Introduction:

The appropriate siting of Defence and non-Defence infrastructure facilities and activities within the Defence Estate is fundamental to:

Realising the optimal long term development of a Defence Establishment or Training Area in accordance with the approved Zone and/or Precinct Plan or Master Plan, Training Area/Range Task B Plans or in the absence of any of these plans in accordance with ‘highest and best’ use of land principles

Ensuring that Defence operations and activities are undertaken safely and efficiently;

Ensuring that the impact of Defence operations and activities on the environment and local community is minimised; and

Preserving current and ongoing capability and protecting the long term sustainability of the Defence Estate.

Careful consideration must be given to the siting of all proposed new or refurbished Defence and non-Defence facilities and activities within the Defence Estate.

How to Complete the Considerations Matrix:

The information contained in this document leads the Defence Project Officer or Project Manager (e.g. PM/CA) through a series of mandatory considerations in order to address their relevance to the siting options proposed.

All the considerations (questions) are grouped in Sections according to the particular consideration topics and the Subject Matter Experts (SME’s) who are qualified to assist the Defence Project Officer or Project Manager in completing the Considerations Matrix (CM) are identified. The Defence Project Officer or Project Manager need not necessarily refer to an SME if they are confident that they have the expertise to comment on a particular consideration. However, it should be noted that if the SME is not consulted and it is later found that there are issues with a siting option that have been overlooked then this may result in significant additional cost to the project to rectify a problem. If there is any doubt in completing a consideration, the Defence Project Officer or Project Manager should always consult the relevant SME. It is mandatory to record in the Considerations Matrix document whether a SME has been consulted, therefore the SME consultation question should be answered Yes or No as relevant. Where a SME has been consulted, the advice provided by that SME must be reproduced in the relevant consideration column within the Considerations Matrix prior to distribution to Board members. Any conditions imposed by an SME must recorded in the Minute to the delegate when seeking siting approval.

Full Review

Once the Considerations Matrix has been completed (as per Full Review – DEQMS Site Selection Process Step 7), it is forwarded, along with the other Site Selection documentation, to the approved Site Selection Board members and stakeholders for their consideration. It is important that the completed Considerations Matrix is sent to the Board Members and preferably mandatory stakeholders a minimum of 2 weeks prior to the Site Selection Board meeting. This will allow enough time for the Members and stakeholders to review the information and issues that may be relevant to each siting option. This action will save time at the Selection Board meeting, allow the meeting to run more smoothly and ensure that all Board members are making fully informed recommendations regarding the preferred site option.

Regional Review

For a Regional Review, the Considerations Matrix is completed (as per Regional Review – Selection Process Step 7) in the same manner as a Full Review; however, it is evaluated by the Regional Director or their appointed delegate. A Site Selection Board is not a requirement when a Regional Review is conducted. However, the Regional Director may require that a Site Selection Board meeting be held for a Regional Review. The Regional Director has the discretion to not agree to accept authority for approving a site selection for a specific project and direct that a Full Review be undertaken with ASEP as the approval authority.

For most sections of the Considerations Matrix there is a corresponding Help Section. These provide guidance material to support the filling out of the CM. The Help Guidance documents may be updated from time as SME’s provide additional or updated advice. Zipping the Considerations Matrix File for DistributionDue to the size of the CM document, DBP strongly suggests that when sending the file electronically, the file be a compressed (zipped) attachment. Compressing the file will reduce the overall size of the attachment which will ensure that the sending of the file will not be inhibited by Defence email attachment file size limits (the DRN email attachment limit being 1.5Mb).

To compress (or zip) a file, right click on the CM file and select ‘Send To’ and then select ‘Compressed (zipped) Folder’. A new folder (file) is created with a *.zip extension which is the compressed file containing the CM that should be the attachment for the email.

To un-compress (or extract) the file, right click on the compressed (zipped) file and select ‘Extract’ and a wizard dialogue box will appear and guide you through the rest of the process.

Maintenance of recordsWhere a Site Selection approval is issued by the Regional Director, the Project Officer is required to forward a copy of the approval Minute and the endorsed site option map/plan to the Directorate of Base Planning (Zone Planning team) to enable accurate land use records to be maintained for each base within the Defence Estate.
