The South China Sea Dispute, as the Theater of an
Emerging Proxy Conflict

Abstract
My paper is about to analyze the dynamics of the South China
Sea dispute in the scope of the proxy-factor. The increasing involvement of
the USA, Japan, India and Australia on behalf of especially the Philippines
and Vietnam increasingly gives the dispute shades of a proxy conflict
between these far away powers and China. This is especially interesting in
the scope of the increasing quadrilateral cooperation between the USA,
India, Japan and Australia. These circumstances could make the South
China Sea as a proxy theater between these four countries and China.
Among the four countries, my paper is especially focusing on the role of the
two Asian ones, India and Japan, and among international trends, the
increasing cooperation between the USA and Vietnam, India and Vietnam,
the Philippines and Japan, and the Philippines and the USA.

Fuel Taxation: A Comparative Examination of Turkey,
EU and OECD Countries

Abstract
This study aims to compare the ways in which the fuel is taxed in
Turkey, EU and OECD countries. Approximately 85% of the total
centralized government budget revenue consists of taxes in Turkey. The
share of indirect taxes in tax revenues is around 70% and the Special
Consumption Tax as a kind of indirect tax corresponds to approximately
65% of the total indirect tax revenues. The taxes on fuel constitute the
largest part with 50% of the Special Consumption Tax. The fuel
consumption in Turkey is important since it not only creates a crucial
revenue for the centralized government as Value Added Tax known as
general consumption tax collected through fuel consumption, but also
causes a heavy tax burden on Turkish tax payers. As a candidate country
Turkey is expected to align her tax system with the EU's aquis
communituare. Comparison with the OECD countries gives important clues
about Turkey's position about the fuel taxation in general. In the lights of
findings, the study provides applicable policy suggestions for possible
revisions in fuel taxation in Turkey.

The Share of Health Tourism among Aggregate Tourism
Income: Turkey Case

Abstract
Recent decades has seen Turkey as a new center of attraction for
health tourism. In link with the specific targets for health tourism income
set by the government, this study aims to identify the share of health
tourism income among aggregate national tourism income. In addition, the
effect of health tourism income on aggregate tourism income is estimated
via predictions for the future. The data is extracted from the Turkish
Statistical Institute (TURKSTAT) database. The share of health tourism
income in aggregate tourism income is estimated by regression analysis.
Then forecasting techniques are applied for future predictions. The main
expectation is an increase in share for Turkey who pays more and more
emphasis to health tourism and provides new inter-industry action plans on
health tourism.

The Relation between Inflation and Economic Growth in
Republic of Macedonia

Abstract
Currently the goal of every developing country is to achieve a
sustainable economic development. One of the prerequisites of economic
growth is macroeconomic stability. Among the different opinions from
different schools related to macroeconomic stability, the main indicators of
macroeconomic stability are inflation, unemployment, balance of payments
and increased output. Any deterioration of these variables lead to
macroeconomic instability. (Shiferaw, 2012). Therefore, the importance of
these macroeconomic indicators, the purpose of this paper is to show the
relation and impact of inflation on economic growth in the Republic of
Macedonia for the period 1994 - 2013. To show its influence on economic
growth and inflation is used multiple regression with OLS method. The
results indicate a positive relationship between inflation and economic
growth during this period.

The Legal Status of Syrian Refugees in Turkey, in the
Shadow of the Geographical Limitation

Abstract
Turkey always engages in migration. Turkey is a transit country
for migration due to her geographic location. Turkey has faced multiple
refugee flows from East (Middle East, Asia, Africa) and, as well as, West
(Balkans, Europe). Turkey is always unwilling to admit refugees from East.
In recent years, owing to interstate and intrastate wars in her near region,
Turkey meets refugee influxes. But, Turkey resrved a geographic limitation
to the Geneva Convention on the Status of Refugees (1951 Convention) and
its 1967 Protocol, and do not accept refugees from countries which are not
member of the Council of Europe. Therefore, Iraqis, Afghans, Syrians, who
escape from war in her/his country, in Turkey cannot get refugee status.
Civil war in Syria caused a mass migration to Turkey. Now, Turkey is
hosting 2-2,5 million Syrians. While maintaining geographical limitation,
which legal status is given by Turkey to those people? The answer is very
important because the legal status grants rights to Syrians and gives
responsibilities and obligations to Turkey. For the purpose of carrying out
the migration process and carrying through the conceptual confusion, the
need of legislation for Turkey increased. Turkey made the Law on
Foreigners and International Protection (LFIP) in 2013. And now, Syrians
are granted a temporary protection in accordance with Article 91/1 of this
law. Turkey provides three basic elements of temporary protection to
Syrians. These are; open-door policy, non-refoulement principle, providing
basic and urgent needs. Article 4 of the LFIP guarantees non-refoulement to
Syrians. But, their stay, exit, rights and obligations are not certain.
According to Article 91/2, these issues will be determined by a directive
which will be issued by the Council of Ministers.

An Intellectual Discourse Onmisrepresentation of
Ghanaian Cultural Elements in Akan Films

Abstract
Filmic representations of indigenous people and their knowledge
is a starting point to free cultural meanings that objectify the people’s
beliefs as commodities of a global culture. Nevertheless, African films
remain “foreigners in their own countries” where the makers of these
popular movies have not been principally concerned with authenticity,
cultural identity, and or the preservation of their culture. These phenomena
have been accused of lowering the image of Africa and the Africans in
general through their low quality productions. Based on qualitative research
approach, six Akan films were selected to undertake content analysis of
cultural elements in Akan films in Ghana. The results indicated that Akan
films are rich in diverse Akan proverbs used for ensuring the inculcation of
moral conducts, welfare, and acquisition of wisdom; manifestations of the
rich traditional Akan kings’ dress codes and adornments; showcasing of
Akan traditional festivals, folksongs, drumming and dancing, games; as
well as sense of communal welfare, hospitality and traditional courtesies.
Moreover, there werethe inclusion of Western cultural elements regarding
banquet-like hall decorations andHip-pop and Nigerian Music as well as
other foreign cultural elements.The results have implications on the Akan
based films in its attempts to present cultural meanings in Ghanaian films.
As such, Akan films should sufficiently capture the national values on
respect for humanity and justice; reduce the reoccurrences of the belief in
witchcraft and occultism; vulgar words, profanity and other immoral
activities.

Document Overlapping Clustering Using Formal

Abstract
Text document clustering is a technique which group documents
into several clusters based on the similarities among documents. Most
clustering algorithms build disjoint clusters, but clusters should be
overlapped because documents may belong to two or more categories in
real world. For example, an article discussing the Apple Watch may be
categorized into either 3C, Fashion, or even Clothing and Shoes. In this
paper, we propose an overlapping clustering algorithm by using the Formal
Concept Analysis, which could make a document assigned to two or more
cluster. Moreover, our algorithm reduced the dimensions of the vector
space, and performed more efficiently than existing clustering methods.
