At the April 18th, 2011 Council Meeting, Trustee Rigg offered to helptwo residents sue the Village of Tekonsha with his own resources,due to the fact they were not appointed the vacant Council Seat.Trustee Rigg publicized the personal life of a Council Member andcurrent resident in the Battle Creek Enquirer dated May 15th, 2011.
Justification of Conduct in Office:
No one offered to sue the Village of Tekonsha, only to seek a courtmandate to fill the council vacancy in a timely manner. Ms. Laskeyapplied for political office, and should expect that parts of her life,which would affect her ability to honestly and effectively carry out theduties of that office, should be public knowledge.

Authorize Governor to appoint anemergency manager (EM) upon statefinding of a financial emergency, andallow the EM to act in place of localgovernment officials.
Require EM to develop financial andoperating plans, which may includemodification or termination ofcontracts, reorganization ofgovernment, and determination ofexpenditures, services, and use ofassets until the emergency is resolved.

Shall the limitation on the total amountof taxes which may be imposedagainst all taxable property byGenesee County be increased by anew additional millage of 0.1 mill (tencents on each $1,000 of taxablevaluation) for a period of ten (10)years, January 1, 2012, throughDecember 31, 2021, inclusive, for thepurpose of providing support andassistance to veterans of active UnitedStates military service and theirdependents, and administrative andfacility costs involved in providingsupport and assistance to suchveterans and dependents (estimatedto provide revenue of $880,523.00 inthe first year of the authorized levy,subject to the tax capture provisionsidentified below)?
In Genesee County, there are localauthorities that capture and use forauthorized purposes tax incrementrevenues from property taxes levied bythe County. Such captured revenuewould include a portion of theproposed millage levy. This is a renewal of the GeneseeCounty Health Care Services Millagewhich expires after the 2012 levy. Theestimated revenue that will becollected during the first year thismillage is authorized and levied is$8,606,928. In Genesee County, thereare local authorities that capture anduse for authorized purposes taxincrement revenues from propertytaxes levied by the County. Suchcaptured revenue would include aportion of the proposed millage levy.The total amount of captured taxincrement revenues from the proposedmillage levy in the first calendar yearof the levy is estimated to be$180,471.23. Public Act 4 of 2011 would:
• Establish criteria to assess the financialcondition of local government units,including school districts.
• Authorize Governor to appoint anemergency manager (EM) uponstatefinding of a financial emergency,and allow the EM to act in place of localgovernment officials.
• Require EM to develop financial andoperating plans, which may includemodification or termination of contracts,reorganization of government, anddetermination of expenditures, services,and use of assets until the emergency isresolved.
• Alternatively, authorize state-appointedreview team to enter into a localgovernment approved consent decree.

COLLECTIVE BARGAINING
This proposal would:
• Grant public and private employees theconstitutional right to organize andbargain collectively through labor unions.
• Invalidate existing or future state orlocal laws that limit the ability to joinunions and bargain collectively, and tonegotiate and enforce collectivebargaining agreements, includingemployees’ financial support of theirlabor unions. Laws may be enacted toprohibit public employees from striking.
• Override state laws that regulate hoursand conditions of employment to theextent that those laws conflict withcollective bargaining agreements.
• Define “employer” as a person or entityemploying one or more employees.

ESTABLISH A STANDARD FORRENEWABLE ENERGY
This proposal would:
• Require electric utilities to provide atleast 25% of their annual retail sales ofelectricity from renewable energysources, which are wind, solar, biomass,and hydropower, by 2025.
• Limit to not more than 1% per yearelectric utility rate increases charged toconsumers only to achieve compliancewith the renewable energy standard.
• Allow annual extensions of thedeadline to meet the 25% standard inorder to prevent rate increases over the1% limit.
• Require the legislature to enactadditional laws to encourage the use ofMichigan made equipment andemployment of Michigan residents.

• Allow in-home care workers to bargaincollectively with the Michigan QualityHome Care Council (MQHCC). Continuethe current exclusive representative ofin-home care workers until modified inaccordance with labor laws.
• Require MQHCC to provide training forin-home care workers, create a registryof workers who pass backgroundchecks, and provide financial services topatients to manage the cost of in-homecare.
• Preserve patients’ rights to hirein-home care workers who are notreferred from the MQHCC registry whoare bargaining unit members.
• Authorize the MQHCC to set minimumcompensation standards and terms andconditions of employment.

• Require the approval of a majority ofvoters at a statewide election and ineach municipality where “newinternational bridges or tunnels for motorvehicles” are to be located before theState of Michigan may expend statefunds or resources for acquiring land,designing, soliciting bids for,constructing, financing, or promotingnew international bridges or tunnels.
• Create a definition of “new internationalbridges or tunnels for motor vehicles”that means, “any bridge or tunnel whichis not open to the public and servingtraffic as of January 1, 2012.”

Shall Chapter 38, Offenses,Miscellaneous Provisions, Article XL,Controlled Substances and DrugParaphernalia, of the 1984 Detroit CityCode be amended to exempt adults, 21years of age or older, from criminalprosecution under the article for use orpossession of less than one (1) ounce ofmarijuana on private property in the Cityof Detroit by adding the followingsection:
Sec. 38-11-50. Applicability.
None of the provisions of this article shallapply to the use or possession of lessthan one (1) ounce of marijuana, onprivate property, by a person who hasattained the age of 21 years.
PROPOSAL P: AMENDMENT OFSECTION 2-106.5 OF 2012 DETROIT
CITY CHARTER
Shall Section 2-106.5, which currentlyprohibits City officials and Cityemployees for one year after leaving aCity position or City employment from: 1)lobbying or appearing before the CityCouncil or other part of City governmentand 2) receiving compensation for anymatter in which he or she was involvedwith while working for the City, beamended to permit such activity to becarried out by former City officials or Cityemployees who have a personalservices contract with the City duringthat first year after leaving a City positionor City employment?
DETROIT PUBLIC SCHOOL DISTRICTPROPOSAL S: RENEWAL AND
RESTORATION OF SCHOOLOPERATING MILLAGE
This proposal would restore the priorauthorization and allow the SchoolDistrict of the City of Detroit to continueto levy mills previously levied for generaloperating purposes on non-homesteadproperty (mainly industrial andcommercial real property and rentalproperty) which expired with the 2012tax levy. Owner occupied homes areexempt from this levy under existing law.
Shall the School District of the City ofDetroit, County of Wayne, Michigan beauthorized to levy 18.00 mills ($18.00per $1,000 of taxable value) byincreasing the limitation on the amountof taxes which may be imposed ontaxable property in the school districtwhich is not otherwise exempt, of which17.8308 mills constitute a renewal ofauthorization which expired with the2012 levy and 0.1692 mill constitutesthat portion reduced by the operation ofthe Headlee amendment, for ten (10)years, the years 2013 to 2022, inclusive,to provide funds for operating expensesof School District? It is estimated that18.00 mills would raise approximately$80,900,000.00 for the School District inthe first year that it is levied.
WAYNE COUNTY COMMUNITYCOLLEGE DISTRICT MILLAGE
PROPOSAL
Shall the limitation on the amount oftaxes which may be imposed on taxableproperty in the Wayne CountyCommunity College District be increasedby one dollar per thousand dollars (1mill) of the taxable value of all taxableproperty in the College District for aperiod of ten (10) years, the tax yearscommencing July 1, 2013, to July 1,2022, inclusive, as new additionalmillage to provide funds for communitycollege purposes authorized by law? It isestimated that 1 mill would raiseapproximately $21,746,964 when firstlevied in 2013.

In 2012-13, planned spending reductions, primarily to education programs, would not occur.
