THE ORGANIZATION BC COAST PILOTS
Formally formed in 1973, BC Coast Pilots have an exceptional safety record of
managing marine traffic across the BC coastal and inland waters, coordinating with other marine traffic in the
area to ensure that all passing, overtaking, or transiting in confined areas is done in the safest possible manner.
Using their knowledge of local waters to direct vessels and help navigate marine and weather conditions along
BC’s ports and waterways, BC Coast Pilots determine the safest route for the captain to bring a vessel to its
port of call. When not piloting ships, the BC Coast Pilots also review changes to shipping routes, make
recommendations for the protection of marine habitats, and evaluate the impacts of proposed new projects.
BC Coast Pilots has a wealth of experience in understanding how tides, geography, and weather patterns affect
the way ships move in and out of BC’s harbours. Roughly 3,500 cargo and cruise ships pass through BC’s
coastal waters each year, with the Port of Vancouver’s cruise terminal transporting over 900,000 passengers
and 400,000 vehicles annually, and BC Coast Pilots takes on 13,000 pilotage assignments to safely transport
cargo, bulk containers, vehicles, cruise ships, tankers, and more.

Mandate:
From Alaska to the southern Canadian border, under the Pilotage Act, BC Coast Pilots are mandated to board
and guide any foreign ship coming in or out of BC’s ports for safety, efficiency, and environmental protection.

THE OPPORTUNITY MANAGER, MARINE OPERATIONS
With the mandate of managing all aspects of piloting for the BC Coast Pilots, the Manager, Marine Operations
supports BCCP’s Marine Operations function by providing management and coordination of all BCCP marine
operations. Reporting to the General Manager and accountable to the Membership as a whole, the Manager
will work with the GM and Directors across the organization to develop the annual business plan, as well as
creating and managing the operational processes that deliver on the plan.
This position will also serve as corporate memory of operational policy, procedure, and past practices and en-
sures continuity and consistency from year-to-year and through the annual changes in the Board of Directors.
This is an outstanding opportunity for a driven, upwardly mobile marine professional to make a significant

Key Responsibilities
• Supports Directors and GM by providing project management and coordination for all Marine Operations
activities and projects;
• Coordinates general marine operations, such as:
Peak manpower demands (call-backs) during office hours;
Regular review and updating of dock plans, controlling depths, charts;
Marine spatial planning;
Coordinating navigational aids review;
Maintaining simulator database;

• Coordinates risk assessments on Marine Opera-
tions and any potential changes to same;
• Coordination of Simulation Process, maximizing
utilization and return;
• Supports the Pilot Transportation Safety
Committee by providing project management
and coordination on the committee’s range of
mandate, such as Helicopter program;
• Supports the Technical Committee by providing
Project management and coordination on the
committee’s range of mandate, such as Portable
Piloting Units;
• Develops and manages the record keeping/
knowledge management systems and processes
to ensure that continuity of corporate memory,
past practice, and information as it relates to
Marine Operations is maintained;
• Conducts analysis on marine transportation
industry and shipping volume trends in support
of resource planning and demand forecasting;
• Conducts research and analysis on all aspects of
Marine operations, identifying trends and oppor-
tunities to improve overall effectiveness and
safety, such as e-Navigation initiatives and envi-
ronmental initiatives/impacts;
• Provides content to support the organization’s
communication functions – to and from staff,
Managers, Members, and externally – with
Company stakeholders and customers; and
• Provides an appropriate level of Quality Assur-
ance oversight to ensure BCCP output and ser-
vices are consistently accurate, professional and
in keeping with BCCP’s brand and reputation.

THE PERSON
The new Manager should be a refined leader who is well experienced with the complexities and logistics of
maritime transportation and strategic operations management. Possessing a proactive, collaborative
leadership style, s/he builds engagement with members, staff, vendors, and stakeholders by identifying
opportunities, leading projects, and leveraging the considerable expertise and strength that exists within the
organization. The Manager should also be decisive, and possess sufficient business acumen and project
management expertise to assist BC Coast Pilots with complex decisions and lead challenging initiatives.
Required Qualifications, Education, and Experience
The ideal candidate will possess the following qualifications and experience:
• Nautical Sciences diploma with a sound understanding of marine operations;
• Business degree or five years’ marine-related business management experience, or equivalent;
• High-level knowledge of the marine industry and good understanding of marine transportation;
• Exceptional interpersonal skills related to communications, customer service, and employee relations;
• Excellent business acumen, operational management, and leadership skills, including planning, managing
others, organizing for results, leading and monitoring projects for both effectiveness and efficiency; and
• Confidence and command skills resulting in an ability to deal with difficult situations or strong personalities
in an environment that can be conflict-oriented.
