Public procurement in Rakvere• In order to eliminate all possibilities of corruption in

our town government we have a thorough toolkit:• The implementation of Public Procurement Act (PPA)• Our local level directive for conducting public

procurements under the procurement amount given in PPA.

• Internal control system, headed by the internal controller, evaluating the adequacy of the procurement procedures.

• All procurements are being evaluated by the comissions and confirmed by town government assemblage

In addition...• Local Governments in general and town of

Rakvere are constantly examined by the National Audit Office and the Public Procurement Office.

• No incriminating remarks or conclusions have been made towards our way of conducting procurements (the amount spent on p.procurements in our town during year 2007 is approx 104 mil.

• Duties have been separeted amongst different level officials

• Conflicts of interests are prevented by the availability of the decision making information and the declaration of the financial wellfare, of each civil servant, to the public.
