Salvatore Zerilli The Mercadien Group

Salvatore Zerilli is a managing director of The Mercadien Group; principal in Mercadien, P.C., CPAs; and leader of its Financial Institutions Services Group. A seasoned public accounting and banking industry professional, Zerilli specializes in performing risk management services for banks and U.S. branches of foreign banking institutions and other financial entities. These services include outsourced internal audit, regulatory compliance reviews, enterprise risk management and consulting services. A certified anti-money laundering specialist, his specific areas of expertise include the Bank Secrecy (BSA) and USA Patriot Acts, allowance for loan and lease losses, asset and liability management, liquidity management, information technology, and regulatory compliance. Travis P. Nelson, Esq. Reed Smith LLP

Travis P. Nelson is an attorney in the financial services regulatory group of Reed Smith LLP. Nelson focuses his practice on serving financial institutions, and other companies, with regulatory compliance, examinations and enforcement defense. Nelson is a co-leader of the firm’s Financial Institutions Enforcement & Investigations Task Force, and a Co-Chair of the International Trade & National Security Group. Nelson served in the Enforcement Division of the Office of the Comptroller of the Currency, in Washington, D.C. He is also adjunct faculty at the Villanova University School of Law where Nelson teaches Financial Institutions Regulation, is editor-in-chief of the ABA’s Banking Law Committee Journal, and is a member of the board of the New Jersey Bar Association’s Banking Law Section.

Kenneth J. Benton The Federal Reserve Bank of Philadelphia

Kenneth J. Benton is a graduate of Indiana University in Bloomington, Indiana, where he majored in finance, and a graduate of Tulane Law School in New Orleans, where he was a student editor of the Tulane Law Review. Benton is licensed to practice law in Pennsylvania. Before joining the Federal Reserve Bank of Philadelphia in 2005, he worked for law firms in the Philadelphia area, where his practice areas included consumer and commercial bankruptcies, commercial litigation, appeals, and trademarks. At the Reserve Bank, Benton edits and writes articles for Consumer Compliance Outlook, a Federal Reserve System outreach publication focusing on the federal laws and regulations that apply to financial institutions offering consumer financial products and service. He also works on Community Banking Connections, a Federal Reserve System outreach publication focusing on safety and soundness topics for community banks. Benton also provides training on compliance issues to field examiners, and participates extensively in outreach activities with bankers and other stakeholders.

Laura M. Lewis Office of the Comptroller of the Currency Laura M. Lewis is the Community Bank Compliance Officer for the OCC’s Northeastern District. Currently, she monitors the district’s Bank Secrecy Act (BSA) and compliance risk and examination activities and provides guidance and training to bankers and OCC staff. Lewis provides technical expertise for community bank supervision programs on the BSA, the Community Reinvestment Act, fair lending and consumer compliance regulations. She is a frequent speaker at industry-sponsored schools, seminars and conferences. She also teaches at the OCC’s Fair Lending and Community Reinvestment Act Schools and at the OCC’s Community Bank Director Workshops on Compliance Risk. Lewis joined the OCC in 1998 as a Compliance/BSA Specialist Examiner, performing examinations in community, midsize and large banks. Previously, she was a community banker and was responsible for retail lending administration, mortgage banking operations, and regulatory compliance in mortgage and consumer lending, leasing, and credit card operations at a large regional national bank.

Lewis has a Bachelor of Arts degree, cum laude, in economics and French from Wilson College, Chambersburg, PA and a Master of Business Administration degree in finance and managerial science from Wilkes University, Wilkes-Barre, PA. She is also a graduate of the American Bankers Association’s Stonier Graduate School of Banking, at the University of Delaware. She is certified as an Anti-Money Laundering Professional by the Bank Administration Institute.

Lisa Bailey McQueen Federal Deposit Insurance Corporation

Lisa Bailey McQueen is a supervisory examiner for the FDIC's NJ/MD Field Territory. McQueen has 28 years of experience with the Corporation, including both risk management and compliance. She has worked in the FDIC's Chicago and New York Regions, as well as the FDIC's headquarters in Washington, DC. During her five years in the Washington, DC office, she worked closely with other regulatory agencies reviewing and drafting compliance guidance. McQueen graduated with a bachelor's degree in Business Administration from the College of Charleston, Charleston, South Carolina. She is also a Certified Regulatory Compliance Manager.

Terri Luttrell Banker’s Toolbox

Terri Luttrell is a seasoned AML professional with over 20 years in the banking industry, working both in medium and large community and commercial banks ranging from $2 billion to $33 billion in asset size. Luttrell started her banking career in commercial lending, moving to deposit operations and the compliance/fraud arenas where she was Director and AML/OFAC Officer. She has successfully worked with institutions in implementing suspicious activity monitoring programs, installing various automated solutions, and streamlining processes while ensuring all regulatory requirements are met. Luttrell has also managed a team of AML investigators for a large/cross border institution giving her an enhanced sense of AML risk in our institutions. Since joining Banker’s Toolbox in 2012, she has used her extensive knowledge of BSA/AML Regulations as well as the FFIEC Exam Manual guidance to assist numerous clients in enhancing their suspicious activity monitoring program, improving written procedural practices, and evaluating the institution’s use of their automated systems. Luttrell conducts remote individual coaching sessions and group WebEx training sessions for clients based on their needs. She is CAMs certified and is a member of National ACAMS (Association of Certified Anti-Money Laundering Specialists) and the Central Texas ACAMS Chapter. She is a Certified Anti-Money Laundering Specialist (CAMS) and CAMS-Audit, Member of ACAMS and a Board Member of Central Texas ACAMS Chapter.

John C. Bryan, Jr., Federal Deposit Insurance Corporation

John C. Bryan, Jr. has over 15 years of experience in the financial services industry. Bryan began his career as an attorney, working for a law firm representing financial institutions and commercial real estate developers. He also worked for a community bank, where he served in the capacity of in-house counsel, compliance officer, and BSA officer. Bryan joined the FDIC in 2011, in the Baltimore, Maryland Field Office, and works in the Division of Depositor and Consumer Protection. His primary responsibility is as a compliance examiner conducting consumer compliance, fair lending, and Community Reinvestment Act examinations. Bryan earned his undergraduate degree at The Citadel, The Military College of South Carolina. He also holds a Master of Divinity degree from Southwestern Baptist Theological Seminary, and earned his Juris Doctorate from The Cumberland School of Law at Samford University. Bryan is admitted to practice law in the states of Maryland and Florida. Rose N. Egbuiwe Federal Deposit Insurance Corporation

As the Fair Lending Examination Specialist, Rose N. Egbuiwe’s duties include investigating consumer complaints that assert discrimination, providing technical expertise on fair lending topics to field examination staff, and conducting onsite reviews for banks identified by the FDIC’s Washington Office as having disparities based on reported Home Mortgage Disclosure Act (HMDA) data. Prior to her current position, Egbuiwe was a compliance examiner in the Boston North Field Office. Prior to joining the FDIC, she was with the Massachusetts Division of Banks serving as a Regional Field Manager and Assistant Chief Director - Consumer Compliance. Egbuiwe obtained a doctorate degree (Ph.D.) in Law and Policy from Northeastern University and an LL.M in International Banking and Financial Law from Boston University School of Law. She is a member of the New York Bar Association and a Certified Regulatory Compliance Manager.

Kevin G. McMahon Federal Deposit Insurance Corporation

Kevin G. McMahon has over 20 years of experience in regulatory compliance. McMahon began his career with a large Northeastern U.S. based commercial bank as a compliance specialist with primary focus on fair lending. He subsequently served as a Director of Compliance for a $5 billion commercial bank for approximately seven years. Prior to his arrival at the FDIC, McMahon was a Senior Compliance Consultant for a leading Southeastern U.S. based consulting company for approximately four years.

He joined the FDIC in 2008 in the Atlanta Field Office and transferred to the Jamesburg, NJ Field Office in January 2012. Mr. McMahon’s primary responsibilities within the Division of Depositor and Consumer Protection include consumer compliance, fair lending, and community reinvestment. McMahon serves as a compliance course instructor and coach for newly hired compliance examiners. In addition, he has been a speaker at prior New Jersey Bankers Association Compliance Conferences and various FDIC Directors College events. Treisha Thorpe is a Financial Institution Examiner in the FDIC's NJ/MD Field Territory. Thorpe has been with the FDIC since 2011 and has experience with regulatory compliance while working in the FDIC's Kansas City and New York Regions. Kevin G. Rietema

Federal Bureau of Investigation Special Agent Kevin G. Rietema has been with the FBI for over 19 years and is currently assigned to New Jersey's National Security Branch/Joint Terrorism Task Force as Newark Division's National Security Threat Finance Coordinator. SA Rietema provides investigative, analytical and operational support across all programs (Counterterrorism, Counterintelligence, Counterproliferation, Terrorism Finance and significant Cyber investigations). Rietema has traveled extensively both in the U.S. and abroad and is a key liaison and outreach partner to the financial sector. His most recent project was assisting in the establishment of the Cyber Financial Pursuit Team within the FBI's Cyber Division.

Greg Botti United States Postal Inspection Service

Greg Botti has been a U.S. Postal Inspector since September 2003. Botti has investigated a variety of criminal matters to include revenue fraud, mail theft, identity theft and mail fraud; and responded to national disaster-related incidents affecting postal operations. He is currently assigned to the USPIS Newark Division where he serves as the Team Leader for a group of Postal Inspectors that investigates major fraud cases, including investment fraud, healthcare fraud, elder fraud, embezzlement and money laundering schemes. Botti is also involved in numerous consumer protection and fraud prevention initiatives throughout Northern & Central New Jersey. He maintains the Certified Financial Crimes Investigator (CFCI) designation.

Thomas C. Germano

Drug Enforcement Administration

Thomas C. Germano became an Agent in 1991 and was assigned to the New York Field Division. Germano investigated traditional narcotics cases; South American cocaine/heroin traffickers. He was reassigned to the New Jersey Division January 2000 and was assigned to High Intensity Drug Trafficking Area (Northern New Jersey) and investigated street level distribution organizations in inner cities. He was also assigned to the Financial Investigative Team (FIT) and was a member of the SAR Task Force for New Jersey (USAO). Also, Germano was assigned to the Tactical Diversion Squad (TDS), Newark Office and investigated doctors, pharmacist, distributors, manufacturers and anyone who diverts prescription medications/scheduled narcotics unlawfully. He became group Supervisor of the TDS Camden Resident Office September 2015.

Jonathan Helmstetter Internal Revenue Service

Jonathan Helmstetter is currently a member of the IRS-CI Newark Field Office Cyber Crime Team. In that capacity, Helmstetter is responsible for investigating criminal financial activity related to data breaches, identity theft, account takeovers, illegal digital currency exchangers, stolen credit/debit card databases, and other related activity. He also serves as a point of contact for financial institutions looking to report suspicious activity.

Helmstetter was selected as a special agent in the Criminal Investigation Division in Paterson, NJ specializing in income tax and money laundering cases in 2009. His career with the Internal Revenue Service began in 2008 as a special agent trainee.

Hemstetter has a Bachelor's degree in accounting from Ramapo College where he also minored in computer information systems.

Michael McGarry Internal Revenue Service

Special Agent Michael McGarry has been a Special Agent with IRS Criminal Investigation since 2003. He is assigned to the Newark Field Office. IRS Criminal Investigation serves the American public by investigating potential criminal violations of the Internal Revenue Code and related financial crimes in a manner that fosters confidence in the tax system and compliance with the law. Special Agent McGarry has participated in a myriad of tax fraud investigations, including investigations of unscrupulous tax return preparers, individuals who embezzled funds from their employers and business owners who skimmed cash from their businesses. He is currently the lead agent for the United States Attorney's Financial Crimes Task Force in Newark, New Jersey. His responsibilities include investigating violations of the Bank Secrecy Act, money laundering and tax evasion. Prior to becoming the lead agent for the United States Attorney's Financial Crimes Task Force, Special Agent McGarry was assigned to the Drug Enforcement Administration for seven (7) years where he investigated violations of the Bank Secrecy Act and money laundering statutes. In addition, he serves as the lead agent working with local law enforcement agencies in pursuing potential criminal and civil money laundering and asset forfeiture cases. Special Agent McGarry began his Internal Revenue Service career in 2000 as a Special Agent Student Trainee, before his promotion to Special Agent in 2003.

Alice Judd brings 28 years of banking experience to FIS that includes 26 years in bank management and 25 years of regulatory compliance expertise supporting a variety of business functions. Judd has served in capacities supporting commercial and consumer lending, private banking, credit card, retail banking, branch administration, deposit operations, call centers, and international operations. For FIS clients, she has developed risk assessments, compliance administration programs, compliance activity schedules, and compliance committee packages where FIS serves as a provider of supplemental resources for an institution’s compliance program. David Lutz

P&G Associates David Lutz is an experienced audit manager at the firm for the specialized area of Bank Secrecy Act/AML Compliance reviews. Lutz is a Certified Anti-Money Laundering Specialist ("ACAMS") and is involved in the assessment of the adequacy of client Customer Identification Program, Customer Due Diligence, Enhanced Due Diligence, Suspicious Activity Monitoring policies and procedures, and Office of Foreign Assets Control programs. He has extensive experience in performing detailed testing of clients Anti-Money Laundering Program. Timothy Allison Grant Thornton

With over 20 years of experience as a banking compliance professional, Timothy Allison has accrued extensive regulatory and management experience. Allison has grown up with BSA/AML from its developmental years at the U.S. Treasury Department’s Financial Crimes Enforcement Network (“FinCEN”), focusing on law enforcement case, support, money laundering risk assessments, and immersion in BSA strategic policy development including the development of the SAR form from the antiquated FBI Criminal Referral Forms. After achieving an M.B.A. in finance to round out financial institution understanding he spent the next phase of his career at the Federal Reserve Bank of New York (“FRBNY”), and post 9-11 became a key point person who developed training materials and led a week long BSA/AML boot-camp for both examiners and AML law enforcement officials at the Federal Financial Institutions Examination Council (“FFIEC”). In addition Allison served on a key working group tasked with the responsibility to draft critical sections of the original version of the FFIEC Examination Manual that was introduced in 2007. While not serving the needs of the FFIEC, he was subsequently tasked with serving as the Examiner in Charge for assessing foreign banking organizations compliance with Regulation K 211.24j, and also the overseas operations for money center banks in higher risk locations such as Brazil, Japan, Mexico, and Puerto Rico, resulting in several new Enforcement Actions, as well as the surrender of a banking license in 2007 due to foreign correspondent banking mismanagement.

In 2010, Allison parlayed his AML regulatory experience to serve the needs of banking clients through Deloitte’s Financial Advisory Service LLP (“FAS”). Highlights of his client work included managing a SAR lookback team, conducting AML and OFAC risk assessments for broker dealer, drafting policies and procedures for several national banking institutions and creating training programs. Salvatore Zerilli

The Mercadien Group

Salvatore Zerilli is a managing director of The Mercadien Group; principal in Mercadien, P.C., CPAs; and leader of its Financial Institutions Services Group. A seasoned public accounting and banking industry professional, Zerilli specializes in performing risk management services for banks and U.S. branches of foreign banking institutions and other financial entities. These services include outsourced internal audit, regulatory compliance reviews, enterprise risk management and consulting services. A certified anti-money laundering specialist, his specific areas of expertise include the Bank Secrecy (BSA) and USA Patriot Acts, allowance for loan and lease losses, asset and liability management, liquidity management, information technology, and regulatory compliance. Stephen King serves as the director of the Regulatory Compliance group where he guides clients through the myriad of federal and state banking statutes from both an operational and legal perspective. King consults with clients on the design, implementation, and monitoring of customized compliance programs to ensure regulatory compliance in the areas of lending, operations, and retail banking. He also consults with financial institutions on enterprise risk management, compliance examination preparation and response, and new product design. An avid speaker, he travels regularly, educating the members of financial industry associations throughout the Northeast, New York, and New Jersey. Joseph D. Simon is a partner with Cullen and Dykman, a general practice law firm with over 150 attorney’s and offices in New York and New Jersey. Simon has been with the firm for 30 years, and represents over 50 financial institutions on regulatory, compliance, corporate and transactional matters.

He advises financial institutions on a wide range of issues, including HMDA, truth-in-lending, RESPA, truth-in-savings, financial privacy, transactions with affiliates, lending limits, electronic banking, banking operations, and currency transaction and IRS reporting obligations. He is the author of “CFPB Mortgage Rules Under the Dodd-Frank Act,” a volume of Bloomberg BNA’s Banking Portfolio Series. The 2015 portfolio provides a comprehensive overview of mortgage rules issued by the Consumer Financial Protection Bureau under the Dodd-Frank Act. Simon is a recipient of a JD Supra 2016 Reader’s Choice Award for being one of the top four authors in the country with respect to readership and engagement in the area of Banking/Financial Services.
