The long and painful M a i Pake or leprosy history of Kalaupapa began in 1865 when King Kamehameha V signed into law an "Act to Prevent the Spread of Leprosy" &forcing segregation of people afflicted with the disease. The Board of Health established an isolation settlement at Kalaupapa - a Molokai peninsula, enclosed by the sea on three sides and blocked fran the rest of the island by a precipitous pali.

Perhaps the &apter "Starving Village" in Michener 's fictional "Hawaii" gives the mst telling written irrpressicm of the century of isolation and separation, but the strangely beautiful, peaceful Kalaupapa, its quaint structures, and friendly people is the effective setting to put a dreaded disease and a nore dreaded treatment into a perspective.

NCW that sulphone drugs arrest the disease and its contagion in the United States, Hansen's Disease is no longer treated by enforced isolation and separation fran society. But in m y places elsdere patients are still kept in isolated, separated colonies for life. Perhaps as a Historical Park noted worldwide Kalaupapa may replace sane fear of leprosy with understanding.

Legislative History

Kalaupapa National Historical Park -s established on Decexber 22, 1980 by Public Law 96-565. Major provisions of Public Law 96-565, as related to this plan, are to provide for the preservation of the unique nationally and internationally significant cultural, historic, educational, and scenic resources of the Kalaupapa settlemmt on the island of bblokai.

The Congress declared the follodng to constitute the principal purposes of the park:

(1)to preserve and interpret the Kalaupapa settlement for the education and inspiration of present and future generations;

to provide a welllMintained amnun.ity in wfiich the Kalaupapa leprosy patients are guaranteed that they m y remain at Kalaupapa as long as they wish; to protect the current lifestyle of these patients and their individual privacy; to research, preserve, and dntain inportant historic structures, traditional Hawaiian sites, cultural values, and natural features, and to provide for limited visitation by the general public;

Earlier, Public Law 94-518, October 17, 1976, had directed the Secretary of the Interior to study Kalaupapa as a possible addition to the National Park System and established a Kalaupapa National Historical Park Advisory Carmission to conduct the study. Their efforts culminated in a "Report of the Kalaupapa National Historical Park Advisory CamLission to the

Secretary of the Interior," April 1980, a c h now serves as the General Managemnt Plan for the park.

The Kalaupapa National Historical Park Pdvisory ocmnission was established by Public Law 96-565. Largely amposed of patients who live at Kalaupapa, the CamLission remains intimately involved w i t h park plans and operations.

As established, the park differs radically from any others in the system in that (1) a living camunity of people fKm the historical period still reside there, and'(2)nearly all the park land will remain in non-federal uwnership, operated instead by a series,of cooperative agreemnts. To date, an agreemnt has been reached with the United Foundaticm (who crwns---Protestant Church structures): there are nearly ccnpleted agreemnts w i t h Hawaii Department of Health and the Catholic Churclh: there is an insumnuntable difficulty with Hawaiian Hanes Cunnission lands &ch seemingly can only be r d e d by legislation.

Intemretive Them -.

Fmn 1866 until 1969, people with leprosy or Hansen's Disease were quarantined for life an the isolated Kalaupapa peninsula.

Kalaupapa's main interpretive them is its people's murage, faith, unselfish aloha, and perserverance despite afflictian w i t h the world 's mxt dreaded disease and of their enforced separation fmn family and friends to Molokai for life. Further, as an internationally acclaimed Historical Park revealing knowledge and understanding of leprosy patients, Kalaupapa widely publicizes that ordinary medical treatment -- rather than exile in isolation - should be the human standard to deal w i t h leprosy Grldwide.

OVERVIEW AND NEEDS

The Cultural Settina of Kala-rn National Historical Park

The cultural history of Kalaupapa is parkicularly rich. Human occupation of the park area extends frcm prehistoric times (before 1778) to the present. A sizeable Hawaiian population occupied at least a portion of the park fran prehistoric tines to the early historic period (A.D. 1778-1866). Remants of that population continued to occupy a portion of the park after the leprosy settlement was established at Kalawao in 1866. With the establishment of the leprosy settlement, the park entered the first of three historic periods.

These include the Pioneer Kalawao Period (1866-1873) frcm the initial landing of leprosy patients to 1873 during King Lunalilo's reign. The second period, the Kalawao Settlement Period (1873-1911), includes the developnent of Khlawao Settlement and the United States Leprosy Investigation Station. The third period is the Kalaupapa Settlement

the resource base is large and includes both prehistoric and historic resources. We knw there are features associated w i t h living areas, ceremonial areas, agriculture, animl husbandry, fishing, and burial areas. We do not knw the nmber, nature, extent, or interrelationships of these features, either synchronically or diadxonically. Given the quantity and quality of archeological research that has been documented to date, no informed decisions can be lrade regarding resources preservation, , resources management, or interpretation.

History

The status of the inventory of historic resources is better than it is for archeological resources. 'Ihis is especially true of the buildings. A three-mime Building Inventory was completed by the W S in 1977 and Laura E. Soulliere and Henry G. Law ccmpleted an evaluation of the architectural significance of the buildings in 1979. Table 1, "Qmership of Kalaupapa Structures" lists structure n-r, name, mership, and maintenance responsibility for structures within the park.

W private citizens have also contributed a great deal to our understanding of Kalaupapa 's history.

Ammy Skinsness has done extensive historic research at Kalaupapa and has interviewed many of the patients. She is currently writing a book concerned with the history of Kalaupapa. Bruce Doneux has spent a great deal of time locating, inventorying, and copying historic documents and photographs that pertain to Kalaupapa. He also organized the Kalaupapa Historical Society. Both of these individuals were supported by grants frcan the Lani Baath Foundation.

Finally, Linda Greene recently ccmpleted her research for the Historic Resource study. Her report, M c h is in preparation, should address the historic significance of the buildings at Kalaupapa and discuss their uses and dates or periods of construbion.

Except for two areas (oralhistory and anhistoric structures report for St. Philcmena Church), the historic research that has been catpleted (once Linda Greene's Historic Resurce Study is completed) appears to be adequate for resources preservation, managemmt decisions, and interpretive purposes.

Status of Socio-Cultural Resources Inventory

F'ran May 1977 to March 1978 Ted Gugelyk, University of Hawaii, interviewed many of the patients at Kalaupapa in an attenpk to record the life-long social experiences in relation to leprosy of each patient. In 1979, 25 interview excerpts were published in the baok, Ma'i Ho'oka'awale 'Ihe Separating Sickness, by Ted Gugelyk and Milton Blcxmbaum. 'Ihe result is a social history of Kalaupapa based on the experiences of sane of the patients. The research Amay Skinsness has been doing is also focused on the social history of Kalaupapa.

Perhaps it can be rationalized that the priority list is always subject to review and revision --if without maintenance any of the lower priority structures remain intact for further consideration. Quite likely Table 2 is the most significant section of this plan: it is a self-fulfilling pro@~ecy.

Status of Museum Catalw

A Collection Preservation Guide was prepared in February 1983 by the Curatorial Senrices Division. The requiremnts for a rmsem catalog are discussed in that document. At the present time, no rmseum catalog exists for Kalaupapa because the park has no staff and the National Pafk Service cuvns no objects or artifacts f r m the park. Except for 22 acres around the lighthouse, the National Pafk Service urns none of the land within the authorized boundaries of the park and there are no plans for the Service to acquire any m r e land. Pursuant to the enabling legislation, P. L. 96-565, the Service is seeking to enter into ccmperative agreemnts witH the property m e r s within the park so that the Service can manage the park and its resources accordingly.

Once basic agreements are signed, the issue of object and artifact ownership will need to be addressed - perhaps. (Other issues are parmunt now. )

National Register Listings

---.__

The National Ftegister listings can be considered both ccmplete and .--\

incatpete. The listing is caplete in the sense that the entire park is listed on the National Register as a National Historic Landmark (Kalaupapa Leprosy Settlement). The U. S. Coast Guard Mlokki Lighthouse is listed separately on the National Register.

The listing is incamplete in the sense that no carprehensive cultural resource inventory of the park has ever been made. Although the National Historic Landmark status is based both historic and archeological resources, our knawledge of the ar&eological resources is particularly fragmentary. Until we have carpleted an inventory of all the resources in the park, both historical and arclheological, the National Register listing mst be considered to be inqlete.

For the lrrwt part, the 400 or so structures r k n i n g of the historic period are wooden, laced with ground and air termites, rot, mildew, and encroaching tropical vegetation. Uncared, such a structure disappears in five or so years. If wood of an abandoned structure is of termite resistant quality, it is frequently "recycled" into a new shed or garage elseere.

Archeological ruins are m crurrbled by a host of newly introduced exotic shrubs and trees -- haole koa, Christmas berry, and lantana. These species w w 0Ove.r 90% of the peninsula. This is a new menanena at Kalaupapa and likely the standing ruins will be quickly toppled without sane type of care.

During 1982 and 1983, the National Park Service mde extensive stabilization efforts to highest priority historic structures. Primarily, efforts were to fcrmigate, paint exteriors, and fix mofs to prevent further damage by termites and misture. These stabilization efforts are listed in Table 3, "Stabilization Work Ibne to Kalaupapa Structures in 1982 and 1983."
