1. INTRODUCTION

This specification lists the requirements for fabrication, supply and

installation of a Carbon Steel Partition with Sliding Door (CSP) at

IMA Building of RRCAT Indore (web site www.rrcat.gov.in).

2. SCOPE OF WORK

Following is the scope of work:

2.1 Preparation of manufacturing drawing,

2.2 Procurement & testing of materials, standard parts/components,

fasteners and other requisite components as per drawing and

specification,

2.3 Fabrication, machining, trial assembly and inspection of the

components at supplier’s works,

2.4 Safe delivery and installation at purchaser’s site (IMA Building,

RRCAT Indore) including sliding door and its integration with

electrical controller unit, fasteners, anchors, clamping devices and

handling at site.

2.5 Demonstration of sliding door functionality.

2.6 Repairing of CSP, if any pitfall is observed after installation and

demonstration of functionality.

2.7 Installation of CSP shall be done with proper precautions to prevent

spread of dust,

2.8 Supply and placement of two nos. “clean-air” Polypropylene dust

curtain/barrier at adjacent locations having approximate opening

size of 4.0 m height and 5.0 m width duly sealed by wide duct tape

on walls,

2.9 All civil works at site shall be done with proper tooling, precaution

and arrangement of all transports, tools & equipment, material

handling systems and man-power at the purchaser’s site,

2.10 Supply of one number of vacuum cleaner of EUREKA FORBES Model

No. ZW 100 SS or equivalent. The typical technical parameters are:

(1) Required power supply to operate the vacuum cleaner –

230V/50Hz (2) Air flow (min.) – 110 ltr/sec, (3) Suction power (min.) –

25 kPa, (4) Tank volume (min.) – 100 ltrs.,

2.11 Cleaning of complete area by vacuum cleaner (procured and supplied

by Vendor as mentioned in point 2.10) after final installation (total

area about 200 square meters to be cleaned including adjoining

walls). Wet mopping shall be done every day during on-going site

work and twice after the work is finished,

2.12 All arrangements for completing the work with proper provisions of

safety for the equipment and personnel, including arrangements of

“personnel protective equipment- PPE” are in the scope of the

supplier.

3. PRE-QUALIFICATION CRITERIA FOR BIDDERS

3.1 Bidder shall have at least 3 years’ experience of fabrication jobs

involving similar material and sizes.

3.2 Bidder shall have in house infrastructure/facilities for handling and

machining of the components/parts mentioned in the “APPLICABLE

DRAWINGS”,

3.3 Bidder shall have management system to be considered for

prequalification. Management systems supported by Third Party

Accreditation Certificates, including the scope of the certification like

ISO 9001 or equivalent. If the Bidder’s management system is not

Third Party Certified, then its internal quality control procedure

should have at least following features:

(a) Information regarding resources (manpower, infrastructure and

equipments),

(b) Quality control procedure for procurement of materials and

components, manufacturing process and acceptance tests,

(c) Procedure for control of conforming and non-conforming

products,

(d) In-house provision for ensuring the quality control procedures.

3.4 Bidder shall have completed at least one job of value not less than

70% of the quoted price or at least two jobs of value not less than

50% of the quoted price in last three years (furnish details in

concurrence with point no. 4.3 in your bid)

4. MANDATORY INFORMATION / INSTRUCTIONS

Bidder shall submit the following information along with the

bid:

4.1 A copy of quality management certificate as mentioned in “PRE-

RRCAT/IMA/RKS/SD_HPIA/SPECS Date: 26-Sep-2013

QUALIFICATION CRITERIA”,

4.2 Organizational Chart

4.3 Past 3 years’ experience for the development of similar kind of jobs

with the following details:

(a) Project name, location and description,

(b) Contract value,

(c) Start date and date for practical completion.

(d) Photos/Drawings of work done.

4.4 Complete contact details (name, phone, email, web address, fax,

postal address etc.),

4.5 Make of steel plate to be used for construction of components,

4.6 What is the make and model of vacuum cleaner to be supplied,

4.7 List of in-house infrastructure/facilities pertaining to job like size of

workshop, overhead crane capacity, forklift capacity, welding

facilities, drafting/detailing and modeling computer softwares,

4.8 Name and accreditation of agency which will be employed for

mechanical, chemical and ultrasonic testing of plates,

4.9 Installation procedure for anchor fasteners and name of agency to be

employed for this purpose,

4.10 Assembly procedure (well defined procedure for assembly and fixture

development is required),

4.11 Name of manufacturer of the sliding door along with its technical

data sheet and catalogue for the offered product. Also enclose the list

of supply made by this company for similar type of door (door weight

more about a ton). Provide the photographs of installed doors,

4.12 Properly filled “CHECK LIST” duly stamped and signed by authorized

signatory,

4.13 Delivery period and installation schedule,

Bidder should note the following instructions before filling bid:

4.14 Bid may be rejected in the event of:

(a) Not getting a timely response of Purchaser’s queries with

complete information

(b) An ambiguous response/information is produced for Purchaser’s

queries

4.15 Evaluation of the bid shall be done on the lowest total cost basis and

single purchase order will be placed to the lowest total and

technically suitable offer for maintaining compatibility of

components/sub-assemblies.

5. PRE-BID MEETING

Pre-bid meeting and site visit will be arranged for the interested

bidders for technical clarification regarding the scope of work.

6. APPLICABLE DRAWINGS

6.2. Drg. No.: (RRCAT/EAP/IMA/033/R0, Sheet 1 of 1).

7. APPLICABLE STANDARDS

Following standards shall govern various aspects of the work:

7.1. IS: 2062 - Specification for weldable structural steel.

7.2. ASTM A435M, Standard Specification for Ultrasonic Straight-Beam

Examination of Steel Plates

7.3. ASTM E 1417M Standard Practice for Liquid Penetrant Testing

8. LAYOUT OF CSP

The assembled section of CSP has four sub-assemblies namely:

• Electrically operated sliding door,

• Demountable plate,

• Fixed plate,

• Ports for AHU duct connection.

9. MATERIAL REQUIREMENTS

The material shall be procured from a reputed manufacture like

SAIL/TATA or equivalent only. The entire material shall be free of

scales, blisters, laminations, cracked edges and defects of any sorts.

10. TESTING

10.1. Ultrasonic testing (UT) of the plates has to be performed as per the

requirements of ASTM A 435M before starting the fabrication. It has

to be carried out by certified personnel. Procedure of UT has to be

submitted to RRCAT and got approved prior to the test.

10.2. Testing of mechanical and chemical properties according to IS 2062

or equivalent from National Accreditation Board for Testing and

Calibration Laboratories (NABL). These tests can be waived if mill test

certificate (MTC) is available with proper traceability.

10.3. Liquid Penetrant Examination shall be done by contractor after each

pass of welding.

11. FABRICATION, ASSEMBLY AND INSTALLATION REQUIREMENTS

11.1. Shielded Metal Arc Welding (SMAW) procedure with welding filler

E-6013 or equivalent shall be used for welding.

11.2. Anchor fastening to be done by using suitable steel HILTI anchor

fasteners (HDA-T-30 M16 x 190/60) and its recommended

procedures. Ferro scanning shall be done before anchoring to verify

location of steel reinforcement in concrete and avoiding rebar hits.

11.3. All steel structures shall be applied primer and suitable painting to

prevent corrosion (3 layers of each)

11.4. Any fixture or transport feature required for safe assembly and

installation has to be properly designed and fabricated by the

supplier.

12. ELECTRICALLY OPERATED SLIDING DOOR

12.1 Single steel plate without any joint has to be used for the door.

12.2 Sliding mechanism along with electrical motor shall be standard

product of reputed make.

12.3 The work of sliding door shall be done by an agency which has

constructed the door of similar kind in weight and dimension.

12.4 Design of sliding door including components, standard cataloged

design shall be vetted by RRCAT and Vendor shall incorporate the

changes suggested by RRCAT. Prior approval from RRCAT is required

before procurement of the components including sliding mechanism

along with motor.

12.5 The door movement (opening/closing) should be jerk free with end

stopper.

12.6 The sliding mechanism should be selected such that a single person

must be able to open or close the door manually in case of power

failure.

13. DEMOUNTABLE PLATE

A rigid and stable framed structure, detachable type as shown in the

drawing, shall be fabricated and supplied for the portability of the

demountable plate. Nylon or PU wheels shall be properly selected to

bear the load of partition. Framed structure shall also be properly

selected to bear all kind of loads and stresses.

14. WARRANTY

All offered (bought out items and customized) products shall carry

one year onsite warranty for repair, maintenance and replacement

against any manufacturing defect(s).

15. PRE-INSTALLATION REQUIREMENTS

15.1 All pre-requisites for installation shall be informed in writing to the

purchaser well in advance.

15.2 Type and number of power points required for the operation of door,

mechanism, etc. shall be discussed and finalized at least 2 months

before coming for installation.

15.3 Safety of all personnel & equipments is the sole responsibility of the

bidder. RRCAT and its staff member have no role to play in this

respect.

15.4 Supplier shall provide all the necessary PPEs (Personnel Protective

Equipments) and safe appliances to its working personnel.

15.5 Extension boards are to be used for using power at long distance

from power points. Two core double insulated cables in single length

and proper sockets are to be used for portable equipments.

16. DELIVERY SCHEDULE

The items shall be delivered and installed preferably within 4 months

after placement of purchase order and completion of commercial

formalities with the Purchaser. The supplier shall explicitly mention

this time in its offer.

17. ACCEPTANCE

The acceptance of CSP will be based on:

17.1. Compliance with all the points of this specification and applicable

drawings.

17.2. Compliance with Quality Assurance Plan (QAP).

17.3. Successful installation and commissioning of CSP at purchaser’s site.
