OBJECTSAND REASONS

This Bill, divided into six parts,proposesthe enactmentof theconstitutionalReview Act, 2011, for the purposesof establishingtheconstitutionalReviewcommissionandthe secretariatfo r colleJtingpublicopinionson theconstitutionalreview.Theconstitutionalreviewis intendedto examine-consistencyandcompatibilityof the existingconstitutionwith regardsto sovereignty,politicalsysiems,democrac!andgoodgovernancethroughoutthtuniGd Republicof ranzania.Thelegal'rechanismthatisproposedwill enableparticipationof thepeopleofranzaniain theconstitutionalreviewpro..rr. once enactedinto law,thereshall be a legal frameworkfoi the presidentto establishacommissionfor reviewingthe constitutionand to constitutetheconstituentAssemblyfor purposesof enactinga nervconstitution.PartI providesfor the preliminarymatterswhich includethe title,dateof commencementandapplicatitnof theproposedAct.It furtherprovidesfor theinterpretationof certainterms,designationsandwordsusedin theproposedenactment.PartII providesfor objectivesofthe proposedAct.Thepartspecifyin detailstheobjectivesandtheessenceof constitutionalreviewprocess,includingoath of membersof the commissionand membersof theSecretariatandthe procedurethroughwhich theconstitutionalreviewprocesswill beundertaken.PartII I of theBill providesfo r theestablishmentof a commissionwhich will coordinate_andcollectpublic opinions for purposesofconstitutionalreview.
