COMP PLAN IN CENTERVILLE
Transcript of COMP PLAN IN CENTERVILLE
The thought behind the planningMayor and Council began discussing and prioritizing a 'downtown' and 'community gathering space' in the early 2000s.
Our Comprehensive Plan of 2006 gave the initial direction to this thought.
2006ComprehensivePlanIdentified little to no "Sense of Place"
• No Distinct Characteristics• No Delineated Historical Districts• No Regulation of Aesthetics • No Development Guide
This was the catalyst in identifying theopportunity to create a unifying sense ofplace for residents and visitors tocongregate. In 2007, Centerville partneredwith the University of Georgia for aCharette Planning Process.
UGA Charette ProcessThrough a partnership with the Centerville Downtown Development Authority and City Staff, a deliverable of 3 Charettes were created. These prioritized the needs and opportunities of Centerville from our Comprehensive plan. Ensuring that greenspace was preserved, businesses were supported and there was a delineated area of focus in our core business district.

The Great Recession
Due to the financial hardships on Municipalities during the Great Recession, investment into implementation of the UGA Charette Plans were put on hold. The plans still remained a high priority for Mayor and Council but maintaining mandatory services during uncertain times was necessary.

2016 Town Center Master PlanMayor and Council recognize the everchanging climate of urban planning and economic development. When the economy fully recovered from the Great Recession, they contracted with Clark Patterson Lee to deliver a new Town Center Master Plan.
This plan had significant public input which allowed for design elements in Center Park at Centerville to be chosen by community members.
The deliverables for this plan included a step-by-step guide for implementation of Center Park and guidance for Town Center Development.

recreation opportunities throughout the City
Land Use: Develop a Downtown Centerville within the focus area
near the intersection of Gunn Road, Church Street, and Houston Lake
Boulevard.
E Church Street Widening
Before
E Church Street was a 2 lane road that saw a high traffic volume. The inefficiencies of the road were felt by City Staff and Residents daily.
During
Though construction was delayed because of underground utility partners, the project completed close to on time.
After
This road allows traffic to move efficiency while providing increased safety with sidewalks on both sides, traffic calming devices, and a center turn lane.
CentervilleHousingAssessmentIn 2017, City of Centerville elisted the help of the Middle Georgia Regional Commission for a Housing Study. This study provided a windshield perspective of every residential structure in the City Limits.
Workforce Housing
As a direct result from our Housing Assessment and GICH, we were able to leverage long term goals of our Town Center at Centerville Plan with the need for affordable multi-family housing in Centerville.
