PREFACE

COBSE started compilation of results for Councils/ Board-members with effect from 2004.

The objective behind this has been to reflect the performances of the students for classes X and XII

level. The respective boards can analyze where one stands and also take steps to raise the level of

performances of the students. Over the years, COBSE had held meetings on this area, reducing the

examination stress/ burden on students, allowing extra time for reading, revising answers etc. It is a

matter of pleasure for COBSE that members share the issues and learn from each other in making

evaluation process to promote and to make examination an ongoing activity reducing stress of

students. We found that the parents, students and society had appreciated these steps. Even some

research scholars are using the data from time to time brought out in its Annual Reports.

I take this opportunity to give a brief of other examination related activities carried out by

COBSE.

COBSE is thankful to all its members for supporting the new initiatives like common syllabi

and design of question papers in science and commerce streams. This had been deliberated in

Hyderabad Conference of COBSE held in 2008. It had been resolved that the States may have 70-

80% common content with 30-20% variation according to regional/ state requirement in these

subjects. COBSE is grateful that most of the States had followed. Copies of the common design of

question papers for class XI in Physics, Chemistry, Biology and Mathematics was provided to all

member Boards/ Councils in the year 2011.

In the recent past, COBSE has got prepared common design of question papers for class XII

in Physics, Chemistry, Biology and Mathematics. A copy of sample question papers, blue print,

design and marking scheme has been sent to all the Boards/ Councils in the month of June 2016. A

number of Boards have appreciated this document.

I am happy to place before you a copy of the Analysis of Examination Results 2014 done by

COBSE. I am sure this will be of value to members of COBSE and other stakeholders alike. I request

all my colleagues to ensure that they provide complete data on time to enable us to carry out the

work of this nature on a regular basis. I am sure; Boards/ Councils who have not been able to provide

us information would kindly send information on time in future.

CHAPTER 1

A Study of Boards Examination Result 2014

EXECUTIVE SUMMARY

The analysis of examination results is based on the data provided by Boards/Councils of School

Education to Council of Boards of School Education in India (COBSE), which had collected the data

of examination results and other aspects of conduct of Secondary and Senior Secondary

examinations for the year 2014. COBSE received responses from 27 Boards/Councils of

Secondary/Sr. Secondary Education. Kerala Board of Public Examination did not supply information

for Secondary examination and West Bengal Council of Higher Secondary Education for Senior

Secondary examinations. The Boards of Bihar, Gujarat, Uttar Pradesh and National Institute of Open

Schooling did not provide the required data of results of Secondary and Senior Secondary

examinations. In case of some Boards/Councils, the information provided by them was not complete;

this report includes information about examination results or other parameters based on whatever

data was furnished by them to COBSE.

Secondary Examination (Class X):

So far as the results of Secondary examination are concerned, out of 31 Boards of Secondary

Education in the country, 26 Boards furnished information to COBSE. The summary of results of

regular and private students, aggregated for the 26 Boards, is as under:

Some of the salient features of Secondary Examination results are:

Pass percentage of regular and private students - boys and girls:

Out of the Boards that supplied data, the highest number of regular students who had appeared

in Secondary Examination, was from Maharashtra Board (16, 52,679); it is 13.66% of the total

number of regular students who had appeared from the 26 Boards.

Pass percentage of regular students of all Boards is 78.10%; for male and female students it

is 77.57% and 78.70% respectively.

The highest pass percentage has been reported by the CBSE (99.17%) followed by CISCE

(98.40%), Board of Secondary Education Andhra Pradesh (91.16%) and State Board of School

Examinations Tamil Nadu (90.73%).

The lowest pass percentage among regular students has been reported by Board of Secondary

Education, Madhya Pradesh (47.49%) followed by Chhattisgarh Board of Secondary Education

(54.05%), H P Board of Secondary Education (57.88%) and Board of Secondary Education,

Assam (59.81%).

In all other Boards, the pass percentage of regular students was between 60.00% and

90.00%.

CBSE, CISCE and State Board of School Examination Tamil Nadu reported the highest pass

percentage of regular female students (99.38%, 98.88% and 93.56% respectively). Board of

Secondary Education Madhya Pradesh, Chhattisgarh Board of Secondary Education and Board

of Secondary Education Assam had lowest pass percentage of girls (47.37%, 54.35% and

56.07% respectively).

Pass percentage of private students was 33.16%; for male and female students it was

32.16% and 34.94% respectively.

It was highest in Rajasthan Board of Secondary Education (92.12%) followed by CISCE

(66.24%) and Jharkhand Academic Council (62.05%).

The lowest pass percentage was in CBSE (7.69%) followed by Board of Secondary

Education, Madhya Pradesh (14.73%), Karnataka Secondary Education Examination Board

(14.95%) and Chhattisgarh Board of Secondary Education (24.62%).

In all other Boards, the pass percentage of private students was between 25% and 60%.

In general, girls have done better than boys among the regular as well as private students.

Pass Percentage of SC & ST students:

I Scheduled Caste Students:

Only 24 Boards reported results of Scheduled Caste students. J & K State Board of School

Education and Nagaland Board of School Education have not furnished any information about results

of scheduled caste students.

The overall pass percentage of Scheduled Caste regular students was 70.99%; the pass

percentage of male and female students was 70.02 and 72.08% respectively

The highest pass percentage of Scheduled Caste regular students was reported by CBSE

(99.14%) followed by CISCE (97.15%) and Meghalaya Board (86.90%).

The lowest pass percentage of Scheduled Caste regular students was in Board of Secondary

Education, Madhya Pradesh (41.58%) followed by Board of School Education, Haryana

(45.21%) and Chhattisgarh Board of Secondary Education (50.13%)

In all other Boards the pass percentage Scheduled Caste regular students was between 52.21%

and 86.61%.

The highest pass percentage of Scheduled Caste regular girls students was in CBSE (99.36%)

while the next highest was 97.38% in CISCE and 90.91% in Mizoram Board of School

Education.

The lowest pass percentage of Scheduled Caste regular girls was in Board of Secondary

Education, Madhya Pradesh (40.28%) followed by Board of School Education,

Haryana(46.39%) and Chhattisgarh Board of Secondary Education(50.32%).

The overall pass percentage of private SC candidates was 27.81%; it was 26.86% for boys and

29.56% for girls.

The highest pass percentage of Scheduled Caste private students was reported by Rajasthan

Board of Secondary Education (89.08) and lowest by CBSE (8.22%).

The highest pass percentage of SC private girls was 95.06% in Rajasthan Board of Secondary

Education and the lowest was 0.00% in Mizoram Board of School Education.

II Scheduled Tribe students:

Only 23 Boards reported results of Scheduled Tribe students. Board of School Education Haryana,

J & K State Board of School Education and Punjab School Education Board have not furnished any

information about results of scheduled tribe students.

Overall pass percentage of Scheduled Tribe regular students was 64.13%; it was 65.44% and

62.74% respectively for boys and girls.

The highest pass percentage of Scheduled Tribe regular students was reported by CISCE

(97.12%) followed by CBSE (94.43%).

The lowest pass percentage of regular ST students was in Board of Secondary Education,

Madhya Pradesh (36.96%) followed by Tripura Board of Secondary Education (43.15%).

The pass percentage of ST regular girls was highest in CISCE (97.15%) followed by CBSE

(94.77%).

The lowest was in Madhya Pradesh Board of Secondary Education (34.59%) followed by

Tripura Board of Secondary Education (40.64%).

The overall pass percentage of privately appearing ST students was 31.87%. It was almost

same for boys and girls i.e. 32.06% and 31.63% respectively.

It was highest (91.78%) in Rajasthan Board of Secondary Education and lowest in CBSE and

Karnataka i.e. (2.68%) and (11.62%) respectively. No. of ST students appeared in CBSE was

only 597 whereas it was 1635 in Karnataka Board.

Results by Range of Marks:

Only 16 Boards provided information about results by range of marks in the range 70% – Below

80% (Grade B1) and 80% & Above marks (Grade A1 and A2).

Boards of Andhra Pradesh, Assam, Haryana, Jammu & Kashmir, Punjab, Tamil Nadu, Telangana,

Tripura, West Bengal and West Bengal Board of Madrasah Education have not provided results by

range of marks.

Time taken for completion of Examination Process and Declaration of Results:

Time taken for completion of examination process ranged between 11 days to 52 days. West

Bengal Board of Secondary Education took only 11 days to complete examination process,

whereas West Bengal Board of Madrasah Education took maximum number of days (52 days)

followed by CISCE and Madhya Pradesh Board of Secondary Education 27 days for

completion of examination process. The average number of days comes to 21.71 days for the

17 Boards that supplied the required information.

Minimum and maximum number of days taken for declaration of results from start of the

examination, ranged between 47 days and 107 days. Minimum number of days (47 days) to

declare result was taken by Karnataka Secondary Education Examination Board and maximum

days (107 days) was taken by Maharashtra State Board of Sec & Hr Sec Education. The

average for 17 Boards is 80.59 days for declaration of results.

Senior Secondary Examination (Class XII):

COBSE received response from 26 Boards/Councils of Higher/Senior Secondary Education. The

results of regular and private students for the total of all the Boards is summarised in Table 2.

Bihar School Examination Board, Gujarat Secondary and HS Education Board, U P Board of High

School & Intermediate Education, West Bengal Board of Secondary Education and NIOS have not

supplied information about senior secondary results.

Out of 26 Boards which supplied information, the highest number of regular students appeared from

Maharashtra State Board of Sec & Hr Sec Education (12,79,581), followed by CBSE (9,19,913),

State Board of School Examinations Tamil Nadu (8,21,683) and Rajasthan Board of Secondary

Education (6,77,977).

Some of the salient features of Senior Secondary results are:

Pass percentage of regular students was 77.86%, the pass percentage of male and female

students being 73.90% and 82.57%, respectively.

Pass percentage of private students was 36.90%; it was 35.13% and 40.21%, respectively for

male and female students.

The highest pass percentage of regular students was reported by CISCE (96.00%), followed

by State Board of School Examinations, Tamil Nadu (90.63%) and CBSE (85.09%).

The lowest pass percentage was reported by J & K State Board of School Education

(52.73%).

In all other Boards the pass percentage was between 60.19% and 84.93%.

Pass percentage of SCs and STs:

I Scheduled Caste Students:

Only 23 Boards/Councils provided information about Scheduled Caste Students in the Senior

Secondary examination.

J & K State Board of School Education, Board of Nagaland and West Bengal Board of Madrasah

Education did not supply information about Scheduled Caste Students.

Overall pass percentage of Scheduled Caste regular students was 72.24%, pass percentage of

male and female students being 68.42% and 76.58% respectively.

The highest pass percentage of SC regular students was reported by CISCE (95.69%),

followed by CBSE (84.16%) and State Board of School Examinations Tamil Nadu (84.13%).

The lowest pass percentage was in Telangana State Board of Intermediate Education

(49.46%).

All other Boards/Councils had pass percentage between 55.92% and 83.99%.

II Scheduled Tribe students:

Only 22 Boards/Councils provided information about Scheduled Tribe Students in the Senior

Secondary examination.

Board of School Education Haryana, J & K State Board of School Education, Punjab School

Education Board and West Bengal Board of Madrasah Education did not supply information about

Scheduled Tribe Students.

Overall pass percentage of Scheduled Tribe regular students was 70.31%, the male and

female pass percentage being 68.35% and 72.63% respectively.

The highest pass percentage of ST regular students was reported by CISCE (92.58%),

followed by Mizoram Board of School Education (85.03%)

The lowest was in the case of Telangana State Board of Intermediate Education (52.46%).

All other Boards/Councils reported pass percentage of ST students between 53.58% and

84.57%.

Results by range of marks:

Only 17 Boards/Councils provided information about results by range of marks.

Out of 46,10,407 regular students who passed the Senior Secondary Examination from 17

Boards/ Councils, 15,98,997 students (26.72%) obtained marks between 60-Below 75% and

12,01,859 students (20.08%) obtained 75% & Above marks.

Out of 2,23,705 private students who passed the Senior Secondary Examination from 17

Boards/Councils, 32,546 students (5.38%) obtained marks between 60-Below 75% and 3,017

students (0.50%) obtained 75% or Above marks.

Stream-wise results:

Only 22 Boards/Councils furnished information on stream-wise results. J & K State Board of

School Education, Rajasthan Board of Secondary Education, Tripura Board of Secondary

Education and West Bengal Board of Madrasah Education did not furnish stream-wise

results.

Out of 34,82,470 students who appeared in Science stream from 22 Boards/Councils, a total

of 26,75,432 (76.83%) students passed. Among them 14,47,235 (74.27 %%) were boys and

12,28,197 (80.08%) were girls.

Out of 18,98,729 students who appeared in Commerce stream from 22 Boards/Councils, a

total of 13,61,980 (71.73%) students passed. Among them 6,80,179 (64.82%) were boys and

6,81,801 were girls (80.27%).

Time taken for completion of Examination Process and Declaration of Results:

Time taken for completion of Examination Process ranged between 16 to 61 days. Board of

Higher Secondary Education, Karnataka Pre-University Education Examination took 16 days

to complete examination process, whereas CISCE took maximum No. of days i.e. 61 days.

The average of the 19 Boards was 29.84 days.

Minimum and maximum number of days taken for declaration of results from start of the

examination, ranged between 53 and 108 days. Minimum number of days (53 days) to

declare result was taken by Telangana State Board of Intermediate Education and maximum

No. of days by Assam Higher Secondary Education Council (108 days). The average of 19

Boards was 80.53 days for declaration of results after completion of the examination process.

CHAPTER 2

Analysis of Results of Secondary Examinations, 2014

2.1 Number and Pass Percentage of Total Students:

A table giving detailed information about gender wise number of students appeared and passed in the

Secondary examination is given at Annexure 3A for Regular Candidates and Annexure 3B for

Private Candidates for the 26 Boards that supplied the data of their examination results. The

Boards from where the required data for Secondary examination was not received are: Bihar,

Gujarat, Kerala, Uttar Pradesh and National Institute of Open Schooling. The analysis presented in

this chapter is based on the data of the 26 Boards including West Bengal Board of Madrasah

Education who also supplied data of their Board.

Out of 121,01,487 students appeared from 26 Boards in secondary examination in the year 2014 as

regular students, 64,96,182 were boys and 56,05,305 were girls. In addition, 7,52,465 students

appeared as private students, out of which 4,83,235 were boys and 2,69,230 were girls.

The highest number of students appeared from Maharashtra State Board of Secondary & Higher

Secondary Education (Regular 16,52,679 and Private 63,047) and the lowest number of students

appeared from Mizoram Board of School Education (Regular 13,415 and Private 5,054).

The total pass percentage of regular students of all boards is 78.70%. The highest pass percentage of

regular students has been reported by CBSE (99.17%). The pass percentage reported by all the

Boards is given in Table 2.1 and Fig. 2.1.

PASS %

Table 2.2 shows the pass percentage of regular boys and regular girls in Secondary Examination of

2014. It has been noticed that the pass percentage of regular girls for the total 26 Boards is (78.70%)

and that of boys (77.57%). The CBSE reported the highest pass percentage of regular girl students

i.e. 99.38% followed by CISCE (98.88%). The lowest pass percentage of girls’ student was 47.37%

in the case of Madhya Pradesh Board of Secondary Education.

The overall pass percentage of private students of all Boards is 33.16% (Boys 32.16% and Girls

34.94%). The highest pass percentage has been reported by Rajasthan Board of Secondary Education

(92.12%) followed by CISCE (66.24%). The lowest pass percentage of private candidates was

7.69% in CBSE and 14.73% in Board of Secondary Education, Madhya Pradesh. The gender wise

pass percentage of private students from all the Boards is given in Table 2.3.

2.2 Pass Percentage of Scheduled Caste students:

The information on pass percentage of Scheduled Caste students in Class X examination was

provided by 24 Boards in respect of regular students and 18 boards for private students. The Boards

of Assam, Goa, Odisha, Punjab, West Bengal and West Bengal Board of Madrasah Education did not

provide the data of private students. Board-wise/ Gender wise information for regular and private

students is given in Annexure 4A and 4B respectively.

Table 2.4 shows gender wise No. of Candidates Appeared, Passed and Pass percentage of regular SC

students of the different Boards.

Out of 21,61,573 SC students who appeared as regular students, 11,42,293 were boys and

10,19,280 were girls. In addition, 1,63,189 (Boys: 1,05,923 and Girls: 57,266) students

appeared as private candidates also.

The overall pass percentage of SC regular students was 70.99%. The pass percentage of boys

and girls was 70.02% and 72.08% respectively. The overall pass percentage reported for

private students was 27.81% (Boys: 26.86% and Girls: 29.56%).

The highest pass percentage of SC regular students was reported by CBSE (99.14%) followed

by CISCE (97.15%).

The lowest pass percentage was reported by Madhya Pradesh Board (41.58%) followed by

Haryana Board (45.21%).

The highest pass percentage in the case of SC regular girls was reported by CBSE (99.36%)

followed by CISCE (97.38%).

The lowest pass percentage in the case of SC regular girls was reported by Madhya Pradesh

Board (40.28%) followed by Haryana Board (46.39%).

The overall pass percentage of privately appearing SC candidates was 27.81%; it was 26.86% for

boys and 29.56% for girls. Rajasthan Board of Secondary Education reported highest pass percentage

of private SC students (89.08%) followed by CISCE (72.41%). CBSE reported the lowest pass

percentage of private SC students as 8.22%. The lowest pass percentage of 5.88 in respect of girls

was reported by CBSE.

2.3 Pass Percentage of Scheduled Tribe students:

Out of 11,64,863 ST students who appeared in the examination as regular students, 6,00,287 were

boys and 5,64,576 were girls. The Boards of Haryana, Jammu & Kashmir and Punjab did not provide

information on regular ST students.

In addition, 1,24,257 students also appeared as private students, the number of boys and girls being

69,244 and 55,013 respectively. The Boards of Assam, Goa, Haryana, Jammu & Kashmir, Odisha,

Punjab, West Bengal and West Bengal Board of Madrasah Education did not provide information on

private ST students. See Annexure 5A and 5B.

The overall pass percentage of ST regular students was 64.13%, the pass percentage of boys and girls

being 65.44% and 62.74%, respectively. The highest pass percentage was reported by CISCE

(97.12%), followed by CBSE (94.43%). The lowest was in Madhya Pradesh Board (36.96%). In the

case of girls, the highest pass percentage was in CISCE (97.15%) and the next highest was in CBSE

(94.77%). The lowest pass percentage of ST girls was in Madhya Pradesh Board (34.59%).

The pass percentage of ST regular students of all the Boards is given in Table 2.6 and Fig. 2.4.

The pass percentage of ST students who appeared as private candidates in the Class X examination

of the different Boards/ Councils is shown in Table 2.7. The pass percentage of private students was

31.87% (Boys: 32.06% and Girls: 31.63%). There was not much difference in overall pass

percentage of boys and girls but the pass percentage of girls was high in some Boards and lower than

that of boys in other Boards. The highest pass percentage of private ST students was in Rajasthan

Board of Secondary Education (91.78%) and the lowest was in CBSE (2.68%) followed by

Karnataka Board (11.62%).

Among the regular and private students who passed Class X examination from different Boards,

there were 16.29% SC students, 8.11% ST students and the remaining 75.60% students belonged to

General Category (including OBCs). These percentages are based on the data of 26 Boards that had

supplied the required information; some Boards like those of Bihar, Gujarat, Kerala, Uttar Pradesh

and National Institute of Open Schooling have not supplied result data of board examinations

conducted by them. On comparing of pass percentages with the percentage of SC, ST and General

Category persons in the total population of the country, we find that the percentage of SC among the

students passing class X is less than the percentage of SC in the total population.

2.5 Results by Range of Marks or Grades:

Only 16 Boards/ Councils provided information on the number and percentage of students who

passed the Secondary examination getting marks in the ranges 70 – Below 80 percent (Grade B1)

and 80 percent & Above (Grade A1 & A2). The Boards of Andhra Pradesh, Assam, Haryana,

Jammu & Kashmir, Punjab, Tamil Nadu, Telangana, Tripura, West Bengal and West Bengal Board

of Madrasah Education have not provided data on range of marks or grades.

The results by range of marks or grades of all the 16 Boards are given in Annexure 6A for the all

students and in Annexure 6B and Annexure 6C for SC and ST students respectively.

Table 2.8 gives the pass percentage of students and out of those who passed the percentage of

students who got marks in the range 70 to below 80 percent and 80 percent & Above. This

information is given for both regular and private in the case of 16 Boards/ Councils which had

supplied the data on results by such range of marks. Other Boards had either given results in terms

of grades or had adopted a different range of marks for their results due to which they have not been

included in compilation of information.

In the total of the 16 Boards, only 13.22% of the regular pass students had marks in the range of 70

& Below 80 percent and 9.28% had got 80% & Above marks. Out of the 16 Boards, CISCE had

24.09% and 43.72% students respectively in the range 70 to Below 80% and 80% & Above and

CBSE had 40.20% and 20.47% students respectively in the range 70 to Below 80% and 80% &

Above. In all the remaining Boards, less than 15% students had got marks in the range 70 to Below

80% and 80% & above. In the case of private candidates, only 1.04% of the pass students had marks

between 70 and Below 80% and only 0.31% had marks 80% & Above.

From the above table it appears that the pass percentage for SC students is less as compared to that of

all students and also the pass percentage of ST students is less than that of SC students. However,

pass percentage of private ST students (31.50%) is more than SC students (22.67%). Also the

percentage of pass students who got 80% & Above was highest (9.28%) for all students; it was much

less (4.46%) for SC students and even less than that (2.47%) for ST students. The percentage of

private pass students who got 80% & Above was very low (0.31%) for all students and even lower

(0.10%) for SC students and just 0.08% for ST students.

2.6 Time Taken for Completion of Examination Process:

The information about Examination Process i.e. number of days taken for completion of Secondary

Examination has been received from 17 Boards of Secondary Examination (Annexure 2A). The

Boards of Andhra Pradesh, Chhattisgarh, Haryana, Jammu & Kashmir, Odisha, Punjab, Rajasthan,

Number of days taken for completion of examination process is given in Table 2.10 and Fig. 2.7. The

average number of days taken for completion of examination process based on the data of 17 boards

is 21.71 days.

It can be seen from the above Table 2.10 that maximum number of days taken for completion of

examination process were reported by West Bengal Board of Madrasah Education (52 days)

followed by CISCE and Madhya Pradesh (27 days), Maharashtra and Tripura (25 days), Manipur and

Nagaland (23 days), Assam and Uttarkhand (22 days), CBSE (19 days), Goa and Mizoram (18 days),

Himachal Pradesh and Jharkhand (15 days), Meghalaya (14 days) and Karnataka (13 days). West

Bengal completed examination process within 11 days which is shortest among all the boards in the

country.

2.7 Time Taken for Declaration of Results:

Seventeen Boards/Councils of Secondary Education have provided data about time taken for

declaration of results for the Secondary examination. The Boards of Andhra Pradesh, Chhattisgarh,

Haryana, Jammu & Kashmir, Odisha, Punjab, Rajasthan, Tamil Nadu and Telangana have not

provided any data regarding time taken for declaration of results. Table 2.11 showing Board-wise

time taken for declaration of examination results are given below.

It can be seen from the above table that minimum number of days taken for declaration of result was

reported by Maharashtra Board (107 days) followed by Assam (105 days), West Bengal Board of

Madrasah Education (100 days), Tripura (95 days), West Bengal (88 days), Manipur (85 days),

Nagaland (83 days), CBSE (81 days), Goa and CISCE (80 days), Meghalaya (76 days), Himachal

Pradesh (75 days), Madhya Pradesh (74 days), Jharkhand (68 days), Mizoram (64 days) and

Uttarakhand (62 days). The average number of days taken for declaration of results after completion

of the examination is 80.59 days. Karnataka Board declared examination result within 47 days which

is shortest period among all the boards.

Analysis of Results of Senior Secondary Examinations, 2014

3.1 Number of Students Appeared and Passed:

A table giving detailed information about number of students who appeared in the Senior Secondary

Examination and passed from different Boards/ Councils is given at Annexure 7A for regular

students and Annexure 7B for private candidates for the 26 Boards that supplied the data of their

examination results. The Boards/ Councils from where the required data for Senior Secondary

examination was not received are: Bihar, Gujarat, Uttar Pradesh, West Bengal and National Institute

of Open Schooling. Table 3.1 show the Pass Percentage of regular candidates in the examinations

based on the data of 26 Boards/ Councils.

Out of 80,61,689 students who appeared in Senior Secondary Examination from 26 Boards in

the year 2014 as regular students, 43,85,551 were boys and 36,76,138 were girls. Highest

number of regular students appeared were from Maharashtra State Board of Sec & Hr Sec

Education (12,79,581), among them were 7,18,848 boys and 5,60,733 girls followed by CBSE

(9,19,913), Tamil Nadu (8,21,683), Rajasthan (6,77,977) and Madhya Pradesh (5,15,884).

In addition, 8,06,628 students appeared as private candidates, out of whom 5,25,724 were boys

and 2,80,904 were girls.

The total pass percentage of regular students of all Boards/Councils is 77.86%. The highest pass

percentage has been reported by CISCE (96.00%) followed by the other Boards as shown in

Table 3.1. The lowest pass percentage was in J & K State Board of School Education (52.73%).

In the remaining Boards/ Councils the pass percentage was between 60.19% and 90.63%

Gender-wise, the overall pass percentage of the 26 Boards/ Councils regular students was 73.90% for

boys and 82.57% for girls. CISCE reported the highest pass percentage of regular boys as 95.06%

and regular girl students as 97.09%, followed by Tamil Nadu (87.38% for boys and 93.41% for

girls), CBSE (81.12% for boys and 90.27% for girls). The pass percentage of regular girls was higher

than that of boys in all the states, except Mizoram and West Bengal Board of Madrasah Education as

shown in Table 3.2 and Fig. 3.2.

The overall pass percentage of private students of all Boards is 36.90% (35.13% for boys and

40.21% for girls). CISCE reported highest pass percentage of private students (76.76%) followed by

H P Board of School Education (69.56%) and Jharkhand Academic Council (62.72%) and other

Boards as given in the Table 3.3. The lowest pass percentage was 9.38% in the case of Goa Board.

3.2 Pass Percentage of Scheduled Caste Students:

Twenty Three Boards/Councils provided results of Scheduled Caste students (Annexure 8A and

8B).

Out of 11,94,118 SC students who appeared as regular students, 6,34,992 were boys and

5,59,126 were girls. In addition, 1,59,910 SC students appeared as private candidates also.

The overall pass percentage of SC regular students was 72.24%.

The highest pass percentage of SC regular students was reported by CISCE (95.69%)

followed by CBSE (84.16%) and Board of Higher Secondary Examinations, Tamil Nadu

(84.13%).

The pass percentage of regular SC students is shown in Table 3.4.

The overall pass percentage of regular SC boys was 68.42% and that of SC girls 76.58%. As

shown in Table 3.5, in almost every state the pass percentage of girls is higher than that of

boys except in Assam, Manipur and Mizoram.

The highest pass percentage of SC regular students 95.69% was reported by CISCE (94.43%

for SC boys and 97.28% for SC girls). The next highest pass percentage of SC regular

students was of CBSE 84.16% (79.89% for boys and 89.24% for girls) and State Board of

Higher Secondary Examinations, Tamil Nadu 84.13% (79.38% for boys and 88.07% for

girls).

The lowest pass percentage of regular SC students 49.46% was in Telangana State Board of

Intermediate Education (44.40% for boys and 54.43% for girls).

The overall pass percentage of private SC students was 31.48% (29.82% for boys and 34.40% for

girls). CISCE reported highest pass percentage of SC private students (74.11%) followed by H P

Board of School Education (68.98%). The pass percentage of private SC girls is higher than that of

boys in all the Boards except in CISCE and Council of Higher Secondary Education, Manipur.

3.3 Pass Percentage of Scheduled Tribe students :

Out of 6, 09,727 ST students who appeared in the examination as regular students (in the total

22 Boards that had supplied the data), 3,30,639 students were boys and 2,79,088 were girls.

In addition, 89,474 students also appeared as private candidates; among them there were

55,432 boys and 34,042 girls. (Annexure 9A and 9B).

The overall pass percentage of ST regular students was 70.31%. The overall pass percentage

of ST regular boys and girls was 68.35% and 72.63% respectively.

The highest pass percentage of regular ST students was reported by CISCE (92.58%)

followed by Mizoram Board of School Education (85.03%), Board of Higher Secondary

Examinations, Tamil Nadu (84.57%), Goa Board of Secondary & Higher Secondary

Education (82.29%) and Council of Higher Secondary Education, Manipur (80.88%).

The lowest pass percentage of regular ST students was reported by Telangana State Board of

Intermediate Education (52.46%).

The pass percentage of ST girls was higher than that of ST boys in most of the states except

Assam.

The pass percentage of ST regular students of all the 22 Boards is shown in Table 3.7 & gender wise

in Table 3.8 and Fig. 3.4.

The overall pass percentage of private ST students is 37.62%; it is 36.34% for boys and 39.71% for

girls. The highest pass percentage of private ST students (67.82%) is in the case of H P Board of

School Education but No. of private ST students appeared and passed from H P Board is very less

i.e. 376 and 255 respectively. The lowest pass percentage was 14.44% in Rajasthan Board of

Secondary Education.

The pass percentage of private ST students (boys, girls and total) in the 20 Boards/ Councils is

shown in Table 3.9. There were no private ST students in the Meghalaya and Odisha Boards.

3.4 Result by range of marks:

Out of 26 Boards/Councils which furnished information on pass percentage of students in Senior

Secondary Examination, only 17 Boards/Councils provided results by range of marks in the ranges

60%-Below 75% and 75% & above. The Boards of Assam, Chhattisgarh, Jammu & Kashmir,

Meghalaya, Odisha, Punjab, Tamil Nadu, Tripura and West Bengal Board of Madrasah Education

have not provided data on range of marks.

It may be noticed that in the total of 17 Boards/Councils, regular students had the pass

percentage – 77.04% ( 26.72% students had marks in the range of 60% to Below 75% and

20.08% students in the range of 75% & Above).

The regular students of CISCE had the highest pass percentage – 96.00% (33.97% of the

students scored 60% to Below 75% marks and 49.88% of the students scored 75% & Above

marks); followed by CBSE – 85.09% (40.21% of the students scored 60% to Below 75%

marks and 29.75% of the students scored 75% & Above marks). Judging on the basis of

percentage of students getting first division, it is seen that very poor result is that of

Nagaland, Jharkhand and Uttarakhand where less than 15% of the pass students scored 60%

or more marks.

In the case of private students, the overall result for the 17 Boards/Councils was 37.01%

(5.38% students scored 60% to Below 75% marks and 0.50 students scored 75% & Above

marks).

The results by range of marks of all the Boards are given in Annexure 11A for the all students and in

Annexure 11B and Annexure 11C for SC and ST students respectively.

The results of both regular and private students by range of marks of all candidates are given in

Table 3.10.

The information on percentage of students in 60% to Below 75% and 75% & Above for the total

students as well as SC and ST students of all the 17 Boards/ Councils, for both regular and private

students, is summarized in the Table 3.11.

Table 3.11 clearly shows that the performance of SC and ST students is lower than that of all

students. This is true for both regular and private students. In particular the percentage of pass

students getting 75% & Above or 60% to Below 75% is less for the regular as well as for private SC

students as compared to general students. The performance of ST students is even less than that of

SC students when it comes to the percentage of students getting 60% or more marks.

3.5 Stream-wise results in Senior Secondary examination:

Out of 26 Boards/Councils, 22 Boards/Councils have furnished stream-wise information on students

appeared and passed in the Senior Secondary examination, 2014. The stream–wise results of students

of Science/ Commerce/ Humanities stream (Jharkhand Academic Council supplied for Science/

Commerce stream) are given in Annexure 10. Jharkhand Academic Council supplied the results for

Science/ Commerce stream.

Only four Boards, namely, Jammu & Kashmir, Rajasthan, Tripura and West Bengal Board of

Madrasah Education have not provided stream-wise results.

Board of Intermediate Education Andhra Pradesh, Assam Higher Secondary Education Council, and

Chhattisgarh Board of Secondary Education, Maharashtra State Board of Sec & Hr Sec Education,

Council of Higher Secondary Education Odisha and Board of Higher Secondary Examinations Tamil

Nadu are the only Boards which have provided information on Vocational Stream also.

The information provided by the different Boards/Councils is summarised below.

(a) Science stream: Table 3.12A shows the No. of Candidates Passed and Pass Percentage of

boys and girls as well as of total students who opted for Science stream.

Out of total 34,82,470 students (Boys: 19,48,683 and Girls: 15,33,787), a total of 26,75,432

(76.83%) students passed. Among 19,48,683 boy-students, a total of 14,47,235 (74.27%)

passed and out of 15,33,787 girls, a total of 12,28,197 (80.08%) girl-students passed.

The highest pass percentage has been reported by the Boards/Councils of CISCE (98.67%),

followed by Tamil Nadu (93.70%) and Maharashtra (90.69%).

The lowest pass percentage has been reported by Karnataka (60.87%), followed by Jharkhand

(63.25%) and Telangana (63.59%).

(b) Commerce stream: Table 3.12B shows the No. of Candidates Passed and Pass Percentage of

boys and girls as well as of total students who opted for Commerce stream.

Out of total 18,98,729 (Boys: 10,49,318 and Girls: 8,49,411) students, a total of 13,61,980

(71.73%) students passed. Among 10,49,318 boy-students, a total of 6,80,179 (64.82%)

passed and out of 8,49,411 girls, a total of 6,81,801 (80.27%) girl-students passed.

The highest pass percentage has been reported by the Boards/Councils of Punjab (92.80%),

followed by CISCE (91.37%) and Tamil Nadu (85.93%).

The lowest pass percentage has been reported by Telengana (44.05%), followed by Andhra

Pradesh (52.38%) and Madhya Pradesh (59.49%).

(c) Arts/Humanities stream: Table 3.12C shows the No. of Candidates Passed and Pass

Percentage of boys and girls as well as of total students who opted for Arts/Humanities

stream.

Out of total 23,77,669 (Boys: 11,73,102 and Girls: 12,04,567) students, a total of 16,54,878

(69.60%) students passed. Among 11,73,102 boy-students, a total of 7,48,322 (63.79%)

passed and out of 12,04,567 girls, a total of 9,06,556 (75.26%) girl-students passed.

The highest pass percentage has been reported by the Boards/Councils of CISCE (96.69%),

followed by CBSE (84.04%) and Goa (82.49%).

The lowest pass percentage has been reported by Telengana (31.68%), followed by Andhra

Pradesh (41.35%) and Madhya Pradesh (47.27%).

The overall pass percentage of students of Science stream (76.83%) is higher than that of students of

Commerce stream (71.73%) and Arts/Humanities stream (69.60%).

Also in Science, Commerce and Arts/Humanities streams, the overall pass percentage of girls is

much higher than that of boys except in Science stream in Haryana and Manipur and in

Arts/Humanities stream in Manipur.

3.6 Time taken for Completion of Examination Process:

Information about time taken for completion of the examination process was supplied by 19

Boards/Councils, namely, Boards/Councils of Assam, Goa, Haryana, Jharkhand, Karnataka, Kerala,

Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Telangana,

Tripura, Uttarakhand, CBSE, CISCE and West Bengal Board of Madrasah Education. These

Boards/Councils provided information on starting and completion date of examination (Annexure

2B).

It can be seen from Table 3.13 that minimum number of days taken for completion of examination

process is 16 and maximum 61 days.

The minimum days were taken by Karnataka Pre-University Education Examination (16 days),

followed by Meghalaya (18 days), Kerala & Goa (20 days). Telangana and Jharkhand (21 days),

Uttarakhand and Haryana (22 days), Nagaland (23 days), Odisha (24 days), Manipur (27 days),

Assam, Mizoram and Tripura (30 days), Madhya Pradesh (36 days) and Maharashtra (38 days).

The maximum days were taken by CISCE (61 days), Central Board of Secondary Education (56

days) and West Bengal Board of Madrasah Education (52 days).

The average number of days taken for completion of examination process, based on the data of

19 Boards, was 29.84 days.

3.7 Time taken for declaration of results:

19 Boards/ councils supplied the data on time taken by them to declare results from start of the

examinations. They are Assam, Goa, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala,

Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Telangana, Tripura,

Uttarakhand, CBSE, CISCE and West Bengal Board of Madrasah Education. These

Boards/Councils provided information on start of examination and date of announcement of results

as given in Annexure 2B.

It can be seen from Table 3.14 and Fig. 3.6 that

Maximum number of days taken for declaration of results was reported by Assam Higher

Secondary Education Council (108 days) followed by Maharashtra (103 days) and West

Bengal Board of Madrasah Education (100 days).

The minimum days were taken by Telangana State Board of Intermediate Education (53

days) followed by Karnataka (59 days) and Haryana (60 days).

Thirteen boards took 62 to 99 days to completion examination. They are: Uttarakhand (62

days), Himachal Pradesh (63 days), Goa ( 71 days), Kerala (72 days), Mizoram (73 days),

Madhya Pradesh (76 days), Meghalaya (77 days), Nagaland (83 days), Manipur ( 86 days),

CBSE (90 days), CISCE (97 days), Tripura (98 days) and Jharkhand (99 days).

The average number of days taken by the 19 Boards/ Councils was 80.53 days.

Comparison of Results of Secondary and Senior Secondary

Examinations of 2014 with the Results of Previous Two Years

4.1 Pass Percentage in Secondary Examination in 2012, 2013 and 2014:

Table 4.1 shows the pass percentage of regular students in the Secondary examination of 2012, 2013

and 2014 based on data provided by different Boards/ Councils to the COBSE. The trend does not

show any uniform pattern across the state Boards (see Fig. 4.1). The pass percentage data for regular

students is available for 19 Boards for all the 3 years. The number of Boards for which the pass

percentage is shown was 25 in 2012, 23 in 2013 and 26 in 2014. We find that the overall pass

percentage increased gradually from 77.72% in 2012 to 79.37% in 2013 and then 78.10% in 2014.

In some Boards (Andhra Pradesh, Jharkhand, Karnataka, Maharashtra, Nagaland and CBSE), the

pass percentage increased between 2012, 2013 and 2014 but in some other Boards (Goa, Haryana,

Meghalaya, Mizoram, Punjab and CISCE), the pass percentage decreased either in 2012 or 2013.

However, pass percentage decreased in 2012 and 2013 from 2014 in Assam, Himachal Pradesh,

Madhya Pradesh, Manipur, Tripura, Uttarakhand and West Bengal Boards. There is steep increase in

pass percentage of 8.04 in Jharkhand followed by 8.01% in Goa and 6.91% in Maharashtra in 2014

as compared to 2012. Andhra Pradesh and Nagaland Board reported moderate increase in pass

percentage i.e. 3.30% and 3.08% respectively. Punjab and Assam Board reported decrease in pass

percentage during 2014 as compared to 2012 i.e. 14.25% and 9.81% respectively.

4.2 Pass Percentage in Senior Secondary Examination in 2012, 2013 and 2014:

Table 4.2 shows the pass percentage of regular students in the Secondary examination of 2012, 2013

and 2014 based on data provided by different Boards/ Councils to the COBSE. The trend does not

show any uniform pattern across the Boards/Councils (see Fig. 4.2). The pass percentage data for

regular students is available for 15 Boards/Councils for all the 3 years. The number of Boards for

which the pass percentage is shown was 18 in 2012, 21 in 2013 and 26 in 2014. We find that the

overall pass percentage increased from 72.37% in 2012 to 79.69% in 2013 and then 77.86% in 2014.

In eight Boards/Councils, there is constant increase in pass percentage in all the three years. They

are: Andhra Pradesh, Goa, Haryana, Jharkhand, Maharashtra, Mizoram, Nagaland and CBSE. There

was increase of 15.60% in Maharashtra followed by 12.68% Jharkhand, 12.10% in Andhra Pradesh,

7.68% in Mizoram, 6.09% in Haryana, 2.58% in Nagaland and 0.39% in CBSE.

In four Boards/Councils (Himachal Pradesh, Madhya Pradesh, Punjab and CISCE), the pass

percentage decreased in either in 2012 or 2013.

However, in three Boards/ Councils, pass percentage decreased in 2012 and 2013 from 2014 in

Karnataka, Manipur and Uttarakhand. Uttarakhand reported 8.55% and Manipur 6.75% decrease in

pass percentage during 2014 as compared to 2012.
