COMPTROLLER RELEASES REPORT EXAMINING GOVERNMENT DEBT IN TEXAS

Texas Comptroller Susan Combs released a report today entitledYour Money and Local Debt that gives Texas taxpayers a clearerunderstanding of the volume of debt issued by the governmentalentities that serve them. This report examines the current levelsof government debt in Texas, highlighting trends that have seenour debt load more than double in the past decade.

Debt is often not visible to the public, as few government entitiesmake it easy for the taxpayer to determine what they owe. Forexample, when voting on a bond initiative, voters are typicallyonly presented with information about current debt proposals andnot with information about existing debt or how much this debtwill ultimately cost them. All taxpayers are served byoverlapping governmental entities that may have issued debt, andit is very difficult to find out these entities’ total debtoutstanding.

“As taxpayers step into a voting booth to approve new debt,government should tell them how much debt they are alreadyresponsible for repaying and how much debt service is included,”Combs said. “Elected officials are responsible for telling thetaxpayers they serve about the price tag associated with new andexisting debt.”

Some local governments even issue bonds without voter approvalin the form of certificates of obligation. Taxpayers need accessto critical information detailing how much debt their localgovernments have accumulated and whether their tax dollars orother revenue sources will be used to repay that debt.

1.To increase the information presented to Texas taxpayers sothat debt – both current and proposed – is transparent, the reportalso issues the following recommendations:

As new debt is presented to voters for approval, considerrequiring that the following be placed on the ballot:

a. the amount of outstanding debt,b. debt service,c. per capita obligation as of the most recent annual financial report,d. the amount of new debt,

e. estimated debt service, andf. estimated per capita burden being proposed.

2. Certificates of Obligation (COs) — local debt generally notapproved by voters — totaled 16.6 percent of all debt issued byeligible entities between 2005 and 2011. Consider significantlynarrowing the authority to issue such debt without voterapproval, amending the issuing process to provide increasednotice and to include the information about debt proposed forballots in Recommendation 1. Also, revise the petition processto make it easier for taxpayers to compel a public vote.

3. Many local entities already post their annual financial reportsonline. To ensure greater transparency, consider requiring allgovernmental entities post their annual financial reports alongwith all long-term debt obligations on a public website. Suchdisclosure should include:

a. the debt’s original stated purpose,b. total amount of debt authorized,c. issued and unissued amounts ofd. authorized debt,e. total of issued debt spent and unspent, andf. per capita burden on taxpayers.

“It is my goal to continue making Texas government moretransparent by providing the information and tools necessary forour citizens to understand the details of our state and localgovernment finances, which they pay for,” said Combs.

Applications for emergency farm loans for losses caused by drought on January 1, 2012 and continuing are being

accepted at the Farm Service Agency (FSA) office located in Alice , Edmundo J. Garza said today.

Aransas, Brooks, Duval, Jim Hogg, Jim Wells, Kenedy, Kleberg, Live Oak, McMullen, Nueces, San Patricio, Webb and

Zapata Counties are thirteen of two hundred, fifty-two (252) counties in Texas recently named by Secretary of Agriculture,

Thomas Vilsack eligible for loans to cover part of actual production and/or physical losses resulting from the drought on

January 1, 2012 and continuing.

Garza said farmers may be eligible for loans of up to 100% of their actual losses or the operating loan needed to continue

the agricultural business, whichever is less. For farmers unable to obtain credit from private commercial lenders, the interest

rate is 2.125 percent for month of October, 2012.

“As a general rule, a farmer must have suffered at least a 30 percent loss of crop production or suffered any physical

loss to be eligible for an FSA emergency loan under this disaster designation”, Garza said. Producers participating in the

Federal Crop Insurance program will have to consider proceeds from those programs in determining their production loss.

Additionally, any insurance proceeds received by producers as a result of the physical loss will have to be considered in

determining their total loss.

“Applications for loans under this emergency designation will be accepted until March 12, 2013 but farmers should apply

as soon as possible. Delays in applying could create backlogs in processing, with possible delays into the new farming

season”, Garza said.

FSA is a credit agency of the U.S. Department of Agriculture. It is authorized to provide disaster emergency loans to

recognized farmers who work at and rely on farming for a substantial part of their living. Eligibility is extended to individual

farmers who meet U.S. citizenship requirements and to farming partnerships, corporations, or cooperatives in which U.S.

citizenship requirements are met by individuals holding a majority interest.

The FSA office in Alice is open from 8:00a.m. to 4:30p.m., Monday through Friday. Additional Information regarding
