    MESSAGE

    My warmest greetings and congratulations to the Philippine Public Safety College (PPSC) on the publication of its PPSC Journal 2nd Quarter Edition 2019 with the theme, “Instilling a Strong Sense of Nationalism among Public Safety and Security Officers,” in line with the celebration of the 121st Independence Day.

    I commend the PPSC on the publication of its official newsletter which is an effective instrument in informing, updating, and motivating the men and women of PPSC whose main passion is to mentor the next generation of fire, jail, and police officers of sound character, with a strong sense of nationalism and global competence.

    I hope that this publication also inspires the general public to join our national call for more public servants joining government particularly in the public safety sector with a true sense of public service.

    Let us bear in mind that true independence does not only mean liberation from external and foreign manipulation. It also means protection and safety of our families and loved ones especially the youth, urban poor and the public against criminals, terrorists, and leftist enemies of the state.

    As an attached agency of the Department of the Interior and Local Government (DILG), I laud the PPSC for its commitment in carrying out its mandate as the premier educational institution for the training, human resource, and continuing education of all public safety and security personnel from the tri-bureaus.

    I am pleased to present the Philippine Public Safety College (PPSC) Journal for the 2nd Quarter of 2019 that narrates the realization of our plans and programs in public safety and security, made possible by the untiring efforts of our six Constitutive Units and 17 Regional Training Centers. The PPSC, as an institution, tirelessly pursues its Ten-Point Strategic Goals through ACCELERATE. Notwithstanding the various challenges we face, we remain steadfast in our commitment to address the needs of the country’s communities and work for their best interests. For the period in review, we have heeded the call of President Rodrigo R. Duterte and the Secretary for the Interior and Local Government Eduardo M. Año to take a more proactive role in ending local communist armed conflict (ELCAC) in support of Executive Order No. 70. Further, strengthened our academic courses and training programs as we develop new curriculums that are responsive to evolving public safety and security needs. We sustained and strengthened existing partnerships with stakeholders, other government and non-government organizations, and the academe. Most importantly, we continued to engage community participation in our programs for these to be successful and fulfilling.

    In carrying out the PPSC’s endeavors, we constantly instill to our public safety and security officers to possess a strong sense of nationalism. They cannot be effective leaders if they remain ignorant or unappreciative of the historical achievements and sacrifices of our forefathers, and our contemporary leaders. As public safety and security officers are at the frontlines, they must preserve

    and respect all forms of diversity in the communities. They must epitomize honesty, integrity and justice for them to expand their sphere of influence, and elicit the citizenry’s trust and support. Connection to the communities, and to the land that we have sworn to keep safe and secure, are paramount for peace and progress.

    “Instilling a Strong Sense of Nationalism Among Public Safety and Security Officers” must be constant and deliberate to overcome limitations and adversaries. Let us all keep the fire of nationhood burning within us as we work towards providing the best public safety services to our people.

    Statesman Claro M. Recto once said, “Nationalism is nourished by a sense of history. It is of its essence to know profoundly the past, so that we may be in complete openness with the men who made that history and in intimate communion with their thoughts, their deeds, and their noble lives.”

    This thought cannot be more timely with the celebration of the 121st Philippine Independence. More than ever, the sense of nationalism should be alive and well especially among public safety and security officers.

    This is the overarching theme of the Philippine Public Safety College’s (PPSC) 2nd Quarter Journal for this year.

    For this issue, the Cover Story entitled “Subduing the Enemies of the State through Good Governance” centers on the efforts of the Department of the Interior and Local Government in addressing the problem on communist terrorist groups (CTGs) through the National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC).

    As a Special Feature, no less than PLtGen Ricardo F De Leon (Ret.) Ph.D., PPSC

    President discusses leadership qualities needed to deal with the various challenges the country is facing in his article, “Answering the Call for Change and Good Governance: 4Ps+1.” He also promotes one of his brainchild, the “DIGONG Virus” meant to inspire other public safety and security officers.

    It is also worth noting that this will be the final time that the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) along with its 17 Regional Training Centers (RTCs) will be featured in lieu of the signing of Republic Act 11279 which transfers both units to the PNP.

    With this in mind, the PPSC looks forward to further strengthen its remaining Constitutive Units (CUs) – the National Police College (NPC), National Forensic Science Training Institute (NFSTI), National Fire Training Institute (NFTI), and National Jail Management and Penology Training Institute (NFSTI).

    As you browse through the pages of this Journal, may you remember PPSC’s contributions to the CUs. It is with high hopes that these gains can be sustained and nurtured in the years to come.

  • The Philippine Public Safety College (PPSC) remains steadfast on its commitment to continue on becoming the premier leadership and governance public safety higher educational institution in Asia. In this light, a Strategy Refresh was conducted on May 27, 2019 at the Quezon City Sports Club participated in by PPSC key officials and Directors of its Constitutive Units (CUs).

    As a result, its Ten-Point Strategic Goals was reviewed and enhanced to meet not only the current needs in terms of training and education of the Tri-Bureau’s personnel but to ensure that the gains can be sustained until year 2030.

    The enhanced ACCELERATE is now composed of the following strategic goals:

    Affirm status as premier institution in public safety and security by building an enduring culture of academic excellence;

    Converge and harmonize cutting edge academic programs and training courses;

    Cater as leading think tank in public safety and security through rigorous research and development;

    Expand and intensify local and international linkages and partnerships;

    Level -up ra t ional ized human resource development program;

    Ensure high caliber corps of professors, pool of educators, and subject matter experts;

    Re in fo rce commun i t y pa r tne rsh ip and extension service programs;

    Assu re ho l i s t i c deve lopmen t towards professionalized public safety and security officers;

    Transform educational, instructional and knowledge management systems into state-of-the-art technology; and

    Enhance and modernize training and living facilities, and working infrastructure and environment.

    The new ACCELERATE was already disseminated to various PPSC’s CUs and Regional Training Centers to serve as their guide in the planning and implementation of their programs.

  • Former Chinese military strategist Sun Tzu once said, “For to win one hundred victories in one hundred battles is not the acme of skill. To subdue the enemy without fighting is the acme of skill.”

    For the last 50 years, military and police forces have resisted tooth and nail any attempt by communist terrorist groups (CTGs) to overthrow the government and trample upon the country’s democracy. Such resistance has gained significant success as the CTG forces have always sought refuge in the boondocks where they consolidate their forces and plan out more sinister schemes to build mass support for their cause.

    But since the CTG problem has already spanned half a century, it appears that it is not about to end in the near future and will take another 50 years or more if the government will not adopt a whole new strategy to quash the CTG movement. And this is precisely

    what the government is doing. The government under President Rodrigo R. Duterte’s leadership is pursuing an entirely different tack, which does not rely solely on battling it out with the enemies of the state with guns and bullets. Instead, inspired by Sun Tzu’s “Art of War”, it is trying to subdue the enemies of the state not through military operations alone but through good governance.

    That is the principle behind the issuance by President Duterte of Executive Order (EO) No. 70 on December 14, 2018 which adopts a whole-of-nation approach in attaining inclusive and sustainable peace and development through the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

    From the usual military approach, all government agencies and various stakeholders are now all part of the task force and are expected to do their own share as

    key players in putting an end to the five-decade social, economic, and political turmoil being perpetrated by the CTGs. Through good governance as espoused by NTF-ELCAC, the government hopes to deal head-on with the core issues that drive people to rise up in arms against the government.

    As the agency tasked with general supervision powers over local government units and which has several attached agencies including the Philippine National Police under its wings, the DILG has a crucial role to play to ensure the success of this whole-of-nation undertaking.

    T o e n s u r e t h a t D I L G ’ s attached agencies, regions, and bureaus are on board, DILG Secretary Eduardo M. Año created DILG Task Teams assigned to carry out parallel initiatives that are aligned to the 12 lines of efforts of the NTF-ELCAC.

  • E-CLIP Committee members and AFP personnel traverse solely on foot along the winding road to Lake Duminagat, Don Victoriano Chiongbian, Misamis Occidental where they distribute goods to the Subanen tribe as part of the whole-of-nation approach in attaining sustainable peace.

    Specifically, the DILG concretizes its support to the whole-of-nation approach by capacitating LGUs to address and mitigate risks posed by violent extremism and insurgency; capacitating conflict-affected LGUs on the implementation of socio-economic structures and facilities such as water supply, roads, bridges, halfway houses, tourism facilities, public markets, and similar infrastructures. It will also continue to provide financial assistance to former rebels through the Enhanced Comprehensive Local Integration Program (E-CLIP) and strengthening Peace and Order Councils (POCs) at various levels of local governments.

    National Level Initiatives

    Jumpstarting the DILG initiatives at the national level was the two-day ELCAC orientation to middle-level managers, Public Information Officers, and Regional Information Officers of the entire DILG family at the AXIAA Hotel on May 7-8, 2019.

    in imparting valuable information to the workshop participants on how to think, eat, and work like the leftist enemies in order to rise above them.

    Key initiatives were then mapped out on how to successfully encourage rebels to leave the armed struggle and go back to mainstream society. Key activities per office and attached agency were also planned to keep the rank and file employees from joining mass-based organizations that seemed to be legal fronts of the Communist Party of the Philippines-New People’s Army- National Democratic Fronts (CPP-NPA-NDF).

    Parallel Ground Efforts

    At the field offices, the DILG personnel conducted parallel efforts in conflict-affected areas. In Northern Mindanao, the DILG-1O launched the Regional Peacebuilding and Development Framework Agenda and mapped out their Regional EO 70 initiatives with the help of partner government agencies, international groups, and civil society organizations.

    E-CLIP financial grants were distributed to rebel returnees in Misamis Oriental, Bukidnon, and other provinces while halfway houses were built in Cagayan and other areas. Joint Regional Development Council- Regional Peace and Order Council (RDC-RPOC) meetings were also conducted in MIMAROPA, Davao City, and other regions.

    Initiatives to reach out to the IP groups were even done such as the visit to a far-flung IP village in Don Victoriano Chiongbian, Misamis Occidental and the conduct of IP Summit in Oroqueta City.

    With all these positive and inspiring efforts, there seems to be a light at the end of the tunnel in the government’s goal of ending the communist insurgency. It will be a challenging and arduous path but with ordinary Juans and Juanas joining hands with the government in this worthy and noble cause, the CTG problem may soon end up as just being a part of the pages of our country’s struggle for long-lasting peace.

  • The moniker 4Ps has been known by many as the government initiative, “Pantawid Pamilyang Pilipino Program.”

    However, inspired by this quote from President Rodrigo Roa Duterte, “Love of country, subordination of personal interests to the common good, concern and care for the helpless and the impoverished – these are among the lost and faded values that we seek to recover and revitalize as we commence our journey towards a better Philippines.” The said acronym is given a whole new meaning with an additional feature that shall serve as a guide for law enforcers and public servants. It is in this notion that the 4Ps+1 is born.

    The application of the 4Ps+1 is needed more than ever with the proliferation of front organizations by Communist Terrorist Groups (CTGs) and in support of the implementation of Executive Order No. 70 or the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

    The f i rst P stands for Patriotism, which is the greatest among the other Ps. Choosing to be in the uniform service entails love for the country. If not, as civil servants, you would need to reexamine yourselves why you chose to be a part of the government service. Particularly, as members of the Philippine National Police (PNP), your sworn mandate is to serve and protect the Filipino people and your loyalty should be to the country and its best interest.

    Second, is Passion. It means having a strong belief in what you are doing that despite the obstacles and without being told to do so, you continue to carry on your mission. It is a vocation. In your career, there may be moments that will change your world and will change you. But let these instances make you smarter, stronger, and kinder. Do not let it make you someone you are not. Do not let it deter your desire for service.

    Third is being Pro-people. This characteristic puts emphasis on having empathy for the people whom

    we are bound to serve and protect. As John Luther puts it, “Natural talent, intelligence, a wonderful education, none of these guarantees success. Something else is needed: the sensitivity to understand what other people want and the willingness to give it to them.” This is reflective of the President’s initiative of putting up Malasakit Centers nationwide, which continues to render assistance particularly health care services to those in need.

    Likewise, the Department of the Interior and Local Government (DILG) under the leadership of the Secretary of the Interior and Local Government Eduardo M. Año, spearheads the government’s efforts under the brand of tatak ng malasakit at pagkakaisa delivering services that ensures not only the safety but also the general welfare of the public.

The Philippine Public Safety College (PPSC), as the institution in charge of the training of police, fire, and jail personnel is trying to provide its students quality education and service further heeding the call of Secretary Año to continue professionalizing the education and training of public safety and security officers.

    It is high time that we change our mindset and perspective if we are to successfully answer the President’s call to action.

    More than ever, we need more officers who possess leadership qualities and are equipped with the proper knowledge to deal with the various challenges our country is facing. This is where the + 1 inspired by President Rodrigo Roa Duterte (PRRD) comes in. It is a virus that should be contracted by everyone. This is the PRRD or DIGONG Virus, which stands for:

    Do random acts of goodnessThe world we live in operates

    on an open dynamic system wherein even the smallest thing can affect even the greatest aspects of a situation. For example, the rise or fall of an insect population in a certain area can alter an entire ecosystem. By doing good, you are creating ripples of influence among others and in turn, they can pay it forward.

    According to Sun Tzu, “The victorious first win and then engage the battle. Losers engage the battle then see to win.” Having small victories is just as important as winning the war.

    Improve on the best practices and put idea into action

    Robert Kiyosaki posited, “Putting ideas into action will require resources. So, we’re back to your intelligence, also known as your skills.” If that is the case, the only way to improve on one’s skills is to invest

    on the education particularly of the youth.

    This brings to mind one of the best practices of the PPSC, the Adopt-a-Scholar initiative. Through the savings of the students while under schooling at the College, they are voluntarily supporting and putting family members through school.

    Give and share moreChildren are often taught that

    it is better to give than to receive. This holds true even later in life especially if you have been blessed with the capability to contribute more. But keep in mind that in giving, you

    should not expect anything in return. In the words of Winston Churchill, “We make a living by what we get, but we make a life by what we give.”

    Open your heart The Nine Principles of Policing

    of Sir Robert Peel underscores that the police should understand their environment and bring the police closer to the community. To serve and protect not only became the police’s mandate but the phrase became an extension of the law enforcers’ identity. In one of his principles, it is even specified that “Police, at all

    In my experience in the uniformed service, this notion was capitalized through initiatives such as “KUYA” or “Kusang Umaksyon, walang Yabang, Alerto sa Pagtulong” implemented during my days at the National Capital Region Police Office (NCRPO), and “KASUROG” which

    stands for “Kaiba an Sosyodad, Sa Pag-Uswang Asin, Reforma kan Organisadong Grupo” during my stint in Region 5.

They devoted countless hours practicing and honing their craft in order to become worthy of being called masters. Same should also be done by those in the field. Every operation, mission, and order, no matter how mundane contributes to the enhancement of skills among law enforcers.

    Generate hope and rebuild livesIn 2001, during the Tour

    de France, Lance Armstrong and Jan Ullrich had a very close race. Despite being shoulder-to-shoulder for majority of the competition, one would expect that any one of them would capitalize on any opportunity to get ahead. But when Ullrich fell down, Armstrong slowed down and waited for him to get so they can start the race together.

    This reminded me of an experience I had when I was a cadet at the Philippine Military Academy (PMA) in 1967. As a cross-country

    runner, I was pitted against national athlete and Olympian Benjamin Silva-Netto. There was no way I could have won that contest but Silva-Netto gave me a fighting chance as he slowed his pace while climbing the Cavalry Hill and even waited for me before whispering that he will go ahead in the race after reaching the chapel and from that highest point is a run downhill. What he did generated hope in me that allowed me to give the best in my performance. Do the same for others.

    The old saying says, “the view is better at the top.” But they seem to forget that in order to reach a higher peak, one must go down first before making their way back again. This is called as the “backward-forward approach.” This principle is notable if we are to reach the global maxima from the current perspective of being in the local level.

    This is the challenge now. In answering President Duterte’s call for change and good governance, everyone should be willing to act and follow through in their efforts. As the old adage goes one should “walk the talk.” Be the one to take the initiative

    and motivate your men into taking action. In the words of General Colin Powell, “The most important thing I learned is that soldiers watch what their leaders do. You can give them classes and lecture them forever, but it is your personal example they will follow.”

    Bear in mind and be guided of the government’s AmBisyon Nation 2040 wherein it is stated, “kailangan natin ng isang matatag at maginhawang pamayanan.” Everyone has a role to play in the realization of this goal. Even the smallest action and change can produce results that can lead to a great improvement among the community. As William Haslitt once said, “Great thoughts reduced to practice become great acts.”

    The most important thing I learned is that soldiers watch what their leaders do. You can give them classes and lecturethem forever, but it is your personal example they will follow.

  • The Philippine National Police Academy (PNPA) celebrated its 41st Founding Anniversary with Senator Ronald “Bato” Dela Rosa as the Guest of Honor and Speaker at Camp Gen. Mariano N Castañeda, Silang, Cavite.

    The ceremony started at 8:40 AM with the Arrival of Honors where Senator Dela Rosa was welcomed by PBGen Jose Chiquito M Malayo, PNPA Director, in front of the Administration Building. It was then followed by socio-cultural presentation of 2nd and 4th Battalion of the Cadet Corps PNPA (CCPNPA) as the champion and 1st runner-up during the Socio Cultural Dance Competition.

    A traditional parade ceremony commenced where Senator Dela Rosa thanked the PNPA for producing reliable and outstanding leaders who are willing to sacrifice for their men in battlefront for the past 40 years. He emphasized that many of the Marawi and SAF 44 heroes were products of the Academy and that such products should be continuously produced. The senator also reminded the importance of giving priority of an officer to the

    welfare of his men and the mutual respect and concern between commander and subordinates.

    The National Police Training Institute (NPTI) conducted its 1st Management Review for 2019 on June 17 at the NPTI Conference Room in Camp Vicente Lim, Calamba, Laguna.

    Headed by NPTI Director, PBGen Ramon L Rafael, all 17 Regional Training Directors were in attendance to the event wherein they discussed the future plans of the Institute.

    The NPTI also held a contest for the Best and Most Liked Logo and Hymn participated by all Regional Training Centers (RTCs). RTC 5 was awarded with the Best and Most Liked Logo while RTC 10 won the Most Liked Hymn and Cordillera Administrative Region Training Center (CARTC) with the Best Hymn.

  • NFSTI and NFTI Develop Curriculum for Fire Arson Investigation Course (FAIC)

    The National Forensic Science Training Institute (NFSTI), in partnership with the National Fire Training Institute (NFTI), organized a Focus Group Discussion (FGD) to develop a Fire Arson Investigation Course (FAIC) curriculum for Bureau of Fire Protection (BFP) personnel.

    The creation of the curriculum is in line with the

    PPSC’s pursuit of the NFSTI’s infrastructural and curricular development, considering the evolving challenges in the criminal justice system, technological advancement, biohazards and mass disasters.

    On June 5 and 6, 2019, the FGD convened at

    the Dona Jovita Resort in Calamba City, Laguna. The activity commenced with an opening prayer led by Ms .Carla J. Felipe, Course Coordinator, NFSTI. PCol Froilan P Elopre, Director, NFSTI, welcomed the participants and underscored that the activity is another milestone in putting NFSTI one step closer to achieving its mission and vision in providing a highly specialized training and education program for BFP personnel.

    PBGen Ferdinando G Sevilla (Ret.), PPSC VP for

    Administration, representing PPSC President PLtGen Ricardo F De Leon (Ret.) Ph. D. in his message to the participants, emphasized that the FAIC to be implemented by the NFSTI will further enhance the knowledge of the country’s firefighter professionals, and enable them to acquire highly-specialized skills and training in investigating fire arson.

    The FGD was organized to gather insights from subject matter experts in the fields of arson investigation and forensic science fields. It sought to accomplish the following objectives: 1) Provide the subject matter experts and representatives the FGD’s inputs regarding the program objectives, target participants, competencies, and attributes of the graduates; 2) Validate the outputs for finalization, and benchmark for the design of the curriculum path; 3) Generate inputs from the subject matter experts and representatives of relevant interested parties of the program’s curriculum ladder; and 4) Propose the curriculum design and ladder, including course requirements, such as course description, lesson content, teaching and learning outcomes, and assessment tasks.

    Dr. Ma. Victoria Tibon, curriculum expert from the De La Salle University, gave an overview of the activity that

    will serve as the foundation for creating the FAIC Program of Instruction (POI). The first part of the FGD is to identify the competencies and skills that a graduate of FAIC should possess.

    In the course of the discussion, it was agreed by

    the participants that the FAIC should be a separate course from the Fire Safety Inspection Course, to be conducted by the NFSTI. FCInsp Romeo A Pepito, Chief, Fire Arson Investigation Division from the BFP Headquarters further clarified that firefighters should not be assigned to both the inspection and investigation divisions as this situation will cause firefighters to lose their objectivity in performing their functions. Moreover, problems will arise due to conflict of interest.

    The team later on identified the attributes

    of a FAIC graduate: a competent, truthful, steadfast, persevering and articulate fire investigation specialist who ensures public safety and social justice. Likewise, four specific competencies were drawn from the discussion: a technically-proficient investigator; an ethical public servant; a prudent practitioner; and an effective communicator.

    Ancajas proceeded to get insights from the participants on the subjects to be included in the FAIC POI. The NFTI presented its POI proposal to the subject matter experts that generally included investigation, forensic science and law subjects, which was subsequently accepted by the participants. However, it was agreed that each participant should be individually consulted based on his/her expertise. The necessary documentation will be subsequently prepared by Chief, Research and Academic Affairs of NFSTI to fine-tune the proposal consisting of the proposed subjects and the time allocation for each, and the topics to be discussed.

    The National Forensic Science Training Institute (NFSTI) held a week-long celebration of its 23rd Founding Anniversary with the theme: “Producing Credible Investigation Through Modern Forensic Science in Bridging a Gap Between Crime and Justice”, from March 12 to 15, 2019 at NFSTI, Camp Vicente Lim, Calamba City, Laguna.

    The celebration commenced with a program at the

    NFSTI Multi-Purpose Hall on March 12, 2019 with PLtGen Ricardo F De Leon (Ret.) Ph.D., PPSC President as Guest of Honor and Speaker.

    In his message, PPSC President De Leon underscored the PPSC’s persistence in pursuing infrastructural and curricular development of the institute in the light of a changing landscape in criminal justice system, technological advancement, biohazard and mass disasters. With this, PPSC envisions that NFSTI will continue to institutionalize world-class scientific and investigative training programs geared towards developing service-oriented public safety officers who are committed to ensure the successful prosecution of criminal cases through scientific investigation. NFSTI should aim to be recognized in the ASEAN region as it is the country’s lone school mandated to contribute to the success of criminal prosecution in the country.

    The celebration under the guidance PCol Froilan P Elopre, Director, NFSTI was highlighted by giving of awards to employees and staff, and plaques of recognition to instructors for contributing their expertise in NFSTI.

    where 725 participants wore accessories that lit at night in consonance with the theme: “Light Up Your Life”. CRIDEC students, faculty and staff, and representatives from NPTI and NFTI joined the run to foster camaraderie and promote healthy lifestyle through running/jogging.

    Runners, classified into company and individual, ran a total of six kilometers or five rounds within Camp Vicente Lim. The run began at 6:46 PM and ended at 8:15 PM, followed by a boodle fight.

  • CARTC Extends Intensive Training on Outdoor and Adventure Activities to SLU P.E. Instructors

    CARTC, in pursuit of expanding and intensifying local and international linkages, signed a Memorandum of Agreement (MOA) with the Saint Louis University (SLU) to assist SLU in its new curriculum in physical education - the Physical Activity Towards Health and Fitness (PATH FIT).

    PATH FIT encompasses physical activity learning

    experiences inside and outside the class period, while providing coordinated opportunities for students to engage in regular physical activities. This Tertiary Physical Education program promotes efforts on health, well-being and overall quality of life (wellness). Thus, the School Department of Teacher Education and Liberal Arts (STELA) through its Physical Education Program, has entered a Memorandum of Agreement with the Cordillera Administrative Region Training

    Center (CARTC) on May 28, 2019 to extend its expertise, experience and facilities in providing training on outdoor and adventure activities.

    On May 28 to 30, 2019, nineteen physical education

    teachers attended and trained intensively at the Cordillera Administrative Region Training Center, Teachers Camp Baguio City. Included in the said event was familiarization of knot tying, rope course, map reading and land navigation, and obstacle courses.

The International Mind Education Institute (IMEI), on the other hand, is an organization that provides seminars on character and mind education for a happy life.

    On April 1, 2019, the IYF and the IMEI jointly conducted a Mind Education Specialist Training for the CARTC family and some members of the Public Safety Basic Recruit Course 2018-01 held at the CARTC Multipurpose Hall. Mr Kyung Hyun Nam, the President of IYF Philippines and Director of IMEI Asia, together with Mr Jeong Ki Hong, CEO of JK Collection and Recovery, were the lecturers who shared their expertise in character and mind education.

    The activity underscored the

    value of goal setting, and engaging community participation through collaborative endeavors that could help in effective implementation of peace and public safety programs.

  • PLtCol Maly C Cula, Director of Regional Training Center 1 (RTC 1) reported recently the completion of at least three new facilities of RTC 1 as part of the continuing efforts to improve the Center’s offices and facilities, and meet the needs and demands of its clienteles.

    PLtCol Cula identified the

    newly completed facilities as the two-storey academic building, the library and faculty lounge and a gymnasium, which became operational last June 12 following their blessing and inauguration, with PPSC President PLtGen Ricardo F De Leon (Ret.) Ph.D., as Guest of Honor. Aside from officials and personnel of RTC 1 and officers and members of PSOCC and PSJLC classes 2019-01, the event was also attended by personnel from the main office of the PPSC.

    The RTC 1 Director explained

    that the academic building is composed of four classrooms and a roof deck purposely built to accommodate the increasing number of police personnel undertaking education and training in the Center.

    RTC 1 Finishes Construction of New Facilities; Cites 1st Semester Gains

    On the other hand, the library will serve as a research hub not only for the regional office personnel and staff, but also for its clientele, while the gymnasium will enhance the physical and fitness program of the Center.

    Likewise, PLtCol Cula, who is a recipient of the PPSC Presidential Leadership Award, mentioned other activities that RTC 1 has accomplished during the first semester of the year. These includes the graduation ceremonies involving 312 policemen who have completed their Public Safety Basic Recruit Course (PSBRC) under the “Sumagpil” Class 2018-02; 215 police students who finished the Public Safety Senior Leadership Course (PSSLC) Class 2019-0; 238 police students who graduated the Public Safety Junior Leadership Course (PSJLC) under Class 2019-0; and 54 Police Non-Commissioned Officers (PNCOs) who have finished the Public Safety Officers Candidate Course (PSOCC) Class 2019-01.

    to 26, 221 police students of PSSLC

    Class 2019-01 and 313 police trainees of PSBRC Class 2018-02 conducted the Enhanced Community Immersion Program (ECIP) in the municipalities of Agoo and Bauang, La Union, for the PSSLC, as well as Aringay, La Union for the PSBRC.

    Similarly, from June 3 to 7, some 54 police students of PSOCC Class 2019-01 and 238 police students of PSJLC Class 2019-01conducted the program in San Fernando City, La Union, which is a five-day experience in dealing with the people in the community to promote good deeds and best practices with them.

    Another significant activity that the RTC has undertaken during the first semester this year, was its active involvement in the implementation of the government’s Brigada Eskwela Program in collaboration with the Department of Education Regional Office.

    In his report, PLtCol Cula noted that the RTC’s participation in the program was carried out by the officers and members of the PSSLC Class 2019-01, who conducted clean up drives in the different schools in the region particularly at Aringay Central and Samara Elementary Schools and Aringay National High School in Aringay, La Union.

  • For the first semester of the year, Regional Training Center 2 (RTC 2) has intensified the implementation of its capability building program with the end in view of providing the uniformed members of the regional police force with knowledge, skills, attitudes and values necessary in the performance of their duties and responsibilities as public safety and security officers.

    Michael A Cruz reported that 313 police recruits are currently undergoing schooling on Public Safety Basic Recruit Course (PSBRC), a six-month training program designed to equip newly-appointed policemen with basic knowledge and skills on public safety and security.

    The 313 police trainees, according to him, belong to “Santikas” Class 2019-01, and of the number, 253 are males and 60 are females. Moreover, 250 of the trainees came from the Police Office of Tuguegarao City, 62 from the Maritime Group in Quezon City, while one trainee came from PRO 1.

    Last April 5, the class conducted the Reception Rites and Opening Ceremony for its members held at RTC 2 grandstand, and on May 27 an induction ceremony for the elected class and field officers was undertaken, which was held in front of the Administrative Building, Minante 1, Cauayan City, Isabela.

    RTC 2 IntensifiesCapability Building for Cops

    But while the training of the “Santikas” Class is ongoing, another batch of PSBRC trainees have completed their schooling. Members of the “Sarikda” Class 2018-01, comprising of 283 students, received their certificates of completion in a graduation ceremony conducted at the RTC quadrangle on May 27. On the other hand, the Public Safety Senior Leadership Course (PSSLC) Class 2019-01, involving 96 police-students, held its graduation exercises on June 14, 2019 at the Center’s Multi-Purpose Hall, with PCol Jimmy N Garrido from the Police Regional Office 2, as Guest of Honor and S peaker.

    To further enhance its capability building program, RTC 2 conducted a Seminar on Developing Patriotic Leaders in Support to the National Task Force to End Communist Armed Conflict. Held on March 12 to 13, the two-day activity was participated in by 283 police trainees of PSBRC “Sarikda” Class 2018-01. The event, which aimed to

    strengthen RTC support to end local communist armed conflict, culminated with the signing of commitments and candle lighting ceremonies by the training officials, resource speakers and participants.

    In the field of physical fitness, RTC 2 launched its 53rd Public Safety Olympics 2019 with the opening ceremonies held on June 24, 2019 at the RTC 2 quadrangle. With the theme: “Celebrating Camaraderie and Brotherhood Through Sports,” the four-day event was attended by the students of PSBRC “Santikas” Class 2019-01 and regional staff. Likewise, the Center through the students of the Public Safety Senior Leadership Course (PSSLC) and Public Safety Junior Leadership Course (PSJLC) 2019-01, took part in the 1st PNP Transformation Run.

    Takbo Para sa Pagbabago 2019, which was held at PRO 2 Grandstand and along the stretch of Enrile Boulevard to the Regional Government Center, Caig, Tuguegarao City.

    Meanwhile, auditors of the Certification International Philippines have declared RTC 2 ISO 9001:2015 certified, after it hurdled the External Quality Audit (EQA) conducted last March 28, 2019.

  • Regional Training Center 3 (RTC 3), based in Magalang, Pampanga, has conducted a joint graduation exercise for the 246 policemen who have completed their leadership and basic recruit courses.

    “Indeed, it was a momentous occasion for the graduates, their families, loved ones and friends who have gathered and reunited to celebrate an important event - graduation day,” said PLtCol Marlon V Rufo, RTC 3 Director.

    Rufo reported that the combined commencement program was held on June 14, 2019 at the Center’s parade ground attended by 50 Police Non-Commissioned Officers who have completed their 12 of weeks schooling on Public Safety Junior Leadership Course (PSJLC) and members of the “Dimalupig” Class 2018-02, and 196 patrolmen who finished their 24 weeks of training on Public Safety Basic Recruit Course (PSBRC), and members of

    the “Mataligtak” Class 2018-04 Alpha to Delta Company. The graduates came from the different police units of Region 3.

    The event was also attended by PLtGen Archie F Gamboa, Deputy Chief PNP for Operations (TDCO) who was the Guest of Honor and Speaker.

    The Graduation Rites commenced with the traditional Arrival of Honors and highlighted by the giving of academic awards to the members of the graduating classes and the ceremonial pinning of PSJLC and PSBRC pins by the Guest of Honor, assisted by PBGen Joel N Coronel, Regional Director 3, and PLtCol Rufo. Awards and commendations were likewise given to RTC3 personnel and distinguished guests during the said activity.

    PSSg Sanjai Rilloraza Ardiente from Olongapo City Police Office topped the “Dimalupig” Class

    2018-02, while PSSg Marvin V Ramil and PSSG Nino L Mallari, both from Pampanga Police Provincial Office, got 2nd and 3rd places, respectively. On the other hand, Patrolman Dexter B Tereng from Maria Aurora, Aurora province topped the “Mataligtak” Class 2018-04, while Patrolman Cherry May Padua also from Maria Aurora, and Patrolman Darwin Cuntapay from Cutud, Angeles City, graduated 2nd and 3rd places, respectively.

    In his speech, PLtGen Gamboa commended the staff of RTC 3 for their perseverance and dedication in mentoring the graduates, and challenging the latter to put into practice what they have learned from their training. He also encouraged the future police officers to adopt the core values of the organization which are: be responsible of your actions, be truthful, honest, and courageous. “Walk thru fire once you are in the service,” he pointed out.

  • PPSC President Graces RTC 4 Recognition Rites; Calls on Trainees to Spread “DIGONG Virus”

    Gracing the Recognition Rites at the Regional Training Center 4 (RTC 4) or CALABARZON, PPSC President, PLtGen Ricardo F De Leon (Ret.) Ph.D. called on police student-trainees to spread the “DIGONG Virus”, not only in the police service but in their communities as well.

    The PPSC President made the call to the 214 patrolmen who were undergoing training on Public Safety Basic Recruit Course (PSBRC) and members of Class 2018 -02 and Class 2019 -03, where he was Guest of Honor and Speaker. The event was held on May 24, 2019 at the Southern Luzon Command Ground in CALABARZON .

    President De Leon, in his speech, tasked the police trainees to spread the “DIGONG Virus” not just in the police force but outside, to the community. According to him, spreading the virus can make

    the duties and responsibilities of the police easier and effortless.

    “These acts may seemed small but these small deeds will result to lesser crimes and misdeeds,” he said adding, “The people in the community will be more cooperative and supportive of the PNP programs.”

    In his remarks, the PPSC President also cited a quotation from

    Mother Teresa of Calcuta, which says, “None of us, including me, ever do great things. But we can all do small things, with great love and together we can do something wonderful.”

    “DIGONG Virus”, a brainchild of President De Leon, is an innovative character building concept being integrated into the training curricula for the officers and members of the public safety sector.

    PLtCol Roberto R Oliver Jr explained that the Recognition Ceremony was the climax of the students’ hard work after five months of head cracking academic lessons and back breaking physical training, adding that the 214 trainees came from the PNP Maritime Group, Women and Children Protection Center, Crime Laboratory, and Highway Patrol Group.

  • Uniformed and non-uniformed personnel of RTC CALABARZON and RTC MIMAROPA jointly conducted their Institutional Strengthening on May 3, 2019 with the theme: “RTC CALABARZON and RTC MIMAROPA Unite.”

    Held in Puerto Galera, Oriental Mindoro, the one-day event was aimed at increasing the capacity of institutions to perform their functions effectively as well as improving governance. Participants in said training were housed by the Stairway Foundation, Inc., a non-

    government child care organization based in Puerto Galera.

    Several team building activities were conducted purposely to enhance personnel’s harmonious working relationship. The games played promoted cooperation, trust and unity between the two RTCs in Region 4.

    One of the highlights was the play entitled “Broken Mirrors” presented by the members of the Foundation, which aimed to awaken the awareness of the audience in the

    prevention of child sexual exploitation. It was an eye opener for the personnel of both training centers on how to take care of their children, brothers, sisters and even their neighbors.

    RTC 4 Director PLtCol Roberto R Oliver Jr met with the teams and gave an inspirational message about doing one’s duties and responsibilities and working harmoniously with each other.

    After spending the night in Puerto Galera, the group proceeded to RTC MIMAROPA in Bansud, Oriental Mindoro and attended the PSBRC CL 2018-01 Honors’ Night.

  • RTC 6 Joins BRIGADA ESKWELA 2019; Grants Scholarship thru I-CARE Program and Conducts Facilitation Skills Seminar

    To help in the efforts of ensur-ing a smooth opening of classes in public schools in the region, PPSC’s RTC 6 joined hands with the Depart-ment of Education (DepEd) in launch-ing the Brigada Eskwela 2019 in the region particularly in Bacolod City on May 24, 2019. The event dubbed as “National School Maintenance Week in Bacolod City” has a theme of “Matatag na Bayan Para sa Maunlad na Paaralan.”

    RTC 6 participation was car-ried out by its police students who joined the Brigada in four public schools in Bacolod City and two other schools, Mailum Elementary School and Louisiana Elementary School in Bago City. Students of the Pub-lic Safety Senior Leadership Course (PSSLC) Class 2019-01 held their Bridada at JJ Gonzaga Elementary at Brgy Mansilingan, Bacolod City, the Public Safety Junior Leadership Course (PSJLC) Classes 2019-01 and 02 at Vista Alegre Elementary

    School and Agro-Industrial High School Mansilingan, while PSBRC Class 2019-01 Echo Company at Pa-glaum Village National High School.

    Aside from re-painting of walls and cleaning-up of surround-

    ings and classrooms, RTC 6 and po-lice students also donated cleaning materials to said schools.

    In a related development, RTC 6 has implemented PPSC’s ICARE program by granting schol-arship to two poor but deserving el-ementary pupils, Abe Jane Panaligan and Lara Marie Moneva, of JJ Gon-zaga Elementary School, in Bakyas, Mansilingan, Bacolod City.

    The ICARE program, which stands for “I Connect, Accept, Re-spect, Emphasize to People” is a brainchild of PPSC President, PLt-Gen Ricardo F De Leon, which was launched in RTC 3, Magalang, Pam-panga last year, and is aimed at reaching out to the poorest members of the community by giving scholar-ship grants to deserving elementary and high school students from low in-come earning families.

  • During the ceremony held on June 10, 2019 RTC 6 Director PLtCol Jimmy M Laguyo handed over two sets of student’s uniforms and school supplies to Panaligan and Moneva, who are honor students, in the pres-ence of their school principal Vivian Cawaling.

    Meanwhile, the Center in col-laboration with St. La Salle Bacolod conducted a two-day seminar-work-shop on Developing Effective Facili-tating Skills participated in by some 50 participants composed of region-al facilitators.

    PLtCol Laguyo explained that the activity was aimed at providing facilitators with the necessary skills, techniques and methods in setting up learning programme or Standard Learning Package as well as for them to recognize the importance of know-ing and understanding motivation us-ing facilitation.

  • Officials, faculty members, and training staff of RTC 6 led by its Director, PLtCol Jimmy M Laguyo to include 642 police recruits joined the Philippine Sports Commission (PSC) Fun Run 2019 held on April 12, 2019 in Bacolod City, with the theme, “Go Pilipinas Go.”

    PLtCol Laguyo said the Fun Run, which included

    five and three-kilometer races in open, high school, and elementary categories, was aimed to support Team Pilipinas in the forthcoming 30th Sea Games and 10th Asean Para Games, in November this year.

    Ramirez, Sports Commissioner Ramon Fernandez, PSC Regional Director Edgar Laforteza and attended by athletes from different towns and cities of Negros Occidental.

    The Regional Training Center 7 (RTC 7) continues to strengthen its partnership with its stakeholders as the Public Safety Mutual Benefit Fund, Inc. (PSMBFI) donated one unit of vertical-mounted air conditioner to the Center.

  • PLtCol Arnie A Cuaresma turns over the command of Regional Training Center 11 (RTC 11) to PLtCol Eduardo L Danguecan Jr effective May 28, 2019. The outgoing Director is now the first to take over the helm of the National Police College (NPC) Davao Campus.

  • PPSC President SHIPs PMA Message during the International Youth Fellowship

    The Korean International Youth Fellowship (IYF), in partnership with the City Government of General Santos, spearheaded the 2nd Asian Conference on Dangerous Drug Abuse Prevention and Recovery Program with the theme, “The Change in Mind is an Essential Method to Treat and Prevent Drug Addiction”, on April 16, 2019 at the Greenleaf Hotel, General Santos City.

    The program was cascaded to develop self-improvement and leadership creativity, critical thinking, leveraging teamwork, challenging one’s self positively, responsibility, and positive mindset and deep understanding of World Culture through Mind Education Lectures—all gearing towards active involvement in ending the surging problems on drugs in the country.

    The conference was multisectorally attended by the tri-bureaus of DILG (PNP, BJMP and BFP), LGUs, NGOs, local and foreign participants, and other line agencies both public and private, to shed light on the new approach to drug war through mind education.

    PLtGen Ricardo F De Leon (Ret.) Ph.D., PPSC President, as one of the speakers delivered his Service-

    Help others-Involvement-Passionate (SHIP) message focusing on the role of an individual in nation-building and transformation, especially in drug prevention. He also emphasized on the education and the power of Positive Mental Attitude (PMA) towards initiating societal change: “Through the years, we have proven that mind setting can indeed initiate change.” PPSC President also presented an approach needed to effectively integrate the 21st century learning for the Millennials to capitalize on the generation’s sensitivity and use their “wokeness” to address the pressing issues of the world.

    The fellowship successfully culminated as it provided leaders with a global insight through youth education, social service, local and international exchange and cultural activities that propose realistic solutions to problems in the global lens. “Cliché as this may sound but all of you are future leaders and I have high hopes that you will do well as your time approaches. Absorb every lesson and learnings and take heed of your experiences as it will help you as you go along in life,” President De Leon concluded.

  • In consonance with the issuance of Executive Order No. 70, a three-day provincial action planning workshop on building sustainable peace was organized by the Department of the Interior and Local Government XII and was participated in by concerned government agencies, LGUs, civil society, and other stakeholders of the province on May 20-24, 2019 at The Farm, Carpenter Hill, Koronadal City, South Cotabato.

    Tracing its roots from the adoption of National Security Policy (2017-2022), Philippine Development Plan (2017-2022), and Joint Communiquѐ of the 50th ASEAN Foreign Ministers, EO 70 institutionalizes the “Whole-of-Nation Approach” as a government policy

    in attaining inclusive and sustainable peace, creates a National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and directs the Adoption of a National Peace Framework.

    The program, which was also participated by TSI Alvin Q. Romualdo and PMaj Nicolas Escartin Jr headed by PLtCol Greg A Soliba, the Regional Training Director of Regional Training Center 12, highlighted series of plenary presentations on the salient features of EO 70, NTF/RTF-ELCAC, and Convergence Areas for Peace and Development (CAPDev); the role of LGUs in localizing EO 70; and the province’s peace and security situationer. The cascading also underscored a workshop session to identify and validate community

    needs and proposed programs, projects and activities (PPAs) of the ELCAC/CAPDev areas.

    The cascading workshop successfully ended hitting its objectives of orienting and increasing the awareness of local stakeholders on EO 70 (s. 2018) and the CAPDev program; and formulating the region’s banner program to address the root causes of insurgencies internal disturbances and tensions including other armed conflicts and threats for inclusive development.

    “This is definitely a timely and relevant undertaking to accentuate the necessity and importance of addressing the insurgency problem through the ‘whole-of-nation approach’ in orchestration with the national objectives of achieving lasting peace and sustainable development,” said PLtCol Soliba.

  • On June 14, 2019, CARAGA Regional Training Center (CARAGA TC) successfully conducted the AFPSLAI Donation Turn-over Ceremony graced by MGen Emeraldo L Magnaye, AFP (Ret.) AFPSLAI President and CEO together with CARAGA TC Director, PLtCol Marlon D Paiste and RTC personnel held at RTC CARAGA Parade Ground, Lipata Surigao City.

    On June 25, 2019, during the conduct of the Enhanced Community Immersion Program (ECIP) of the PSSLC Class 2019-01, about 200 slippers were distributed to the kids of Brgy. Nueva Estrella, Cagdianao, Dinagat Islands Province. This activity is part of the police students’ outreach activity to help and forge a strong partnership with the members of the community.

  • As part of its commitment to develop and promote patriotism among its students and personnel, the Philippine Public Safety College (PPSC) participated in the 121st Philippine Independence Day celebrations held at Rizal Park with the theme, “Tapang ng Bayan, Malasakit sa Mamamayan.”

    In cooperation with the National Historical Commission of the Philippines (NHCP), various government agencies to include the PPSC set up a booth near the fountains of the park that showcased their services through static displays, photos, and other paraphernalia. It also gave a chance for the park goers to inquire about the different programs of each agency. Park goers were also given a chance to interact with officers and cadets from the Philippine National Police Academy (PNPA).

    The PPSC also participated in the traditional flag raising and wreath-laying ceremonies at Jose Rizal’s Monument while cadets took post at Andres Bonifacio’s monument in Caloocal City.

    At the National Police College, 94-year old World War II veteran, Integrated National Police (INP) Fire Colonel Jose V Cajipe (Ret.) served as their Guest of Honor and Speaker during the festivities. Colonel Cajipe is known as the “Walking Fire Code of the Philippines” and “Father of the Fire Olympics” in the country. A wreath laying ceremony was also held at their Lapu-Lapu Shrine.

  • The Philippine Public Safety College represented by Ms. Patricia Carayap from its Plans and Design Section won the grand prize in the Public Safety Mutual Benefit Fund, Inc. (PSMBFI) On-the-Spot Painting Contest “Kulay ng Pagsisilbi” for her piece “Sinag ng Aguhon.”

    According to the painter, “aguhon” or compass symbolizes the unified direction that those in the government should take in terms of delivering honest and effective service to the people.
