The government is striving together withthe entire national people for the emergence of amodern, developed and democratic nation.

The democratic nation that Myanmar isformulating will not be the same in terms of theform of the Western democracy. However, itsaspired democratic system will cover the inter-national norms such as liberty, justice, equalityand the rule of law.

The emerging new democratic nationwill preserve and promote the cultural heritageand uphold the Myanmar way of thinking andconcept, social norms and national character.

At present, the seven-step Road Map isbeing implemented in the process of transition todemocracy. In this regard, the ongoing NationalConvention, the first phase of the Road Map, isfinalizing the basic principles and detailed basicprinciples.

A peaceful, modern, developed and dis-cipline-flourishing democratic nation as aspiredby the entire national people has now come intoshape and it is in sight.

The entire national people are responsi-ble for safeguarding the already-achieved devel-opments which are the results of earnest efforts.

At a time when a new democratic nationis beginning to take shape the entire nationalpeople are to make concerted efforts in wardingoff the destructive acts of saboteurs in order tosafeguard the nation.

British soldier killed in Afghanistan LONDON, 30 July—A British soldier

was killed in a rocket attack in southernAfghanistan, British Ministry ofDefence confirmed on Saturday.

“It is with much sadness that theMoD must confirm that a soldier from14 Signals Regiment was killed whilstproviding support to operations withTask Force Helmand in southernAfghanistan on 27 Friday July 2007,”the ministry said in a statement.

The soldier was working in acompound between Heyderabad andMirmandab when he was fatally woundedin a rocket attack, said the ministry,adding the soldier’s next of kin havebeen informed. Insects invade paddy fields in flood-ravaged Sichuan

CHENGDU, 31 July —Plant hopper insects haveinvaded 347,300 hectaresof paddy fields in flood-swamped Sichuan Provincein southwest China, local

authorities report. A spokeswoman with

the provincial departmentof agriculture said 4,667hectares of paddy fieldshave been ruined by the

pests, which have apredilection for rice plants.

The insects have beenreported in 85 counties ofthe province, 19 of whichhave been subject to largeoutbreaks.

The province has sent100,000 plant-protectionprofessionals to the pest-stricken areas andprepared 6,000 tons ofpesticides, said Shen Li, asenior agronomist with theagriculture department.

Continuous heavyrainfall since thebeginning of this monthhas created favourableconditions for the invasionand propagation of theplant hoppers, Shen said.

The provincial gov-ernment has vowed toallocate more funds, buymore sprayers and keep aclose eye on the pest situationin a bid to minimize losses.

A large outbreak ofplant hoppers causedSichuan to lose 350,000tons of rice in 1991.

The man was shot in theChorlton on Medlock Dis-trict of central Manchester,close to the city’s university,just before midnight.

Chavez says Venezuela increasesmily strength to defend oil

CARACAS, 30 July—Venezuelan PresidentHugo Chavez said Sundaythat his country, as aworld energy power, isincreasing its militarystrength to defend itswealth and resources.

“Venezuela has thebiggest oil and gas reservein the world, and ourcountry is developing anenergy model attacked bythe government of theUnited States,” Chavezsaid in his weekly radioand television show ‘HelloPresident’.

Venezuela is no longera colony of the UnitedStates, he said in theprogramme broadcastfrom the eastern state ofAnzoategui in the OrinocoOil Strip. “The US is likeDracula and it is desperate

because it does not havereserves. That is why weare strengthening the eco-nomic and military powerso nobody dares to comeand rob us,” Chavez said.

The President said hisgovernment has broughtin a series of new laws andpolicies aimed at takingback Venezuela’s oilfields from foreigncompanies.

“Those adjustments(policies) have made the(US) empire and inter-national companies ner-vous, triggering the coupd’etat against my govern-ment in April 2002 andfollowed by oil stoppagesin late 2002 and early2003,” Chavez said.

“In the forthcomingdecades news stories willinform that certain

countries’ oil reserves areexhausted and the onlyreserves that will beavailable will be thosein the Middle East, Russiaand Venezuela,” headded.

production capacity has reached 10.8 million barrelsper day (bpd), the country’s state oil companySaudi Aramco announced Monday.

The company is sparing no efforts to raise its oilproduction to meet the market demand, said Armaco’sMid-Year Accountability Report.

The Khursaniyah field is expected to start operationsin December 2007, with a capacity of 500,000 bpd ofArabian light crude, said the report, noting the companywill boost its exploration of non-associated gas fields.

During the first half of 2007 the company discoveredtwo oil fields, Daivazah and Mabrook, adding thenumber of oil and gas fields under Saudi Aramco’smanagement to 102, it said.

Saudi Arabia is the world’s largest oil producer andexporter and plans to raise its production capacity to12.5 million bpd in 2009.—Internet

The National Biofuel Development Committee isconducting a study to determine how the regulationcould be applied. Producers of biofuel have longdemanded the government make the use of biofuelcompulsory to boost the eco-friendly fuel business.

World Breastfeeding Week (August 1-7) iscelebrated every year on the anniversary of the adoptionof the “Innocenti Declaration” at the WHO/UNICEFPolicy Makers’ Meeting held at Spedale degliInnocenti, Florence, Italy in 1990.

In order to act on the Innocenti Declaration onthe Protection, Promotion and Support ofbreastfeeding, the World Alliance for BreastfeedingAction (WABA) was formed with a global network ofindividuals and organizations worldwide. WABAenvisioned a global unifying strategy by suggesting,in the calendar of international events, a day to bededicated to breastfeeding. The idea of a day’scelebration was later turned into a week.

The flooding occurred at around 8:40 a.m.Sunday at the Zhijian coal mine in Shanxian County,about 200 kilometres west of Zhengzhou, capital ofHenan, when 102 miners were working underground,the rescue headquarters said.

SHENYANG, 31 July— Chinese peo-ple consumed more than 35 million tonsof beer in 2006, with per capita con-sumption of 27 litres, according to theChina Alcoholic Drinks Industry Asso-ciation (CADIA).

China produced 14.4 million tonsof beer in the first five months this year,up 16.7 per cent from last year’s sameperiod, according to Xiao Derun, an

official with CADIA. China’s total beer output hit 35.15

million tons last year, an increase of 14.7per cent over that of the previous year.

Beckenbauer backs Englandto host 2018 World Cup

LONDON, 31 July — FIFA member FranzBeckenbauer believes the 2018 World Cup should beheld in Europe and that England is the best candidateto host the finals.

Beckenbauer, a member of FIFA's 24-strong execu-tive committee, which decides the World Cup hosts,said the quality of England's league and stadia madethe country the favourites.

"2010 is South Africa, then because of the FIFArotation in 2014 it will be South America, probablyBrazil, and then it's the end of the rotation," Beckenbauertold BBC Five Live radio on Sunday.

"It has to come back to Europe and then England, ofcourse, is the first choice to host the World Cup in2018."

Beckenbauer, a World Cup winner as a player andmanager who headed the organizing committee of lastyear's finals in his native Germany, said: "There is nobetter country in Europe to host it in 2018.

"The Premier League at the moment is the bestleague in Europe, the stadiums are outstanding and thenew Wembley Stadium, and the club stadiums, are inthe best condition ever.

"So it's logical to bring the 2018 World Cup toEngland."

Beckenbauer added: "England is thefavourite...Germany is out because we hosted the 2006World Cup, Italy is not in a very stable condition,France was in 1998 and Spain I don't know."

England won the 1966 World Cup as hosts and thegovernment, led by new Prime Minister Gordon Brown,has firmly backed an English bid.

The Gulf state was theonly country to submit aformal bid to host the eventbut had to satisfy the AFCof their ability to stage thetournament before beingconfirmed as hosts.

India and Iran had ini-tially indicated they wouldbid but pulled out beforethe final deadline in May.

Under the AFC's rota-tion policy, only countriesfrom West Asia were al-lowed to bid but the AFCsaid it would have openedthe bidding process hadQatar's proposal failed tomeet the required stand-ards.

"I think it will be a greattournament," AFC Presi-dent Mohamed BinHammam, who is fromQatar, told a news confer-ence. "The Asian Cupfrom now on will be dif-ferent from what we'veseen in the past, in termsof organization, in termsof popularity and in termsof standard. This is mypromise to you."

BEIJING, 31 July —China’s third-generationmain battle tank is among

the most advanced in theworld, Yang Haifeng, anarmoured regiment

commander in the BeijingMilitary Area Command,has claimed.

The China-made tankrepresents a significantimprovement over oldergenerations in terms of itsammunition, fire control,defence, telecommunica-tion and rapid-attack capabi-lities, said Yang, speakingat an event at which hisregiment showed the tankto a group of Chinesereporters for the first time,ahead of the 80th foundinganniversary of ChinesePeople’s Liberation Army(PLA).

But he did not disclosethe tank type or how manysuch tanks are currently inservice.

His regiment is the onlyone in the PLA where allplatoons are armed with thetank, which was unveiled atthe National Day parade inBeijing in 1999 and enteredservice in 2001.

“The tank, equippedwith thermal imaging andnight vision systems, has astrong target-trackingcapability, which ensures a90-per-cent first hitprobability at a long rangeeven when the tank ismoving,” said Yang.

The combat ability ofthe tank is greatly enhancedby an electro-opticalcountermeasures suite,which includes a deviceusing high-power laser toattack the enemy weapon’soptics and damage theeyesight of the enemygunner, said Yang.

NAY PYI TAW, 31 July — Member of the StatePeace and Development Council Lt-Gen Khin MaungThan of the Ministry of Defence, accompanied byCommander of South-West Command Maj-Gen ThuraMyint Aung, went to Nyaungdon Township,Ayeyawady Division, yesterday and inspected modelpaddy fields in the township.

On his inspection tour of the 100-acre paddyfield in Nyaungdon Township, officials of MyanmaAgriculture Service U Myint Aye reported on use ofnatural and chemical fertilizers, establishment of mo-dal plots in 52,000 acres of paddy fields in 26 town-ships in Ayeyawady Division, dissemination of agri-cultural knowledge to farmers and efforts for boostingper acre yield in the division.

Afterwards, Lt-Gen Khin Maung Than andparty inspected a pilot plantation of paddy inThazinyekyaw Village-tract in Nyaungdon Townshipand cordially greeted local farmers.

They also inspected thriving paddy fields in amotorcade on their way to the physic nut plantation ofgovernment departments in Nyaungdon Township.

According to the report of an official con-cerned, a total of 3,186 acres have been put underphysic nut in Nyaungdon Township and there are 60acres of physic nut grown by departments in thetownship.

party went to the 100-acre paddy field in Zalun Town-ship. At the briefing hall, the chairman of the ZalunTownship Peace and Development Council U YinHtwe reported on cultivation of monsoon paddy for2007-2008, use of natural and chemical fertilizers andefforts for meeting the target of 100 baskets per acreyield in the township. After hearing reports, theyviewed broadcasting of fertilizer on the 1000-acrepaddy field.

Afterwards, Lt-Gen Khin Maung Than andparty visited Man Aung Myin Buddha Image in Zalunand made cash donation at the pagoda.

On his tour of Zalun, Lt-Gen Khin MaungThan met with departmental officials, members ofsocial organizations and townselders.

At the meeting, Chairman of Zalun TownshipPeace and Development Council U Yin Htwe reportedon matters related to the administration and economyof the township.

In his address, Lt-Gen Khin Maung Than saidZalun Township has exceeded the target cultivation of10 major crops and has enjoyed sufficiency of edibleoil. However, Ayeyawady Division does not have asurplus of edible oil. A plan for extended cultivationoil crops, peas and beans in the division has beendrawn, and officials are to make efforts for meetingtarget cultivation of oil crops and peas and beans intownship wise, he said. As Ayeyawady Division setsits target of 500,000 acres of physic nut, Zalun Town-ship is also to contribute to planting physic nuts in thedivision.
