Alhamdullilah, praised be to Allah Subhanahu Wata’ala for giving me this opportunity to present the Menteri Besar Kedah Incorporated or MBI Kedah’s Annual Report for year 2019.

I would like to congratulate the management and staff for successfully producing this annual report, the first by MBI Kedah. I hope it can act as guidance and reference for those who wanted to know about MBI Kedah.

As a company formed under Enactment of Chief Minister of Kedah, MBI Kedah plays a vital role in both investment and economic development in the state. Throughout 2019, MBI Kedah became an essential force for Kedah economic development in various sectors including agriculture, mining, and sports. With the help from its subsidiary companies, MBI Kedah also explored new economic sectors that include real estate, tourism, green technology, and aeronautic.

MBI Kedah has successfully attracted investment to the state through trade missions and systematic cooperation with local and foreign investors. These efforts helped encourage tremendous economic growth in the state. The Kedah State Government’s utmost focus is to provide benefits for the people through projects, programmes, and activities. Every planning that the state made is always with high consideration to fulfill the needs of the people.

Overall in 2019, MBI Kedah successfully implemented activities that are able to speed up the state economic growth via trade missions and systematic cooperation. Not forgetting, MBI Kedah also organised community activities throughout the year under its corporate social responsibility programme to help less fortunate people in this state. The performance showed by MBI Kedah throughout the year 2019 is extremely inspiring. This is proven by the initiatives being mobilised by MBI Kedah itself, in line with the state’s aspiration and target.

Well done for the excellent execution of programmes and activities which reflected the needs of people throughout the year 2019. Hopefully, these efforts will continue in the upcoming years.

In conclusion, I would like to take this opportunity to express my greatest gratitude for the hard work showed by MBI Kedah’s team. Hopefully, MBI Kedah will soar to greater heights in the year 2020 and the years to come.

Alhamdulillah, praised be to Allah the most Graceful and Merciful for his guidance that allows us to produce the first annual report for Menteri Besar Kedah Incorporated or also known as MBI Kedah.

This annual report was compiled and created through hard work and great teamwork carried out via initiatives, programmes, and activities by all staff at MBI Kedah throughout the year 2019. I hope that the information shared in this annual report can act as guidance and enlighten the people of the role played by MBI Kedah.

Established under the Enactment of Chief Minister of Kedah, and as an investment arm for Kedah state government, MBI Kedah plays a vital role to boost the economic activities and investments in the state.

The strong commitment and cooperation from all the staff under MBI Kedah has helped the company to become more proactive in executing plans and operations throughout the year 2019. Besides focusing on fundamental activities such as plantation and mining, MBI Kedah explores new initiatives such as green technology, properties, sports industry, and eco-tourism.

MBI Kedah also stressed on human capital development through education and training programmes for school children and youth. This was made possible through collaborations with government agencies, private sector, and non-governmental organisations.

My deepest gratitude to everyone especially the Federal and State government, not forgetting private sectors for their continued support to MBI Kedah in carrying out its programmes.

Syarikat Air Darul Aman (SADA) is tasked with supplying treated water to industrial and domestic consumers.

PAKA Utama Holdings Sdn Bhd is a company that manages Lake Pahlawan Training & Adventure Resort. Spread over a spacious land of 68 acres surrounding a pristine lake, the resort can accommodate up to 2,000 trainees or participants and has the complete infrastructure for a comprehensive training.

Kedah Tourism Sdn Bhd was established to help boost the tourism industry in the state, in line with the Visit Kedah Year 2019.

Institut Pengurusan Pertanian Organik Bersepadu INSPEK is the centre of excellence that will serve as the Kedah’s certified organic rice hub under NCER. MBI Kedah will conclude a collaboration agreement with Sri Lovely for organic rice cultivation. The establishment of Inspek will act as a catalyst for the development of the farmers through comprehensive training which includes commercialisation of the crops and other downstream industries.

Permodalan Kedah Berhad is tasked to energise the economic development in Kedah and improve the socio-economic levels of Kedahans. PKB plays an important role in spearheading the efforts of creating business opportunities for Bumiputera entrepreneurs to correct the economic imbalance and increase the participation of Bumiputeras in the corporate sector.

Invest Kedah Berhad plays a vital role as the official window to all investment opportunities and locations in Kedah. They will hand-hold all potential investors from the first meeting until the successful opening of their business or industrial facility, and they will continue to act as an investor relations contact.

Kedah Agro Holdings Berhad is focused on food processing and industries related to agriculture produce. Its subsidiaries, Kedah Agro Plantation Sdn Bhd and Kedah Agro Livestock Sdn Bhd are involved in estate management and livestock farming, respectively.

Kedah Communication & Event Sdn Bhd is tasked with activities and events related to the Kedah state more on photography, videography, news, and promotions that focus on Kedah.

Kedah Industrial Skills Management Development Centre is a preferred centre of excellence for TVET which is a primary interest in providing training and development to enhance skills and knowledge of employees in the industrial sector.

AGRICULTUREEXPLORING ARTIFICIAL INTELLIGENCE TECHNOLOGY IN AGRIBUSINESS

To protect the food security of the nation, MBI Kedah is promoting the use of high technology and modern farming to increase agriculture yields and productivity. The focus will be given to high technology in organic farming and also in the livestock industry.

MBI Kedah also keen to venture into urban farming through vertical farming, aquaponics, and related concepts. We aim to collaborate with experienced and expert party in the field.

MBI Kedah is ready to work and collaborate with government agencies and investors in the industry. MBI Kedah is optimistic that modern and high technology agricultural methods will have a positive impact especially for the people of Kedah in terms of economic growth and socio-economic quality of the future.

PLANTATIONPLANTATION MANAGEMENT (REFORESTRATION)

Understanding the importance of replenishing the state green lung, MBI Kedah is conducting a reforestation programme through the establishment of Forest Plantation.

This programme is implemented in compliance with the National Land Council (MTN) and the National Forestry Policy (NDP). The objective of establishing forest plantation by MBI Kedah is to redevelop less productive deforestation areas and to support the development of alternative timber recourses thus reducing the dependency on timber from natural forest.

The plantation is managed by a management agency such as Felcra and Kedah Agro Holding Berhad. These two agencies manage the rubber and palm oil plantations.

DEVELOPMENT& HIGH IMPACT

Development of Kedah Integrated Agro-Fishery Terminal in Kuala Kedah, Kedah Darul Aman.

Agro-Fishery in Malaysia has developed rapidly and is now an important activity that evolves economically. The state of Kedah has the potential to prosper in Agro-Fishery and had proposed the Development of Kedah Integrated Agro-Fishery Terminal in Kuala Kedah, Kedah Darul Aman.

This project is aimed at developing an integrated fisheries terminal, mainly for the deep-sea fishing as well as fish processing industries which promises more job opportunities for locals. This strategic project is designed to turn Kedah into an ideal location for large-scale fishing activities and creating economic spillover which will benefit the people.

Box Park Development at Dataran Tanjung Chali, Pekan Cina and Pekan Melayu, Alor Setar, Kedah Darul Aman.

Boxpark Alor Setar poised to become an iconic attraction for leisure activities among youths in the state. This unique project involved a two-storey building business space for rent.

Built using the used container to create new excitement and vibrant space, this unique concept best describes the name “Boxpark Alor Setar”.

Located at Dataran Tanjung Chali. Boxpark Alor Setar is expected to become one of the new tourist attractions in Alor Setar city area, thanks to the strategic location and the area’s historical value.

Langkawi, also known as Jewel of Kedah is an archipelago of 99 islands in the Andaman Sea. It is known in the world tourism map as one of the best tourism spots in the world.

To further enhance the potential of the island, MBI Kedah is carrying out several high impact development programmes on the island.

i. Eagle Nest Skywalk@Langkawi

Eagle Nest Skywalk is built at the summit of Gunung Mat Chinchang. The Skywalk is 38 meters in length and slated to be one of the world’s longest and first (“Free Standing” category) skywalk in Southeast Asia.

Eagle Nest Skywalk is designed based on Langkawi iconic bird – the Eagle. Another unique element of the skywalk is a structural nest in which the “eagle” will sit while eyeing the beauty of Langkawi, from the 713 metres high mountain.

Kedah International Racing Circuit Complex, Sungai Petani

Racing is a game full of challenges and it offers a fantastic look into the extremes of man and machine that crosses the limits of speed. It is one of the most-watched sports in the world.

Understanding the potential of the sports for youth in Kedah and northern states, MBI Kedah is constructing an international racing circuit in Sungai Petani, Kedah.

The construction of this complex is characterised by a 3km race track with certification from the International Federation of Automotive (FIA) Grade 4 as well as FIM’s B Category. The development of this project is expected to attract more youth to venture into motoring activity in a safer environment as well as exposure to local and international racing opportunities.

ii. Chenang Bay

The development of Chenang Bay is to enhance the growth of Langkawi’s economy by improving tourism products such as the 4 Star & 5 stars hotel and other accommodation facilities. The needs of Langkawi Island as the ultimate tourist destination requires new attraction to the visitors.

The development encompasses high end and a new concept hotel, marina (including fishing port) and various tourism products which include marketing and services that will generate sufficient job opportunities for the people of Langkawi and at the same time improve their standard of living.

iii. Langkawi Premium Outlet (LPO)

The Langkawi Premium Outlet project (LPO) is a new business centre model in Langkawi and is the exhibition and sales centre for both branded goods and premium quality. The proposed area is near Langkawi International Airport. The project involved collaboration between MBI Kedah and Bina Darulaman Berhad. This development also includes a tourism information centre, Kedah Cultural Village & Tourism Centre. Among the attracting at the centre will be the entertainment of original Kedah and international cultural products, such as Mek Mulung and others.

Kedah Trade Centre

To further promote the economic development in the state, MBI Kedah is developing a Kedah Trade Centre, located right in front of Kedah administrative complex, Wisma Darul Aman in Alor Setar.

The centre will act as a development complex and venue for business networking and enterprises. The Kedah Trade Centre will include commercial buildings, convention hall, hotel, banquet hall and MBI Kedah office tower which will also house all subsidiaries under MBI Kedah.

It will also house the Kedah Legislative Assembly building, where 36 state assemblymen shall use it to discuss and decide on future economic and development plans for Kedah and the people. The iconic building will be the new epicentre ofAlor Setar.

Kedah Digital Library

Kedah Digital Library is an initiative by the Kedah state government to create a new and dynamic flow of information that meets the demands of the digital era.

Located at No 1, Jalan Menteri, Taman Jubli Perak in Alor Setar, the library has warm and cozy ambiance surrounded by a green landscape that provides a relaxing setting for visitors to read and study from 1,000 digital books of various genres at the library.

The project carried out by the Northern Corridor Implementation Authority (NCIA) involved the renovation of the existing building of the Tunku Abdul Rahman Memorial and construction of an annexe building with multipurpose facilities such as amphitheatre and hall.

The first phase of the project completed in March 2020 and it is expected to be fully operational by the middle of 2021.

AEROPOLIS

Northern Aeropolis and Aerospace Hub.

The development of the Northern Aeropolis & Aerospace Hub is expected to position Kedah as the preferred aviation and aerospace engineering industry in the northern region. MBI Kedah is initiating the project that will spread over three zones. The industry includes aircraft maintenance, repair and overhauling, aircraft assembly, training, and aircraft support industry.

MBI Kedah received strong support from the National Aerospace Coordinating Office (NAICO) and the Northern Aeropolis Hub is in line with the Malaysia Aerospace Industry Blueprint 2030.

RENEWABLE ENERGYNational Solar Economic Zone (NASEZ) Renewable Energy Installation Project in Sik, Kedah.

To promote the state green agenda, MBI Kedah has ventured into the renewable and green technology industry in the state. In 2019, MBI Kedah has formed a suitable partnership with private companies to carry out solar farming in the state.

The project in Sik district is one of the projects under the Large Scale Solar programme runs by Sustainable Energy Development Authority Malaysia (SEDA). The solar farm produces 30MW solar energy, built on MBI Kedah’s land is expected to create more employments for locals.

Hydro Mini Station at Pedu Dam

Mini Hydro Station development project in Pedu is an initiative under the Kedah Green and Renewable Energy Master Plan launched in July 2019. The project is to emphasise the use of more sustainable and viable renewable energy.

MBI Kedah joint venture company has successfully offered by Sustainable Energy Development Authority Malaysia (SEDA) to carry out mini-hydro development with a generating capacity of 9.6 MW.

BLUEPRINT ANDMASTER PLANCentre of Excellence / Natural Asset Master Plan & BlueprintInstitut Pengurusan Pertanian Organik Bersepadu Kedah (INSPEK)

INSPEK is a catalyst for the organic farming initiative to rejuvenate Kedah as the rice bowl of the country, and becoming “champion” to the National Organic Paddy industry and to promote agriculture sustainability.

INSPEK also serves as an attraction for the country’s edu-tourism and hospitality, particularly for Kedah Darul Aman, towards rejuvenating the state’s agriculture and promoting the agropolitan concept. This centre of excellence will act as a venue to enhance the innovation process among farmers towards agriculture sustainability and digital integrated technology. INSPEK, operated by MBI Kedah and is working closely with NCIA, Universi’ Utara Malaysia (UUM) and Sri Lovely in developing organic farming products and models.

Natural Asset Masterplan & Blueprint (NAsMaB)

MBI Kedah plans to develop the Kedah state Natural Resources and Mineral Data Master Plan. The data will involve the distribution and potential of state natural resources, together with the state’s natural heritage. This includes recreation sites and unique heritage sites with the potential to be commercialised according to its niches.

Kedah Renewable andGreen Energy Master Plan

In line with Kedah’s aspiration to sustain the environment in its development planning, Menteri Besar Kedah Incorporated took the initiative to launch the Kedah Renewable and Green Energy Master Plan in July 2019. The master plan focuses on four pillars, namely – Solar, Biomass, Biogas and Hydro Electric, aiming to boost the state’s economic growth in the green industry, high technology while protecting the environment.

MBI Kedah has formed a strategic partnership and collaboration with private sectors to carry out solar farming activities in Kedah. The state also has participated in the LLS (Large Scale Solar) Photovoltaic Plant and Solar farming activities.

Kedah is blessed with an abundance of sunlight to generate solar power and ample land size to build solar farm without jeopardising the nature. Kedah also has lakes suitable for floating solar and dams to generate hydroelectrically.

As an agricultural state, Kedah has the potential to grow in the Biomass industry by utilising agricultural waste from paddy fields to generate energy. While domestic waste collected at landfills in the state can be converted into Biogas.

MINING AND QUARRYMining & Quarrying

MBI Kedah is developing a sustainable mining system in Kedah with priority given for an eco-friendly method in the mining and quarrying sectors. This system is under National Asset Master Plan and Blueprint which is being developed in the country.

At the moment, MBI Kedah is in the process of carrying out study and evaluation on the natural resources potential under the Rare Earth Commercialisation Program.
