Star Delta Electrix was originally equipped to supply basic electrical requirements to the
domestic and industrial markets. In the last seven years however, the range of products
available have become more diverse and varied. This together with the introduction of an open
www.stardelta.net Page 4
market and the easier accessibility of imported goods and the competition saturated, led to the
eventual decision of the supply, sale and service of the specialization in certain products and
eventual diversification into pre-paid smart water meters, particularly the Baylan brand.
Constant online liaison with suppliers, transport and clearing agents both within and outside of
our borders ensure that products and components are made available to the customer
effectively and reasonably.
Through the efficient and reliable service of qualified and technically well versed travelling sales
representatives and equally experienced, competent and skilled projects team, Star Delta is
able to provide a quality range of renowned products and workmanship both to customers
within and outside of main cities and towns. Customers in the whole of Zimbabwe and beyond
all benefit from the service, back-up and technical advice provided by these sales
representatives. Considering Zimbabwe's renowned mineral wealth, approximately 75% of all
Star Delta's business dealings are carried out with the mining sector, agreeably a specialized
field within itself.
Training plays an important role in the day to day running of the Company. The management
firmly believes that complete knowledge and knowhow of a product and job is absolutely vital
in its sale. Training is not only carried out within the in-house training centre where staff and
customers are introduced and lectured on the product, but also at customer premises outside
of the main cities of Harare and Bulawayo. These training programs are set up in conjunction
with the product supplier who inevitably sends experienced personnel to lecture and
demonstrate the product.
To ensure customer awareness, Star Delta Electrix markets itself through the public media as
well as exhibiting at various regional shows. Depending on the location and the reasoning
behind the show, Star Delta will adjust accordingly and exhibit the range of products and
services available to fit in with the show’s particular theme. These shows have been successful
in not only securing future sales and projects, but familiarizing both the businesses and the
public with the company, its products and the services available to the customer.
Star Delta offers a flexible credit facility controlled by the in-house computerized accounting
system. All statements, invoices and receipts are systematically printed and distributed by the

Honest Chida
Born on the 10th of April 1982 and having worked as Area Sales Representative and later
Regional Sales & Marketing Manager for BICA Engineering and BICA Electrical Wholesalers, a
then 3M Scotch Electrical Products Distributor between 2000 and 2004, Honest Chida was
placed at the deep end at a tender age to introduce the 3M brand in the southern region of the
country thereby spearheading the dominance of the brand in the region, a then uncharted
territory.
After having established the brand as a force to be reckoned with, new challenges were
beckoning and between 2005 and 2006 he was appointed Operations Manager at Centronics
Electrical where he spearheaded the phenomenal growth of a small organization into one of the
biggest electrical companies in Bulawayo, in the process gaining and imparting even more
product and technical knowledge and managerial skills.
Having gained such immense knowledge and experience, an offer to lead Golden Triangle
Holdings and its subsidiaries as the G.C.E.O between 2007 and 2010 was irresistible as it
presented yet another milestone in management and enhancement of different economic
sector diversification.
The process was then put into its proper perspective when in 2010 an opportunity to lead both
the Zimbabwean and Southern African (SADC) Regional operations as General Manager at Star
Delta Electrix, incorporating Star Delta Electrical Contracting and Star Delta Consultancy
Services, itself a leader in the marketplace with close to three decades of offering products of
the highest technology and service that leaves nothing to be desired, was again as irresistible as
it was flattering, presenting a chance to subsequently buy into the business and become a
director when the white owners relocated to Zambia. He is the incumbent C.E.O and Managing
Director of the organization. With a total of fourteen years experience of working at the top
level and currently studying for an MBA with the Australian Business Institute, the added
responsibilities of leading a group of companies become easier by the day with experience and
knowledge combined together. He is fluent in English, Shona and Ndebele languages.

such a tender age, he possesses exceptional leadership skills capable of motivating others to
achieve desired results within stipulated times, a quality he gained at Trinity Manufacturers.
Managing production at ABB Botton Armature Winding enabled him to be a goal driven
engineer, obtain vast experience in logistical and hands on abilities. Knowledge combined with
experience has permitted Mr. Mupandawana to have the capacity to interact with regional and

Mobilization Time
Star Delta has been involved in numerous projects of various magnitudes hence setting up for a
project is one of the tasks it performs with ease. Identification and orientation of manpower
that will participate in such a project is a process that we will undertake. High levels of
professionalism will be practiced to ensure appreciable levels of safety when tackling the
project. From experience, three days for small jobs and a minimum of one week for more
complex ones is more than sufficient to fully impart the goal of the project to the personnel
responsible.
Mobilization of materials/ procurement is a miniature task since Star Delta is an official
distributor of various electrical components manufacturers. We are official distributors
(licenced) of Hellerman Tyton, Reeflite, Rayvos, Benedict & Jager, Schneider, Jointmaster,
Omron, Telux and BMG. The above mentioned are reputable and respected companies in the
electrical field which provide products of unquestionable quality. In all projects Star Delta has
accomplished, it supplies and installs mostly products that it distributes because product quality
is then guaranteed. On pre-paid smart water meters, Star Delta has managed to partner with
one of Europe and the world’s biggest and oldest water meter manufacturers, with over
50years in the business, Turkish based Baylan Meters, to supply, install and commission prepaid
smart water meters and billing platform software packages, with full technical back up support
from the factory, to Sub-Saharan Africa.
www.stardelta.net Page 28
Depending on the project budget and the urgency of the project, Star Delta is highly flexible in
mobilization of manpower and materials. Even if most suppliers to such projects may not be in
Zimbabwe, Star Delta has the capacity to gather materials in a minimum period of five working
days depending on the project size and quantum of materials.
Projects Lead Time
As always indicated by Gantt charts like the one in this document, we always anticipate the
completion time of projects to be within the shortest possible time frames, assuming availability
of materials and non delays on related logistics. (See Gantt chart attached to this document).

“The idea is that councils aim to provide clean water to the people.
It is, however, essential that we balance populism and reality, local
authorities need money to function and we need to meet the human
rights aspect that is associated with water provision. I will have
problems with the idea if it fails to supply water to residents, but if
the outcome is pure water delivery, then people should be proud
of it. This is the only way to ensure we get what we should get in
terms of service delivery,” said Minister Kasukuwere. –The
Chronicle.
Residents get the first 5 kilolitres of water for free and then pay
$0,75 for the next six to 14 kilolitres. The next 15 to 25 kilolitres
cost $1 and those who exceed 25 kilolitres pay $1,50 per kilolitre.
CHALLENGES
• Environment
• Operational Efficiency
• Consumer Expectations
• Ageing Infrastructure
• Security

www.stardelta.net Page 34
Dealing With Resistance
• The Harare Residents Trust (HRT) rejected the installation of pre-paid water meters, saying the
move was a profit-making project for the local authority which would not address the residents’
needs.
• “Pre-paid water meters represent the total hijacking of a human right by city bureaucrats who are
only concerned with increasing revenue inflows instead of addressing its billing system, which has
given residents nightmares,” said HRT director, Precious Shumba.
• “We reject this apparent profit- making project in its totality, and will only express a different
view once we have sufficient information on the benefits that will accrue to residents.”
• Essentially, the United Nations General Assembly Resolution (Resolution 64/292, In July 2010)
defined the right to water as the right of everyone to sufficient, safe, acceptable and physically
accessible and affordable water for personal and domestic uses.
• In this regard, it becomes imperative that one explores the issue of prepaid water meters. Is it an
issue of development and revenue collection not infringement of basic human right to water and
sanitation.

PREPAID WATER METERING
Important points to consider when choosing a meter
• require advance payment
• accommodate working conditions (temp / pressure)
• warranty of product
• maintainability (spare parts availability)
• display function
• enable meter reading
• tamper proof unit
• compatible software
• allow emergency credit

Determining non-revenue water
• To quantify the non-revenue water is the basis of a water balance for the Local Authority. Non-revenue water is water that is lost or from which no income is
derived, either through leakage, illegal connections, administrative losses, stuck water meters, slow water meters and inaccurate measurement of bulk supply
• Non-revenue water range from 6-50% in urban areas in Namibia. Non-revenue water is normally expressed as the m3 lost, the loss in litres/connection/day
(for benchmarking purposes), or as a percentage based on the total production or total bulk supply
Non-revenue water incorporates the following components (Figure 1):
• System input volume or bulk water supplied into the system over a year.
• Authorized consumption consists of two parts: billed authorized consumption and unbilled authorized consumption. Billed authorized consumption is the yearly
volume of metered and/or non-metered water (based on estimates) consumed by registered users and others that are authorized to do so for residential,
commercial and industrial purposes. Unbilled authorized consumption consist of own use by the Local Authority, if not sold internally to the different
departments. Unbilled non-metered consumption includes low estimates, water use from hydrants for fire fighting and other uses by the Local Authority such as
road construction, if the Local Authority made connections for own use that are not metered, or internally accounted for.
• Water losses consists of apparent losses and real losses. Apparent losses include unauthorized consumption (illegal connections, meter bypasses, use from
hydrants for private purposes, etc.) which means someone using the water, but without any income to the Local Authority, whic h includes water users not
registered on the billing system. Inaccuracies of water meters (slow meters or stuck meters) and meter estimates instead of reading are also apparent losses.
• Real losses consist of leakages, pipe bursts, reservoir overflows, leaking service connections, and leaking stop cocks before the meter up to the point of the
customer water meter. Experience has shown that most leaks result from service connections, commonly caused by poor construct ion and/or maintenance.

Analysis: Components and Implications of Smart Metering
This section contains a summary of the benefits and drawbacks of a large scale implementation of SWM as well as an analysis of associated costs.
Smart Water Metering
• A comparison of both methods metering shows limited drawbacks of implementing smart water metering.
• SWM benefits compensate for the drawbacks of standard water metering. SWM allows data to be more available and easily accessed. Standard metering
only collects data once every three months whereas SWM allows for close to real-time water monitoring. SWM data transmission benefits Council by
eliminating the need to contract manual meter readers. Additionally, the ability of frequent data transmission in SWM technology provides conservational
benefits.
14
Type of meter Benefits Drawbacks
Standard water metering Low cost Data collection occurs every 3 months
Infrastructure already exists Minimal info
Established and functional Billing is priority
Smart water metering Leak detection capability
Real-time data available High cost
Data is personalised
www.stardelta.net Page 38
Standard Water Meter Reading Costs
• For instance, if the current method of meter reading costs about sixty cents per reading which
reading occurs once per three months for households and once per month for industries, it
therefore follows that the approximate cost of reading each water meter in Bulawayo four
times a year would be approximately $1,200,000.
• 0 cents x 4 readings per year x 500k users = $1’200’000
• However, because we do not know how many end users have their meter read more often
than four times per year, we will estimate that the total annual cost for manual meter readings
in Bulawayo would be approximately $2,000,000.
15
Estimating Savings from Leak Detection in Households
• To gain an idea of how much water could be saved through household leak detection through SWM, we estimated expected savings for
Bulawayo. A water study found leaks in approximately 2% of domestic water systems. Therefore for our analysis, we will assume that 2% of our
customer base has water leaks. To estimate how many end users in Bulawayo have leaks, we multiplied this percentage with the total number of
end users in Bulawayo.
2% x 500’000 end users = 10’000 ends users with water leaks
• When analysing consumption we found that the average daily use for a four person home with a medium sized garden is 760 litres. We then
converted this number to analyse how much water such a household can use in a year’s time.
760 litres/day x 365 days = 277 kilolitres per year
• According to a study in the United States, 10% of household water is lost to leaks when a leak is present (Thornton & Tanner, 2010). We
applied this number to Bulawayo households.
277 kilolitres per year x 10% = 27.7 kilolitres of water lost to leaks per household
27.7 kilolitres x 10’000 end users = 277’000 kilolitres is leaked water
16
www.stardelta.net Page 39
Calculations for household leaks
Residents get the first 5 kilolitres of water for free and then pay $0,75 for the next six to 14 kilolitres. The next 15 to 25 kilolitres cost $1 and those who exceed
25 kilolitres pay $1,50 per kilolitre.
27.7 kilolitres per year x $1 = $277 spent on leaked water every year per user
$277 per user x 10’000 user = $2’770’000 annually spent on leaked water
Homes with leaks in Bulawayo spend about $277 annually on wasted water, or roughly $2’770’000 spread between 10,000 households. Note that this cost will
be twice as expensive within 5 years as the price of water is expected to increase in Bulawayo. Also note that the actual savings could widely vary depending
on the source of the leak. This is a cost that can be reduced if SWM were widely implemented in Bulawayo. The study noted that a fraction of the homes with
leaks detected had an exceptionally high loss compared to others, suggesting that the quantity of water lost to leaks is not always straightforward to predict.
Summary of SWM Analyses
We analysed our findings to understand what type of wide-scale smart water metering implementation would be most suitable for Bulawayo. We found that
smart water meters are expensive in comparison to the simpler standard water meters. We also found that a device’s battery life is a limiting factor in regards
to maintenance and annualised costs. Lastly, leaks in households account for a small fraction of total water usage but could easily be detected and fixed by
employing a wide-scale SWM system. Water leak detection could benefit households to potentially conserve water and money.
17
Smart card system provides the following benefits to the authorities:
• Eliminates first and last reading operations
• Eliminates sealing/opening and meter uninstalling/installing operations because of unpaid bills
• Eliminates billing and bill distribution operations
• Eliminates bill and payment follow-up operations
• System has high security level
• Prepayment electronic water meters monitors the leakages on the network and informs the
authority via the smart card.
