Building People in Health Care

Health Care Management

Good leadership drives quality patient care. We support programmes that empower people to lead hospitals and public health care systems effectively.

Nursing Management

Nurses are at the forefront of patient care. Our programmes develop their managerial, pedagogical and clinical skills to keep pace with the ever-evolving society.

Public Health Management

Public health programmes promote healthy communities in two ways: by raising awareness of good practices and enhancing public health management.

Health care is fundamental to the economic and social growth of any community. We support the development of health care capabilities across communities through these areas.

Saving Mothers in IndiaHealth Care Programme in Madhya Pradesh, India

About 44,000 women in India die each year due to complications during childbirth. Some of these causes include haemorrhage, eclampsia and pre-existing conditions such as anaemia and malaria. Many of these deaths are preventable.

Madhya Pradesh is one of nine states in India facing this issue and the reduction of maternal and infant mortality rates is one of the priorities for the National Health Mission in the state.

In its first partnership with Tata Trusts, Temasek Foundation International is supporting a three-year programme with SingHealth to build capabilities in Madhya Pradesh that will reduce infant and maternal mortality rates. Participants will learn to manage high-risk pregnancies, enhance obstetric and neonatal care in emergencies and intensive care, and strengthen clinical governance and quality.

Temasek Foundation International has been hosting the HEAL Programme since 2015. The programme brings health care leaders from the region together to exchange experiences in the areas of health management, governance and challenges.

In 2019, the HEAL Programme focused on nursing leadership and health care innovation. Under the theme of health care innovation, Temasek Foundation International supported a programme by Tan Tock Seng Hospital’s Centre for Healthcare Innovation. The programme

shared innovation models, systems, design thinking and other improvement tools with 50 officials from around Asia.

Under the nursing theme, the HEAL Programme was held in partnership with SingHealth and Singapore’s National Healthcare Group. It gathered 300 nursing leaders from around the world to share best practices in patient safety. They also discussed the role that health care ministries and agencies should play in providing public health care systems.

Science, Technology, Engineering and Mathematics (STEM)

STEM education trains students to solve real-life issues with an inter-disciplinary and applied approach. Our participants are educators and officials who are trained to plan and implement STEM curricula.

Technical and Vocational Education and Training (TVET)

TVET builds a dynamic workforce that meets industry needs and contributes to economic growth. Our TVET programmes help to enhance pedagogy, curriculum, knowledge and skills towards innovation.

Educational Leadership

We support networks of schools in enhancing educators’ skills and the quality of education. Our participants are trained in specific skills based on the needs of the region.

Education opens doors to knowledge and skills and helps communities to grow. Here are the ways in which we support educators and innovative education that can nurture students for the future economy.

LOOKING AHEAD

Preparing Asia’s Young for the Fourth Industrial RevolutionSTEM (Science, Technology, Engineering and Mathematics) for University Educators in Asia

STEM education trains students to solve real-life issues with an inter-disciplinary and applied approach, equipping them with science, technology, engineering and mathematics skills to thrive in a modern, knowledge-centric society. Yet STEM education is most effective when combined with soft skills such as empathy, resilience and curiosity, which can help the young to confront an increasingly complex world.

To enable STEM education in universities in Asia, Temasek Foundation International is supporting a programme for 420 educators from ASEAN universities. They will explore innovative pedagogies in the teaching, curriculum design and research management of STEM.

Shaping Teachers into Leaders in the Philippines Education Programme for Islamic Schools in Philippines

The Markaz Osshabab Al-Muslim Fil-Filibin Foundation runs a number of schools under its extensive network across the Philippines. In a collaboration between Irsyad Trust Limited and Temasek Foundation International, 210 teachers from 20 Markaz Osshabab schools in Marawi and Manila will undergo training in language and instructional mastery and enhanced leadership skills.

The teachers will participate in intensive English training, gain skills in teaching strategies and

explore new technologies for the classroom. To enhance leadership, the teachers will be equipped with organisational development and coaching skills and take part in an internship in Singapore.

The project has the potential to impact 20,000 students, who can receive quality education through the teachers’ improved leadership skills and methodologies.

Building Bridges Between Peoples

Student Leaders Exchange

Young leaders from universities, polytechnics and technical institutes in Asia get to develop connections and participate in cross-border community projects through the Leadership Enrichment and Regional Networking (LEaRN) and Specialists’ Community Action and Leadership Exchange (SCALE) programmes. Youths from our STEP programmes come together to learn through common interests in arts, geopolitics, science, sports and environment.

Leaders Network

We sustain deep connections with leaders from the region through our annual leadership platform, which encourages networking and discussions on the public sector in Asia.

Asia Journalism Fellowship

An annual platform for mid-career journalists from the region to engage in professional and cultural exchange through workshops, discussions and dialogues.

The region comprises communities of diverse languages and cultures. We support programmes towards greater understanding, networking and friendships among different peoples.

LOOKING ACROSS

Widening Networks for Journalists in AsiaAsia Journalism Fellowship 2018

To explore media and its ever-changing roles, Temasek Foundation International hosts the annual Asia Journalism Fellowship, which provides a platform for journalists in the region to discuss issues in the sector. The Fellowship also promotes intra-Asia knowledge.

In 2018, the Fellowship was hosted in partnership with Singapore’s Institute of Policy Studies. The 10th group of Fellows – comprising 17 journalists from 13 countries and territories – participated in a mix of seminars and workshops on narrative writing, photography and digital visualisation. They also visited Facebook, Google and Reuters Singapore.

Connecting Youths to the WorldSTEP Endowment

As agents of change, youths are our future. Temasek Foundation International believes in bringing youths from the region together as one, where they can connect and learn through their shared interests. The STEP Endowment supports these youth-centric, thematic programmes: •Arts and Culture•Sustainability and Environment• Leadership and Geopolitics•Science, Technology and Innovation•Sports and Adventure

In 2018/2019, Temasek Foundation International supported 12 programmes under the STEP Endowment such as the Youth Ecosperity Dialogue, STEM Alive!, STEP Entrepreneurship Initiative, STEP Sociovation Forum and STEP Southeast Asia Youth Sports Leaders Camp.

Public institutions lead the efforts in economic, social and cultural development in a community. Our programmes enable policy leaders and public service officials to strengthen their policy making and implementation work for their communities.

Urban Management

Cities are thriving hubs of economic and social development. Our programmes promote learning and understanding among policy-makers and city-planners on creating sustainable and liveable cities.

As hubs of economic development and growth, cities need to be planned and governed well. Public sector capabilities are also critical in the economic development journey of any community. We support programmes that promote sustainable economic and urban development and strengthen public administration.

Strengthening Governance in ThailandPublic Administration Programme in Thailand

The King Prajadhipok’s Institute (KPI) is a leading academic organisation that aims to develop democracy and good governance in Thailand. This is done through academic research, training, collaboration work and more.

In partnership with KPI and the Nanyang Centre for Public Administration, Temasek Foundation International began supporting its first public administration programme in Thailand in 2018 to enhance governance.

The public administration programme involves 96 Thai public officials, who will exchange knowledge in leadership, urban planning, public policy and administration with their Singapore counterparts. The officials will learn new concepts, examine best practices and explore improvements to governance, alongside economic and political developments.

Three years ago, Temasek Foundation International formed a partnership with the National Institution for Transforming India (NITI Aayog) to build up India’s capabilities in the areas of urban management.

The second partnership initiated in 2018 focused on water management. Through workshops and discussions, 100 policy leaders across eight states and union territories in India will engage

with advisors from Singapore on non-revenue water management, used water treatment technology and the design of water recycling facilities.

The officials from various states in India will explore new ideas in recycling and reuse of water and develop model project documents for implementation.

Rebuilding Lives and Livelihoods

Restoring Lands Affected by Fires

In the traditional method of burning land for planting, the toxic haze from fires can cause much damage to the environment, economy and people’s health. This can be prevented with fire-free alternatives in agricultural farming.

The Center for International Forestry Research (CIFOR) and Commonwealth Scientific and Industrial Research Organisation (CSIRO) are building capabilities in such fire-free alternatives – which Temasek Foundation International is supporting. For example, their projects enable local farmers to tap new knowledge, technology and resources, and develop models for community-based fire prevention and peatlands restoration practices.

Supporting Communities in Need

In the past year, Temasek Foundation International also supported these communities affected by natural disasters and environmental conditions:

•August 2018: Delivered 1,000 water filter kits to communities affected by flooding in Attapeu Province, Lao PDR

•October 2018: Delivered 1,300 water filter kits to communities affected by the earthquake and tsunami that struck Palu, Sulawesi, Indonesia

• January 2019: Delivered 9,090 face masks and 550 ventilators to public officials and health workers in Thailand involved in assisting the community to cope with air pollution

Where natural disasters have occurred, communities often need a long period of recovery from the extensive damage to infrastructure and disruption to their lives. We are supporting these affected communities through preventive and post-disaster recovery measures.
