EoI / Dedicated call mechanism

• Provides a flexible and efficient approach in targeting resources towards the most important needs of the Community

• Enables the programme to combine bottom-up and top-down approach

• Assists proposers by ensuring that their efforts better match the available budget



The Mechanism

• EoI is a structured description of research or research infrastructures related needs in areas covered by dedicated calls

• Any interested party (incl. Commission services) can submit an EoI

• Received EoIs (continuously open call) are periodically evaluated

Expressions of interest (EoI)

Dedicated calls• Dedicated calls, i.e. lists of topics resulting from EoI evaluations,

are published periodically

• Supporting documents (modified & anonymous EoIs) for all

published topics are available on the web

• Any eligible consortium may submit a proposal for any of the

published topics

The supporting document’s double purpose:

• to provide the information needed by the Commission for estimating the expected impact of a possible project

• to provide the information needed by candidate proposers for preparing a project which satisfies the expressed need for research

Importance of the need• Community added value and contribution to EU policies• Contribution to Community social objectives• Economic development and S&T prospects

Quality of the supporting documentIn terms of the specification available for those intending to submit a full project proposal




• Normally twice a year, dedicated calls for proposals will invite project proposals target at the selected topics

• Supporting documents are publicly available• Proposers will have 5 months to prepare a project• Selection: most often one proposal / topic• Any consortium can submit a proposal (not just the

people who submitted the expression of interest)

Partners searchHow to use the partners search facility:

1. When entering a partnership request, mention in the title the topic reference, i.e. “topic 4.5 and/or a key word”

2. When searching for a partner, enter as “search term” the topic reference, i.e. “topic 4.5 and/or a key word”, select the programme acronym “Growth” and the workprogramme area “measurement and testing” or “support for research infrastructures” as appropriate for the topic.
