The Board of Medical Examiners of the State of North Carolina met atthe Sheraton Highwoods, Raleigh, North Carolina, November 30-December 3,1980, for the purpose of interviewing applicants for license by endorsementof credentials and other business.

The President of the Board announced the following committee appoint-ments: Budget and Audit: Dr. Fitz and Dr. Kermon; Subcommittee: Dr. Kermon,Chairman; Dr. Koontz, and Dr. Pagter; Drug Commission Representative: Dr.Blackmon; and EMS Representative: Dr. Sullivan.

Certificates of. Licensure

The Board adopted a motion that future certificates of licensureto practice medicine in the state of North Carolina issued in the name of theBoard of Medical Examiners of the State of North Carolina will bear the printedfacsimile of the signatures of all the members of the Board except that ofThomas E. Fitz, M. D. , Jack Koontz, M. D. , and Frank N. Sullivan, M. D. Drs.Fitz, Koontz, and Sullivan are authorized to affix their signatures to thecertificates of licensure hereafter issued by the Board, which signatures shallconstitute certification in the name of the Board that the licensees to whom

the certificates are issued have duly met the qualifications and requirementsfor issuance of licenses to practice medicine in North Carolina.

Edward R. Polk Spicer, M. D. , Salisbury, North Carolina

The Board reviewed a request from Dr. Spicer for reinstatement of hislicense. The Board adopted a motion that Dr. Spicer be informed that therequest for reinstatement of his license was denied by the Board and thatthis letter be discussed with the Board's attorney.

David L. Case, M. D. , Lexington, Kentucky

The Board reviewed a request for a resident's training license fromthis physician. The Board adopted a motion that the Federation be contactedregarding the report of GAO, that the Department of Anesthesiology at Dukebe contacted to determine whether Dr. Case has been offered a position, andthat Dr. Case be written and informed that the Board is in the process ofstudying the newly organized foreign medical schools.

Data Requests from Mr. John J. Aluise and Mr. Douglass M. Phil lips

The Board reviewed requests from these individuals for computerizedmaterial. The Board adopted a motion that these requests for data begranted with the stipulation that the information cannot be sold or givento any other organization.

Re ort to the Executive Council

Dr. Blackmon reported on an effective presentation made by Keith Bullato the Drug Commission. The Board adopted a motion that this same presenta-tion be made by Mr. Bulla to the Executive Council of the North Carolina MedicalSociety at the next meeting.

Joseph A. Young, M. D. , Newton, North Carolina

The Executive Secretary reported that Dr. Young surrendered his licenseon November 19, 1980. The Board adopted a motion that this report be ac-cepted as information.

October, 1981, Board Meeting

The Board adopted a motion that the October, 1981, Board meeting be heldOctober 15-18, 1981, at the Wilmington Hilton.

December, 1981, Board Meeting

The Board adopted a motion that the December, 1981, Board meeting be heldat the Sheraton Highwoods in Raleigh on the same dates as the FLEX examination.

Mel Gaston, PA, NCCPA

The Board reviewed a letter from Mel Gaston, Chairman of the Peer ReviewCommittee of NCCPA. The Board adopted a motion that the Executive Secretaryagain quote for Mr. Gaston the regulation concerning physician assistants'prescribing controlled substances.

Recent DO Graduates

The Board adopted a motion that the procedure for interviewing recentDO graduates be the same as that for interviewing recent medical graduates.

The Board adopted a motion that these applications for Emergency MedicalTechnicians-I. V. , Mobile Intensive Care Technicians, and Mobile Intensive CareNurses be approved. The Board adopted a motion that the request from ForsythCounty to add Bretylium and Nubain to the medication protocols be denied andthat the office of Emergency Medical Services continue to request the Boardof Medical Examiners to rule on exceptions to the EMS formulary.

Patients in Nursing Homes with Chronic Brain Syndrome

Dr. Blackmon discussed with the Board the problem of grossly confusedpatients in nursing homes. The Board adopted a motion that the Board's attorneybe requested to determine whether this is a problem for the Medical Society orfor the Board of Medical Examiners, and that if the attorney determines thismatter is within the jurisdiction of the Board it be recommended to the NorthCarolina Department of Mental Health or to the Department of Justice to providenursing homes with locks and fences.

Karl Lander Lawing, M. D. , Lincolnton, North Carolina

Dr. Lawing appeared as requested. The Board adopted a motion that Dr.Lawing be requested to appear in one year, and that the suspension of his revo-cation be continued under the same conditions.

Bennie Brooks Ward, M. D. , Shallotte, North Carolina

Dr. Ward appeared as requested. The Board adopted a motion that the sus-pension of Dr. Ward's revocation be continued under the same conditions, thathis Schedule 2 and 2N prescribing privileges not be reinstated, that he be re-quested to appear before the Board again in one year, and that he furnish areport on his physical condition from his physician before appearing before theBoard next year.

Harr L. Hinson, M. D. , Tuscaloosa, Alabama

Dr. Pagter reviewed this physician's file and reported to the Board. TheBoard adopted a motion to institute the proper procedures to prefer chargesagainst Harry L. Hinson, M. D. , that he be so notified in writing, that he beadvised that he will be given a hearing on such charges that will be presentedagainst him, and that these charges be drawn up by the Board's attorney withthe help of the investigator.

The Board reviewed a letter from Dr. Cox. The Board adopted a motion thatno action be taken concerning Dr. Cox's request for the reinstatement of hismedical license. Further the Board indicated that it is still awaiting a reportfrom Dr. Grant and is also requesting a list of the continuing medical educationcourses taken by Dr. Cox.

Lewis William Hagna, M. D. , Marion, North Carolina

The Board reviewed a letter from Dr. Hagna requesting a six month delayof the hearing at which he is scheduled to appear. The Board adopted a motionthat this matter be discussed with the Board's attorney, that the Board's at-torney be requested to discuss this matter with Dr. Hagna's attorney and thathe be requested to inform him that the charges are still active against Dr.Hagna 'at this time, but that, if and when he retires, the Board will discusswi th him whatever he wi shes to do at that t ime.

Gilbert Silverman, M. D. , Richmond, Virginia

The Executive Secretary reported to the Board of Medical Examiners thatDr. Silverman had voluntarily surrendered his license to practice medicine.The Board adopted a motion that this report be accepted as information.

Letter from the California Board

The Board reviewed a letter from Robert Rowland, Executive Director, Boardof Medical Quality Assurance, Sacramento, California. The Board adopted amotion that this letter be accepted as information and that a copy of this letterfrom the California Board be forwarded to Bryant L. Galusha, M. D.

Proposed Corporation Name: Physicians for Women, Ltd.

The Board reviewed a request to use the proposed corporation name: Physiciansfor Women, Ltd. The Board adopted a motion that this request not be approved andthat a copy of the Board's regulations concerning corporation names be sent tothe group making the request with the suggestion that a qualifying adjective suchas "Elizabeth City" be inserted before the word "Physicians. "

John Stanford Noell, M. D. , Raleigh, North Carolina

Dr. Noell appeared before the Board at his request. The Board adopted amotion that Dr. Noell be issued a temporary license for a period of one year topractice in a supervised environment approved by the Board, that he appear beforethe Board again in six months, and that, upon receipt of a release signed by Dr.Noell, Dr. Blackley be furnished with information concerning the status of Dr.Noell's license in North Carolina.

James R. Hughes, M. D. , Goldsboro, North Carolina

Dr. Hughes appeared as requested. The Board adopted a motion that Dr. Hughesbe commended on the progress he has made and that he be requested to appear be-fore the Board again in one year.

Patricia Goodhall-Gunn, Islington, Ontario

The Board reviewed a request from Dr. Goodhall-Gunn to waive the standardcertificate of ECFMG as a prerequisite to her taking the FLEX examination inNorth Carolina. The Board adopted a motion that the requirement for holdinga standard certificate of ECFMG be waived and that Dr. Goodhall-Gunn be allowedto take the FLEX examination in North Carolina.

January, 1982, Meeting

The Board adopted a motion that the January meeting be held at the PinehurstHotel and that whenever possible board meetings be scheduled for Friday, Saturday,and Sunday rather than Thursday, Friday, and Saturday.

George Altamont Little, M. D. , Baltimore, Maryland

The Board reviewed a recommendation from the Board's attorney that Dr.Little not be requested to surrender his license voluntarily at this time becauseof the possible adverse effect of this action on Dr. Little's satisfactoryprobationary status in Maryland. The Board adopted a motion that this report beaccepted as information, that the recommendation of the Board's attorney be followed,and that the Board's attorney request Dr. Little's attorney to inform the Boardif Dr. Little wishes to practice in North Carolina.

Re uest for Addition of Electrical Defibrillation by EMT-Intermediate

The Board reviewed a request to allow EMT-I's to perform electrical de-fibrillation. The Board adopted a motion that the Board of Medical Examinersdoes not believe that EMT-Intermediates have sufficient knowledge to perform de-fibrillation and that the Executive Secretary research the APA to determine howthis matter should be handled.

Delays by EMS Personnel in Transmitting Patients to Hospitals

The Board adopted a motion that Dr. Pagter call Bob Bailey to inform himthat the Board is concerned about these delays and believes that this matter shouldbe solved in Raleigh rather than on the local level, and that Bob Bailey be re-quested to report his action on this matter to Dr. Sullivan so that it may bereported to the Board at the next meeting.

Medications Approved for use by EMS Personnel

Dr. Reynolds reported to the Board on a request of Dr. Stringer's to modifythe list of medications approved for use by EMS personnel. He requested thatLowphed, Aramine, Phenobarbital, and Morphine be deleted from this list of drugs,that Morphine be replaced with Nubain, and that Brytelium be added to the list ofapproved drugs. The Board adopted a motion that Dr. Stringer be informed thatthe Board is considering this matter.

Wallace Edward Souther, M. D. , Fletcher, North Carolina

The investigator reported on the fact that Dr. Souther surrendered hislicense on January 8, 1981. The Board adopted a motion that this report beaccepted as information.

Timothy H. Gridley, M. D. , Fayettevi lie, North Carolina

Dr. Gridley appeared as requested. The Board adopted a motion thatDr. Gridley be issued a full, unrestricted North Carolina medical license.

Application Form

The Executive Secretary discussed with the Board the possibility ofrevising the license by endorsement application form. The changes hementioned include attachment of a release form to the application so thatinvestigative information could be obtained, revising the size of the form,no longer requiring the applicant to submit two photographs, and considerationof adopting a standardized form through the Federation. The Board adopted amotion that Dr. Pagter and the Executive Secretary work together on revisingthe Board's present application form and report their recommendations tothe Board.

The Subcommittee recommended that the Legislature be requested toapprove funds permitting a fee not to exceed $175.00 for a nursepractitioner's initial application and a fee not to exceed $50. 00for a nurse practitioner's annual renewal application to be charged,and that fees be presently charged in the amount of $100.00 for aninitial application and $25. 00 for a renewal application and sharedon a pro rata basis between the Board of Nursing and the Board ofMedical Examiners.
