Chapter 8 – Comprehensive Plan Background City Council appointed an Annexation

Task Force (ATF) in May 2015 ATF consisted of three City Council

members and three P&Z Commissioners ATF met from June 2015 to January 2016 Work resulted in recommended changes

to Chapter eight of the Comprehensive Plan

Added CSISD Boundary and adjusted annexation area boundary to better align with CSISD boundary

Removed reference to “Immediate”, “Near Term”, and “Long Term” annexation areas

Added MUD No. 1 and proposed MUD No. 2

Changed color legend

Renew ETJ common boundary agreement with City of Bryan

Extend ETJ to five miles Evaluate areas currently under non-

annexation agreements on a case-by-case basis as they expire

Recommendations

Utilize non-annexation agreements in a strategic manner to reserve undeveloped or underdeveloped areas for future growth

Move forward with an exempt annexation package

Consider amending the City’s annexation plan to include one or more three-year annexation areas
