It gives me immense pleasure to learn that the Inspection Circle ja balpur is releasing a 'Comp endium on Fire' .

There have been many mishaps in telecom network due to the sudden outbreak of fire and huge losses which were incurred'could have been minimized ifadequate knowhow about the different protective measures to be ado pted were known to the sta ff on duty .

There is increased risk of fire inciden ces in today's telecom netw ork due to the high concentration ofdifferent types of equipments/e lements at a single pla ce. The staff on duty reacts differently on witnessing the panic created on the outbreak of fire and their efforts in extinguishing the fire are not fruitful to the desired effect.

I am sure that this Compendium will prove to be a highly necessary reference handbook to all the telecom officials.

I convey my best wishes to the Inspection Circle on the occasion of release ofthis Compendium.

I am extremely happy to know that Inspection Circle Jabalpur has compiled a

'Compend ium on Fire' in Telecom Installations.

A fire incident in a telecom netw ork causes unimaginable havo c in terms of

disruption ofserv ices, great inconvenience to customers and public in general and requires

huge expenditure to revert back to norm al working conditions. Even a few hours of

disruption oftelecom network incurs a mammoth loss ofrevenue.

H is very es sential that all staff must have awareness about the precaut ions to be

taken on regular basis to avoid any fire incident and in case ofany mishap , they mu st know

the correct way to deal with such situations to minimize the loss. Thi s compendium on Fire

gives an apt description about actions to be taken on outbreak offir'e. Simple precautionary

measures to be adopted by staff for prevention of fire incidents would go a long way in

main taining the network in perfect ord er.

I am certain that this compendium will prove to be a very useful reference to

every Telecom official.

I congratu late Inspection Circl e on the occasion of release of this very useful

compendium.

I am happ y to learn that Inspection Circle, Jabalp ur has compiled a compendium on 'Fire in Telecom Installations'.

There have been num erous instance of heavy losses to equi pments and sever disrup tion is services due to sudden outbreak offire in telecom prem ises. Effort s put is by our ded icated staff over the years in insta lling and astutely maintaining the telecom systems are abruptly nullified during such nightmares .

Due to pressi ng day-to-day opera tiona l requirements in today 's challenging telecom scenario, preparedness to seriou sly understand the nuances of fire protection and what to do in case of a sudden and unexpected fire incident often takes back sea t. Th is compendium prepared by Inspect ion Circle is comprehensive and contains very usefu l informa tion about fire protection methods and what to do iffire takes place.

What to-do methods have been devised in the compendium in a mann er which is very easy to understand and follow even by a non professio nal? Various protective measures have been highlighted , including demonstrating it practica lly through regu lar fire dri lls by Fire Bridge personne l. Inclusion of a very good questionna ire on fire investigations will really help in accurate findings on the caus e of the fire.

I am sure that this compendium will be a very useful reference to every telecom officials.

I wholeheartedly place on record my appreciation to Inspection Circle on the occasion ofrelease ofthis compendium.

It gives me immense pleasure to learn that Inspection Circle, Jabalpur is releasing

a compendium on Fire hazards in Telecom Installations.

In the past heavy losses were incurred due to fire hazards in Telecom Installations.

In most of the cases, it has been observed that there is lack of knowledge on fire methods

and also lack of preparedness to handle such incidents.

This compendium from Inspection Circle addresses the causes, which are likely

to induce fire and the methods to be take n to counter the same . It also deals with the

precautions to be taken to prevent occ urrence of such incidents. The importance of

attending fire safety drill given by Fire Brigade perso nnel as well as a questionnaire to be

used during investigation on fire incide nts are included in this doc ument.

I wish the release ofthis compend ium a great success and congratu late Inspection

Circle for bringing out this highly useful handbook which will be beneficial to each and

every Telecom officials.

MESSAGE

I am very happy to know that Inspection Circle, Jabalpur is releasing a very useful and ideal compendium on fire in Telecom Installation.

Fire is the most lethal destruc tive element known and inflicts unimaginabl e damage and loss to Telecom Installations which is very hard to recover. It is, therefore, important that everyo ne should have a sound knowledge about various methods on prevention of the fire and the immediate actions to be initiated on noticing a fire, etc.

Operation and maintenance staff who keep busy in their allotted works somet imes do not possess enough knowledge about fire prevention and its consequences and tend to act in a hurry on the first outbreak of fire, resulting in further escalation to damages. This compendium on fire brought out by Inspection Circle is an exce llent reference book dealing with all concerns about fire incidence in Telecom Installations.

This compendium also highlights required details on personnel safety during outbreak offire which is highly appreciable. In addit ion to fire drill, I would sugges t the Heads of the Circles to depute their staff for training on the subject regularly.

I congratulate Inspection Circ le on the occasion of release of this very essential compendium.

FOREWORD

Fire protection is the study and practice of mitigating the unwanted effects offires. It involves the study of the behavior, compartmentalization, suppression andinvestigation of fire and its related emergencies, as well as the research and de-velopment, production, testing and application of mitigating systems. There havebeen numerous instance of heavy losses to telecom equipments and sever dis-ruption in services due to sudden outbreak of fire in telecom premises.

Fire protection has three major goals:

l Continuity of operations-on a public scale, this is intended toprevent the interruption of critical services necessary for thepublic welfare.

l Property protection-on public, this is intended to prevent areawide conflagrations.

l Life safety.

This compendium contains very useful information about fire protection meth-ods and also suggests what to do if fire takes place. The methods have beendevised in the compendium in a manner which is very easy to understand. Vari-ous protective measures have been highlighted. Inclusion of a very good question-naire on fire investigations may be useful in accurate findings on the cause of thefire.

This assumes more importance as telecommunication has become one ofthe most essential infrastructure for the economic growth. There is concentrationof state of the art switches both for fixed lines as well as mobile in a compactspace. This requires all precautions to be taken to prevent fire hazards which mayinvolve not only huge losses but also disruption of communication for long periods.

This compendium covers various aspects to analyse likely causes of fireand the preventive measures to be taken.. We have complied instructions on Firesafety measures and different orders issued by the DOT/ B.S.N.L. This compen-dium addresses all related issues like safety precautions to be adopted to preventfire occurrences, action required to be taken immediately on noticing a fire, stepsto be followed during the calamity etc.

I am sure that the compendium will prove to be a very useful reference bookto all telecom officials

(v) Information of Fire and Fire fighting.

(vi) Role of Inspection Circle.

(vii) Reporting and recommendations.

1.2 Preamble:

The geographical and climatic condition of the country

makes many different disciplines and attitudes in regard to design

of buildings and selection of materials. Good housekeeping, gen-

eral tidiness, control on combustible materials and awareness about

surroundings may certainly minimize the fire risks. In case of fire

incidence, provisioning of efficient fire detection and alarm system

helps in initiating timely action to control the fire. Good quality and

proper quantity of fire fighting apparatus provides strength against

fight with fire. Fixed and portable fire extinguishing apparatus fully

charged and in working condition should be available in sufficient

number at convenient locations to check the fires in incipient stage.

The norms for fire fighting apparatus should strictly be adhered to.

Fire never discriminates between living and non living. The

living build future and it must be saved on first priority. The building

design must have provision of adequate escape routes for safe

and expeditious exit for the occupants. There should be a system

to broadcast and communicate the information of fire to the agen-

cies concerned immediately. Correct and proper information facili-

tate the fire fighters to take prompt and relevant action. In spite of

Page 11: Compendium Fire

many precautions, fire damages properties and lives. Telecom sec-

tor is also a witness of such hazards. To prevent the future occur-

rences of fire incidences in telecom, especially in BSNL, the inci-

dent must be investigated thoroughly for root cause. The Inspection

Circle of BSNL investigates and finds out the cause. An over view

on recent fire cases are given in Appendix A. Inspection Circle is

also reporting to head quarter along with recommendations to pre-

vent fire in future.

scriber cables should be laid separately, so that short circuit-

ing and fire does not spread to other cables also.. For laying of

cables, relevant engineering instructions should be followed.

k Barriers should be created at suitable intervals in addition to

the requirement of normal Fire Bye-laws while laying cables.

k Fixing a plate in the MDF room and also in a room of senior

officer mentioning the next date for earth and surge lightening

protector check

8.6 Mock Fire Drill

This will help in identifying any weakness in the evacuation strat-

egy.

Necessary Fire drill should be conducted to ensure proper mobili-

zation of resources and to educate the staff against unfortunate

event of fire and that they understand the emergency action plan.

Side by side, it will cross check the adequacy of the building and

precautions available for prevention of fire accidents.

Nomination of Fire safety officer for each building and conduction

LIGHTNING PROTECTION AND EARTHING

9.1 Lighting Protection

Lightning is a natural hazard, being the discharge of static

electricity: generated in parts of storm clouds. Some of them dam-

age buildings and a few are injuring people either directly or indi-

rectly by causing fire and explosion.

An Earthing System is an essential part of any electric/

electronic system. The objective of an Earthing System may be

summarized as follows :

(i) To provide safety to personnel during normal and fault condi-

tions by limiting step and touch potential.

(ii) To assure correct operation of electrical/electronic devices.

(iii) To prevent damage to electrical/electronic apparatus.

(iv) To dissipate lightning strokes.

(v) To stabilize voltage during transient conditions and therefore

to minimize the probability of flashover during the transients.

(vi) To divert stray RF energy from sensitive audio, video, control

and computer equipment.

9.2 Requirement for effective Earting

An Earthing system must meet the following specifications :

(i) The resistance to earth must be within the allowable limits for

the particular application.

(ii) The electrodes buried in the ground must be :

a) Having good electrical conductivity to carry highest specified

load current.

b) Immune to the corrosive action of the soil all along the period.

c) Of sufficient mechanical strength to enable them to be in-

stalled without any damage, and

d) Inert, i.e. must not be a source of galvanic corrosion current,

within the system to be protected.

(iii) The earth electrode must provide as much of the area of

contact as possible with the soil to reduce the resistance of

the current path to earth.

(iv) The resistance of the earth connection must remain within

the allowable specified limit throughout the various seasons

of the year.

All telecom buildings shall be protected against lightning

in accordance with the provisions of IS 2309:1989 as amended

and as per the departmental specifications in this regard.

Subject : Precautions against Fire incidents in TelephoneExchanges / buildings.

During the recent past a number of cases of fire in Telephone exchangebuildings have taken place in different parts of the country. This has resulted intohuge losses of material and disruption of communication services.

Time to time several instructions have been issued by DOT in this regard aspreventive measures and to avoid such incidences in future.

Recently a committee was constituted by Member(s) for through examina-tion of the cases of fire in telecom buildings and to suggest steps to be taken foravoiding such incidences in future.

The findings and recommandations of the committee are as follows:-

A. Major causes of Fire :-

The major causes of fire in telephone exchanges were identified as below :

(i) Short circuit in switching racks.

(ii) High voltage reaching MDF on account of telephone lines coming incontact with high voltage lines and also on account of lightning.

(iii) Short circuit / loose connection / over loading in DC power cables/system;

(iv) Storage of hazardous materials.

(v) Indiscriminate addittion to existing Electrical wiring without propertechnical communication.

(vi) Improper maintenance of Electrical Safety Devices like Over Loadrelays, Inter locking devices.

B. Preventive Measures :

As per norms the following preventive measures are being provided.

(1) Automatic fire detection system and alarm.

(2) Fire extinguishers.

(3) Wet risers in buildings more than 15 meters high.

(4) Fire Manual which gives details regarding fire drills and other pre-

cautions to prevent fires.

It is felt that the above measures in themselves are quite comprehensive but

what in generally missing is compliance of instructions given in manual of mainte-

nance of services & on continuous basis.

C. In addition to above, the committee identified one of the major causes

of SPREAD OF FIRE was the insulation of DC power and subscriber cables.

Following four actions to eliminate/minimise the spread of fire/smoke on

account of cables were identified.

(i) Power cables, both A.C. & D.C., intersuit wiring and subscriber cables should

be laid separately, so that short circuiting and fire prone set of cables does

not spread to other cables also. While laying cables it should be ensured

that cables are not laid on sharp edges which can, with the passage of time,

damage the insulation and causes short circuit and also not subjected to

any other mechanical Strain, Engineering instructions should be strength-

ened if required.

(ii) In order to isolate MDF from higher voltages, Engineering instructions should

be examined for further strengthening this area. Importance of regular check

of earthing and lightening protection to be emphaised. Next check due on...

Kind of notice can be maunted in MDF and exchange incharge's room to

draw attention and enforce regular check.

(iii) Barriers should be created at suitable intervals in addition to the require-

ment of normal fire byelaws while laying cables so that fire in one section

does not travel freely along the cables. As per fire byelaws, barriers are

already required at the floor crossings. It is felt that barriers should also be

created along the horizontal runs of the cables. Details of barrier recom-

mended are as per drawing-1.

(iv) The specifications of the insulating material of the cables should be reviewed

and strengthened with an objective to ensure that the burning of the insula-

tion is confined to barest minimum length of the cable and also it generates

minimum smoke.

C. Snggestions for minimising fire

incidences and also losses on this account.

1. Identification of a Fire Warden for each building alongwith a Deputy. He has

to ensure that fire prevention, detection and fighting systems are kept in

proper shape. This is specified in Departmental Fire Manual also. As far as

possible the fire warden shall be provided accommodation in the building

complex.

2. A Display Board which should tell the next due date for fire drill should be

provided at least at two places in the rooms of GM/Dy. DM/DET/Senior Most

Officer. The due date should be painted (i.e. recorded on a permanent basis

and not to be written with chalk). When on the due date, exercise is con-

ducted, the next date can be painted - Ref. drawing-2.

3. Fixing a plate in the MDF room and also in room of senior officer mentioning

the next date for earth and surge lightening protector check. (as per Ref.

drawing-2(2/3).

4. Issuing a perosnal card to each occupant of the building having instructions

regarding steps to be taken in case of fire. (as per Annex-A)

5. Fixing the important fire instructions inside each room. This will ensure reading

of the instructions by the occupants of the building. Fixing these in common

areas is not considered an effective solution.

6. Provision of Fire Barrier as per drawing enclosed at all floor/wall crossings

of all cables laid in exchange.

7. Out of the staff available ensuring human presence round the clock in switch

room for early detection and fire fighting during initial stages of fire.

8. Exploring the possibilities of improving/ strengthening the specifications in

regard to the quality of insulation of D.C. power and telephone cables so as

to further retard the spread of fire and generation of smoke.

9. Providing automatic small independent fire quenching systems at imprtant

fire prone locations in addition to fire extinguishers as per norms.

10. Maintenance of fire delection and fire fighting systems in working through

specialised agencies by entrusting the same to Electrical wing and ensuring

fire drill at regualr intervals and certificate (As per annexure-D).

In addition to the above, aiready existing instructions on fire control particu-

larly in the following areas need to be scrupulously followed.

(i) Observing Engineering instructions with regard to the cable laying particu-

larly in regard to safety from mechanical damage, Earthing continuity at

joints.

(ii) Making additions / alterations in the existing system and use of new gadgets

only after clearance from electrical maintenance unit as well as building

incharge.

(iii) Following the guidelines inclouded in the Fire Manual particularly in regard

to keeping building free from hazardous materials (dry grass, packing cases,

thermocol etc.) and ensuring passages, emergency exits and area around

the building clear of any obstructions.

12. Asking ALTTC to prepare :

(i) A film to highlight the looses on account of fire in Telecom building

and also importance of an individual towards its containment. This

film should form part of fire drill.

(ii) effective slogens for display in building and instructions for perosnal

cards.

(iii) a course module on fire safety in Telecom. Buildings.

13. Making Fire Course compulsary in all the Entry Leval Training courses in

- ALTTC, BRBRAITTC Jabalpur, Regional Training Centres, Circle Telecom

Training Centers and District Telecom Training Centres of the Department.

Kindly acknowledge the receipt.

D.O. No. 19-2/2009-PHM/MSEDated 25th July 2009

Dear Shri

It is observed that there has been a spurt in fire incidents in the recent past. Some of them have caused extensive damage to the telecom equipments anddisrupted the telecommunication services. One such incident took place at Cir-cus Telephone Exchange at Kolkata. The entire transmission room was burnt, most of the long distance modems redued to ashes, service from the main ex-change and associated RSUs and DLCs to around 64,000 telephone customers,12000 broadband customers and 3,000 leased line customers were interrupted. It caused a huge financial loss and also adversely affected the goodwill of BSNL.

2. An analysis of various fire incidents that took place in the past reveals thatthe following are found to be the main reasons for fire incidents :

i) Fire starting from window air conditioners;ii) External surge of voltage passing through to exchanges equipments;iii) Overloading of electrical wires and short circuits in electrical installa-

tions;iv) Inadequate protective devices in the eletrical installations.

Many of these fires could have been prevented/ contained and the damagescaused reduced if appropriate precautions had been taken as conveyed by thisoffice from time to time and contained in the Fire Protection Manual issued byT&D Circle (copy already sent)

To prevent occurrence of fire and contain its spread, I would like you to takethe following steps immediately :

Constitute special teams to carry out the inspection of all the vital buildingshousing exchanges and transmission equuipment to check whether the mea-sures taken are appropriate. The team should make special checks on the follow-ing immediately.

(i) Check that all the window air conditions are properly functions and arebeing maintained properly, they do not draw excessive current and thetemperature is maintained in the switch room at an appropriate level.Such air conditioners are not supposed to run continuously. Theswitchover arrangement. should be operational. The air conditioners areto be serviced regularly as per schedule and AMC is properly main-tained/ implemented.

(ii) Circuit breakers, HRC and other fuses wherever they exist are of speci-fied/matching capacity, which would give proper protection to the equip-ments and the electrical wirings. None of these protective devices is tobe by-passed by copper wires etc. Electric wiring should not be over-loaded beyond its capacity. Insulation should be proper and earth wiresshould be properly provided and used.

(iii) Protective devices in MDF (IPM etc.) are fully provided.(iv) Fire alarm system functions properly. All the fire detection points are

tested to sense the fire within a prescribed time and give alarm.(v) It has been noticed that in some of the fire cases, the keys of the trans-

mission room are sometimes not avalable. Keys of all the equipmentrooms which are kept locked at night should be available in the securityroom.

(vi) Inflammable material/store are not kept in the telephone exchange build-ings.

(vii) Fire extingushers are sufficiently provided and that they are refilled fromtime to time before their expiry date.

(viii) There should be free access in buildings to the fire personnel to controlthe fire, adequate passage should be made available for movement ofFire Brigade and their personal. Availability of sufficient water (watertank) etc. for firefighting is to be ensured.

(ix) The local fire authorities should be contacted to ensure that they areproperly equipped to reach the higher floors of our multistoried build-ings.

H 1. The split A/C units and Window A/C units should be avoided in major telecom

nodes as these lead to major fire hazards. Only package type A/C plant should be

provided for such nodes.

2. If it is unavoidable to provide Split/Window type A/C units, following preventive

steps should be taken:

i) Comprehensive maintenance of the A/C units to be done, consisting of four

to six routine visits in a year for a systematic checkup and overhauling of

units if required. The electrical wing should keep the maintenance log of all

A/C units of the site and it is to be countersigned quarterly by DE in-charge

of the Telecom node for verification.

ii) In major telecom nodes, Programmable Logic control panel should be pro-

vided and properly maintained for rooms having multiple A/C units. This should

work on auto mode.

iii) In case where change over of A/C units is done manually, a register is to be

maintained to log the change-overs. SDE(Electrical) shall be responsible

carry out the same. It is to be ensured that no A/C unit is operated for pro-

longed period which may cause overheating.

iv) The heating load capacity of the telecom installations vis-à-vis the cooling

capacity of the A/C units installed in a room should be regularly assessed by

DE In-charge. If required, additional A/C units, should be provided immedi-

ately.

v) To overcome effects of voltage fluctuation, voltage stabilizers for A/C units

may be provided.

3. Periodical check and maintenance of fire alarm system and fire fighting system

in Telephone exchanges and Transmission centres should be done.

4. All Telephone Exchange building should have fire escape route. This is very

essential for safety of the people present in the building during fire.

5. Regular check of earth as per DOT/BSNL guideline issued from time to time.(Vide

Latest BSNL order no.36-3/2004/PHM dated 21.07.2004)

6. Preventive measures to be adopted to avoid fire incidents in Telephone Exchanges/

Buildings(as per BSNL order no. 19-30/98-PHM dated 11.09.2001)

7. Log book should be maintained in Battery & Power Plant Room, E/A room, A/C

plant etc, properly.

8. Manual Power shut down, if necessary in emergency cases, must be noted in the

log book with start time & restoration time.

9. Fire Brigade can be requested to use suitable material instead of water in case of

Fire in Telephone Exchanges. It is suggested that the matter may be explored after

consultation with both senior officers of Calcutta Telephones and the Fire Brigade

authority, which type of material will be suitable to extinguish the fire caused by the

electronic equipments, foam was used for oil, varnish & paints, CO2 was used for

the fire caused by Electrical equipments, water was used to extinguish the fire

caused by the furniture, paper etc & dry power was used for all type of fire. Nowa-

days probably Halon is not used due to environment pollution. (as suggested by the

Scientists).
