CHAPTER 1

The Problem and its Scope

INTRODUCTION

Violence against women and children (VAWC). The Philippines is no stranger

to these words. It is real, it is happening, it is claiming lives . Violence against

women and children appears to be one of the contr!"s pervasive social problems.

The wide prevalence of sch violence ta#es an enormos toll on the lives of

individal victims as well as the larger societ!, throgh innmerable behavioral,

health, ps!chological, and economic conse$ences.

The Philippine %ational Police (P%P) docmented a total of &,&'' to ,*

cases of Violence to women and children from &++ to -''. The highest record

was in -''& at &', . Cases inclded ph!sical in/ries, battering, verbal abse

and rape (incestos and attempted).

Ceb Cit! local government also claims that VAWC contines to be a ma/or

social and pblic health problem affecting thosands of women not onl! in Ceb bt

also worldwide. In a Ceb Cit! Police 0ffice comparative report, a total of *

women violence1related cases have been reported in the !ear -'& which is an

increase of &-.2& percent, compared to *& cases in !ear -'&-.

There are /st some of the realities that contribte to the vlnerabilit! of

3ilipino women and children to violence. An even greater problem is that some

commnities fail to respond towards domestic violence. Aside from lac#ing

rehabilitation programs, it is also seen that some abse falls in a c!clical pattern

de to lac# of facilities for the victims. 4owever, the local government of Ceb had

been tr!ing their best to establish facilities and programs primaril! to address the

isses of violence against women and children in cit!.

RATIONALE

5ignificant progress has been made b! both the government and non1government organi6ations in Ceb Cit! in terms of addressing and eliminating

Violence against Women and Children. 3acilities and programs have also been

established to alleviate the impacts of VAW. 0ne of this is the development of a

Crisis Center for Women and Children that will serve as a refge and temporar!

shelter for the victims7srvivors of abse, violence, hman traffic#ing and all other

forms of e8ploitation.

The facilit! will be composed of the legal, ps!chosocial, administrative, medical and

direct social services. and is also e8pected to give livelihood programs for the

victims.

SCOPE AND LIITATIONS

This std! was condcted to determine the stats of ever! women and children

who e8perience an! act of abses. The victims will be provided with a temporar!

shelter and an! emotional therap!. It covers the implementation of the rles in

defending the hman right nder the 9A +-- (Anti1violence against women and

their children) and 9A +&' (:agna Carta 0f women).

Diferent regulations and required legal basis are considered as parameters to

serve as guide or the development o the Crisis Center or Women and Children. In

order to achieve the desired acility and to have its optimum unction in the

community, some concerns are considered such as the ollowing: Capacity o the

acility, hysical and environmental eatures, !acilities to be provided, "ustainable!actors and other #rchitectural !actors.
