9/11/12 we remember how our lives have been changed forever. Over 3,000 people perished when the Twin Towers in New York were hit by commercial airliners that were taken over by Al Qaeda.

The Pentagon faced the same fate as the Twin Towers and one averted plane that was taken down before it could target the White House. Remembering the brave Firemen, Policemen, other Emergency per-sonnel, and even the average Joe's who lost their lives trying to rescue others. However, thanks to our brave men and women of the military, on May 1, 2011 some 10 years later . . . Osama Bin Laden is killed, end-ing his reign of terror!

This month shows how Americans like you and I are resilient and can get through anything that's thrown at us. After all we are made in the U.S. of A!

that help put the Union Picnics together on all islands . . . it was a great success again.

Thanks to all the members that helped in participating in our community events like the SAFE Program for smoke alarms and Adopt-a-Highway.

Thank you to our members that came out to sign-wave on the last three Fridays before the Primary Election.

Special thanks to our Union Retirees for coming and helping in these events also! Thank you for your continued support of Local 1186!

POLITICAL

We did a GREAT job in the Primary Elections! 90% of our endorsements got either elect-

ed outright or are moving into the General Election. 100% of our Major Endorsements will be moving on to the General Election! However we cannot let up, and we must move with greater effort then ever.

On our national front we have the Presidential race with our candidate President Barack Obama, who has always defended the Middle Class, and is up for re-election for a second term. He is up against Mitt Romney who is trying to get rid of the Middle Class by breaking up Labor Unions and wanting to take away the Davis-Bacon Act. Don't let this happen to us!

The Senate race has Mazie Hirono run-ning for our much deserved retiring Senator Daniel Akaka. Congressional races of Colleen Hanabusa (District 1) and Tulsi Gabbard (District 2) are also on the ballot.

The biggest story however is the Honolulu Mayor's race between Kirk Caldwell and Ben Cayatano. Kirk Caldwell is a friend of Labor with 100% endorsements of Labor Unions and is Pro Rail, while Ben is anti everything. Ben thinks rail isn't needed and has no clear ideas on how to correct the traffic situa-tion. Kirk Caldwell is the Mayor for Us, the working class of this community. He has our best interests in mind, unlike Ben.

REMEMBERING THE MONTH OF SEPTEMBER

September brings a lot of remembranc-es for the month. We start off with 9/3/12 Labor Day, remembering how and why we celebrate the strength of Labor. We thank our forefathers who created the eight-hour work day, lunch breaks, child labor laws, the five-day work week, the Davis-Bacon Act, and much more.

9/10/12 we look back 20 years ago when Hurricane Iniki hit the Islands, espe-cially Kauai. We remember how families and communities got together to help each other out in time of disaster.

A i d i n g & A b e t t i n g a n U n l i c e n s e d P e r s o nFailure to Comply with Licensing Law or Rule

[OAHU, HAWAII] — These were the allegations against Helix Electric, Inc. , that were init iated by your Compliance Department, with the important assistance of Maui Business Representative Ray Shimabuku, Kauai Business Representative Richard Jose , and ECAH – the Electrical Contractors Association of Hawaii.

The Regulated Industries Complaints Office (RICO) of the Department of Commerce and Consumer Affairs (DCCA), found that the evidence sub-mitted and subsequently investigated was enough to substantiate these vio-lations, and entered into a settlement agreement with Helix Electric. As part of the settlement, Helix Electric paid a fine of $87,000.00.

We will continue to work together and persist to make sure that Helix Electric, and ALL ELECTRICAL CONTRACTORS in our State are playing by the rules. If electrical contractors or unlicensed per-sons choose otherwise, we WILL be there to make sure that they are caught.

HOW SMART DO YOU NEED TO BE TO INSTALL SMART ELECTRICAL METERS?? Well, “smarts” is up for interpretation.

What you DO NEED is a C-13 Electrical Contractor’s License to contract to per-form this work – as confirmed three times in the past three months by the Contractor’s License Board.

A mainland contractor had been install-ing smart meters on businesses and residences on the island of Kauai as a contractor for the utility company. This mainland contractor did not pos-sess a Hawaii Contractor’s License and may not have been using Licensed Electricians.

Along with help from one of our signato-ry contractors, we took this matter to the Contractor’s License Board, which ruled that an Electrical Contractor’s License is required for this type of work. The mainland contractor asked the Board to reconsider this opinion, and the Board re-confirmed this decision in both of the following two Board Meetings.

All reports indicate that the mainland contractor has halted all work!!

The Board of Electricians and Plumbers is still considering the matter to deter-mine that a Licensed Electrician should be the one physically performing the work. We are hopeful that this Board will see that the Contractor’s License Board has not wavered in determining that this is electrical work that should be contracted by an Electrical Contractor. The normal progression would then be that the work should be performed by Licensed Electricians.

Keep up the hard work members!! Continue to lead by excellent example!!And don’t hesitate to call us if you see someone on the wrong side of the laws and rules of our electrical industry!!

Yes, you are eligible, if you worked less than 32 hours or less than 24 if holiday in that week, due to lack of work and/or rain out.

How do I request for this SUB Benefit?

Complete the SUB Form from our web site (Don’t forget to sign and date the form) and submit to your employer for verification. Your employer will confirm the number of hours worked due to lack of work/or rain out, in addition to signing and dating the form. Your employer may fax the completed form to our office. Hawaii Electricians Training Office

APPRENTICESHIP PROGRAM Apprenticeship classes have

begun island-wide for both Inside Wireperson and Telecom/CATV students. Day school apprentices, Chad Hiromasa and Kellen Kaeo, practice assembling and disassembling a 4” rigid pipe threading head with instructor John Murray at their side. Apprenticeship instructors Pat McCluskey, Daniel Chock and Lou Slovak attended the 2012 National Training Institute (NTI) in Ann Arbor, Michigan at the end of July. At the NTI, the instructors learned valuable teaching skills and tools which will serve to enhance our program and foster a strong instructor base. The apprenticeship program has recently expanded to include more than 390 apprentices this year which we anticipate will continue to grow over the years.

Instructor Bio The Conduit Bending class in Maui has recently been revamped by instructor Abel Sanchez who began his career as an electrician in Los Angeles, California in 1997. This class has expanded to become an intensive 20-hour combined classroom and hands-on training. Abel attended a 5-year apprenticeship with Local Union 11 and graduated from the NJATC. His experience in Conduit Bending began in his apprenticeship and continued through his 4-year tenure at Anheuser-Busch in Van Nuys, California. He has experience installing 3/4" to 5" trade sizes of rigid and EMT conduit in both industrial and commercial buildings. Abel continues his education through studying the most recent trade publications and books on the subject. We look forward to expanding Abel’s class to all islands.

David Fukino was recognized by the IBEW Local 1186 Training Department at a recent Union meeting for his extraordinary actions

responding to a medical emergency and providing life-sustaining care to a fellow member and to a stranger in public in another incident.

The MEDIC First Aid Good Samaritan Award was presented by Business Manager Damien Kim and Training Coordinator Robert Aquino to Fukino, who was applauded by the membership.

Member Fukino showed that the extensive emergen-cy and safety training required of all Local 1186 members has practical applications in critical situations.

With IBEW's valuable instruction and knowledge under your belt, you can also be prepared at the right time like member Fukino to save the life of a friend, stranger, or family member.
