1.0 INTRODUCTION
This Statement of Work (SOW) defines requirements for A-E services to provide Conceptual
Charrette Reports for the improvements on Hursey Gate at Eielson AFB, AK. The Contractor shall
furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for,
and incidental to, the performance of work set forth herein.
Primary technical services shall be performed by individuals who are credentialed members of
architectural, planning, science, and engineering professions. Disciplines include, but are not limited
to, fire protection engineers, architects, landscape architects, interior designers, engineering
disciplines typically associated with design and construction, cost estimators, specification writers,
Computer Assisted Design and Drafting (CADD) technicians, publication writers/editors, technical
writers, graphic artists, Geographic Information System (GIS) analysts, planners, urban designers,
economists, and financial analysts. Personnel shall be registered in the state of Alaska and command
the necessary expertise and knowledge to perform the tasks identified herein.
1.1 PROJECT BACKGROUND INFORMATION
Currently the Hursey Gate entrance is non-compliant with UFC 4-022-01, UFC 4-022-02, UFC 4-
022-03, SDDCTEA Pam 55-15, SDDCTEA Pam 55-17 and SDDCTEA Bulletin 18-02, and has
several logistical and safety concerns. This project intends to establish an adequate staging area for
the commercial inspection point at the Hursey Gate entrance. Commercial traffic is forced to await
inspection in a traffic lane, obstructing oncoming traffic and posing a safety hazard. Once inspected,
commercial traffic is often required to que up at the gate, causing delays. The radius of the exit lane
is not sufficient for fifth-wheel vehicles pulling a trailer and does not meet design standards for
commercial truck traffic, which results in damage to the pavement, road base, and nearby utilities.
Exiting the base via the Hursey gate is often congested due to volume of vehicles exiting. Traffic
often backs up over a mile from the gate during the evening rush hour. These problems will be
exacerbated with the incoming F-35 personnel. Additionally, Flightline Avenue crosses into the
runway clear zone and lacks both active and passive barriers. The current barriers are not the
required distance from the entry control point on Flightline Avenue and should be re-positioned.
Adjustments included in this project are realigning Flightline Avenue to be outside the clear zone as
well as installing new passive/active barriers. This project also aims to add a new commercial
vehicle inspection point, a through lane for inspected vehicles, an additional exit lane for leaving
the installation, swing arm serpentines in the response zone, pedestrian improvements, lane
availability indicator lights and relocating any fencing or utilities as needed. This is intended to
establish an adequate staging area at Hursey Gate while mitigating current issues.
2.0 GENERAL PROJECT REQUIREMENTS
The A-E shall perform professional architectural and engineering services such as planning,
investigation, study, surveying and provide labor and materials to accomplish the work specified in
this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses
involved in the performance of work under this contract. The A-E shall furnish the Air Force with
complete and usable products to include: planning documents, investigative reports, conceptual
charrette reports, design analyses, project concept drawings, conceptual equipment layouts, cost

estimate, and other documents required under this contract to provide complete engineering
investigation services for Eielson AFB, Alaska.
Work on the project may involve disciplines such as: A-E project management; architectural; civil,
structural, mechanical, electrical and fire protection engineering; possible limited geotechnical
engineering; drafting (AutoCAD); limited surveying; hazardous materials survey / testing and
abatement planning; contaminated soil remediation planning; cost estimating; and computer word
processing
2.1 ADMINISTRATION
The Eielson AFB Contracting Officer (CO) is responsible for the administration of the contract. No
change shall be made in the provisions of this contract without written authorization from the CO.
The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the
performance of the A-E as the Contracting Officer’s Technical Representative (COTR). The COTR
is not a CO and has no authority to contractually bind the Government or modify the contract.
2.2 GENERAL DESIGN CRITERIA
The Air Force requires investigation services that can be used to produce complete and functional
design concepts that are appropriate for the sub-arctic environment of interior Alaska. The charrette
(as basis of subsequent design and construction) shall conform to the most recent issue of the
following standards and publications. The following shall be considered a partial list and not limit
the standards which may apply to the project.

2.3 REFERENCES
All Air Force Manuals, Publications, and Guide Specifications will not necessarily be furnished. The
A-E may acquire them from the Defense Printing Service Detachment Office, Standardization
Document Order Desk, 700 Robbins Avenue, Philadelphia, PA 19111-5094 or other Federal

www.afcec.af.mil/library/index.asp. The A-E may review any Air Force Manual or publication
available at the Base Civil Engineering offices. The Eielson AFB design guides are attached as
appendices to this statement of work.
2.4 GOVERNMENT DOCUMENTATION
Because only the A-E can be expected to know exactly which record drawings will be useful for this
investigation, the A-E should expect to spend some time in Eielson's Civil Engineering drawing
storage vault locating drawings he might need. The A-E should not expect Government personnel to
perform a drawing search for him. "As-built", shop drawings, and operation and maintenance manuals

that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-
E’s responsibility to verify any information or data that is given to them by the Government.
2.5 GOVERNMENT FURNISHED MATERIALS
The government shall furnish the A-E with the following:
A. A description of the specific requirements for the investigation of this project. See Sections 1 and
3 of this Statement of Work.
B. An estimated construction cost range (to be verified by the A-E in the charrette)
C. Pertinent Eielson AFB Design Guides
D. Digital as-builts for Hursey Gate and access to existing drawings of facilities as needed to perform
the investigation
E. Pertinent Contaminated Soils Data
F. Utilities Maps
G. Air Force Sustainability Requirements Scoresheet (for information purposes)
2.6 WORK SITE COORDINATION
Coordinate work site activities to ensure the protection of human health and the environment; the
prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of
work interruptions.
The Contractor must conduct work in compliance with the installation environmental policy, in
accordance with installations EMS, and respective to the installation's significant aspects and
environmental action plans (EAPs). The Contractor must comply with Occupational Safety and
Health Administration (OSHA) safety and health regulations and local safety office requirements.
The Contractor is required to provide the CO copies of any OSHA report(s) submitted during the
duration of this contract.
The Contractor shall coordinate work site activities with applicable existing base and/or area
operations.
2.7 SPATIAL DATA (MAP) REQUIREMENTS
All products associated with this contract that provide a map representation of the location of
installation features (historical, existing, or planned) including installation maps, site plans, area
development plans, walls-out as-built depictions, or other related overhead (plan) views of an
installation (partial or entire) must adhere to the following requirements. (NOTE: This requirement
does not currently involve walls-in facility floor plans or interior renderings.)

All maps and associated data must comply with the latest version of Spatial Data Standards for
Facilities, Infrastructure, and Environment (SDSFIE) available from the SDSFIE web site. The
SDSFIE web site address will be provided under separate cover at the task order level. These data
will be organized using the current version of the standard approved by the Headquarters Air Force
Geo Integration Office (HAF GIO) as the functional lead for installation mapping and visualization.
The SDSFIE will determine file and feature class identification and definition, attribution and valid
domain values. When any geospatial information collected as a result of the contract includes
information identified in the Common Installation Picture (CIP) or recognized Mission Data Set
(MDS) the contractor will deliver data consistent with the established requirements for the data and
will ensure functionality with the receiving system. Information must be collected at no less than
1:1200 scale for base cantonment areas and 1:4800 scale for larger undeveloped base areas. Spatial
data will meet or exceed National Map Accuracy Standards at those scales. Metadata will be provided
and will use Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial
Metadata (CSDGM) for organization.
Geospatial data must be delivered in a geo-referenced Geographic Information (GIS) format (feature-
based file structures with one-to-one cardinality between spatial records and attribute records) which
would include Environmental Systems Research Institute’s (ESRI) shapefile and geodatabase
formats. All attribute data as specifically outlined in the task order contract must be included either
in the GIS data file or as a separate table with a SDSFIE key variable that may be used to relationally
join the separate table with the GIS data file. All geospatial data must be delivered in the North
American Datum 1983 (NAD83) projection, State Plane Coordinate System, using feet or metric
coordinate units. Further guidance on mapping units, coordinate systems and projections is available
from the Installation GIO.
Mapping- or Survey-Grade Global Positioning Systems (GPS) or comparable traditional survey
methods will be used to collect geospatial data. The use of mapping- or survey-grade GPS will depend
on the precision requirements of the product data. In the case of contracts involving utility
construction, location and attribute data will be obtained at the time of excavation. Further
information about precision requirements should be obtained from the installation GIO.
Source data and product data remain the property of the US Government. The contractor may be
required to explain and demonstrate the company's process for protecting all geospatial data,
including but not limited to geometry, attributes, metadata, topologies, and relational database
schemas and operations used in association with this SOW. The contractor may be required to sign a
non-disclosure agreement attesting to the same before source data are released. Further information
about security and nondisclosure requirements should be obtained from the installation GIO. Some
installation map data, source and/or product, may be considered by the government to be “sensitive,
but unclassified.” The intent of this clause is to prevent intentional or unintentional dissemination of
“sensitive, but unclassified” information to include unauthorized access to the source and product
data by any entity wishing to do harm to the USAF or U.S. Government while the data resides on the
contractor's computer network. The contractor is not authorized to release this information to any
third party without the explicit consent of the Headquarters Air Force Office of the Civil Engineer
(AF/A7C) or its involved installation. All source information must be returned to the government
POC or destroyed upon completion of the project.

3.0 PROJECT OBJECTIVE REQUIREMENTS
3.1 CONCEPTUAL CHARRETTE FOR HURSEY GATE IMPROVEMENTS
A. This Statement of Work (SOW) describes the Government’s requirement for a Conceptual Charrette
Report and investigation of the proposed upgrades and repairs to the layout of the Hursey Gate
entrance. This delivery order for investigation services is necessary to develop a basis for design
requirements for the proposed upgrade which shall include, but not be limited to the following:
1. The A-E shall prepare and consider 3 Courses of Action (COAs) for the referenced project.
A Simplified Analysis of Alternatives (SAoAs) shall be prepared for each of the COAs
analyzed in the LCCA performed in the paragraph above. This shall be formatted per current
Air Force guidance.
2. A project charrette cost estimate will be prepared for each COA considered. Additionally, a
draft project DD Form 1391 and parametric cost estimate will be prepared for the
recommended COA for each project.
3. The A-E will prepare a detailed CCR providing analysis and a recommended COA for design
and construction for each project. This report shall incorporate the findings and results of all
the surveys and analysis
4. The reports shall follow UFC, FAA, DoD, Air Force, and Eielson AFB requirements and
codes with respect to airfield pavements. The A-E shall provide 3 hard copies of each CCR
and 3 CDs containing each CCR in Adobe Acrobat (.pdf) and Word (.docx) formats.
5. Provide a preliminary cost estimate submittal (PCE) using the most recent standard
Construction Specification Institute (CSI) format. The PCE shall show totals of each CSI
divisional breakdown with subtotals, and below cost markups, as required. Additionally, the
Contractor shall have a summary sheet illustrating all CSI divisions and an individual sheet
per applicable CSI divisions, including at a minimum, a Description of Item, Quantity, Unit
of Measure (e.g., Ea, SF, LF), Unit Price, and Subtotals.
6. Provide updated cost estimates with the appropriate level of detail as required by that
particular submittal. Reviews of design submittals may result in significant impacts to the
PCE. When this occurs, submit a revised PCE and price validation within 14 days of the
receipt of those comments or the review conference, whichever occurs first. The final
parametric cost estimate shall also include the Construction Cost Estimate in CSI format.
Lump sum estimates must be limited to only minor items.
B. An investigation, sample testing, and a report for presence of hazardous materials such as soil
contamination, asbestos, lead based paint, PCBs, mercury, etc. shall be included in the within the
charrette report of this project.

1. It is possible that hazardous materials such as lead-based paint (LBP) and asbestos containing
materials (ACM) are present. No LBP or ACM surveys are available.
a. The A-E shall perform LBP, ACM and other hazardous materials surveys as required to
produce a charrette report upon which construction documents that are easily bid by
Contractors may be created.
b.The Government anticipates the presence of local soil contamination. Any sample testing
shall be included in the report.
2. HAZARDOUS MATERIALS: The following guidance shall be used for managing
hazardous materials:
a. Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated
biphenyls (PCBs), contaminated soils, and other hazardous materials may be present
in and around the work site and Hursey Gate. The A-E shall anticipate the potential
presence of hazardous materials in the investigation and sub-contract with firms who
perform testing for hazardous materials and prepare project documents for their
remediation. The goal of any follow-on design is that technical provisions shall be
developed such that all requirements for handling, worker protection, and
environmental protection at the work site are referenced to OSHA, EPA, and ADEC
regulations as well as pertinent Eielson AFB requirements.
b. When construction requires special demolition procedures to protect personnel from
exposure to excessive levels of hazardous materials, these requirements shall be
specified and coordinated with the Eielson AFB project engineer and the Eielson
AFB Environmental Element of the Asset Management Flight. These procedures
shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of
hazards to workers shall be included in this investigation.
c. The following items are a minimum of what shall be included in the project
documents when dealing with hazardous material remediation. Project drawings
shall denote the location of hazardous materials and provide sufficiently detailed
information for their remediation, to include accurate quantities.
C. The A-E is expected to include drawings and photographs with the body of each submittal of the
CCR as necessary to adequately describe the work involved. Drawings associated with each
submittal shall be of a sufficient size so that details and notes are easily readable. Drawings
11"x17" or smaller shall be bound with the report.
3.1.1 SCOPE OF WORK
A-E investigation services shall include activities such as participation in the Pre-Charrette meeting
and submission of meeting minutes, the planning, study, field reconnaissance, materials testing, site
survey and investigation, and work required to obtain the engineering information and data necessary
for the accomplishment of this contract. The A-E shall determine the condition and type of existing

utility services, structures, pavements, and soils involved in the project design. The A-E shall place
particular emphasis on making an accurate estimate of the location and quantity of hazardous materials
affecting the project design. The A-E shall perform topographic surveys (as necessary for developing
a cost estimate of required work); prepare documents showing existing conditions; conduct fact finding
investigations; collect and review project data and records; create alternative design concepts;
parametric estimates of construction cost and construction timelines; a project programming planning
study based on project programming requirements of AFI 32-1032 and the UFCs referenced by that
AFI to help the Government determine if renovation costs are below the threshold that would dictate
an economic analysis and possible new construction in lieu of renovation; and prepare and present a
written draft charrette report and final charrette report.
3.1.2 PLANNING CHARRETTE MEETINGS
The A-E and Government representatives will meet to discuss the objectives and requirements relating
to the charrette. The A-E will have the opportunity to interview appropriate government personnel and
request any assistance that may be required. The A-E shall record the proceedings of the meeting, and
submit a written summary report (meeting minutes) to the CO. The A-E shall attend and/or support
meetings and teleconferences as required by the Contracting Officer’s Representative (COR) with the
customer and/or government representative(s). The purpose of the meetings include, but are not limited
to, progress reviews, project scoping, planning, design reviews, planning/programming charrette
activities, project definition charrette activities, project status, and the general exchange of information
concerning current and future activities. The Contractor shall participate in and/or facilitate on-site
meetings and shall take meeting minutes for each on-site meeting. The Government anticipates three
on-site meetings, the CCR Kick-off, the Pre-final CCR Review and the Final CCR Review meeting.
Additional on-site meetings may be scheduled as necessary
3.1.3 COST AND SCHEDULE ESTIMATE
A preliminary construction timeline and cost estimate shall be included with the charrette report. The
A-E shall develop initial cost estimates and estimates of construction timelines and submit for each
alternative considered. Provide a Final Conceptual Charrette Cost Estimate with the appropriate level of
detail in CSI format which provides costs for each applicable CSI Division. The amounts for each
Division will include Material, Labor, Other Direct Costs, Profit, and G&A. The overall construction
cost shall include the totals for all CSI Divisions and the Bond. In addition, provide a detailed cost report,
which illustrates costs associated within each of the CSI Division elements. Lump sum estimates must
be limited to only minor items. Separate costs into those for new work, repair and maintenance/upgrade
work. Cost estimates shall be broken down into line items by individual task and grouped into major
construction categories such as architectural, civil, structural, mechanical, electrical, contractor
mobilization(s), general contractor requirements, etc. showing labor (man-hours), material costs and
equipment costs. Cost estimates shall be marked “FOR OFFICIAL USE ONLY”. Cost estimates shall
be prepared using accurate data reflecting construction costs in the Fairbanks, Alaska area. The estimates
shall also reflect accurate costs associated with the particular requirements of constructing on Eielson
AFB. Any minor construction costs (new work as defined by the Air Force) in the project has a limit
and therefore must be tracked separately. The A-E shall separate the cost of minor construction work
for ease of tracking. The cost estimates shall be prepared assuming construction in Spring - Summer
2024. If the estimated construction cost differs significantly from the range shown in the Contract, or

exceeds the statutory limit (if one exists), or exceeds the Programmed Amount (PA), the A-E shall notify
the CO as soon as practical.
3.1.4 CONCEPT DRAWINGS
For the selected COA, the Contractor shall be prepare drawings to show existing site conditions, general
layout of facilities, and the extent, type, and detailed requirements of the work to be performed. The A-
E shall provide a detailed schedule of drawings. Separate drawings shall be prepared to cover all needed
phases of architectural, hazmat, civil, structural, mechanical, fire suppression, fire alarms and mass
notification systems, electrical, telecommunications, etc. work to be accomplished. Each drawing shall
have a graphic scale. The A-E shall use a standard sheet format and fonts conforming to Eielson’s
Drafting Standards. Lettering shall be large enough to ensure legible half-size reduction. Each
discipline’s group of drawings shall contain a detailed legend defining all applicable symbols appearing
on that discipline’s sheets. The legend shall appear on the first sheet of each group. Standard building
material indicators, and symbols for architectural items and for mechanical and electrical equipment
shall be used to the greatest extent possible. All drawings shall be boldly marked on each sheet “FOR
ENGINEERING INVESTIGATION REVIEW ONLY, NOT FOR CONSTRUCTION”. The preferred
full scale drawing size for Eielson AFB is ANSI D (22”X34”), but other drawing sizes may be accepted
upon prior approval of the CO. In addition to hard copy drawings, the A-E shall provide electronic
copies of the drawings on CD-ROMs in the Government’s most recent version of AutoCAD (version
2012 or later) and in read-only Adobe Acrobat Reader (.pdf file) format.
3.1.5 DRAFT CHARRETTE REPORT
The A-E shall prepare a draft charrette report detailing the findings of the investigation and submit it to
the CO for approval. The cover sheet of the report shall be boldly marked with the date submitted.
Included in this report shall be all assumptions, analysis, calculations, discussion, recommendations,
options, site plans, concept drawings, photographs, hazardous materials surveys and test results,
description of existing conditions, inspection results, engineering data, cost and construction estimates,
product literature, technical data, and programming planning study, etc. required to perform the
requested engineering services. Report shall also cite specific code references, assumptions, calculation
sources, data sources, etc. The report shall include recommendations for design and estimated design
and construction schedules. After review of the draft report by the CO, the A-E shall present the draft
report at a pre-final CCR review meeting at Eielson AFB. Changes resulting from the review meeting
shall be incorporated into the final charrette report submittal.
A. Project Programming Planning Study: The project programming planning study shall be based on
the project programming requirements of AFI 32-1032 and the UFCs referenced by that AFI to
help the Government determine if renovation costs are below the threshold that would dictate an
economic analysis and possible new construction in lieu of renovation. Note: The economic
analysis will not be the A-E’s responsibility. The Project Programming Planning Study shall be
submitted as a separate document from the rest of the charrette report.
1. Programmed Amount (PA) [current programmed amount of construction cost] for the proposed
renovation is $9,500,000.
2. Estimated building value / cost:

a. Plant Replacement Value (PRV) is $98,111,990.
b. Estimated MILCON Project Replacement Cost (PRC) is $137,356,790.
3. Programming Thresholds: The depth of the scope of the renovation as determined by the
Charrette Report, and the Project Programming Study determination of whether or not
renovation can occur without an Economic Analysis shall be determined by the
aforementioned AFI and the following thresholds:
a. 30% PRC ($41,207,037) - Seismic Rule (per UFC 3-310-04)
b. 50% PRC ($68,678,395) – Seismic Rule (per UFC 3-310-04), Fire Protection Rule (per
UFC 3-600-01 & AFI 32-10141), and Sustainability Rules (per UFC 1-200-02)
c. Major Project (renovating at least 50% of facility area) - Fire Suppression Rule (per UFC
3-600-01)
d. 50% PRV ($49,055,995) - Antiterrorism Rule (bring entire bldg. into compliance with UFC
4-010-01)
e. 75% PRC ($103,017,593) – Economic Analysis (EA) Rule and Repair vs. Replace Rule
B. Design Analysis: The A-E shall prepare an accurate design analysis to support the project
investigation (as the basis of design of the construction). Each sheet of the design analysis shall be
sequentially numbered and shall carry the title of the project, date of analysis, and the designer’s
name. The analysis shall be bound and prepared (typed or legibly printed) on 8-1/2”x11” bond
paper or standard company form, with 1” left and right margins. The design analysis shall cite
specific code references, assumptions, calculation sources, data sources, etc. Calculations and data
shall be presented in a neat and logical progression. The analysis shall include elements such as: a
brief description of the desired project outcome, anticipated construction schedule, description of
existing conditions, site descriptions, existing facility features such as age and type of construction,
utilities location and access, photos as necessary or required, electrical-load and lighting-level
calculations, structural computations, foundation determinations, plumbing and HVAC
calculations, fire hydrant flow tests (Government furnished for this phase of the charrette /
planning study) and fire suppression hydraulic calculations, fire protection features such as: egress,
fire alarm, fire rated construction, life cycle cost analysis, facility energy analyses, computer
modeling, etc.
1. For facilities projects UFC 3-600-01, para. 1-7.2.1 states a fire protection design analysis and
life safety plans are required for all Major Projects The fire protection and design analysis and
life safety plans shall be as required by UFC 3-600-01.
3.1.6 PRE-FINAL CCR REVIEW MEETING
At the meeting the attendees will discuss the pre-final report, consider design alternatives, and give
technical guidance for proceeding with the design. The A-E shall attend the charrette review meeting at
Eielson AFB, take attendance and minutes, and answer review comments. The charrette review meeting

shall be scheduled through the CO. The meeting will be attended by the Government’s project engineer,
engineering staff, representatives of the reviewing and using agencies, interested parties, and shall be
attended by the A-E’s project manager and necessary staff. Reviewers will submit written comments on
the charrette prior to the charrette review meeting. The A-E shall provide responses to the comments at
the charrette review meeting.
3.1.7 FINAL CHARRETTE REPORT
The final charrette report shall include the agreed upon changes identified in the draft charrette report
phase.
3.1.8 TASKS
A. The Conceptual Charrette shall be divided into two tasks. The Contracting Officer shall issue a
Notice to Proceed for each task. The Government will neither approve payment for a task nor issue
Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has
provided all of the listed Contract Deliverable Items applicable to the task (except draft meeting
minutes which may not yet be complete).
B. Pre-charrette and review meetings shall be scheduled by the Contracting Officer and be held at
Eielson AFB. They will be attended by the Government's Project Engineer, engineering staff,
representatives of the reviewing agencies, invited interested parties, and the A-E's project manager
and necessary staff. Reviewers will submit written comments on the charrette. Comments will be
provided to the A-E for response. The A-E may make a presentation at each meeting. The A-E shall
record the proceedings of each meeting and submit a written summary report (minutes) of those
proceedings to the Contracting Officer for written approval. Draft minutes for each meeting,
including the responses to each reviewer's comments shall be submitted to the Contracting Officer
within three (3) working days following each meeting.
C. All contract deliverable items for each task (except draft meeting minutes) shall be submitted to the
Contracting Officer at the same time. Approval from the Contracting Officer shall be obtained prior
to the submission of contract deliverable items separately.
D. TASK I: Task I includes, but is not limited to attending the Charrette Kick-off Meeting, Pre-final
Meeting, and submitting Pre-final CCR Submittal; investigating the project site and applicable
existing documents; interviewing appropriate facility users and maintenance personnel;
investigating options; investigating design concepts; producing the required Pre-final CCR Submit;
submitting these documents to the Contracting Officer for review; attending the Pre-final CCR
Review Meeting; and submitting draft meeting minutes of the Pre-final CCR review meeting to the
Contracting Officer.
1. Pre-final CCRs Review Meeting: The A-E and Government representatives will meet to discuss
the objectives and requirements relating to the charrette. The A-E will have the opportunity to
interview appropriate government personnel. The A-E shall record the proceedings of the
meeting, and submit a draft meeting minutes to the Contracting Officer within 3 working days
for approval.

2. Data Acquisition and Field Investigation: The A-E shall complete the necessary investigative
field work and submit a Pre-final CCR Submittal to the Contracting Officer. The report
produced shall include discussions of all aspects of the work required under the various options
investigated -- identify each item of work and discuss any potential difficulties, alternatives to
proposed work items, recommendations, construction cost estimate for each concept presented,
etc.
3. Cost Estimate in the Pre-final CCR Submittal: The A-E shall prepare investigation cost
estimates for the project with sufficient accuracy to ensure a basis of accurate planning and
sufficiently large contingency to ensure that costs do not increase if the design proceeds. The
cost estimates shall be in both hard copy and electronic format. Electronic format shall be in
Excel.
4. Draft Project Programming Planning Study: The project programming planning study for the
upgrades and repairs to the layout of Hursey Gate shall be sufficient to allow the Government to
determine whether or not the various programming thresholds in AFI 32-1032 and the UFCs
referenced in that AFI (i.e. 30% PRC Seismic Rule; 50% PRC Seismic, Fire Protection, and
Sustainability Rules; 50% PRV Antiterrorism Rule; Major Project Fire Suppression Rule; and the
75% PRC Economic Analysis and Repair vs. Replace Rules) will allow the renovation or drive
an Economic Analysis and potential Milcon project to replace the building. The Draft Project
Programming Planning Study shall be submitted as a separate document in the Draft Charrette
Report package.
5. Pre-final CCRs Review: The meeting for discussing the pre-final CCR Submittals will be
scheduled by the Contracting Officer following receipt of the Draft Charrette submittal, and
will be held at Eielson AFB. The meeting will be attended by the Government's Project
Engineer, engineering staff, representatives of the reviewing agencies, invited interested parties,
and the A-E's project manager and necessary staff. Reviewers will provide the A-E with written
review comments regarding his report for his response and action. The A-E may make a
presentation at the meeting. The A-E shall record the proceedings of the meeting and submit
draft minutes to the Contracting Officer for written approval. The draft minutes shall include
the responses to each reviewer's comments and shall be submitted within three (3) working days
following the meeting.
6. Contract Deliverable Items: The following items are deliverable as part of Task I:
1. The Draft Pre-Charrette Meeting minutes shall be submitted to the Contracting Officer by
email within three (3) working days after the Pre-Charrette meeting. Corrections to the
meeting minutes may be required by the Government.
2. Seven (7) hard copies of the Pre-final CCR Submittal. This report shall include alternative
design concepts, analysis, recommendations, construction cost estimates, the Charrette Kick-
off Meeting minutes and the Project Programming Planning Study. These requirements shall
be submitted to the Contracting Officer for review and for presentation / discussion at the

Meeting. Hard copy format shall be as described in TASK II below. (Concept drawings may
be half-size, but only if all details are legible.)
3. Six (6) copies of the entire draft charrette report on CD. Format of report on CD shall be as
described in TASK II below.
4. The draft charrette review meeting minutes shall be submitted to the Contracting Officer by
email within three working days of the charrette review meeting. Corrections to the meeting
minutes may be required by the Government.
E. TASK II: Task II includes, but is not limited to producing the final CCR Submittal; incorporating
changes requested in approved review comments and submitting the required documents to the
Contracting Officer.
Contract Deliverable Items: The following items are deliverable as part of Task II:
1. Seven (7) hard copies of the final CCR Submittal. This report shall include final alternative
design concepts, analysis, recommendations, construction cost estimates, approved Pre-final
CCRs Review Meeting minutes and the Final Project Programming Planning Study and shall
meet requirements specified in this Statement of Work. The final charrette report shall
include all changes that were deemed appropriate during the review of the draft report.
▪ The Final CCR Submittals shall be bound and shall be printed on double-sided 8-1/2 x 11
bond paper (except drawings shall not be 8-1/2x11 nor double sided). All pages shall be
numbered consecutively. The Final Project Programming Planning Study shall be
submitted as a separate document from the rest of the Final Charrette Report.
▪ Concept drawings may be half-size, but only if all details are legible.
▪ Six (6) copies of the entire Final Charrette Report on CD.
▪ Provide the entire final charrette report in a single .pdf file.
▪ Also provide the entire final charrette report (and separate final project programming
planning study in their original file formats. The design concepts, analysis,
recommendations shall be provided in Microsoft Word format. The cost estimate shall be
provided in Microsoft Excel format. Meeting minutes can be provided in .pdf. The concept
drawings shall be delivered as AutoCAD files and in PDF format. AutoCAD drawings
shall be developed to be plotted at desired scale on ANSI D (22”x34”) paper when scale
of “1:1” is selected during the plotting function. If specific plot assignment files or fonts
were used in the creation of the AutoCAD drawings these files shall be included on the
CDs. Provide all x-refs utilized with the drawing files. All x-refs shall be bound to the
appropriate drawing files. The separate final project programming planning study shall be
in Microsoft Word format.
