Projects in Pre-Tendering PhaseRed Sea Ports Authority has pledged L.E. 30 million budget for the revamping of Safaga & Hurghada Sea Ports. That was reported in the media indicating that L.E. 15 million of the figure will back the extension of Safaga Port by adding 65,000 M2 area thereto, also construction of a 12,000 M2 passengers terminal & VIP lounge. Project also provides for the building of a 44 meters high guidance tower, a double floor administrative building & a 300 meters long road to link the port with the main roads. The other L.E. 15 million will back the revamping of Hurghada port. It provides for a 230 meters prolongation of the port dock of 10 meters depth to enable receiving long tourist vessels.

That was announced by Mrs. Fayza Abul Naga, Minister of State for International Cooperation, after its meeting with a high ranking delegation of the Bank during their recent visit to Cairo.

Three loans valued $ 307 million were extended by AFESD - Arab Fund for Economic & Social Development to part finance three large sized projects. That was reported in the media indicating that they include $ 170 million to part finance Benha power station for repayment over 19.5 years including six years grace & bearing 3 % annual interest. They also include another $ 87 million loan to part finance a natural gas pressure control station in Dahshour serving Upper Egypt gas pipeline for repayment over 25.5 years including 5 years grace & bearing 3 % annual interest. They also include a $ 50 million loan to part finance the revamping & extension of Hurghada International Airport for repayment over 20.5 years including 5 years grace.

Two banking consortia have extended two syndicated loans valued L.E. 1.7 billion to part finance the extension of Hurghada airport & the revamping of terminal building No. 2 at Cairo airport. The first loan worth L.E. 850 million, for repayment over 12 years, was arranged by a consortium grouping Banque Misr as lead manager, NBE - National Bank of Egypt & NSGB - National Societe Generale Bank. Contributions were put at L.E. 350 million, L.E. 350 million & L.E. 150 million respectively. Loan will part finance a new passengers terminal at Hurghada Port involving L.E. 2 billion investments. The second loan of equal value was extended equally by NBE & Banque Misr for repayment over 12 years & is allocated to revamp Terminal II at Cairo Airport involving L.E. 2.4 billion investments to raise the terminal capacity to handle annually 7.5 million passengers up from 3.5 million at present. Worth indicating is that the World Bank has earlier extended $ 280 million for the later project.

Projects in Pre-Tendering PhaseEgyptian Armed Forces revealing impressive civil contribution to the country's forthcoming socio-economic development over the next few years worth almost L.E. 4.7 billion (not to overlook other billions pumped in other civil sectors known to each Egyptian extending from bread to health care & from sports infrastructure to vocational training a.o.) The figure involves L.E. 1.5 billion for the reclamation & plantation of 100,000 feddans in Toshki at L.E. 15,000 per feddans development cost including the construction of 1,000 housing units for the employees accommodation, L.E. 1 billion to extend electricity to the project, L.E. 1.8 billion for the Upper Egypt Highway & L.E. 400 million for Sohag Airport. On top comes the construction of ten Cancer Treatment Centers in the different governorates.

Meanwhile the Governor has inaugurated two ferries to also ease Nile crossing built by Alex Shipyard.

L.E. 60 million flyover bridge project was launched in Al Qanater Al Khayriya to reduce traffic jam at Al Salam Square & the city entrances. That was announced by the City Mayor, Mr. Mustafa Bayyoumi, indicating that the scheme was endorsed by both Kalioubiya Governor & Minister of Transport. Implementing agency is GARBLT - General Authority for Roads, Bridges & Land Transport. The bridge will be 500 meters long. Works on the project is scheduled to start by the end of 2011.

Projects Awards Four companies and consortia were declared winner of contracts to implement phase 3 of Egypt's Grand Museum, one of the largest museums worldwide. That was reported in the media indicating that offers were evaluated by Hill/ Ehaf consultancy alliance under Jaica guidelines (of Japan). Winners include B - Six of Belgium in alliance with OCI, Acciona of Spain in alliance with CCC (of Greece), Ritani of Italy in alliance with ARABCO - Arab Contractors (of Egypt) and Bouygues of France. The works are scheduled for completion in 24 months after which the Museum would be ready for inauguration. Regretfully no mention was given to values or alliances' structures.

Projects in Pre-Tendering PhaseFour international & Egyptian companies are now on the final short list of bidders to implement phase three of Egypt's Grand Museum in Giza for completion in 26 months. That includes Arabco - Arab Contractors & OCI - Orascom Construction Industries. Final award of the $ 600 million contract is expected in December 2010 next. That was announced by Mr. Farouk Hosni, Egypt's Minister of Culture. Project was earlier identified as that of the Century. It occupies 117 feddans land in Giza.

L.E. 24 million budget funds endorsed in the 2011/ 2012 plan by Eng. Hassan Saqr, Head of the National Sports Council, for the construction of El Arish Sports Stadium. That excludes the cost of a large sized plasma screen & cost of the construction of a school for sports talented. That was announced by Mr. Mustafa Head of the Central Investment Dept. at the Council indicating that Eng. Saqr has requested the preparation of a feasibility study to build a sports unions' complex in El Arish City.

Projects in Pre-Tendering PhaseA 100 % Egyptian company is now under establishment to involve with gold exploration & exploitation capitalized at L.E. 300 million. That was announced by Mr. Wasfi Amin Wasef, Head of the General Branch for Jewels (and Precious Stones) at the Federation of the Chambers of Commerce indicating that relevant constitution drafts were already prepared & submitted to the Chamber for legal endorsement. Mr. Wasef revealed that the company will be supported by the Islamic Chamber of Commerce & Industry (Chaired by Sheikh Saleh Kamel) via its recent established affiliate, Foras Co. He noted that upon completion of the project's feasibility study, an application for a license will be submitted to the General Authority for Mineral Wealth, reporting to the Ministry of Petroleum & Mining. Meanwhile Mr. Wasef revealed that all nine companies involved with gold exploration & exploitation in the country are foreigners.

After having increased its area by 67.7 Km2 area & supply of the required pumps, Sebeika Salt Pond in El Arish, in North Sinai, would increase its annual production to 2 million tons. That was reported in the media indicating that North Sinai Governor, accompanied with high ranking Governorate's Executives, have attended the operations' start of six feeding pumps at the pond to serve salt precipitation basins at Zera'ee Al Deeb Zone of 1,000 M3/ hour discharge capacity each. Report noted that the recovered salt is of the highest product purity & quality since the pond depends on direct natural water feeding from the Mediterranean. The Governorate has further inaugurated 8 (new) salt packaging lines. The Governor noted that he would communicate with the Minister of State for Environment to endorse further extension of the pond since they are located within Al Zaraniq natural protectorate. Meanwhile the Governorate is trying to get approval of the concerned authorities to (exclusively) allocate an offshore dock at El Arish Sea Port to export the recovered salt to Arab & European markets.

Loans & GrantsEgypt is negotiating with the World Bank on a $ 1.3 billion package of loans & credits to back projects in the different sectors during the next 5 years 2011 to 2015. That was announced by Mrs. Fayza Abul Naga, Minister of State for International Cooperation, indicating the said facilities will be allocated to projects in the energy, agriculture, health care, irrigation & education sectors. Meanwhile media reports noted that Egypt & the World Bank have signed, a week earlier, agreements valued $ 820 million to extend soft loans in the energy sector including $ 600 million for North Giza power station project & $ 220 million for a wind energy recovery project on the Suez Gulf.

The Employees Housing Fund of the Ministry of Petroleum is negotiating with several banks to get finance for its so called Sky Medical Complex located behind Gasco building in New Cairo City to serve the Sector's employees. Main contractor for the project, involving more than L.E. 500 million investments, is Odelga of Austria. The fund has initially requested L.E. 500 million loans & media reports predicted both NBE - National Bank of Egypt & Banque Misr have expressed interest to review the issue. N.B. Egypt's Minister of Tourism has predicted UK tourists to Egypt to increase by 50% in 2011. That was announced by the Egyptian Official after attending the 31st session of the WTM - World Tourist Market held recently in London indicating that UK tourists to Egypt rank second after Russian tourists. Meanwhile the Egyptian official stressed the fact that the UK is the third largest recipient of Egyptian Exports after Germany & Italy. The Egyptian Minister noted that UK investments in Egypt at present exceed $ 20 billion. N. B. It is greatly hoped that the UK government abolish an earlier applied fee on UK tourists heading towards Egypt (obviously applied in favor of alternative destinations). To which extent the development may persuade hotels & restaurants to review & revamp their menus to better match UK tastes & food patterns, that remains to be seen.

While no mention was given to tourist nights, the Minister noted that the number of tourists involves a 15 % growth above its level in 2009. Meanwhile Mr. Garana revealed that the main challenge now facing the sector is the availability of skilled manpower & that drove the Ministry to allocate $ 160 million funds to train the Sector's employees.

That was announced by Luxor Governor, Dr. Samir Farag, indicating that Luxor airport is receiving tenth of flights each day full with tourists. Tourists having visited Egypt (till date) in 2010 have reached 14 million and are projected to reach 15 million by the end of the year marking 18 % growth above their level in 2009.That was announced, low tone, by Egypt's Minister of Tourism indicating the development is mainly backed by a 70 % increase of Russian tourists above their level in the comparison period in 2009. The Minister noted that during the first half of 2010 some 1.5 million Russian tourists have visited Egypt. The Minister has further revealed that during the first half of 2010 some 6.9 million tourists have visited the country and that compares with 5.7 million tourists received during the same half of 2009. The period witnessed also a 21 % increase of European tourists. Meanwhile the Minister disclosed that during the first 8 months Japanese tourists increased by 36 % above their level in the comparison period and the increase reached ( for the same period) 46 % for Chinese tourists with reports predicting Chinese tourists to reach 100,000 by the end of 2010. Meanwhile media reports noted that tourist revenues in 2009 totaled $ 11 billion.

Net working capital as at 6/30/2010 declined to L.E. 321.6 million down from L.E. 363.8 million a year ago. Business News A Qatari source, quoted in the media, has revealed some details on Egyptian companies & Egyptian Qatari Joint ventures now operating in the Emirate. They are said to include ARABCO - Arab Contractors, Hassan Dorra Group, Ebeid Group for Contracting, OCI - Orascom Construction Industries, the Qatari Development Co. for Contracting, Egybel Co. for Aluminum & the Doha Cables Co. On the other hand the source noted that Qatari investors have acquired several hotels in Sharm El Sheikh & Hurghada. He further revealed that Barwa Co. (of Qatar) has acquired 1,950 feddans land in New Cairo City for development while Al Deyar Co. is now building a hotel project on the Nile Cornish in Cairo. N.B. Earlier media reports indicated that Qatari investments in Egypt are estimated at $ 454 million.

Cairo Festival City, a % 550 million project of Al Futtaim Egypt, is to be soon inaugurated. That was announced by the Ministry of Trade & Industry assuring its full support to large malls & commercial chains projects in the country as part of its plan to raise total investments in the internal trade sector to the equivalent of $ 6.1 billion. On his side Head of the Internal Trade Development Authority noted that the government targets to double the sector annual growth rate from 6 % to 12 %. He stressed the above is going parallel to other government plans to boost annual commodity exports from L.E. 92 billion to L.E. 200 billion over the coming three or four years. He noted that Macro Cash & Carry Chain has opened its second outlet earlier in 2010 & it plans to open other 12 branches spread country wide in the next few years involving Euro 250 million investments.

Week after Arabtec of the UAE has forged an (unexclusive) alliance with Amer Group, giant Emaar of the UAE announced it has entered into cooperation agreements with both (giants) OCI - Orascom Construction Industries & ARABCO - Arab Contractors. The later was announced by highly seen Mr. Mohamed Al Abbar, Chairman & CEO of Emaar Real Estate (of UAE & Egypt) indicating that the company's (actual) investments in Egypt at present reached L.E. 7.2 billion, part of total estimated planned investments in the country put at the equivalent of $ 5 billion. Implementing agency is CDEPC - Central Delta Electricity Production Co. Total estimated project costs are put at $ 806 million of which $ 527 million foreign currency component. That was fully covered by soft loans from AFESD - Arab Fund for Economic & Social Development ($167 million), KFESD - Kuwaiti Fund for Economic & Social Development ($100), SDF - Saudi Development Fund & ADD - Abu Dhabi Development Fund ($50 million each), also Opec Development Fund ($40 million) among others.

A consortium led by NBE - National Bank of Egypt has extended L.E. 1.1 billion loan to part finance the local manufacture component of Sukhna 2 x 650 MW steam fired power station built by EDEPC - East Delta Electricity Production Company. Other consortium members include the CIB - Commercial International Bank and the NSGB - National Socite Generale Bank. The loan is for repayment over 15 years including 5 years grace.

A consortium led by the Arab African International Bank has extended L.E. 1.1 billion loan to the Arab National Cement Company, affiliated to ASEC Company, part of the Citadel Group for Financial Investments. Members of the consortium include Alexandria Bank, Audi Bank, National Bank of Greece, United Bank, Faisal Islamic Bank and Banque Du Caire. The loan is for repayment over 9 years and it will be used to part finance a grey cement project in Menia to have an annual design capacity of 1.65 million tons. Total estimated project costs are put at L.E. 1.84 billion.

An alliance grouping NBE - National Bank of Egypt & Banque Misr seems competing with the CIB on a deal to arrange an L.E. 600 million syndicated loan in favor of SECON - Saudi Egyptian Construction Co. The loan will fiancé a tourist residential project planned by the company on Maadi Cornish comprising two high rise towers, 23 floors each, of which one to host a suites' hotel and the other designed as a luxurious residential hotel tower. Worth indicating is that SECON is a 50 / 50 joint venture between the Egyptian & the Saudi Government.

Banque Misr was selected as a lead manager for a $ 250 million syndicated loan to be raised in favor of OCI - Orascom Construction Industries. That was reported in the media indicating that the loan is for repayment over 5 years & that it will be used to finance the company's future extensions. The company is deemed among the largest contracting companies in Egypt & the Arab World and its consolidated statements for the first half of 2010 showed some 21.3 % growth. Reports noted that two months earlier OCI was extended a Euro 175 million loan from Rabo Bank of Holland to finance its acquisition of a Dutch nitrogen gas producer (obviously to consolidate its pretty strong fertilizers product mix). N.B. Stability of the OCI share price on the Cairo Stock Exchange over the past turbulent weeks is further proof to the company's strength & sustainability.

Earlier reported negotiations of the Petrochemicals Holding Co. to arrange finance for its new affiliate, the Egyptian Co. for Ethylene, seems very close to a happy end. That was reported in the media indicating the company is expected to sign next week with a consortium of 4 banks a $ 925 million syndicated loan. The loan will part finance its $ 1.3 billion project in Alexandria to annually produce 400,000 tons of ethylene and polyethylene. Consortium groups the NBE - National Bank of Egypt, CIB - Commercial International Bank, AAIB - Arab African International Bank & NSGB - National Societe Generale Bank.

Three banks have signed a final agreement to extend an L.E. 1.5 billion ($ 270 million) syndicated loan in favor of the Egyptian Co. for Hydro Carbons to part finance the company's new $ 400 million project to produce ammonia nitrate in Sukhna, in Suez Governorate. They include Banque Misr, the CIB - Commercial International Bank, and the National United Bank and they have subscribed equally to the loan, i.e. $ 90 million each. Project represents the 1st phase of a huge petrochemicals complex planned by the company to involve upon its final completion $ 3 billion investments.

Sherif Salem, Head of the International Trade Fairs & Exhibitions Authority indicating that the project provides for the construction of 9 exhibition halls, a 5 - stars hotel & a huge conferences hall apart from an overhead bridge to link Cairo Fairs Ground with Cairo International Conference Center. OCI - Orascom Construction Industries SAE said it has signed an agreement with Palm Hills Development SAE to implement several infrastructure & commercial projects over the next 2 to 4 years worth L.E. 600 million. Projects are said to be located in Greater Cairo, Sukhna and the North Coast. OCI said options exist to be awarded other projects from Palm Hills including commercial malls, hotels and administrative buildings.

The new entity is identified as Arabtec Egypt for Contracting. A Euro 30 million project was launched by Knauf Co. of Germany to produce gypsum plates on 135,000 M2 land at North West Suez Economic Zone. That was announced by Eng. Amr Assal, head of the IDA - Industrial Development Authority, indicating the project will have an annual design capacity of 15 million M2 of gypsum plates. Project is scheduled to start production during the 4th quarter of 2012. Project will also produce gypsum paste & gypsum profiles. That was announced by Mr. Sami Emara, Menoufiya Governor, indicating that works are also progressing on other two slaughterhouses in Al Bagour & Ashmoun under L.E. 4 million investments. The Official praised the efficient control on slaughterhouses in the governorate practiced by the Veterinary Medicine Directorate.

Citadel Plaza Co., affiliated to Alkan Holding, is to soon search finance for phase 1 of its project, identified as Cairo Financial and Tourist Center, to go under L.E. 1.1 billion investments. That was announced by Mr. Khaled Noseir, Chairman of Alkan Holding Group, indicating that Citadel Plaza capital was recently increased from L.E. 300 million to L.E. 450 million fully covered by the Group's own resources. He revealed that the project's feasibility study was prepared by Price Waterhouse & that the study will be forwarded to a number of banks to evaluate possible financing. Project occupies 65,000 M2 land at the beginning of Moqattam Road opposite Salah El Din Citadel. He further noted that the project will generate 15,000 employment opportunities during the construction phase & 5,000 opportunities upon operation start. Project will comprise a cultural complex for arts, administrative & office spaces, a 320 rooms 5 stars hotel, an international conferences & exhibition center, a commercial mall & an open air plaza, also car parks to host up to 7,000 vehicles.

Four international & Egyptian companies are now on the final short list of bidders to implement phase three of Egypt's Grand Museum in Giza for completion in 26 months. That includes Arabco - Arab Contractors & OCI - Orascom Construction Industries. Final award of the $ 600 million contract is expected in December 2010 next. That was announced by Mr. Farouk Hosni, Egypt's Minister of Culture. Project was earlier identified as that of the Century. It occupies 117 feddans land in Giza.

In a most serious attempt to intensify investments & trade ties with Saudi Arabia, GAFI - General Authority for Investment is preparing a package of projects worth $ 20 billion to promote among Saudi investors over the next three years. That was announced by Egypt's Minister of Trade & Industry, Eng. Rashid Mohamed Rashid, after his recent meeting with Mr.Hesham Al Nazer, Saudi Ambassador to Cairo, Package comprises a wide variety of new & promising opportunities in the infrastructure, services & internal trade, also in the industry & tourism sectors. Meanwhile the Minister stressed the government is working hard to succeed in attracting, during FY 2010/ 2011, some $ 10 billion investments to be doubled to $ 20 billion over the following three years. Meanwhile Eng. Rashid revealed that bilateral foreign trade volume between both countries in 2010 reached $ 4 billion & that compares with $ 500 million in 2005. He further noted that Saudi investments in Egypt are now estimated at L.E. 20 billion (about $ 3.5 billion) divided on 2,268 companies involving with industry, tourism, banking & finance, agriculture, construction, services & ITC.

MIHC - Metallic Industries Holding Co. considering to apply for a license to implement a new steel mill project as part of those licenses launched recently by IDA - Industrial Development Authority. That was reported in the media quoting an (unnamed) official source at MIHC indicating that a study prepared earlier showed that relevant project's investments could reach up to L.E. 7 billion. With regards project finance, the source revealed that it will be partially covered by MIHC resources together with syndicated loans from banks and possible contribution of Gulf investors. TCI Samnar Chemicals of India has laid the ground stone of its new $ 150 million (extension) project in Port Said to recover ethylene from agricultural materials, environment friendly, then convert it to EDC (Ethylene Dichloride) & then to VCM (Vinyl Chloride Monomer) & to PVC. Project would occupy 100,000 M2 land & is scheduled for completion in 24 months. It would have an annual design capacity to produce 185,000 tons of ethylene sufficient to produce annually some 400,000 tons of PVC getting the country to achieve self sufficiency there from. Project is part financed by the AAIB - Arab African International Bank among other 11 Indian banks. Project would generate 150 direct & 800 indirect employment opportunities. N.B. Ten international companies & consortia short listed to bid for the first power station to be built in the country under B.O.O. That was announced by Dr. Eng. Hassan Younis, Minister of Electricity & Energy, indicating that it is of a thermal & combined cycle type & will have the capacity of 1,500 MW (2 x 750 MW). It will be located in Deirout Village within Beheira Governorate & is scheduled to enter the commercial operation phase by 2013. Final RFP will be issued by Mid December 2010 next. Project is part of the Ministry's plan to add during the years 2012/ 2017 about 58,000 MW new generation capacities, 77,000 MVA power transformers stations & extend 244,000 Km power transmission lines & cables under investments estimated at $ 110 billion.

In a further commitment to transparency codes, informed sources, quoted in the media, have indicated the New Urban Societies Authority intends to sell its share of housing units at Madinati Project in public auctions. Sources noted that Minister Eng. Ahmed El Maghrabi supports the approach. Interesting figures & indicators were released on Egypt's real estate market & its future potential. In a brief reportage published recently in the media, leading executives of Egypt real estate industry expressed interesting views on the market & its future potential. Deputy Chairman of IGI, Mr. Khaled Sheta, believes the market is witnessing fierce competition particularly after the entrance of numerous Gulf groups at a time when relevant construction costs are fluctuating not to overlook that every body is awaiting the results of the People's Assembly election & the Presidential election. Mr. Sheta (Junior) noted that since the market started recovering in 2003, the number of real estate developers increased from 200 to almost 500 at present revealing that the number of real estate projects increased to 1,200 apart from housing projects executed in new cities involving 933,000 housing units of which 331,000 units executed by the Ministry of Housing & other 602,000 units implemented by the private sector. The executive predicted that the gap in medium level housing units is now said to range 200,000 to 300,000 units & that drove the industry to start adapting to such needs in new projects, still he expressed optimism for the year 2011. On his side Eng. Hussein Sabbour, Chairman of Al Ahli Real Estate Development, indicated that the country witnesses annually 600,000 marriages & that would generate demand for about 300,000 housing units apart from further 50,000 units demanded to replace old units driving total annual demand to 350,000 units excluding demand of foreigners. The executive stressed the shortage in land lots equipped with public utilities.

Projects Awards ARABCO - Arab Contractors, Osman A Osman & Co. is to build one million housing units in Iraq. That was the front page title in the media quoting ARABCO Chairman, Eng. Ibrahim Mehlib, after his meetings with the Iraqi Prime Minister, the Iraqi Minister of Housing and with members of the board of Directors of the Iraqi National Businessmen Council. Eng. Mehlib has further revealed that ARABCO was also awarded the reconstruction of Al Rashid (Historic) St. in Baghdad. The executive noted that the Iraqi Prime Minister has directed to qualify ARABCO to bid, together with other 8 international companies, for the Baghdad underground metro project and for the revamping of the streets surrounding the (National) Conferences Hall to host the next Arab Summit in February 2011 next.

L.E. 150 million project was launched to build a 16 Km long road between Fowa Bridge across the Nile in Dakahliya with Damanhour/ Mahmoudiya road in Beheira. That was announced by General Mohamed Sharawy, Governor of Beheira, indicating that site clearance procedures for 48 feddans land have been initiated by the concerned Local Administration Authorities to enable starting works on the project.

L.E. 180 million project was launched to revamp & double track a 40 Km long section of Qena / Safaga Road to overcome risky curves & limit accidents along it. That was reported in the media quoting Eng Alaa Fahmy, Minister of Transport, who indicated that the project is scheduled for completion in 18 months. The 160 Km long road is deemed the shortest horizontal road to link the Red Sea with Upper Egypt Governorates. The revamped section extends from the southern part of Safaga City till kilo 40.

Alaa Fahmy, has launched a new Ring Road of 65 Km total length to link the existing ring road with the regional ring road to go under L.E. 800 million to L.E. 1 billion investments. The project, identified as the Eastern Arc, will start from the Autostrad, next to Shaqq Al Tho'oban area & end at Shoubra/ Benha highway to be built next year. Project will improve traffic between south east Cairo with east Cairo & Ismailiya.

That was reported in the media indicating that L.E. 15 million of the figure will back the extension of Safaga Port by adding 65,000 M2 area thereto, also construction of a 12,000 M2 passengers terminal & VIP lounge. Project also provides for the building of a 44 meters high guidance tower, a double floor administrative building & a 300 meters long road to link the port with the main roads. Media repots have revealed that GASC - General Authority Supply Commodities is trying to increase the country strategic inventory of wheat to the equivalent of 6 months consumption (rather than 3 months). Reports quoted a governmental source indicating that GASC is intensifying its orders placed to import wheat fearing possible wheat shortage on the world markets during the period March / June 2011. He added that GASC is now placing orders for wheat almost weekly rather than two to three orders monthly & that at a time when unfavorable climate is greatly contributing to the reduction of the world supply. This is obviously executed at tangible cost to the burden of the national economy, the state budget & the balance of trade. N.B. Neutral & serious observers are raising the two questions circulated since years concerning the rationalization of wheat consumption; bluntly by stopping the use of wheat as fodder & the prompt & immediate revamping of wheat warehousing silos whether at PBDAC warehousing yards or at the (state owned) flour milks. People need to feel that wheat consumption is a national security issue which could not afford unjustified delays in the construction of grain silos or inefficient controls of the flour distribution & bread waste to pump dirty cash in the pockets of private bakeries, poultry & other cattle growers, not to overview Tamiya outlets. N.B. The daily Al Wafd of the same day (P.1) indicated that annual wheat waste due to warehousing deficiency is estimated at 1 million tons & that annual wheat import bill is put at $ 2.2 billion.

Loans & GrantsBanks are competing for extending Sumid a $ 200 million loan to finance its extensions & for extending EGPC an L.E. 500 million loan to finance a hospital project for the Petroleum Sector Employees. The first loan will part finance the construction of additional oil storage tanks in Ein Al Sukhna. An alliance grouping Banque Misr, NSGB - National Societe General Bank & CIB - Commercial International Bank is competing with NBE - National Bank of Egypt on the deal. Worth indicating is that Sumid is 50 % owned by Egypt, 15 % each by Saudi Arabia, Kuwait & the UAE and 5 % by Qatar. Banque Misr was declared winner of a deal to extend L.E. 1 billion loan (55 to 60 % of which in US $) in favor of Al Kharafi Group of Kuwait to part finance earlier awarded L.E. 3.52 billion contract to build two 500 MW power stations in Damietta & Ismailiya. Loan will be mainly used to issue the required letters of guarantees pertaining to the contracts. Client is EDEPC - East Delta Electricity Production Co. Banque Misr said it would later market & promote trenches of the loan among other banks operating in the country. N.B. Banque Misr was selected as a lead manager for a $ 250 million syndicated loan to be raised in favor of OCI - Orascom Construction Industries. That was reported in the media indicating that the loan is for repayment over 5 years & that it will be used to finance the company's future extensions. The company is deemed among the largest contracting companies in Egypt & the Arab World and its consolidated statements for the first half of 2010 showed some 21.3 % growth. Reports noted that two months earlier OCI was extended a Euro 175 million loan from Rabo Bank of Holland to finance its acquisition of a Dutch nitrogen gas producer (obviously to consolidate its pretty strong fertilizers product mix). The Authority noted that auctions for other 7 lots were postponed since prices offered did not match earlier preset values. N.B. Fact remains that the market for building & operation of vehicles fuelling stations is posed to witness a huge boom sending pretty promising news to suppliers & contractors for vehicles fuelling equipment, for fire alarm & fire fighting equipment, for steel structure, also for other relevant electromechanical, automation & process control equipment.

Projects Awards Egyptian Contracting Co. - Mokhtar Ibrahim was declared holder of the best technical offer for an L.E. 300 million contract in the Sultanate of Oman to extend main potable water pipelines & build water tank trucks filling stations and water storage tanks in the Eastern Province for completion in 24 months. Competing for the job were 16 local & international companies. That was announced by Eng. Ali Abu Halawa, Chairman of the company indicating that the company has so far implemented in the Sultanate four potable water pumps & pipelines projects worth almost L.E. 1.3 billion. Client is the Omani Water & Electricity Authority.

Media has reported on awarding an L.E. 3.3 billion contract to a state owned Chinese Co. to execute the long announced Expo City Complex in Nasr City, Cairo. Reports quoted Eng. Sherif Salem, Head of the International Trade Fairs & Exhibitions Authority indicating that the project provides for the construction of 9 exhibition halls, a 5 - stars hotel & a huge conferences hall apart from an overhead bridge to link Cairo Fairs Ground with Cairo International Conference Center. N.B. Project sounds in need of further confirmation from the concerned entities.

Shipyard Division of ARABCO - Arab Contractors got an order to build 5 Nile ferries worth L.E. 23 million to serve 5 Upper Egypt Governorates. Client is the Ministry of Local Development & the ferries will be operated by Beni Suif, Menia, Assuit, Qena & Asswan Governorates. That was announced by General Abdel Salam Al Mahgoub indicating that ferries will meet all safety codes to secure trips across the Nile. General Mahgoub noted that the ferries are scheduled for delivery by the end of the FY 2010/ 2011. He revealed that so far 10 similar Nile Ferries worth L.E. 47 million were earlier delivered to Beni Suif, Menia, Assuit & Sohag. N.B. Worth indicating is that Egypt has a strong national vessels industry operating at a pretty high local manufacture component.

Projects in Pre-Tendering PhaseAn L.E. 30 million project was launched to build a social & sports complex for youth in Oyoun Moussa on the east side of the Suez Canal. That was announced by Suez Governor, Gen Seif El Din Galal, Indicating that the project will be financed by L.E. 10 million contribution from the Governorate with the remaining L.E. 20 million to be raised by the National Council for Sports. The project will occupy 10 feddans land & will comprise a glass made squash play court & swimming pools both duly equipped to host international sports championships.

Eight new investment projects were recently licensed at Ismailiya First Industrial Zone involving L.E. 15.6 million total estimated investments. That was announced by a high ranking executive at Ismailiya Governorate indicating the projects would generate 367 employment opportunities. They included, among others, an L.E. 4.3 million cold store project for food products, another L.E. 1.8 million project for the sorting, packaging & warehousing of food products & an L.E. 1.2 million project for the packaging of vegetables & fruits, also production of fruit juices. They further include an L.E. 333,000 project to produce packaging & wrapping materials.

Four new projects were licensed recently at Abu Khalifa Industrial Zone in Al Qantara Gharb involving L.E. 18 million investments, to generate 198 employment opportunities. That was announced by General Abdel Gelil Al Fakharani, Ismailiya Governor, indicating that they include an L.E. 7.5 million project to produce paints, another L.E. 2.2 million project to produce fodder, a third L.E. 5 million project for the forming of metals & an L.E. 3.3 million project to produce chemicals.

L.E. 14 million project launched by Beheira Governor, Mr. Mohamed Sha'arawi, to build two shopping complexes for fish & vegetables in Rashid City on 1,700 M2 area outside the residential block. The Official indicated the project targets emptying the City's historic streets from freelance traders. He noted that according to the pre set time table, the project is scheduled for completion by the end of January 2011. The City stands huge future potential & is now witnessing the execution of several urban development & landscaping projects.

L.E. 170 million budget funds were endorsed for the construction of 12 natural gas fuelling stations for the mass transport buses, also for extending credits to citizens to convert 12,000 passenger vehicles to operate with natural gas. That was announced by Eng. Same Foamy, Minister of Petroleum & Minerals, indicating that the new stations will be built in Alexandria, Suez, Menia, Shag, Cairo, Dakahliya & 6th October Governorates. Figure will increase total number of natural gas fuelling stations serving mass transport buses to 60 country wide.

L.E. 24 million budget funds endorsed in the 2011/ 2012 plan by Eng. Hassan Saqr, Head of the National Sports Council, for the construction of El Arish Sports Stadium. That excludes the cost of a large sized plasma screen & cost of the construction of a school for sports talented. That was announced by Mr. Mustafa Head of the Central Investment Dept. at the Council indicating that Eng. Saqr has requested the preparation of a feasibility study to build a sports unions' complex in El Arish City.

L.E. 41 million project was recently endorsed by the Ministry of Culture to revamp Mit Rahina antiquities area in Cairo. According to Dr. Zahi Hawwas, Secretary General of the Supreme Council of Antiquities, the Antiquities Engineering & Environment Center at Cairo University was assigned to prepare a study on the underground water level & water table at the area to be implemented by the National Defense Council at L.E. 16 million. Project also provides for the building of fences around the antiquities area at L.E. 10 million costs & determining the path of visits to the temples area, also the construction of a visitors center to explain the explain the history of the area at L.E. 5 million cost. N.B. Project contains a tangible insulation & waterproofing component including related construction chemicals.

L.E. 460 million overhead bridge project launched in Kalabsha, in Asswan Governorate. That was announced by Asswan Governor, General Mustafa El Sayyed, indicating the scheme will link villages on both sides of the Nile. It will be located to the north of Komombo City. Meanwhile the Governor has inaugurated two ferries to also ease Nile crossing built by Alex Shipyard.

Projects in Pre-Tendering PhaseL.E. 60 million flyover bridge project was launched in Al Qanater Al Khayriya to reduce traffic jam at Al Salam Square & the city entrances. That was announced by the City Mayor, Mr. Mustafa Bayyoumi, indicating that the scheme was endorsed by both Kalioubiya Governor & Minister of Transport. Implementing agency is GARBLT - General Authority for Roads, Bridges & Land Transport. The bridge will be 500 meters long. Works on the project is scheduled to start by the end of 2011.

New Urban Society's Authority, 10th Ramadan City Development Agency has offered for sale in public auction land lots of less than 5 feddans area each. Lots are licensed to host various investment & service activities such as showrooms, commercial & administrative buildings, also bank branches. All lots are completely equipped with public utilities. Detailed conditions are to get from the City Development Agency against L.E. 1,000. Pre bid meeting will be held 11/29/2010 (10 p.m.) at the meeting hall of the Ministry of Housing, Ismail Abaza St., off kasr Al Eini St., Cairo. Deadline to submit offers accompanied with the requested bid bond is 12/27/2010 noon time. Payment facilities are offered to pay 10% down, among other administrative expenses, within a month of the award date, with the remaining 90% to settle via equal quarterly installments over 4 years including applicable Central Bank interest. Owners must adhere to construction specs specified in the auction conditions.

Red Sea Ports Authority has pledged L.E. 30 million budget for the revamping of Safaga & Hurghada Sea Ports. That was reported in the media indicating that L.E. 15 million of the figure will back the extension of Safaga Port by adding 65,000 M2 area thereto, also construction of a 12,000 M2 passengers terminal & VIP lounge. Project also provides for the building of a 44 meters high guidance tower, a double floor administrative building & a 300 meters long road to link the port with the main roads. The other L.E. 15 million will back the revamping of Hurghada port. It provides for a 230 meters prolongation of the port dock of 10 meters depth to enable receiving long tourist vessels.

Sources of the Ministry of Electricity & Energy indicating that tenders for the execution of the $ 1.5 billion Egyptian Saudi Interlink via a power transmission line are to be released early 2011. Project involves 1,200 Km long overhead. Project involves 1,200 Km long overhead power line, including 450 Km within Egyptian territories, and a 20 Km long underwater (marine) cable for which an offshore survey contract was signed with a specialized company. The remaining 750 Km line extends within Saudi territories. Each country will bear cost of installations within its territory. The project's feasibility is backed by the fact that peak hours differ in each country. N.B. Project involves tangible components for steel towers to carry the line, also cables, conductors & insulators, also for related automation & process control.

Two new projects were licensed recently in Ismailiya Governorate involving L.E. 18.3 million investments to involve with food sorting, packaging & warehousing. That was reported in the media indicating that the first project, with L.E. 16.65 million estimated investments, with involve with the packaging & warehousing of food commodities & will generate about 250 employment opportunities. The second project, with L.E. 1.66 million investments, will involve with the packaging, warehousing & distribution of food commodities & consumer products. It is identified as Al Reshedin Egypt for Trade. Both projects will be located at Ismailiya Industrial Zone.

Works are said to have started on an L.E. 384 million project to build a new cargo village at Cairo airport to cope with the fast increase in cargo volumes to handle by the village. That was announced by Eng. Ibrahim Manna'ee, Chairman of Egypt Air Holding Co. for Airports & Air Navigation, indicating the project is scheduled for completion in 24 months. Project comprises 26,000 M2 area for exports including 17,000 M2 for operations, 6,000 M2 for the offices of the forwarding companies & 3,000 M2 for the receipt of export shipments. Project further comprises 25,000 M2 area for imports including 17,000 M2 for operations & 2,500 M2 for customs clearing formalities.
