Dear Readers,

This edition of the Construction Skill Development

Council of India’s newsletter highlights the launch

of the Pradhan Mantri Awas Yojna – Gramin by the

Hon’ble Prime Minister of India in Agra. The

national vision envisages the beneficiary led model

of skilling while constructing the house. Not only

rural housing the council is exploring ways to

contribute to skill needs of the Urban Housing as

well.

The council through its pertinent efforts is

committed to build the capacity of the training

providers and assessment agencies. Through this

letter I would request the potential and aspirant

training providers& assessment agencies to reach

us and make available the ideal or unutilised

training infrastructures and capacities.

Also with the strengthening of the Real Estate

Regulatory Bill, 2016 which obliges the developer

to park 70% of the project funds in a dedicated

bank account. This will ensure that developers are

not able to invest in numerous new projects with

the proceeds of the booking money for one project,

thus delaying completion and handover to

consumers. This is expected to speed timely

delivery of flats and sharing of accurate details of

the projects by the developers.

We hope our vision which is to skill 30 million

construction workers becomes a reality soon. We

are working to realize this vision by aligning with

industry and actively anchoring government

programs for fresh training and Recognition of Prior

Learning (RPL) in the most qualitative manner

adhering to the stringent National Occupation

Standards (NOS).

Prime Minister Launches Pradhan Mantri Awas Yojna – Gramin” - Pradhan Mantri Awas Yojana – Gramin (PMAY-G) was

launched by the Prime Minister Shri Narendra Modi in Agra on 20th November 2016. Under the PM Awas Yojana Gramin

affordable housing scheme, central government aims to develop 30 Million homes by the year 2022 in rural areas for poor

families including BPL. . The scheme envisages on building the houses under beneficiary led model.

The role of the CSDCI is to build capacity of the Trainers, Assessors and State Quality Control Organisations through Train

the Trainers Program, get the trainees assessed by the CSDCI Assessment Bodies and certify them. So far CSDCI has

assessed 205 candidates in the States of Jharkhand, Uttarakhand, Maharashtra, Chhattisgarh and Gujrat who had

participated in the pilot phase. The States of MP, Odisha, Rajasthan, Assam and Punjab will be commencing the Pilot Project

soon. The Hon’ble Prime Minister distributed the certificates to the selected five CSDCI certified masons who had

participated in the pilot project.

Pradhan Mantri Kaushal Kendras: Ministry of Skill Development and Entrepreneurship (MSDE) intends to establish visible

and aspirational model training centres in every district of the country. The sustainability of the centres will be assured against

dedicated training numbers under Pradhan Mantri Kaushal Vikas Yojna (PMKVY) or its successor schemes (any other scheme

under MSDE or NSDC). Each PMKK will be assured a training mandate for three years, under the PMKVY scheme, as per

common norms, subject to capacity and utilization of the centre. Approximately 24000 training numbers have been allocated

to training providers under construction sector.

Pradhan Mantri Kaushal Vikas Yojna – Stand Alone Centres: For the implementation of the PMKVY 2.0 schemes the

Construction Skill Development Council of India has identified 57 centres in the states of Assam, Bihar, Gujarat, Himachal

Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Nagaland, Tamil Nadu, Telangana, UP and Uttarakhand. 28 of these

have been uploaded on the SMART NSDC portal. The training in these centres shall be majorly in the following Level 3 and

Level 4 job roles:

o Asst Scaffolder

o Asst Shuttering Carpenter

Pradhan Mantri Kaushal Vikas Yojna for Technical Institutes

The National Steering Committee has sanctioned 1273 Polytechnics / Engineering College in 19 sectors with approved

80368 students in phase 1. In the first phase AICTE has approved construction QP mainly for Mason Concrete, Mason

General, Asst Laboratory Technician, Asst. Electrician (NSQF level 3&4 only) and the plan is to approximately skill 16000

candidates in construction in the first phase. The assessment and certification to be done by CSDCI and the certificate

A brief snapshot of various projects under the Pradhan Mantri Kaushal Vikas Yojna 2.0

Events

Rozgaar Mela – Uttar Pradesh

The multi trade job mela was held on 29 and 30 November in

Lucknow. Over 240 construction sector aspirants were

offered job. Vinod, an aspiring Mason was offered a job by

the Hon’ble Minister.

The two day event offered jobs to 3340 candidates across 16

sectors.

Sustainable Housing – International Finance Corporation,

The roundtable was attended by members and

representatives of European Union, members of the

consortium ie Godrej Properties, Mahindra Lifespaces

Developers Limited, Shapoorji Pallonji Real Estate, Tata

Job Mela at Varanasi, Uttar Pradesh – the

Varanasi Skills Competition was conducted on 18 & 19

October. The winner was a candidate skilled by the

CSDCI affiliated training provider on Asst Electrician

job role. The winner Madan was awarded a tool kit by

the Hon’ble Minister in presence of other dignitaries.

European Union – CSDCI platform training workshop

The 5 day workshop was conducted at NSDA from 28

Nov till 2 December with participants from reputed

training providers. The programme focussed on

platform skills required for trainers. Twenty three

participants successfully completed the training

programme.

Way Forward –Rural Mason Workshop – A

roundtable with representatives from various state

official visits and CSDCI was conducted at the Ministry

of Rural Development. The workshop aimed at

discussing the learnings from the pilot projects of rural

mason training and the way forward to bring speed

and scale to the rural housing and skill training

initiative.

Steering and Finance Committee Meeting - Greenpark

–A meeting was held on 15 October with the members

of the Steering and Finance Committee along with the

CSDCI staff to discuss the quarterly financial

performance of the council.

Two day QP Development Workshop – the

workshop was held at NIRD Hyderabad and State

officials of the rural department along with Industry &

Subject matter experts were present. The workshop

focussed on development of lower level job roles for

the rural mason qualification.

CSDCI in Skill Initiatives

Felicitation of Rural Mason by the Hon’ble Minister – On 20th November the Prime Minister felicitated five

of the Ninety Seven CSDCI certified Rural Masons. The pilot of Pradhan Mantri Awas Yojna – Gramin was

conducted in five states of Jharkhand, Uttarakhand, Chhattisgarh, Maharashtra and Gujarat. The entire
