Necessary and proper clause
The elastic clause authorizes Congress to pass laws necessary and proper for carrying out its enumerated powers.
Implied (informal) powers are not directly given in the Constitution.
In McCulloch v. Maryland (1819), the Supreme Court ruled that Congress has the right to establish a national bank.

Conference—iron out differences in language when the House and the Senate pass different versions of a bill.
