SUPPLY OF EQUIPmENT AND SUPPLIES FOR CLASS-bASED RESOURCE CENTRES

THe Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank

(CDB) and the Inter-American Development Bank (IDB) towards the cost of Economic Reconstruction Programme (ERP) and it is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for the procurement of Equipment and Supplies for Class-Based Resource Centres. These include:

Supplies for Arts and Craft The Ministry of Education and Culture, the executing agency, now invites sealed bids from eligible and qualified Bidders for the supply of equipment and supplies, one lot, for eleven (11) primary schools. Delivery is required in November 2011, within six weeks from contract award. The Bidder should have supplied similar equipment over the previous five (5) years. Maintenance services must be provided preferably by a local representative/authorized agent in St. Lucia or an authorized agent within the Caribbean Region.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

more than 50% beneficially-owned by a citizen or citizens and/or bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or

owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country.

Eligible countries are member countries of CDB and IDB.

Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of the Project Management Unit at the first address below from 8:00 a.m. to 12:30 p.m. and 1:30 p.m. to 4:30 p.m. on normal business days.

A complete set of Bidding Documents in English (one hardcopy and one electronic copy) may be requested by any interested eligible Bidder from Thursday August 18, 2011, on the submission of a written application to the first address below. Requests for clarification of bids must be submitted in writing to the first address below.

Submissions must be in sealed envelopes clearly marked “Supply of Equipment and Supplies for Class-Based Resource Centres” and must be delivered to the second address below no later than 12:00 noon on Wednesday September 28, 2011. Bids will be opened publicly immediately after the deadline for submission of bids, in the presence of Bidders' representatives who choose to attend at the second address below.

All bids must be accompanied by a bid security in the sum of XCD 2,700.00 for Lot A. Late bids will be rejected.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LANDACQUISITION ORDINANCE (CHAPTER 5.04)

andIN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that a

Parcel of land situate at Coubaril, Quarter of Castries in the island of Saint Lucia is likely to be acquired for a public purpose.

DECLARATION OF ACQUISITION OF LAND

Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made. And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Headquarters for the OECS Secretariat. Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet, that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be vested absolutely for a public purpose to wit: Headquarters for the OECS Secretariat.
