The following table describes example competencies needed to successfully conduct and support A-76 projects.

Work directly related to interpretation and application of A-76 policies and procedures

Conducting a complete A-76 project

Acquisition Strategy, Market Research, Planning, and Source Selection

Knowledge of the Federal Acquisition Regulation and application of the principles of contracting

Work involving interpretation and application of the FAR

Work involving conducting market research

Work developing complete solicitation packages

Work requiring the ability to develop and substantiate acquisition strategy, acquisition planning, and developing and applying source selection criteria to determine best value

Performance Work Statement, Performance Requirements Summary, and Quality Assurance Surveillance Plan

Skill in interviewing and interpreting/revising management documents (Mission and function statements, union bargaining agreements, organization designs, etc.)

Work requiring application of interview skills such as those required in interviewing candidates for jobs

Work involving document analysis, data analysis, and interpretation and application of regulatory and procedural guides

Skill in writing performance based technical contract specifications, identifying critical service requirements, and preparing contract surveillance plans

Work that demonstrates establishment and justification of service requirements (e.g., contracts, Executive Agency Agreements, Memoranda of Agreement, Service Level Agreements, etc.)

Ability to construct financial models and perform alternatives analysis involving risk and benefits determination

Ability to construct financial models involving Break Even Analysis, Return on Investment, and Internal Rates of Return

Work involving development of costs to support capital asset planning

Work involving development of business case analyses and functional economic analyses

Ability to apply data and statistical analysis, including single and multivariate regression analysis, correlation computation, and analysis of variance

Work involving collecting raw data and constructing/refining data sets and applying simple and complex statistical analyses

Work involving development of statistical staffing standards using bi and multivariate analysis

Work related to operations research (e.g., linear programming and logistics modeling)
