Introduction This Construction Management Plan (CMP) has been developed to help minimise the impact of our works on the surrounding community, both for the works being carried out and the transport arrangements for the site. This CMP will address how any impacts associated with the proposed works would be mitigated and managed. The level of detail included in this CMP will depend on the scale and kind of works being undertaken.

Public Engagement Blakedown will have a site manager and supervisor with whom the client, shop keepers and the general public can communicate with on a day to day basis. The site manager and supervisor will always attend the initial site meeting with the Blakedown Contracts Manager. The site manager will attend town membership meetings when required and will ensure that the general public are informed of works taking place by way of a monthly newsletters and information boards that will be put up across the site. Further information on communication and public engagement can be found in our Blakedown Construction Phase Plan which is to be used in conjunction this Construction Management Plan. Blakedown Landscapes will be working closely in partnership with Crawley Borough Council on a detailed Communications & Stakeholder Engagement Plan. We will also be signing up to the Crawley Developer Charter where we would look to support local firms and offer local employment with the potential of a work experience placement with a borough school/college. The site has also been registered under the Considerate Contractors Scheme.

About the site

The project is located within Queens Square, Crawley which is accessed from Queens Way at the corner of Parkside. The site comprises shops, eateries and occupied flats and is directly opposite the Memorial Gardens. On Queens Way itself, due to site access constraints and as shown in the traffic management section and phasing drawings, Blakedown will be using the layby for storage of materials. The main route to site will be from Queens Way which is accessed from College Road. The site is in a predominantly retail area and is surrounded by business premises.

Site Compound The site compound will be on the corner of Queens Way and Parkside on the Memorial Gardens side, we will place the welfare, toilets, office and a container by the entrance to Memorial Gardens. There will be parking for the Site Manager on site, operatives and visitors will be asked to use one of the local car parks due to the lack of space. Plant will be stored within the working area over night, plant will be locked and made secure before leaving site. Fencing and site security will be checked at the end of each working day and before works start, the site foreman will be responsible for checking and maintaining the site security throughout the working day.

Duration of works Contract Period: 45 weeks Site Working Hours: Monday to Friday 7.30am till 7.00pm Saturday 7.30am till 1.00pm Note: Noisy operations are to be kept to 8am – 7pm Monday to Friday and none on

Saturdays. During this time, the use of heavy percussive equipment shall be limited to the hours between 8am – 11am and 3pm – 7pm.

For the programme of works please see attached Programme in Appendix A.

Scope of works The works are to regenerate Queens Square, a public space at the heart of Crawley Town Centre. The Queens Square Regeneration improvement scheme aims to create an adaptable and multi-functional space which will transform the area into a high quality, distinctive and enjoyable public space. The regeneration scheme will include new high quality paving, new and improved lighting, new seating, new street furniture, new planting and the creation of a central focal point comprising of a dry plaza and decorative water feature. The works will be completed as per the agreed programme of works. The construction associated with the Regeneration of Queens Square and adjacent Pavilion alleyways in Crawley including:

• Demolition and removal of all existing surface features and street furniture, excluding the existing bandstand and sculpture which will be relocated prior to the works.

• Excavation of existing surfacing and construction of new high quality granite paving and areas of PCC modular paving.

• Supply and installation of new surface water drainage system generally comprising slot and channel drains

• Supply and installation of New high quality street lighting including WLAN modules and CCTV • Supply and installation of curved and profiled granite seating / planter structures including

under-seat lighting • Design and Construction of sections of Timber seating to granite seating / planter structures • Supply and Installation of Street Furniture • Supply and Installation of large 50 jet dry plaza water feature including the design and

construction of an underground plant room structure. • Supply and installation of private ducted electrical network to supply lighting, water-feature

and ancillary supplies for traders and events. • Installation of Trees and soft landscaping including an integrated irrigation system.

Impacts to surrounding areas Noise generated by the demolition and construction process will be considered and its impact on neighbouring properties mitigated. Suitable mitigation measures to be used include:

• Solid Heras fencing to be used for waste materials store which an internal sand bag barrier to stop the migration of materials.

• Standard construction hours.

• The use of quieter alternative methods or mechanical plant, where reasonably practical. • Locating plant, equipment, site offices, storage areas and worksites away from neighbouring

properties where reasonably practical. • Machines and equipment, in intermittent use will be shut down or throttled down to a

minimum when not in use. • The use of netting on the site heras fencing will be used where practical. • Maintaining and operating all vehicles, plant and equipment such that extraneous noise

from mechanical vibration, creaking and squeaking is kept to a minimum. • All temporary site lighting will be faced into the site, and not directed towards any

neighbouring properties. • During works the main air pollution emissions are the dust generated when building

materials are broken up and the fumes from machinery. We will use water suppressor during breaking out and cutting. Machinery exhaust emissions will be kept as low as is practical by using well maintained vehicles and machinery at all times.

• Acoustics Cutting stations will be used for the mitigation of noise and dust. Demolition work/particularly noisy activities will be minimised during the hours of 11am – 3pm.

During this time, the use of heavy percussive equipment shall be limited to the hours between 8am – 11am and 3pm – 7pm. The majority of the works will not create too much noise or dust, as we will be lifting slabs and removing them from site to storage, there will be minimal breaking out of planters, benches and other street furniture, when this is done acoustic fencing will be put up around those particular works to minimize any additional noise and dust. All cutting will be done within cutting areas, where hand pumped water suppressors will be used to dampen cuts, there is an onsite water supply available for our use. All heras fencing will be covered by debris netting and we will be installing a haul road through the site that will be regularly swept and maintain to keep dust down to a minimum.

Traffic management Defined traffic management procedures are imperative for the efficient handling of materials and waste for the project, but also to ensure effective management of vehicles, passing traffic and pedestrians. The traffic management plan will be controlled by a Site Manager and reviewed regularly. The material deliveries and waste away will be controlled from Queens Way. Vehicles will turn off engines when delivering and will be turned away when the loading area is in use to ensure no localised waiting. The Project Manager and Traffic Marshal will manage the traffic and co-ordination with suppliers regarding any deliveries. All suppliers and contractors will be given prior instruction for the route and procedure for deliveries. All materials will be delivered and offloaded into the site by telescopic handler. All lifting operations will be undertaken in accordance with Lifting Operations and Lifting Equipment Regulations 1998 (LOLER).

Phasing drawings showing the sequencing of the works to be carried out can be founds attached in Appendix B. These also show how we intend to manage the routing of pedestrians and construction traffic during the works.

Traffic and Plant Movements There will be a maximum of 60 dumper movements on any given day for removing muck away from site and taking materials to the working area. The compound area will be used to site a skip, to allow loading of general waste and access for removal. There will be a separate area at the side of the access route for a muck away stock pile, making it easier for a grab lorry to reach it. Delivery of paving will be on articulated lorries, each artic will deliver 20 pallets of paving to site, that will equate to 20 Telescopic Handler Movements per load, number of loads can be found on the chart below. There will be a maximum of 10 muck away lorries per day while removing waste, this will be done on an as needed basis. There will be a maximum of 10 deliveries per day, but this will differ depending on the scheduled works. • Muck away Lorry (Dwell time 30min per load) • Delivery vehicles (Dwell time 20min to 1hour) The site manager will review all deliveries and will maintain access to site. There may be a need for a crane or hiab to be used when moving and installing the plant room for the water feature, confirmation of this will be given closer to the time following on from detailed and approved design and will be fully communicated with the client.
