kit.

HOUSE-KEEPING

(a) Keep your working areas clean and tidy.

(b) Make suitable arrangements for delivery and storage of materials (refer MSDS for

handling of hazardous substances). Copy of MSDS to be provided to Waterfront Place prior to

using product in the building.

(c) Remove all contractor-owned or leased tools/equipment from the site at the end of the

job.

(d) Clean up all spills immediately, using suitable clean-up and disposal methods.

(e) Ensure any dust generated is properly controlled.

(f) Keep all walkways/driveways clear of obstructions, including electrical leads.

(g) Make sure your work area is clean & clear of obstruction at the end of the working day.

LADDERS

(a) You are only permitted to bring or use non-conductive ladders (such as fibreglass) onto

a Waterfront Place site. Mobile staircases which are conductive must be clearly marked

‘NOT FOR ELECTRICAL USE’, and managed accordingly.

(b) Top and base of ladders must be securely fixed to prevent slippage.

MACHINE GUARDING

If you need to remove a machine guard, follow site isolation procedures, use a suitable

warning tag and make sure the guard is replaced at the end of the job.

MANUAL HANDLING

(a) Make sure that you identify, and control, any risk of injury from manual handling before

work starts.

(b) Ensure that you and your employees always follow all suitable precautions to prevent

injury (such as use of correct postures, ‘team’ lifting, use of lifting aides etc.).

MATERIAL SAFETY DATA SHEETS/HAZARDOUS SUBSTANCE HANDLING

(a) Obtain permission from the Waterfront Place contact before bringing any hazardous

substances (including flammables) onto the site. In the case of flammable and

dangerous goods, compliance with the Dangerous Goods Safety Management Act

2001 is required.

(b) You must provide, and comply with, Material Safety Data Sheets (MSDS) for such

substances.

(c) Ensure that your employees understand the requirements of the MSDS.

(d) Do not bring, or use, any unidentified containers of chemicals on site without prior

approval.

(e) Find out the location of the nearest MSDS file for information on chemicals used by

Waterfront Place Property Group from your Waterfront Place contact.

PEDESTRIANS

(a) Where applicable, ensure marked/recognised walkways are used (no shortcuts).

(b) Walk. Do not run.

(c) Watch out for, and give way to, vehicles on-site, including trucks.

PERMIT TO WORK

General

All works undertaken at Waterfront Place must be done under a Contractor Access Request

Form. Forms can be obtained from the Waterfront Place Management Office during Building

Hours. They are also available at www.waterfrontplace.com.au

Any works requiring electrical or mechanical Isolation & Lock-out.

Any works likely to generate dust or smoke will require smoke detector Isolation.

Hot work (e.g., welding, grinding, cutting etc; any work introducing an ignition source

into a site). Template available at www.waterfrontplace.com.au

Confined space entry (e.g., entry to vessels, silos, pits, trenches, and depressions over

1.5m deep etc.). Template available at www.waterfrontplace.com.au

Working at heights or on roofs (where distance above ground, or between 2 horizontal

planes, exceeds 2m). Template available at www.waterfrontplace.com.au

Excavation or breaking into walls/floors (excavators in excess of 1.2m deep may require

bracing) must normally be carried out under a Permit to work (or Clearance Certificate).

Any asbestos related work including using abrasive equipment, drilling, cutting or in

any way opening of walls and roofs. This should only be performed by a contractor with the

relevant licenses.

Licences, Permits and Training

Ensure that all persons who will be involved in the work are properly licensed and trained to

do so as required under relevant statutory requirements, including (but not limited to) work

involving:

Confined space entry.

General safety Induction Course

Working at Heights/Crane/forklift truck/lifting gear operation. (Abseiling)

Scaffolding.

Rigging.

Welding.

Electrical work.

Demolition work.

Asbestos removal.

NOTE: licenses/Permits/Evidence of training must be produced and copies provided upon

request to the Waterfront Place contact/authorised person.

PERSONAL PROTECTIVE EQUIPMENT (PPE)

(a) Ensure that you supply the correct PPE for the job (to the relevant statutory standard),

and that you and your employees use it correctly.

(b) This includes wearing suitable clothing, plus any other PPE required such as

eye/hearing/head protection, breathing apparatus, safety harnesses, wet weather gear etc.

(c) Wear suitable footwear at all times; thongs or similar are not permitted. Site policy will

normally require the user of approved safety footwear.

(d) Obey all site PPE policies.

POWER SUPPLY

Ensure arrangements are made for the use of power supplies before work begins. Under no

circumstances should the power of other clients be used or disconnected, without prior

consent.

REPORTING INCIDENTS AND INJURIES

You must report all injuries (including minor ones), property damage, chemical spills and

‘near miss’ incidents to the Waterfront Place contact, or his/her nominee.

Reporting of small occurrences helps to reduce the chance of a more serious incident.

SAFETY SIGNS AND EQUIPMENT

General

(a) Obey all safety signs.

(b) Do not tamper with, or misuse, any safety equipment.

Hazard notification

(a) With the Waterfront Place contact, identify all hazards/potential hazards (unsafe

conditions), of the work you will be doing. You will be required to complete a risk

assessment and may also be required to carry out a Job Safety Analysis.

(b) Ensure that adequate controls are used so that you, your employees or any other

persons on-site are protected from injury, and environmental incidents are prevents.

(c) Notify the Waterfront Place contact immediately of any hazards/potential hazards that

you find whilst working on-site.

(d) Remove/protect yourself/your employees from such hazards, do not re-start work until

the unsafe situation has been corrected.

Electrical safety

(a) All electrical work must, only be carried out by authorised, licensed persons.

(b) Ensure that you and your employees follow all statutory and site electrical

installation/isolation requirements and procedures at all times.

(see ‘Tools/Equipment/Plant Safety’ section for electrical equipment safety requirements.)

SECURING WORK AREAS

(a) Ensure all work areas are secure, and that safety barriers and warning signals are used

per statutory requirements. No leads, hoses, etc are to be placed in locations where

customers or tenants may slip. If you remove a barrier, make sure it is replaced before

leaving the area.

(b) Securely fence off all excavations/pits, cover floor spaces and use appropriate means to

warn people nearby.

(c) Use appropriate warning methods to indicate persons working above/below.

(d) Secure items, which could fall down from a work area and injure people.

SECURITY

Contractors are responsible for maintaining appropriate security over their equipment and

access to any hazardous substances brought on site. In addition, contractors should remain

vigilant to any security risks arising from their work and where appropriate contact Building

SMOKING

(a) Comply with all non-smoking areas; only smoke in designated smoking areas.

(b) Smoking within any Waterfront Place building is strictly prohibited.

TOOLS/EQUIPMENT/PLANT SAFETY

General

(a) The Waterfront Place contact may arrange for inspection of contractor-supplied

tools/equipment/plant by an authorised Engineer or Electrician who will prohibit the use

of any items that appear to be faulty or dangerous.

(b) Ensure that all tools/equipment/plant supplied by you are in a safe condition, and are

only used in the manner/for the purpose intended by the manufacturer. Earth leakage

protection devices must be used.

(c) Do not, under any circumstances, use tools or equipment belonging to Waterfront Place

without permission from your Waterfront Place contact.

(d) Ensure that all tools/equipment/plant are properly registered/certified as required under

relevant statutory requirements (e.g., cranes, lifting gear, power tools etc.).

(e) NOTE: Certificates/registration must be produced where requested by the Waterfront

Place contact/authorised Engineer/Electrician.

(f) Ensure that all persons who will be using/operating/handling tools/equipment/plant are

properly licenses and trained to do so as required under relevant statutory requirements (e.g.,

crane/forklift truck/lifting gear operation, scaffolding, rigging, welding, electrical work,

demolition work etc.).

(g) NOTE: The Contractor accepts full responsibility for the loss of or damage to, and for

any loss or damage caused by, such items.

(h) Obtain permission from your Waterfront Place contact for storage of contractor-owned

equipment/tools/materials on-site (including gas bottles); ensure this is done safely and neatly,

and in the designated area.

(i) NOTE: The Contractor accepts full responsibility for the loss of or damage to, and for

any loss or damaged caused by, such items.

Electrical Equipment

Electrical equipment must be fitted with residual current devices, and should display a current

inspection/safety tag.

Dangerous Tools

(a) You must only permit people who are properly trained, authorised and protected to

operate dangerous tools (such as explosive power tools, chain saws, high-pressure

(b) You must obtain approval for the use of such tools from the Waterfront Place contact

before starting work, as clearance requirements may apply.

Compressed Air

You must obtain permission from your Waterfront Place contact before connecting to or using

any compressed air lines on-site.

Mobile Equipment

(a) You must provide evidence that Contractor’s employees who will be operating mobile

equipment are appropriately licensed and/or trained (per state regulations) to do so.

Copies of the relevant licenses are to be provided.

(b) Do not ride on mobile equipment or allow your employees to do so unless it is

specifically designed and approved for this purpose.

VEHICLES

(a) Obey public road rules and company traffic signs at all times.

(b) Drivers parked in unauthorised areas will be requested to remove their vehicles.

(c) Keep within the speed limits.

(d) Searches of Contractor’s vehicles on entering or leaving the site may be authorised by

the Waterfront Place contact.

(e) Keep within the designated speed limit of all internal car parks.

Always refer to your Waterfront Place Contact if you are in any doubt regarding any Site Rule

or Procedure.

RF RADIATION

At Waterfront Place there are three Cooling Towers on level 39. Mounted around the cooling

towers are multiple antennas which emit RF Radiation. The Control Measures in place to

prevent exposure to RF Radiation are:

You must have authority to access the roof area & have obtained a roof permit access

You are not permitted to work within the areas shaded in yellow without further

induction & implementation of control measures.

Areas shaded in red are not to be accessed at anytime what so ever

If you see a fire or other potential

emergency , notify Fire Brigade on telephone 000 and your Warden.

Assess need for evacuation. If in doubt, commence evacuation immediately .

On the 'Alert' signal being sounded, be

aware there is a potential emergency in

the building.

Prepare for an evacuation . Put away

Important papers, etc. Obey all directions

given by Wardens.

Implement evacuation when advised to do

so. Assist mobility impaired persons to the

fire exit in the care of the Floor Warden.

On the 'evacuation ' signal being sounded ,

move quickly into the fire stairs under the

control of the Wardens.

Maintain one clear tread on stairway to prevent stumbling, move quickly but

safely .

Move well clear of the building to avoid

hindering those behind.

Proceed immediately to your assembly

area. Do not re-enter the building unless

advised to do so by the Chief Warden.

Report any person not accounted for to

your Warden.
