Welcome

Welcome to this tenth anniversary conference of the National Association of Primary Care (NAPC).

We hope that you will have not only an informative, but also enjoyable experience at our anniversary conference, which brings together front-line staff from across the spectrum of health and social care, whose energies and involvement are focused on making a difference to their local communities and services.

2008 has seen the launch of integrated care pilots about which you will be able to learn much at this event. The pilots will empower clinicians, working closely with their partners, including patients, to lead the testing of new models of integration. These pilots offer General Practice, in partnership with other clinicians and organisations, the opportunity to deliver improved quality of care, patient satisfaction, better health outcomes and effective relationships and systems, as well as value for money.

The government is supporting and reinvigorating the implementation of PBC groups with a package of measures aimed at improving existing arrangements and incentivising high-performing practice-based commissioners to go as far as their ambition takes them. NAPC’s anniversary conference provides a breakfast opportunity to talk further to government policy leaders about this.

We are delighted to have you all with us in this year’s Capital of Culture. I look forward to meeting as many of you as possible and I hope you have a reinvigorating experience.

Speaker Biographies

Martin Anderson Director, NHS Policy & Partnerships, ABPI

In his current role as Director of NHS Policy & Partnerships he is responsible for reviewing the impact of potential NHS policy developments on the pharmaceutical industry and for encouraging joint working between the NHS and the industry against the backdrop of the ever changing NHS organisation. He is responsible for delivering the ABPI ‘NHS Outreach’ programme and for the implementation of a number of LTLS partnership recommendations as well as retaining involvement with certain commercial and NHS PaSA and Supply Chain issues.

Martin joined the ABPI approximately 9 years ago as the Commercial Affairs Manager. In this capacity he acted as secretary and convenor to a number of key Advisory Groups and Task Forces including the Commercial Affairs Advisory Group, the Smaller Companies Advisory Group, the NHS Task Force, the Involved Patient Initiative Task Force, the UK Vaccines Industry Group and various Industry NSF Groups. He is also an Honorary Lecturer at the University of London School of Pharmacy.

Before joining the ABPI Martin had almost 20 years experience working in the NHS as both Chief Pharmacist in a large London NHS Trust and in NHS General Management with responsibility for Clinical Support Services, including pathology, radiology and therapies.

John Appleby Chief Economist, The King’s Fund Visiting Professor, City University, London

John Appleby joined the King’s Fund in December 1998 following senior lectureships in health economics at the Universities of East Anglia and Birmingham. After his masters in health economics at the University of York in 1980, John worked in the NHS for seven years in Birmingham and London. For five years he worked for the National Association of Health Authorities (now the NHS Confederation) as manager of the Association’s Central Policy Unit. John has published widely on a range of health care finance and economic issues. His current research and policy activities focus on choice, funding and payment by results. Together with Sir Derek Wanless and colleagues from the King’s Fund he has also produced a major review of NHS performance and funding since Sir Derek’s original 2002 review of future funding needs for the NHS.

Gary Belfield Head, Primary Care, Department of Health

Gary Belfield is the Director of Commissioning in the DH Commissioning and System Management Directorate. Gary has over 20 years experience in the NHS and DH. His previous roles have included Head of Primary Care in the DH, Chief Executive of an NHS Trust and the deputy CE of a Community & Mental Health NHS Trust.

In 5 years at the DH Gary has led the team who created the models for Practice Based Commissioning (PBC), Long Term Conditions (LTC) and new PECs.

In his current role, Gary is responsible for developing a vision for World Class Commissioning (WCC) including identifying the key strategic competencies. His team are designing the earned autonomy model and identifying the incentives to underpin this. The creation of a Board development is the third strand of WCC with the overall aim of adding years to life and life to years for the population. This major piece of work will help support PCTs and professionalise

commissioning. PBC continues to be a key policy in Gary’s portfolio and in August 2007 he took on responsibility to implement the framework for procuring external support for commissioners (FESC). Both PBC and FESC will play a key role in developing WCC.

Gary relishes a challenge and has a naturally positive outlook on life. Both aspects are thoroughly tested by his lifelong support of Manchester City!

Dr Oliver Bernath Managing Director, Integrated Health Partners (IHP)

Oliver has over 20 years of experience in clinical practice, healthcare management, and as an entrepreneur.

After medical school and house jobs in Germany and the UK, Oliver trained in neurology at the University of Chicago, the University of California San Francisco and Stanford University. He then worked as consultant neurologist at Kaiser San Francisco.

Oliver then joined McKinsey London as one of the founders of the healthcare practice. Oliver led the team at Monitor that developed the FT assessment framework and assessed the first 12 Foundation Trusts. Later, Oliver focused on working with providers on strategy, organisational capabilities and operational lean transformations, and on Private Equity investments in healthcare.

Over the last year, Oliver has been building IHP, bridging the divide between primary and secondary care.

Professor Roger Boyle CBE National Director, Heart Disease and Stroke, Department of Health

Roger Boyle qualified from The London Hospital in 1972 and trained in cardiology in London, Manchester and Leeds.

He was appointed in 1983 as consultant cardiologist in York where he was Clinical Director and General Manager.

Roger Boyle has been a member of the Council of the British Cardiac Society since 1991 and was formerly Chairman of the Specialty Advisory Committee for training in Cardiology.

He was appointed as National Director for Heart Disease in March 2000 and has led the implementation of the National Service Framework for Coronary Heart Disease.

He was appointed to lead the development of a national strategy for stroke in February 2006.

He is Chairman of the Vascular Topics Consideration Panel for NICE and is a member of the Referral Oversight Group at the Department of Health.

Andrew Caldwell Regional Director, GPI

Andrew is the Regional Director for the North West, North, Mid-Wales and West Midland regions at GPI and is responsible for the identification, appraisal and project management of Primary Care Centre developments. His team are currently procuring eight new Primary Care Centres ranging in size from under 900 sqm to over 6,000sqm.

He has been involved in over 25 medical centre developments and also has specialist knowledge of the pharmacy sector and the development of neighbourhood and community retailing.

Prior to joining GPI his experience included advising a multi disciplinary retailer on property matters in particular the portfolio growth

objectives acquiring retail units of all descriptions and sites for development at a rate of two per week. Preceding this he also worked for a primarily office developer in the north west and for commercial private practice surveyors in both Manchester and London.

Dr Nav Chana GP Medical Director, Cricket Green Medical Practice, Surrey; GP Lecturer

Nav Chana is a GP and Medical Director of the Cricket Green Medical Practice located in Mitcham, Surrey. The practice was an early implementer of GP fundholding, and has a long history of education and training. It has been a GP training practice and undergraduate hub for St George’s University of London since 1989.

He currently chairs a local commissioning collaborative of approximately 50,000 patients: the Integrated Primary Care Commissioning LLP. He has served on the executive of the NAPC since 2004.

He is heavily involved in medical education having completed an MA in Education in 1999 and has been a GP trainer and Course Organiser and more recently an Associate Postgraduate Dean for GP education for the London Deanery in 2000. He has published widely in the area of medical education and assessment.

He has strong links with the Royal College of General Practitioners, serving as an RCGP examiner for the MRCGP examination since 1996, and has recently been heavily involved with the design and implementation of the new membership examination of the RCGP. He is a member of the technical group within the RCGP looking into the design of re-certification for all GPs.

He is a Senior Lecturer at St George’s University of London, Faculty of Medicine and Biomedical Sciences and has been appointed as the Course Director for a new and innovative postgraduate diploma training Physician’s Assistants at St George’s.

Professor Michael Chester Consultant Cardiologist; Director, National Refractory Angina Centre, Liverpool

Michael is a Director of the National Refractory Angina Centre, Liverpool. He is also Consultant Cardiologist, Royal Liverpool & Broadgreen University Hospital Trust and Professor of Rehabilitation & Preventive Health Education, Liverpool Hope University.

He is Visiting Professor of Cardiology at Nanjing University, PR China and Special Advisor on Customer Experience to NAPC

Professor Chester is a moderniser and former interventional cardiologist who passionately believes that treating patients and colleagues like valued customers is the right prescription for the NHS. The multi award winning National Refractory Angina Centre (NRAC) is the embodiment of genuine person centred healthcare and shows what can be achieved when front-line workers are allowed to do the right thing for the right reasons.

Described in 2003, by the Chief Executive of the NHS as, “truly leading the way in customer excellence,” Mike is the current holder of the prestigious Sunday Times & Henley Management College, customer experience leadership award.

Robert Cleary Head of Data, NHS Choices

Robert is Head of Data R&D for NHS Choices and has led the programme’s work on developing and maintaining the scorecards of comparative hospital

performance data, building a library of service directories, developing the search functionality across the on-line service and also developing and implementing the ‘Pathway’ model for integrating data and editorial content within NHS Choices.

Up until 2007 Robert was the Head of Standards Based Assessment at the Healthcare Commission where he developed and oversaw the Commission’s risk-based assessment process within the NHS.

Prior to his work in Regulation, Robert spent a number of years in health services research and consultancy. He has published a variety of research on the use of routine healthcare data and patient reported outcomes to make judgements of service quality.

Gemma Cooper Research Manager, Turning Point Centre of Excellence in Connected Care

Gemma is responsible for project managing the Connected Care audits which take place across the country, ensuring the community research is of high quality and developing and disseminating the evidence base for community-led commissioning more generally. She has expertise in a range of approaches to community and service user involvement, qualitative and quantitative social research methods and project management.

Prior to joining Turning Point she was Consultation and Participation Officer in LB Camden, managing a number of service user involvement projects in the Children Schools and Families directorate. Previously she has led on community involvement at BOST, a small voluntary organisation which supports the community to improve their local environment. Prior to this she was a senior consultant with a consultancy firm managing a wide range of projects across health and social care sectors for public sector clients.

In 2007, Gemma completed a Masters of Research (MRes) at Goldsmiths College, University of London. This included original research into the impact of volunteering on young people at risk of offending for which she received the Alan Little memorial prize.

Dr Ashok Deshpande GPwSI in Urology, Hornchurch

Dr Ashok Deshpande works in Hornchurch, Essex as a GP with Special interest in Urology. Along with the local consultant Urologist he has developed a unique primary care based service which assesses and diagnoses Benign Prostatic Hyperplasia (BPH) and Lower Urinary Tract Symptoms (LUTS).This service is supported by an innovative project of Tele-Ultrasound facilities where during the consultation, images of Ultrasound scans of prostate, bladder and the kidneys are transmitted through an ISDN link to Radiologist at the University of Portsmouth who reads them in real time. The service builds on patient care pathway recommended by the British Association of Urological Surgeons (BAUS) guidelines.Dr Deshpande has gained a diploma in Urology from the University of Middlesex and also a postgraduate certification in Medical Imaging from the University of Portsmouth. This service has been commissioned by the Havering Primary Care Trust. Dr Deshpande chairs Elm Park Consortium of Practice Based Commissioning.

Professor Ram Dhillon Consultant ENT, Northwick Park Hospital, Harrow; Chairman, National Association of GPwSI

Professor Ram Dhillon qualified from Middlesex Hospital Medical School, now part of University

College London Medical School, in 1978.After house jobs he commenced his basic surgical training with a view to specialising in ENT. He has worked at the Royal Marsden, Royal London and Middlesex Hospitals as registrar and senior registrar, during this period he was awarded his FRCS (Eng). In 1989 he was appointed consultant ENT surgeon to Northwick Park Hospital, Harrow. Outside his clinical activity his major interest is in medical education and continuing professional development. He has developed, with Middlesex University, London, and its collaborative partner, Rila, numerous training courses particularly for GPs and Nurses for enhancing clinical skills so has to deliver high standards of care in the community, by working as “Practitioners with Special Interests”. For this latter work he was awarded the title of “Honorary Professor, School of Medical and Social Sciences”, by the university. He is Chairman of the Association Of Pactitioners with Special Interests.

Teresa Emery Senior Commissioning Advisor, National Institute for Health and Clinical Excellence (NICE)

Teresa currently works for NICE as a Senior Commissioning Adviser. She is responsible for developing NICE commissioning guides, which are web based resources to support PCTs and Practice Based Commissioners to commission evidenced based services underpinned by NICE guidance. Previously she has worked clinically as a nurse, midwife and health visitor. After completing her MSc in Public Health she worked in a multi-agency public health role prior to moving into management. In her previous management role she worked as an Associate Director in a PCT and led on the modernisation and commissioning of services which aimed to improve patient access and waiting times, implement evidence based care, and where appropriate move services out of a hospital environment in line with the government policy around Care Closer to Home. This involved working closely with clinicians and practice based commissioning GPs on the development of integrated care pathways including: diagnostics, assessment and treatment, onward referral and direct listing to NHS and independent sector providers. Within this role she has commissioned a clinical unit within the community to support the implementation of the extended assessment and treatment pathways for patients within a primary care setting.

Professor Azhar Farooqi OBE Board Member, Primary Care Diabetes Society; GP, Diabetes Lead, Eastern Leicester Primary Care Trust

Professor Azhar Farooqi qualified from The University of Manchester medical school in 1983 and has been a GP in Leicester since 1987 and PEC chair for NHS Leicester since 2007. He is honorary Professor at the Department of Health Sciences, University of Leicester. His interests include diabetes and quality improvement in primary care. His national work for diabetes has included being a member of the External Reference Group for the Diabetes NSF, past member of the Professional Executive Committee of Diabetes UK, he is also a founder member of the Primary Care Diabetes Society. Professor Farooqi has authored many publications and peer reviewed papers. He was awarded an OBE for services to health care in 2007.

Emma Flood Senior Consultant, GPI+Prior to commencing with GPI, Emma held a number of leadership positions in several primary, secondary and tertiary care settings, including the statewide Queensland Paediatric Rehabilitation Service at the Royal Children’s Hospital, Australia. Within this position, Emma worked with a range of medical teams, allied health professionals, insurance companies and solicitors in utilising a combination of private and public funding for the rehabilitation and management of patients. Emma also held several leadership roles in the development of clinical pathways and service models that were based on evidence based practice but cost efficient for both the private and public sectors.

Emma commenced with GPI in March 2007 and shares her passion for healthcare through the company’s consultancy division, GPI+. Within this role, she is responsible for supporting the development arm of the company (GPI) as well as GPs and PCTs in respect of clinical and infrastructure business planning.

Dr Keith Freeman Consultant Dermatologist, County Durham and Darlington NHS Foundation Trust & Sunderland Teaching Primary Care Trust

Keith has been a Consultant Dermatologist for 20 years, working in the Armed Forces, NHS and private sectors.

He has had management experience as a Clinical Director in the NHS, Consultant Advisor to the Ministry of Defence and as a director of healthcare companies in the U.K. and U.S.A.

His present post is equally co-funded by NHS primary and secondary care Trusts, allowing him an unbiased perspective on models for delivery of care.

He is a proponent of integrated services which cross the traditional boundary between primary and secondary care.

He has persistently argued that clinicians must play a key role in NHS service design and management. He is a member of the North East Clinical Leaders Network.

Sue Harris Assistant Director, Strategic Development, Turning Point on ‘Improved Access to Psychological Therapies’

With over 14 years experience of working across health and social care both in the independent and statutory sector Sue now specialises in service development and acquisition of new business. Since joining Turning Point eight years ago she has been instrumental in developing new services across the fields of mental health, substance misuse and learning disabilities. Her development portfolio includes resettlement from long stay hospitals, substance misuse open access, structured day care and employment services and most recently Improving Access to Psychological Therapies (IAPT). Bringing together Turning Point’s considerable experience across health and social care Sue has been central to the development of “RightSteps a Model for Improving Access to Psychological Therapies” which enables PCTs to purchase across a menu of options providing greater personalisation and choice for service users.

Sue was previously Director of Services for Depression Alliance. Whilst in this post Sue was part of the 1999 Clinical Standards Advisory Group (CSAG) Depression Visiting Team.

Steve Henderson GP Associate Medical Director, NHS North West Steve Henderson has been a GP in the Wythenshawe area of Manchester for the last 23 years. Working in a very deprived area with a broad range of health needs has led him into involvement with health commissioning and the modernisation of health care.

He at first worked in an advisory capacity with the then local health authority and throughout the various restructuring of local NHS organisations has continued to develop this aspect of his career.

Since January 2004 he has combined his commitment as a GP with a more formal role as Associate Medical Director at Greater Manchester SHA and more recently as Associate Director for Clinical Engagement at NHS North West.

He is currently a member of two DoH groups – the Forward Thinking Group at the Strategy Unit and the World Class Commissioning reference group.

For the SHA he leads on clinical engagement particularly in Primary Care and jointly leads the Clinical Leaders Network, a flagship pilot with the DoH that supports a multi-disciplinary group of clinical leaders through action learning. He is also joint chairman of the Advancing Quality initiative introducing a reward structure for the delivery of high quality clinical services.

Sandra Hills Interim Director of Commissioning, NHS Information Centre for health and social care

Sandra joined the NHS in 1973. She has extensive experience of working as a Health Visitor and Health Promotion professional in the North East and has held a number of Board level roles within Health Authorities and PCTs as Assistant Chief Executive, Director of Clinical Services and Director of Commissioning within Surrey.

Her Commissioning portfolio included an Acute hospital, Blue Light Ambulance, Primary and Community, GP out of hours, Cancer and Mental Health Services she has also held the lead role for PBC development. She is a keen partnership worker and has a major interest in the development of all Primary and Community services and multi disciplinary working in the community setting.

Sandra joined the NHS Information Centre for health and social care in May 2008. She is leading the Information Centre’s Commissioning programme designed to support all commissioners in better use of information. She is keen to work with front line commissioners to identify how the Information Centre can add value for them and help them address the challenge of becoming world class commissioners and improve clinical care and service provision.

John Illman former Medical Correspondent, Daily Mail; Health Editor, The Guardian

John Illman was founder editor of New Psychiatry and is a former editor of General Practitioner. He spent five years as the Daily Mail medical correspondent; eight years as The Guardian Health Editor; three years as the Observer medical corrrespondent and six years as chair of the Medical Journalists’ Association. He has won several journalism awards. He is also an award winning author. His fifth book was published in September, 2008.

He is also an experienced broadcaster and a visiting university lecturer. For the last eight years he has run John Illman Communications which specialises in media training, presentation skills, crisis management and writing skills.

Professor Kamlesh Khunti Professor of Primary Care Diabetes and Vascular Medicine, University of Leicester

Kamlesh Khunti is Professor of Diabetes and Vascular Medicine and Head of Division of General Practice and Primary Health Care, University of Leicester. He leads a research group in the Department of Health Sciences undertaking research into the early identification and interventions in people with diabetes and pre-diabetes. He is co-director for the South East Midlands Diabetes Research Network and is a member of the Scientific Foundation Board of the RCGP and Diabetes UK Research Committee. He is currently an advisor to the Department of Health’s National Screening Committee on Vascular Risk. He Chairs the Department of Health-RCGP Committee on Classification of Diabetes. He was founding member of the Primary Care Diabetes Society and is secretary of the Primary Care Study Group of the European Society of Diabetes (EASD). He is the RCGP Representative for the Quality and Outcomes Framework Review Panel for Cardiovascular disease.

Dr James Kingsland President, NAPC

James is the Senior Partner in a Personal Medical Services partnership in Wallasey. He has been in practice on the Wirral since 1989. His practice has won numerous awards for clinical excellence and was in the early waves of fundholding and a first wave PMS plus site.

James was Chair of NAPC for four years and was appointed President in September 2008, having served as a member of the executive since the NAPC’s inception.

He has a wealth of experience in General Practice, medical education and medical politics.

Between 1999 to 2002 he worked part time as a GP advisor to the Department of Health and was instrumental in the development and implementation of PMS policy and Walk-in Centres and worked with the DH to develop the quality agenda for General Practice.

He is now a member of the Department of Health’s National Leadership Network.

He continues to have a central role in supporting the current Reform Agenda for the NHS, particularly in the development of Practice Based Commissioning and is a member of the DH PBC Implementation Board and the DH Commissioning Policy Reference Group. He also serves on the NICE Commissioning Steering Group.

He has been a GP trainer for 15 years and is a member of the Mersey Regional GP Education Committee. He is also an undergraduate tutor for the medical schools of Liverpool and University College London.

He served for 10 years on Wirral LMC, has been a member of the General Practice Committee of the BMA and for 3 years chaired its PMS sub-committee. He was formerly the Vice Chair of Wirral Health Authority having previously served as a non-executive director of Wirral FHSA.

Simon Knighton Chief Executive, Expert Patient Programme

Simon was appointed Chief Executive of EPP CIC at the end of June 2007 with remit to sustainably achieve a significant step change in the volume of self management courses being delivered in England.

Before joining EPP, Simon has worked in both the private and the not for profit sectors. Most recently he set up and led finance, leasing and

insurance companies to fund disability equipment under the Motability Scheme, having previously been Motability’s Operations Director. He was also Director of Business in the Community in Wales and led the Millennium Debate of the Age for Age Concern England.

In the private sector Simon worked in the oil business before setting up and subsequently selling his own group of companies.

Carol Lambe Practice Based Commissioning Development Manager, Sutton and Merton PCT

Carol qualified as a chartered physiotherapist in 1988 and specialised in paediatrics before becoming Therapy Manager at Queen Mary’s Hospital for Children, Surrey, in 1996. After completing an MBA she moved into general management at Epsom & St Helier NHS Trust before joining the Trust’s Change Team in 2002 working on the emergency services collaborative. Following a move to primary care in 2004 Carol became service improvement manager at Sutton and Merton PCT leading on a number of successful service developments in primary care including the implementation of a musculo skeletal interface service, diabetes, dermatology and anti coagulation services. She became practice based commissioning development manager in 2007 and is currently working with PBC groups across the PCT on service developments and their procurement.

Steve Laker Group Development Director, GPI

Steve is a Chartered Surveyor with 16 years experience of the development of public infrastructure facilities within stand alone and mixed residential, commercial and regeneration schemes.

For the last nine years Steve has specialised in the primary healthcare sector with GPI, overseeing the funding and development of over 60 new primary care centres across the UK - from inception and planning to handover of the completed new facilities.

Andrew Lansley CBE MP Shadow Secretary of State for Health

Andrew Lansley has been MP for South Cambridgeshire since 1997 and since 2003 has been the Shadow Secretary of State for Health.

Mr Lansley previously served as a member of the Health Select Committee and the Trade and Industry Select Committee. Andrew Lansley is the Chairman of the All Party Parliamentary Group on Stroke.

From June 1999 to 2001 he was Shadow Minister for the Cabinet Office and was responsible for policy co-ordination in the Conservative Party. He is a Vice-President of the Local Government Association.

Mr Lansley was Director of the Conservative Research Department from 1990-1995. He has also been Deputy Director-General of the British Chambers of Commerce (1987-1990). He was a civil servant from 1979-1987, including between 1984-85 Private Secretary to the Secretary of State for Trade and Industry; and from 1985-1987 he was Principal Private Secretary to the Chancellor of the Duchy of Lancaster.

Dr Geraint Lewis Specialist Registrar in Public Health, Croydon Primary Care Trust

Geraint Lewis is a public health physician who works as a policy advisor at the Cabinet Office and as a visiting fellow at the Nuffield Trust and the King’s Fund. At Croydon PCT he developed and implemented the Virtual Wards project (using predictive risk modeling to avoid emergency hospital admissions), which was overall winner of the 2007 Guardian Newspaper’s Public Service Awards, and which won an unprecedented four categories at the Health Service Journal awards.

He is the author of ‘Mastering Public Health’, an international postgraduate text book. Dr. Lewis studied medicine at Cambridge University, and he holds a master’s degree in public health from the London School of Hygiene and Tropical Medicine as well as membership of the Royal College of Physicians of London and of the Faculty of Public Health. He spent the 2007-08 academic year as a Harkness Fellow in New York studying the use of predictive risk modeling in the United States.

Richard Lewis Director, Ernst & Young, Health Advisory Practice

Richard Lewis is a director in Ernst & Young’s health advisory practice. He has many years experience in strategy consulting and earlier this year advised the Department of Health on the Primary and Community Care Strategy as part of the NHS Next Stage Review.

Before joining Ernst & Young, Richard was a senior fellow at The King’s Fund, where he remains a senior associate. He has spent time in the Prime Minister’s Delivery Unit and started his career as an NHS manager, most recently as a director of commissioning in London.

Richard is a well known commentator on the NHS reforms and continues to publish articles in national trade and academic journals.

Roy Lilley Independent NHS Commentator, Writer and Broadcaster

Roy lives in Camberley, Surrey; a businessman with over 40 years experience. He started his first enterprise from scratch, built it to a multi-million pound turnover and sold it to management and partners in 1989.

He is now an established, independent health policy analyst, writer, broadcaster and commentator on health and social issues. Previously, a Visiting Fellow at the Management School, Imperial College London. Formerly at the Centre for Health Services Management at the University of Nottingham. He also provides consultancy to NHS organisations and the companies that have services and products for the health service.

He has, twice, been voted top UK speaker on NHS topics.

He is the creator of the top selling ‘Tool-Kit’ series of books.

He was the vice-chairman of West Surrey and North East Hampshire Health Authority and formerly a member of Surrey Heath Borough Council holding the position of Mayor in 1988/89. Angela McFarlane Director, HGS Consultancy Limited

Angela McFarlane is one of the Founding Directors of HGS Consultancy Limited, a company dedicated to enabling effective joint working between the NHS, Patient Organisations and the pharmaceutical and biotech industry through its integrated Market Access programmes.

HGS Consultancy and its NHS Associates were commissioned by the NAPC, in collaboration with the DH, together with an educational grant from Procter and Gamble, to research, develop and write the Practice Based Commissioning Toolkit .

Prior to founding HGS Consultancy, Angela was Marketing Director of a managed care organisation for four years, working with fundholding consortia and health authorities across the North West England and West Midlands.

Dr John Navein Consultant, Bowe Watts Clargo

John is a family physician with extensive experience of providing medical care in remote and austere environments. He served as a medical officer in the British Army and served on 5 continents. He left the Army in 1994 and went on to become the Medical Director of the US Department of Defense Telemedicine Training Team and an advisor to the US Congress from 1995 – 1998. John is now a consultant with an international reputation and has advised the Welsh Assembly and Isle of Man Governments. He supports the NHS across the UK on healthcare modernisation.

Dr Johnny Marshall Chairman, NAPC

Johnny is a GP in Buckinghamshire. His practice was a first wave PMS pilot and works in ever closer collaboration with 2 other practices as the Westongrove PMS Partnership.

Johnny has undertaken several roles with the Vale of Aylesbury PCT including: PEC member, GP with a special interest in CHD, Primary Care development and Long-term Conditions.

He is chair of United Commissioning, the commissioning collaborative established by the local practices. He also chairs Vale Health Ltd., a new provider company designed to respond to the need for new ways of provision.

Johnny is on the executive of the National Association of Primary Care and has been involved

in their work around PBC and Primary Care contracts.

David Nicholson CBE Chief Executive, NHS

David Nicholson devoted over 25 years to a career in the NHS, holding senior leadership positions at local, regional and national level. He was appointed Chief Executive of the new Strategic Health Authority for London in early 2006 having previously been the Chief Executive of Birmingham and The Black Country SHA (from 2003) and of West Midlands South and Shropshire & Staffordshire Strategic Health Authorities (from 2005). David took up the post of NHS Chief Executive in September 2006.

In April 2002 David became Director of Health and Social Care for the Midlands and East of England. Before taking this role he held a number of positions in NHS organisations including Regional Director for Trent and nine years as Chief Executive of Doncaster Royal Infirmary NHS Trust.

He was awarded the CBE in January 2004 for his services to the NHS.

Bill O’ Leary Acting Director, National Diabetes Support Team

Bill has been associated with the National Diabetes Support Team (NDST) since it began in September 2003. Initially as Head of Communications and Knowledge Management and latterly as Interim Director. He has many years experience in communications and knowledge management having previously worked for the Modernisation Agency and H M Customs & Excise. Although not a clinician he brings many years experience of the challenges and opportunities that face the diabetes community as they confront the rising numbers of people with diabetes, the development of different therapies and the pressures of reconfiguring services to meet the needs of commissioners and the broader health environment. Dr Tim Richardson GP Partner, Integrated Care Partnerships; Director, Epsom Day Surgery

Tim initially trained as navigation officer with the P & O lines. Went to medical school at St. Bartholomew’s Hospital, London in 1973. Passed MBBS in 1979 and MRCGP [London] 1983.

He became a principal in General Practice in Epsom 1983.

He led the practice’s acquisition of the Old Cottage Hospital [OCH], Epsom in 1990/91.

He set up the first independent diagnostic and treatment centre [DTC] called Epsom Day Surgery in the Epsom Old Cottage Hospital in 1994. Has managed it since 1998.

He was involved in the merger of 3 practices to form the Integrated Care Partnership (ICP) becoming a first wave PMS plus practice in 1998. ICP provides the widest range of services by a single NHS practice, including general practice, therapies, diagnostics such as plain x ray, ultra sound, and direct access endoscopy, specialist outpatient clinics, a wide range of specialist day surgery and chronic disease management including ‘in patient’ community hospital care.

He was instrumental in setting up the first GP Specialist Personal Medical services [SPMS] company in 2006. This is Epsom Downs Integrated Care Services (EDICS) Ltd, which managed all their GP’s specialist referrals, moving the majority of Primary Care centres closer to patients.

Susan Roostan Assistant Director, Non Acute Commissioning, Sutton & Merton Primary Care Trust

Susan Roostan is Assistant Director of Non Acute Commissioning at Sutton & Merton, a large PCT in South West London. She is Assistant Director with responsibility for all non acute contracts and lead Assistant Director for Practice Based Commissioning.

Since joining the NHS in 1991 Susan worked for a number of years in non-clinical support services managing the full range of services.

In 1999 the opportunity arose to change direction in her career and she embarked upon successful delivery of a number of change management projects both in acute hospitals and primary care trusts. Her experience in pathway redesign is extensive and in 2004 she joined the Improvement Partnership for Hospitals programme as a service improvement facilitator, covering London and the South East with the Modernisation Agency. Susan has a growing interest in both staff and organisational development and is keen to further utilise her experience and expertise in these areas.

Dr Mark Saunders GPwSI Dermatology, Mount View Practice, Fleetwood

Graduating as Dundee University Medical Society President in 1987, he achieved the MRCGP (1993) at Blackpool Victoria Hospital.

Mark then worked as a Staff Grade in Dermatology in the Blackpool Dermatology Unit from 1995 until 2000, when he moved into a full time PMS GP post

at Mount View Practice, Fleetwood, Lancashire.

Since 2005 he has been running an in-house Dermatology GPwSI Service through PBC with North Lancs. PCT. He also works for Central Lancs. PCT in their GPwSI Skin Tier 2 service.

Mark presents at the Royal College of General Practitioners (RCGP) North West England Faculty ‘Dermatology for the GP Curriculum’ Course.

He also runs the Fylde Coast Skin Club and have been invited onto the Cumbria & Lancashire Area Skin Specialists (CLASS) advisory panel.

Scott Savage Executive Lead Pharmacist, Medicines Management, Imperial College Hospital, London

Scott is the Executive Lead Pharmacist for Medicines Management at Imperial College Hospitals NHS Trust. He manages the Medicines Information department, Pharmacy Antimicrobial services, formulary team and jointly manages PCT Interface post.

Scott trained in Australia at the Queensland University in Brisbane where he obtained two degrees (Bachelor of Pharmacy and Bachelor of Science), qualifying in 1992. He has since worked extensively in hospital pharmacy, obtaining a Post Graduate Diploma in Clinical Pharmacy in 2002. Scott locumed at various hospitals around the country showing his ability to quickly adapt to change.

Scott is the London Representative for the Guild of Healthcare Pharmacists and and a steering group member of the Leadership Development Group, UKCPA / Guild of Healthcare Pharmacists.

Scott has written many joint guidelines for joined up management of patients in both primary and secondary care including asthma, dyspepsia and COPD.
