SPEAKERS
Teresa has worked in several federal agencies and
executive departments, including the White House,
HUD, and the EEO Commission. Teresa leverages this
policy background to monitor, analyze, and forecast
federal grant opportunities and recognize healthcare
funding trends. She has been developing grant
proposals and grantseeking strategies for universities
and healthcare providers for over 13 years. Before
coming to Hanover, she served as the Director of
Sponsored Programs at a large regional public
university and coordinator of an NIH-funded research
center. Teresa has secured over $37 million in
foundation, state government, and federal grant awards,
including NSF, ED, DOJ, ACF, and HRSA. She also
serves as a HRSA peer grant reviewer.
Mike is the Managing Director of Hanover
Research’s Healthcare division. He was
instrumental to the 2009 launch of
Hanover Grants, now known as the
Healthcare Development Center. He and
his team provide grantseeking support to
hospitals, health systems, medical
centers, and healthcare organizations
across the nation.

For medical practices, which are structured around individual, face-to-face encounters,
pursuing a population-based approach means considering what happens between
visits; using patient registries and other tools to improve the use of preventive care
services; addressing health disparities by considering social, economic, and cultural
factors; and referring patients to a wider range of community services…
Because so many factors lie outside clinicians’ control, we need to understand what
factors the health care system can reasonably be expected to act on, given
professionals’ training, infrastructure, and scope of practice; we also need to determine
the appropriate levels of health system accountability for population health outcomes.

Notice of Solicitation of Applications (NOSA) Expected Soon
Award Range: $50K to $500K
Eligibility: Applicants must operate a rural community facility directly, or deliver distance learning or
telemedicine services to another organization that operates a rural community facility.
Matching Funds: A minimum of 15% match is required, but additional match increases the score of
the application.
Review Criteria: Rurality, Economic Need, Empowerment Zones, Leverage (Match), Innovativeness,
Cost Effectiveness
Use of Funding: (1) Eligible capital assets, such as audio, video and interactive video equipment;
terminal and data terminal equipment; computer hardware, network components and software; inside
wiring and similar infrastructure that further DLT services; (2) Instructional programming that is a
capital asset; (3) Technical assistance and instruction for using eligible equipment.
