The Cost- Environment

Over 500,000 tonnes/year in Greenhouse Gases (GHG) is due to traffic congestion

The Cost- Social Impacts

82 minutes/day average time a driver spends commuting

Average times each person spends commuting could increase to 109 minutes per day in next 25 years.

Traffic congestion is costing us personal time: Average time people spend commuting every day in the GTHA is 82 minutes which is currently among the worst in North America for daily commute times – worse than even Los Angeles, New York City and Chicago Depending on what we do to address the congestion we face today, we could, on average, end up spending as much as 109 minutes in traffic every day.

We have a solution to help with congestion, and it’s called The Big Move. This is our blueprint for a more sustainable transportation future. It sets out a vision to make our transportation system more seamless, coordinated and efficient. The Big Move forecasts that: 81% of people will be living within 2km of rapid transit Reduce commute times from the projected 109 minutes to 77minutes per person per day Total length of rapid transit service in the GTHA will triple. Increasing from 500km to 1,725km Reduce Greenhouse Gas emissions by 29% The bottom line will be a stronger and more competitive economy, a healthier environment, and a higher quality of life for those who live and work in the GTHA.

Union Station … the largest passenger hub in Canada, with triple the size of the GO concourse, a new train shed and second subway platform. Union-Pearson Express service...a dedicated 25 minute trip connecting downtown Toronto with Pearson Airport, just like other world cities have. new LRT lines in Toronto along Eglinton, to the Scarborough Civic Centre, along Sheppard East and Finch West… expanding GO train and bus service across the region, increasing ridership and reducing the number of cars on our highways dedicated bus rapid transit lines under construction along Highway 7 in the Region of York and Highway 403 and Eglinton Avenue in Mississauga… PRESTO implemented with nine transit systems serving more than six million people PRESTO used by more than 400,000 people every day and over the next 3 years it will grow to 2.5 million customers. These are just a few examples of the projects underway. There’s much more work to do.... but we are making progress.

Bikes and GO

As of today 60% of customers arrive by car. We have been focused, through a station access strategy, to increase the proportion of customers who arrive by walking, cycling, and local transit. We’ve also been expanding the types of bike parking we have available – from the development of these covered bike parking areas shown in the photo, to a bike cage pilot. All GO buses have bike racks, for those combining cycling and transit.

Niagara Bike Coaches

• With seasonal train service to Niagara since 2010

• Cars with removable bike racks (46 bikes/train)

• Ridership on service up by 15% from 2011-12 • 5% increase in

customers bringing bicycle to Niagara

We have been focused on assisting those who bike to their destination. Trains with two bike coaches can now carry up to 46 bikes. Overall our customers were very satisfied with the bike coaches with 76% indicating top marks for satisfaction

We need to discuss this, because we can’t expect the money to come from anyone but ourselves. the GTHA does not have access to dedicated revenues for transportation – government grants not sustainable The world’s other leading city-regions have dedicated tools: Los Angeles - three different sales tax increases since 1980 to accommodate growing needs. New York - a mix of income sources, from a sales tax, to a gas tax, payroll tax and a corporate income tax surcharge. London - congestion charge to dramatically change the way people use transportation in that region. Paris - payroll taxes to fund what many argue is the world’s best transit system. Vancouver - a suite of gas taxes, parking fees, utility fees and property taxes to fund its system.

Principles to Guide New Funding

• Dedicated Revenue The public can see exactly what they are paying for and have an assurance that funds are not diverted to other priorities

• Fairness in Costs and Benefits Distributes costs to everyone who benefits, recognizing that we all benefit from transportation infrastructure

• Equity across the Region Ensures that no part of the region is left behind by having all areas pay their fair share and benefit from investment

• Transparency and Accountability Ensures transparency in administering funds and reporting on results

Metrolinx considered four key principles in developing a shorter list of tools:   Dedication of revenue to transit and transportation priorities Fairness in the distribution of costs and benefits to different population groups, and between individuals and businesses Equity in collecting in collecting revenue across the region and the distribution of transit and transportation investments Accountability and transparency in the collection and management of revenue, the allocation of funds and the reporting on results

We also need to make sure we are making improvements not just to the largest regional parts of the transportation system, but to the local bus that picks us up at the end of our streets, and to the roads that carry our buses, our cars, our bicycles and our trucks. As such, as part of the next wave of projects in the Big Move, we plan to allocate up to 25 per cent of our resources for local transit projects, for local roads and for highways throughout the region.
