The bipartisan Digital Accountability and Transparency Act (DATA Act) will make federal spending data publically available and easily accessible. The legislation establishes governmentwide financial data standards and improves the management and completeness of USASpending.gov, a transparency portal created in 2006 by legislation sponsored by

Senator Tom Coburn, R-Okla., and then-Senator Barack Obama, D-Illi. With more complete and better structured data, the federal government will be able to use predictive analytic tools already deployed by states, localities and the private sector to detect fraud, waste, and abuse and optimize the impact of taxpayer dollars.

iShore: Using Analytics to Further the Mission

The Commander of Commander Navy Installations Command (CNIC), founded in 2003, wanted his professionals to be able to make fact based decisions based on authoritative data. Specifically, the Commander wanted his leaders and managers to be able to understand the cost and value of the 122 products and services (approximate budget of $12B - Appropriated and Non Appropriated) that his command delivers to his customers (Fleet/Fighters/Family) so they could improve their service delivery maturity and make informed trade-off decisions on what and how much to deliver as budget environments tightened. However, CNIC had an antiquated Information Technology Infrastructure that had reached its end-of-life and questionable authoritative data stuck in legacy systems. To further CNIC’s mission with Analytics, in the fall of 2009, the CNIC teamed with Deloitte to design, develop, and operate a visionary Enterprise Information Management Architecture that is helping the command turn data into information, information into knowledge, and knowledge into insight and foresight. During the three and a half year journey, CNIC and Deloitte have changed leaders and managers’ minds about what is possible, and continue to further the mission through better analytics.

The USPS OIG was one of the first analytics teams in the federal government, charting new ground as they built relationships, accessed data within an agency structure, and worked to quantify returns on their work. Lessons We Can Learn From Quantitative Stock Trading

Beating the market with skill, rather than luck, is so hard that it’s arguably impossible. A strong working approximation is that markets are efficient - that prices reflect available information almost instantaneously. Accordingly, we have failed often. But our success building quantitative investment systems has been great - most notably with a hedge fund that beat the S&P-500 every year for a decade, with only 2/3rds the risk (volatility). This talk will highlight key lessons learned from the long battle, and how those insights have helped solve many other predictive analytics challenges.

From Instinct to Analysis: Building an Analytics Capability in the Federal Government

Federal government agencies are increasingly looking to drive improved performance through the use of data and analysis. There are many challenges, however, to the development of an analytics capability and even

more to the adoption of a true data-driven culture in the Federal government. Through a discussion of the development of an analytics capability at Treasury’s Bureau of the Fiscal Service and examples of specific projects currently underway, this presentation will explore those challenges and identify potential ways they might be mitigated.

Equipment Diagnostic Analysis Tool (CEDAT) and Predictive Analytics: Ensuring Tactical Electrical Power for Warfighters

Soldiers in Afghanistan depend on diesel generators to power the weapon systems that keep them alive. Condition-based Maintenance (CBM) initiatives can reduce down-time by intensively managing failures. Predictive Analytics provides the underpinnings for CBM by quantifying the remaining useful life (RUL) of diesel engines and components. The challenges are to find valid external indicators for internal degradation, to understand how engine life is affected by sub-optimal operation cycles, to set alarm thresholds, and to diagnose impending component failures based on those thresholds. CEDAT is an expert system designed and built to encode knowledge on diesel engine predictive analytics and diagnostics.

The State of Michigan is estimated to be seeing ROI of $1M per day and setting an example for all state governments on the benefits of sharing data across agencies. Today, 10,000 users across 21 agencies are delivering better service to citizens and reducing costs traditionally borne by taxpayers by drawing new insights from a single Integrated Data Warehouse (IDW). By integrating its data, Michigan is also realizing one of the highest returns on any investment in a Teradata data warehouse in recent history – thanks to the innovative approach of its Data Operations team.

Predicting Threats For The Gates Foundation - Protecting Our People, Investment, Reputation and Infrastructure

The Gates Foundation exploits predictive analytics to ensure that its global mission is advanced safely and securely.This analytical capability provides a 360 view of known risks and identifies emerging risks. Our threat scoring system collects and analyzes unsolicited inbound correspondence providing real-time diagnostic intelligence.We synthesize a factor and motive based conceptual model from the Rand Corporation with behavioral modeling by Saffron Technology’s Associative Memory capabilities to operationalize threat prediction. If a correspondence is classified as high threat - it is automatically routed to The Foundation’s protective intelligence specialists. They utilize Saffron to determine root cause to take appropriate action.

Developing a Federal Government Open Source Development Process for Big Data

Big data analysis has been largely focused on marketing needs. The government agency big data space is often focused on other niches. Big data software will have to be modified or created, which creates significant challenges in a period of government budget cuts. Often agencies develop

software in two.Government agencies are large enterprises, can be very bureaucratic and unresponsive to small sub-organizational needs. Should an agency develop a separate central organization to deal with big data? Often bureaucratic stovepipes result that lack agility and can be unresponsive to the dispersed needs of the agency.Another choice is to let “a million flowers bloom” (e.g. letting lots of small scale experiments develop). However, often these software developments do not scale, do not interoperate, spend significant time and funding re-inventing the wheel and often result in “personality code” (e.g. code that only one or two people know), is largely undocumented and difficult to extend or be modified by others.This is a case study about developing an “open source development process” for big data as a third alternative. Crowd sourced, open-source techniques may develop more responsive, more standard, more broadly developed software that is less expensive to support.

Congressman Darrell Issa represents the people of California’s 49th Congressional District in the United States House of Representatives, a seat he has held since 2001. The 49th District includes Camp Pend-leton, the largest Marine Corps training facility in the United States, and the northern portions of San Diego County and southwest Riv-erside County.At the height of his career in business, Issa served as CEO of Cali-fornia-based Directed Electronics, a company that Issa founded and built in the mid-1990s to become the nation’s largest manufacturer of vehicle anti-theft devices, including the highly-successful Viper system.Issa currently is a member of the House Judiciary Committee and the Oversight and Government Reform Committee, where he serves as the Chairman. Recognizing his success as a Congressional watchdog of taxpayer dollars, at the beginning of the 111th Congress House Republicans tapped Issa to serve as the top Republican on the House Oversight and Government Reform Committee, which is the main investigative committee of the United States House of Representa-tives charged with the protecting the interests of U.S. taxpayers and eliminating waste, fraud and abuse in the federal bureaucracy.

David C. Williams was sworn in as the second independent Inspector General (IG) for the U.S. Postal Service on August 20, 2003. Williams is responsible for a staff of more than 1,100 employees -- located in major offices nationwide - that conducts independent audits and investigations for the largest civilian federal agency that has $67 billion in annual revenues, a workforce of 671,687 employees and contractors and nearly 32,528 facilities.The office is under the general supervision of the nine Postal Service governors and is not subject to any other Postal Service supervision.In his last position, Williams served as the Deputy Assistant Admin-istrator for Aviation Operations at the Transportation Security Ad-ministration (TSA) from August 2002 until August 2003, where he managed the Aviation Inspection Program at federalized airports.Williams has served as IG for five federal agencies. He was first ap-pointed by President George Bush to serve as IG for the U.S. Nuclear Regulatory Commission from 1989 to 1996. President William Clin-ton next appointed him IG for the Social Security Administration from 1996 to 1998, and then as IG for of the Department of the Treasury in 1998. In 1999, President Clinton named him as the first

IG for Tax Administration of the Department of Treasury, where he directed a staff of 1,050 to detect fraud, waste and abuse. In 2001 President George W. Bush named Williams the Acting IG for HUD, while he was also serving at the Department of the Treasury.Williams served in the U.S. Army Military Intelligence and began his civilian federal career as a special agent with the U.S. Secret Service. Moving up the career ladder, he served as Director of Operations in the Office of Labor Racketeering at the Department of Labor; the President’s Commission on Organized Crime; and as Director of the Office of Special Investigations at the U.S. General Accounting Of-fice. Williams is the recipient of the U.S. Bronze Star and the Viet-namese Medal of Honor for service in Vietnam.A native of Illinois, Williams graduated from Southern Illinois Uni-versity, Edwardsville, Ill., and received his Advanced Degree in Edu-cation and a Masters in Education from the University of Illinois in Champaign, Ill. He also attended the U.S. Military Intelligence Acad-emy, the Federal Law Enforcement Training Center and the U.S. Se-cret Service Training Academy.

Dr. John Elder heads the US’s leading data mining consulting team -- with offices in Charlottesville Virginia, Washington DC, Baltimore Maryland, and Manhasset New York. Founded in 1995, Elder Re-search (www.datamininglab.com) focuses on investment, commer-cial and security applications of advanced analytics, including text mining, credit scoring, image recognition, process optimization, cross-selling, drug efficacy, market timing, and fraud detection. John obtained a BS and MEE in Electrical Engineering from Rice University, and a PhD in Systems Engineering from the University of Virginia, where he’s an adjunct professor teaching Optimization or Data Mining. Prior to 18 years at ERI, he spent 5 years in aerospace defense consulting, 4 heading research at an investment manage-ment firm, and 2 in Rice’s Computational & Applied Mathematics de-partment. Dr. Elder has authored innovative data mining tools, is a frequent keynote speaker, and was co-chair of the 2009 KnowledgeDiscovery and Data Mining conference, in Paris. John was honored to serve for 5 years on a panel appointed by President Bush to guide technology for National Security. His book with Bob Nisbet and Gary Miner, Handbook of Statistical Analysis & Data Mining Applica-tions, won the PROSE award for Mathematics in 2009. About the Ronald Reagan Building and International Trade CenterThe Ronald Reagan Building and International Trade Center is the largest building (3.1 million square feet) in Washington, DC, and is owned by the U.S. General Services Administration. Cancellation PolicyPayment for Super Early Bird and Early Bird registrations is due within two weeks of the cut-off date for that price point. All other registrations must be paid at least one week prior to the conference. If you intend to pay by purchase order, it must be authorized by Predictive Analytics World in advance. Attendee substitutions are permitted without charge. Cancellations made on or prior to Friday, August 2, 2013 will incur a cancellation fee of $150. No refunds will be made for cancellations made after Friday, August 2, 2013.

If for reasons of Force Majeure the Event cannot take place as scheduled the Organizer reserves the right to reschedule the Event to a date and place of its choosing.
